Terre des hommes (Tdh) is committed to promoting evidence-based programming, accountability to affected populations, and continuous learningacross its interventions. Effective Monitoring, Evaluation, Accountability, and Learning (MEAL) systems are essential to ensure quality programming, donor compliance, adaptive management, and measurable impact.
Many local partner organizations face capacity gaps in designingand operationalizing MEAL systems, collecting and using data, and integrating learning into decision-making.To address these gaps, Tdh seeks a qualified consultant to deliver a comprehensive MEAL capacity strengthening trainingfor partner organizations and selected staff.
Purpose of the Consultancy
The purposeof this consultancy is to strengthen participants’ technical and practical competencies in MEAL by equipping them with tools,frameworks, and skills to design, implement, and manage effectiveMEAL systems alignedwith humanitarian and development standards.
TrainingObjectives
By the end of the training, participants will be able to:
- Understand the core conceptsand principles of MEAL in development and humanitarian programming.
- Design a project-level MEAL plan that includes a Theory of Change, SMART indicators, and a data collection matrix.
- Develop indicators, data collection tools, and MEAL plans.
- Implement effective monitoring and evaluation processes.
- Develop a context-appropriate Accountability to Affected Populations (AAP) framework, including a safe and accessible community feedback mechanism for a sensitive protection program.
- Analyze, visualize, and use data for learningand adaptive management.
- Ensure quality reporting and donor compliance.
- Scope of Work
The consultant will be responsible for:
- Conducting a brief pre-training MEAL capacity needs assessment.
- Designing a context-specific MEAL training curriculum and agenda.
- Delivering participatory and practice-oriented trainingsessions covering:
- MEAL concepts, standards, and ethicalconsiderations
- Theory of Change and results frameworks
- Indicator development and performance measurement
- Data collection methods and tools (quantitative and qualitative)
- Baseline, midline,and endline assessments
- Accountability to Affected Populations (AAP) and feedbackmechanisms
- Data qualityassurance and data protection
- Data analysis,visualization, and reporting
- Learning, reflection, and adaptive management
- Facilitating groupwork, case studies,and hands-on exercises.
- Supporting participants to develop or refine projectMEAL plans and tools.
- Providing post-training recommendations for strengthening organizational MEAL systems.
- Training Durationand Structure
The trainingwill be deliveredover five (5) full days, structured as follows:
- Day 1: MEAL Fundamentals, Ethics, Theory of Change &Results Frameworks
- Day 2: Indicators, MEAL Plans & Data Collection Tools
- Day 3: Monitoring Systems,Data Quality & Accountability (AAP)
- Day 4: Evaluation Approaches, Data Analysis & Reporting
- Day 5: Learning, AdaptiveManagement & Action Planning
- Deliverables
The consultant will provide:
- Pre-training assessment summary
- Detailed training agenda and curriculum
- Training materials (slides,templates, tools, exercises)
- Delivery of 5 full days of training
- Draft MEAL plans or tools developed by participants
- Post-training evaluation analysis
- Final training reportwith recommendations
- Consultant Qualifications
The consultant must have:
- At least 5–7 years of experience in MEAL withindevelopment or humanitarian contexts.
- Proven experience designingand implementing MEAL systems.
- Strong knowledge of donor MEAL requirements and standards.
- Demonstrated experience delivering MEAL capacity-building trainings.
- Excellent facilitation, analytical, and reporting skills.
- Duration and Work Structure
Theassignment will run for Seven (7) days, from 22nd to 26th June 2026,structured as follows:
- Day 1: Initial assessment, administrative preparation, and finalization of training arrangements.
- Days 2–5 Full deliveryof MEAL Training
- Final Day: Development of the trainingreport and submission of all administrative and required documentation.
- Location: Maiduguri

- Training venue and logistics
- Participant mobilization and coordination
- Printing of training materials
- Stationery, equipment, and administrative support
