    Project Overview

    • The Integrated Child Health and Social Service Award ICHSSA 1 is a five years award agreement by USAID, commenced on December 19, 2019. ICHSSA 1 is implemented by Center for Clinical Care and Research Nigeria.
    • The project goal is to ensure that Orphans and Vulnerable Children (OVC) are cared for, and protected by their households, communities, and local and state government to reduce their vulnerability to HIV.
    • The project expected results is highlighted as follows:
      • Households have increased access to basic services and care for OVC
      • Communities ensure that OVC secure their rights
      • Local and State Government deliver basic services, detect and respond to child rights violations
      • Prioritized targeted services for specific OVC subpopulations delivered.

    Job Summary

    • The DCOP supports the COP and serves as the principal point of contact in Nigeria for procedural and substantive matters in the absence of the COP (as Acting COP). The DCOP will be responsible for managing day-to-day technical activities.
    • S/he will be responsible for technical collaboration with other stakeholders, in states where ICHSSA 1activities are being implemented, in order to apply lessons learned, innovations, and cutting-edge quality improvement methods and to translate best practices into the improved implementation of interventions.
    • The DCOP will provide technical leadership responsibilities in the following areas:
      • Programming for priority OVC sub-populations including CLHIV, HIV-exposed infants, children of PLHIV, adolescent girls, children of FSW
      • Parenting skills development
      • Organization and workforce development
      • Gender transformative programming  
      • Programming to support HIV prevention and epidemic control
      • MCH and nutrition

    Specific Job Responsibilities
    Program Quality:

    • Under the guidance of the COP, ensure high levels of program quality and work in close collaboration with the ICHSSA directorates for high quality and effective program integration and implementation.
    • Ensure adherence to all relevant USAID guidelines and program quality standards for HIV an OVC programming for the ICHSA consortia and sub-recipients.
    • Under the guidance of the COP, oversee periodic programmatic and technical reviews and manage changes in program direction and focus.
    • In collaboration with the Technical Program Director, provide programmatic guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice aredocumented and disseminated.
    • Provide guidance and technical assistance to ICHSSA sub-recipients and partners to facilitate institutional capacity assessment to identify major challenges and develop effective capacity building plan.

    Management and Administration:

    • Guide the annual planning and budgeting exercise for thematic areas, trackimplementation as well as analyze performance periodically(program area score cards) and share analysis with the COP.
    • Along with the COP, periodically review progress, integration with other USG funded partners and achievements of ICHSSA program to identify bottlenecks and recommend appropriate actions to ensure the program meets her target.
    • Support the sub-granting process and ensure that sub-granting is carried out in compliance with USAID and CCCRN guidelines.

    Representation:

    • In collaboration with the COP, Chief Executive Officer, strengthen linkages with existing and potential partner agencies.
    • Represent CCCRN at all relevant technical working groups, sectoral meetings and coordination forums.
    • Ensure the program’s compliance with the USAID branding and marketing requirements, as well as CCCRN marketing and communication procedures.

    Key Working Relationships

    • Supervisory: The DCOP supervises HES Advisors, System Strengthening and advocacy Advisor, Collaborating learning and Adaptive Advisors, Gender Advisor Communication Advisor/Specialist.
    • Internal:  Directorates, Consortium Partners
    • External:  Government Ministry Agencies (MDAs); UN agencies; Peer agencies (NGOs)

    Qualifications and Skills

    • Master's Degree in relevant field e.g. Public Health, Development Studies, Social Work or Business Administration with focus on Public Health, Social Sciences or other related health field in the past 5 years
    • Five (5) years of experience in senior program management implementing international development activities in Africa, with preference given to OVC and HIV/ health activities under a USG-funded award in Nigeria.
    • Technical expertise and experience with clinical programming domain guidelines around HIV testing and counseling, PMTCT, HIV-exposed infants,CLHIV care and support;
    • Demonstrated knowledge of policy and programs serving vulnerable adolescent girls and young women at high risk of HIV acquisition;
    • Hands-on experience with PEPFAR project management processes and application of PEPFAR technical and administrative guidelines;
    • Familiarity with Nigeria’s institutional, policy and programming context for HIV clinical and community services, including knowledge of the social welfare and health sectors in Nigeria;
    • Demonstrated ability to engage government and represent OVC priorities and issues as they relate to children and adolescent living with or at high risk of HIV;
    • Proven leadership and interpersonal skills and ability to build and motivate a team working with state and local government, community organizations, communities and families;
    • Flexibility to work both in a team and independently;
    • Proficiency in Microsoft Office suite, including Word, Excel, outlook and statical packages such as SSPS, Epi Info.
    • Excellent report writing skills with expertise in infographic representations
    • Vast experience in operational research methodologies, scientific journal reviews and coordination of project learning goals.
    • Full professional proficiency in spoken and written English.
    • Ability to travel nationally and internationally, as required.
    • Ability to effectively work with a diverse team.

    Required Travel:

    • To field locations in Nigeria. There will also be occasional international travel to participate at relevant conferences, regional and global learning forums and conferences (subject to funds availability)
