Monitoring and Evaluation Officer at Development Exchange Centre (DEC)

Purpose of the Role 

• The M&E Officer will be responsible for developing and implementing the project’s monitoring and evaluation (M&E) systems to ensure accountability, track progress, and support evidence-based decision-making. The role will ensure accurate data collection, analysis, and reporting, while building capacity among staff and partners to strengthen M&E practices. 

Key Responsibilities 

Framework & Tool Development 

• Develop and implement M&E frameworks, plans, and indicators aligned with RISE project and donor (GAC) requirements. 
• Design appropriate data collection tools, methodologies, and guidelines. 

Data Management 

• Oversee data collection, entry, cleaning, and management. 
• Ensure accuracy and consistency through data quality audits and database maintenance. 

Data Analysis 

• Conduct quantitative and qualitative data analysis to measure progress against project targets. 
• Identify trends, challenges, and lessons learned, providing evidence-based recommendations. 

Reporting & Communication 

• Prepare and present reports, dashboards, and visualizations for MEDA, donors, and consortium partners. 
• Ensure timely submission of donor reports in line with GAC accountability frameworks. 

Field Support & Verification 

• Conduct monitoring visits to verify data accuracy and implementation progress. 
• Ensure compliance with M&E standards and donor guidelines. 

Capacity Building 

• Provide technical support and training to staff, partners, and field officers on data collection, reporting, and M&E methodologies. 

Evaluation Support 

• Support baseline, midline, and end-line evaluations, as well as special assessments. 
• Contribute to measuring project outcomes and long-term impact. 

Learning & Knowledge Management 

• Capture, document, and disseminate lessons learned, success stories, and best practices. 
• Promote adaptive learning within the project and consortium. 
• Perform additional responsibilities as assigned by the Line Supervisor.  

Qualifications and Experience 

• Degree or HND in Social Sciences (Management, Economics, Development Studies, Sociology) or a related field. Possession of a relevant professional certification will be an added advantage
• Minimum of two (2) years of experience in Monitoring and Evaluation (M&E) for donor-funded projects, preferably in agriculture, livelihoods, or inclusive development. Strong analytical and quantitative skills, with proficiency in M&E software (SPSS, STATA, R, or similar). 
• Excellent report writing and communication skills. 
• Demonstrated experience in developing M&E frameworks and managing databases. 
• Proven capacity-building and facilitation skills. 
• Familiarity with donor (particularly GAC) accountability and results-based management requirements.
