    Finance Officer

    Purpose of the Role 

    The Finance Officer is responsible for ensuring transparent, accountable, and compliant financial management of the RISE Project in line with MEDA, NRC, and donor (GAC) requirements. The role will provide financial oversight, maintain internal controls, and support accurate reporting for decision-making and donor compliance. 

    Key Responsibilities 

    Financial Compliance & Internal Controls 

    • Ensure adherence to MEDA financial policies, tools, handbooks, and donor guidelines. 
    • Maintain effective internal control systems to ensure completeness, accuracy, and authorization of all financial transactions. 
    • Track staff advances, ensuring timely clearance and compliance with policy. 
    • Maintain secure filing and archiving of financial documents (Soft & hard copy

    Accounting & Transactions 

    • Process timely cash and bank payments with full supporting documentation       and approvals. 
    • Post payments, ensuring correct coding of expenditures on vouchers, POs, and PRs. 
    • Take corrective actions on unposted vouchers, budget check errors, and unapproved vouchers. 
    • Conduct daily/weekly cash counts and prepare monthly reconciliations of bank and cash accounts. 

    Budgeting & Financial Monitoring 

    • Maintain budget control and monitor cash flow for the area office 
    • Track expenditures against approved budgets and flag significant variances. 
    • Support Project Finance Manager lead in the development and implementation of financial management policies and practices. 

    Reporting & Tax Compliance 

    • Consolidate and submit monthly financial documentation, ensuring compliance with donor and labour law. 
    • Prepare and remit monthly statutory deductions (PAYE, suppliers, consultants) to relevant authorities. 
    • Support audit preparations and ensure timely closure of audit findings. 

    Capacity Strengthening & Continuous Improvement 

    • Provide technical guidance and training to staff on finance procedures and compliance standards. 
    • Contribute ideas for process improvement and efficiency in financial systems. 
    • Perform additional responsibilities as assigned by the Line Supervisor. 

    Qualifications and Experience: 

    • Degree or HND in accounting, Finance, or related field, CIBN or any professional certificate is an added advantage.
    • Minimum of 2–5 years’ experience in financial management of donor-funded projects. 
    • Proficiency in accounting software and MS Excel. 
    • Strong understanding of budgeting, compliance, and reporting systems. 
    • Ability to manage multiple responsibilities across portfolios.

    Monitoring and Evaluation Officer

    Purpose of the Role 

    • The M&E Officer will be responsible for developing and implementing the project’s monitoring and evaluation (M&E) systems to ensure accountability, track progress, and support evidence-based decision-making. The role will ensure accurate data collection, analysis, and reporting, while building capacity among staff and partners to strengthen M&E practices. 

    Key Responsibilities 

    Framework & Tool Development 

    • Develop and implement M&E frameworks, plans, and indicators aligned with RISE project and donor (GAC) requirements. 
    • Design appropriate data collection tools, methodologies, and guidelines. 

    Data Management 

    • Oversee data collection, entry, cleaning, and management. 
    • Ensure accuracy and consistency through data quality audits and database maintenance. 

    Data Analysis 

    • Conduct quantitative and qualitative data analysis to measure progress against project targets. 
    • Identify trends, challenges, and lessons learned, providing evidence-based recommendations. 

    Reporting & Communication 

    • Prepare and present reports, dashboards, and visualizations for MEDA, donors, and consortium partners. 
    • Ensure timely submission of donor reports in line with GAC accountability frameworks. 

    Field Support & Verification 

    • Conduct monitoring visits to verify data accuracy and implementation progress. 
    • Ensure compliance with M&E standards and donor guidelines. 

    Capacity Building 

    • Provide technical support and training to staff, partners, and field officers on data collection, reporting, and M&E methodologies. 

    Evaluation Support 

    • Support baseline, midline, and end-line evaluations, as well as special assessments. 
    • Contribute to measuring project outcomes and long-term impact. 

    Learning & Knowledge Management 

    • Capture, document, and disseminate lessons learned, success stories, and best practices. 
    • Promote adaptive learning within the project and consortium.

    Qualifications and Experience 

    • Degree or HND in Social Sciences (Management, Economics, Development Studies, Sociology) or a related field. Possession of a relevant professional certification will be an added advantage
    • Minimum of two (2) years of experience in Monitoring and Evaluation (M&E) for donor-funded projects, preferably in agriculture, livelihoods, or inclusive development. Strong analytical and quantitative skills, with proficiency in M&E software (SPSS, STATA, R, or similar). 
    • Excellent report writing and communication skills. 
    • Demonstrated experience in developing M&E frameworks and managing databases. 
    • Proven capacity-building and facilitation skills. 
    • Familiarity with donor (particularly GAC) accountability and results-based management requirements.

    Access to Finance Manager

    Purpose of the Role: 

    • The Access to Finance Project Manager will lead the planning, coordination, and implementation of the financial inclusion components of the RISE Project. The role will ensure that project beneficiaries—particularly women, youth, and smallholder farmers—gain sustainable access to appropriate financial services. The position will also coordinate with consortium partners to deliver project objectives in line with MEDA and donor (GAC) standards. 

    Key Functions & Responsibilities 

    • Financial Planning and Management
    • Lead the development and implementation of access-to-finance strategies       within the RISE project.
    • Develop and monitor work plans, budgets, and timelines for finance-related components of the RISE project. Identify risks and propose mitigation strategies for access-to-finance interventions. 

    Consortium Coordination 

    • Coordinate with consortium partners (Sahel Consulting, AFEX, FOMWAN, WIBFO, DEC, Extension Africa, Emeraid Capital, etc.) to ensure integrated delivery of financial inclusion activities. 
    • Supervise project staff and provide technical guidance on financial inclusion. 
    • Build capacity of consortium partners and field teams by providing training, mentoring, and technical support on financial management and reporting standards. 
    • Represent the project in finance-related stakeholder engagements, including with government, private sector, and donor representatives.

    Reporting and Compliance 

    • Ensure compliance with donor requirements, accountability standards, and reporting obligations. 
    • Develop a detailed project plan to monitor and track progress 
    • Measure project performance using the appropriate tools 
    • Track, monitor and Analyze project performance to ensure successful project implementation. 
    • Manage comprehensive documentation of the project 
    • Prepare relevant reports and share with partners and management 
    • Perform additional responsibilities as assigned by the Line Supervisor. 

    Qualifications and Experience: 

    • Degree or HND in Accounting, Finance, or related field (professional certification such as CIBN, ICAN/ACCA is also required. Development Economics, Business Administration, Agriculture, or related field. 
    • Minimum of 5 years’ experience in access-to-finance, microfinance, or donor-funded development projects. 
    • Demonstrated ability to coordinate multi-stakeholder projects.

    Communication and Learning Assistant

    Summary of Position:

    • The Communications and Learning Assistant will support the implementation of communication strategies across all project activities. In addition, the Assistant will provide oversight for the project’s communication initiatives, including design, content quality, and overall consistency.

    Key Responsibilities:

    Communication & Visibility:

    • Support in documenting CASCADE activities in Nasarawa through photography, videography, and field notes.
    • Draft success stories, human-interest stories, case studies, and social media content highlighting project impacts.
    • Assist in designing IEC materials, newsletters, flyers, and visibility products in line with CASCADE brand guidelines.
    • Ensure timely media coverage and manage local media relations during project events. Knowledge Management & Learning
    • Support the development of learning briefs, reports, and documentation of best practices.
    • Assist in organizing learning events, workshops, and community dialogues.
    • Contribute to the collection and curation of data, quotes, and testimonies from beneficiaries for knowledge products.
    • Maintain a communication repository (photos, videos, stories, reports) for DEC and CASCADE.

    Capacity Strengthening:

    • Provide support to community structures and DEC field teams in documentation and communication practices.
    • Assist in training community volunteers, extension workers, and women leaders on basic storytelling and documentation tools.

    Administrative Coordination:

    • Liaise with CARE Nigeria communication team to align state-level communication outputs with national strategies.
    • Support logistics for field visits, media engagements, and workshops.
    • Prepare activity reports and contribute quarterly communication updates.

    Academic Qualifications and Experience:

    • Bachelor’s degree or Higher National Diploma in Communications, Mass Communication, Journalism, Development Studies, or related field.
    • Minimum of 2 years of relevant work experience in communications, media, or development sector (volunteering/internship experience will be considered).

    Core Competence:

    • Proven skills in photography, videography, and basic graphic design (Canva, Photoshop, CorelDraw, or similar tools).

    Programme Good Governance Officer

    Job Summary:

    • The Program Officer Good Governance and Peace Building support the design, coordination, and implementation of initiatives that promote accountable governance, civic participation, conflict prevention, and inclusive peacebuilding.     Academic Qualifications

    Work Experience:

    • Minimum of 3 years progressive working experience in Governance programming, peacebuilding within the NGO or developmental sector.
    • Experience In conducting Organizational Development and Implementing Organizational development plans will be an added advantage.
    • Experience of coordination and engagement with stakeholders at both community and government levels. Skills in advocacy essential
    • Ability to function in a team, especially field teams in a challenging environment

    MEAL Officer

    Summary of Position:

    • The MEAL Officer will ensure that projects are routinely monitored, data collected, data managed and analyzed to improve the output of the programs as stated. The MEAL Officer will contribute to the development of the MEAL plans as guided by the Head, KMC. S/he will ensure the implementation of the MEAL plans for the projects as assigned. In close coordination with implementing partners and relevant government departments, s/he will gather relevant information to monitor the programme outputs and outcomes in target communities. S/he will support output tracking, updating and programme reporting on existing DEC designated online and digital platforms. In addition, s/he will ensure that accountability mechanisms are in place for the programme and act as the focal point in receiving and channeling beneficiary’s feedback. S/he will also provide MEAL support to implementing partners in program monitoring and evaluation management and promotes networking with program stakeholders.

    Key Responsibilities:

    Monitoring:

    • Tracking core programme indicators, doing a meta-analysis and communicate this monthly, quarterly to the programme team.
    • Will ensure that standard operating procedures and programme common approaches are followed in the area for data collection, processing and analysis.
    • Provide technical support to core Programmes and ensure availability of reporting forms and tools.
    • Working together with the core Programmes/operations teams, organize and conduct routine monitoring and evaluation of the programme/projects and work closely with community members, implementing partners and beneficiaries to improve attainment of program/project goals.
    • S/he will conduct monthly, quarterly monitoring and evaluation facility and field visits.

    Evaluation:

    • Support preparation of key programme reports. The MEAL Officer will assist in preparing reports on the progress of the programmes after every visit and keep record of MEAL activities. Will also support compilation of Annual Reports and total reach at programme level.
    •  Participate in the implementation of the MEAL strategy and tools. Support programme technical staff to carry out monitoring and evaluation of project activities as agreed in MEAL framework and plans and strengthen integration between Programmes.
    • Support programs in designing and conducting baseline surveys, mid-term evaluations, specialized studies and final evaluations to include sampling methodologies, data collection instruments, analysis and report development.
    • Provide support for annual reviews and reflections with implementing staff and communities and analyze data trends towards objectives achievement.

    Accountability:

    • Implement and support accountability feedback, complaints and response mechanisms (both digital and conventional) in the impact area.

    Learning:

    • With the guidance and support from the Head, HMC, support implementation of a comprehensive organizational MEAL and knowledge management system to enhance impact monitoring, quality control and evaluation to improve internal processes and results delivery.
    • Support development of programs management information system (MIS), harnessing new information technology for the compilation, analysis, storage, and retrieval of data and knowledge for programs development; provide technical assistance on data quality and integrity.
    • Perform other duties as may be assigned by DEC Management.

    Additional job responsibilities:

    • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

    Academics Qualifications and Experience for the position:

    • Bachelor’s degree/HND in social science (Management, Economics, Development studies, sociology) or any other related field.
    • Minimum 3+ years’ experience in planning, monitoring and evaluation in NGO environment or any development organizations, at least 2 years of working in programs design and implementation experience including working with community-based organizations and implementing partner staff.
    • Computer proficiency in general office software and statistical applications (i.e., Kobo, ODK, Survey CTO, SPSS)
    • Outstanding written and oral communication skills in English. Knowledge in Hausa Language would be an added advantage.
    •  Demonstrated diplomacy in building relationships and working with diverse cultures and audiences and sensitive situations and subject matter.

    Core Competence:

    •  Experience in strategic planning approaches – including, needs assessment and programs design, logical framework development, selecting indicators, implementing monitoring plans, supporting evaluations and data analysis, research skill to support project annual assessment.
    • Experience in Monitoring and Evaluation methods and approaches (including quantitative, qualitative and participatory work with women and children).
    • Demonstrated skills in training Monitoring and Evaluation and capacity development of staff preferred/ facilitation skills.
    • Technical capacity to conduct data validation and data quality assessment
