    Finance Officer

    Purpose of the Role 

    The Finance Officer is responsible for ensuring transparent, accountable, and compliant financial management of the RISE Project in line with MEDA, NRC, and donor (GAC) requirements. The role will provide financial oversight, maintain internal controls, and support accurate reporting for decision-making and donor compliance. 

    Key Responsibilities 

    Financial Compliance & Internal Controls 

    • Ensure adherence to MEDA financial policies, tools, handbooks, and donor guidelines. 
    • Maintain effective internal control systems to ensure completeness, accuracy, and authorization of all financial transactions. 
    • Track staff advances, ensuring timely clearance and compliance with policy. 
    • Maintain secure filing and archiving of financial documents (Soft & hard copy

    Accounting & Transactions 

    • Process timely cash and bank payments with full supporting documentation       and approvals. 
    • Post payments, ensuring correct coding of expenditures on vouchers, POs, and PRs. 
    • Take corrective actions on unposted vouchers, budget check errors, and unapproved vouchers. 
    • Conduct daily/weekly cash counts and prepare monthly reconciliations of bank and cash accounts. 

    Budgeting & Financial Monitoring 

    • Maintain budget control and monitor cash flow for the area office 
    • Track expenditures against approved budgets and flag significant variances. 
    • Support Project Finance Manager lead in the development and implementation of financial management policies and practices. 

    Reporting & Tax Compliance 

    • Consolidate and submit monthly financial documentation, ensuring compliance with donor and labour law. 
    • Prepare and remit monthly statutory deductions (PAYE, suppliers, consultants) to relevant authorities. 
    • Support audit preparations and ensure timely closure of audit findings. 

    Capacity Strengthening & Continuous Improvement 

    • Provide technical guidance and training to staff on finance procedures and compliance standards. 
    • Contribute ideas for process improvement and efficiency in financial systems. 
    • Perform additional responsibilities as assigned by the Line Supervisor. 

    Qualifications and Experience: 

    • Degree or HND in accounting, Finance, or related field, CIBN or any professional certificate is an added advantage.
    • Minimum of 2–5 years’ experience in financial management of donor-funded projects. 
    • Proficiency in accounting software and MS Excel. 
    • Strong understanding of budgeting, compliance, and reporting systems. 
    • Ability to manage multiple responsibilities across portfolios.
