    Consultant, Child Protection in Emergencies, NOC

    Purpose of Assignment

    • Under the guidance of Chief of Child Protection and the Child Protection in Emergencies Manager, the consultant will contribute to the implementation of the European Union (EU) funded Women, Peace and Security (WPS) programme in Adamawa State.

    Major Tasks to be Accomplished by each Consultant

    • In collaboration with the Child Protection in Emergencies (CPiE) Manager, assist in the facilitation of planning meetings for the WPS programme with key stakeholders, ensure there is a good understanding in the state of the work plan for the next one year and ensure good collaboration with the UN Women Gender Focal Point assigned to the State
    • Oraganise the training envisaged in the WPS annual work plan including for social workers, Child Protection Network (CPN) members, children and armed conflict group members, NEMA/SEMA, the police and the judiciary
    • Support the implementation of UNICEF’s child protection programme in Adamawa State with a focus on separated and unaccompanied children, case management, Sexual and Gender-Based Violence (SGBV), Children Associated with Armed Forces and Armed Groups (CAAFAG) and, psychosocial support as needed, including convening partners, organizing trainings, providing a situational analysis, and organizing missions of staff and consultants etc
    • Support and monitor the work of the M&E unit in the Adamawa State Ministry of Women Affairs and Social Development and ensure proper end use of the equipment provided
    • Facilitate participation from state in training workshops on IMS/case management tools/data analysis on Violence Against Children (VAC) & Gender-Based Violence (GBV); assist in rolling out of the IMS and case management tools
    • Organise working group meetings on children and armed conflict
    • Co-chair State Child Protection Working Group (WG) meetings; facilitate child protection coordination at Local Government Area (LGA) level; actively participate in GBV coordination mechanism and Protection Sector Working Group (PSWG)
    • Facilitate participation from Adamawa state (15) for capacity building on CPiE and coordination (including SMWASD, SEMA, state and non-state partners, and Child Protection Network) x 2 (basic and refresher)
    • Facilitate participation from Adamawa state (15) capacity building on CPiE and coordination for LGA level coordination mechanisms
    • Assist in dissemination of working protocol between health, social welfare and police
    • Monitor implementation PCA with international NGOs in Adamawa for UASC, CAFAG and SGBV prevention response and DCT to MWASD Adamawa
    • Facilitate participation from Adamawa (SMWASD, NEMA, CPN, SMWASD, NEMA, CPN) for training on UASC response
    • Facilitate participation from Adamawa for case management Training of trainers (ToT and step down training
    • Advocate and provide technical inputs for the domestication of the Child Rights Act (CRA) in Adamawa
    • Facilitate participation from Adamawa in workshop on CAAFAG
    • Implement the action plan developed by the international consultant on UASC in Adamawa
    • Participate in state level coordination groups related to child protection to advocate for child protection concerns in the state
    • Assist the CPiE Manager to collect administrative documents as needed for UNICEF fund disbursement and payment for the WPS activities in Adamawa state
    • Assist in monitoring of WPS activities taking place in Adamawa state, including ensuring donor conditions
    • Ensure visibility of the programme, including mention of donors in all WPS related programme activities, events and materials produced, including image series and film, leaflets, newsletters and other visibility materials
    • Contribute in preparation of programme status reports required for donors, management or others, including data collection of key M&E indicators
    • Provide timely contributions for the inputs from Adamawa to the CPiE Manager for the monthly Situation Reports
    • In collaboration with the CPiE Manager and key stakeholders, develop a costed advocacy plan for the passing of the Child Rights Act (CRA) in Adamawa according to the work plan and trainings for social workers, CPN member, SEMA/NEMA and NHRC have been conducted; implement the advocacy plan for the passing of the CRA
    • Attend and contribute to annual review and planning sessions

    End Products:

    • Support the timely implementation as per agreed state work plan in Adamawa , including children and armed conflict working groups (Government and NGO groups) plan meeting on a regular basis (Adamawa only), data on children and armed conflict collectand share to UNICEF monthly (Adamawa only).
    • Assist in costing the advocacy plan for the passing of the CRA with key stakeholders and implementation is according to the work plan and conduct trainings for social workers, CPN member, SEMA/NEMA and NHRC.
    • Prepare monthly breakdown on UASC registered (broken down by sex, location and unaccompanied and separated), number of children supported (broken down by sex, age, type of case, service provided and outcomes for case management).
    • Assist in organizing visits to Adamawa State for Staff and international Consultants.
    • Assist in timely implementation of the action plan on UASC..
    • Prepare activity reports, minutes form meetings and other relevant documentation and submitted to the CPiE Manager within one week of taking place.
    • Collect monthly data on WPS monitoring from partners and submitted to UNICEF Abuja and Bauchi Child Protection Specialists.
    • Ensure and laisse for the adequate donor visibility on all implementation activities as per agreement in Adamawa State and also prepare documentary evidence supported with photos and shared with Abuja.

    Qualifications or Specialized knowledge/Experience Required

    • University degree in Social Science, Law or related field (Masters or equivalent level or 8 years of experience will be accepted in lieu of a Master’s degree)
    • A minimum of six years of relevant professional work experience with projects related to child protection
    • Abreast with latest development i the field of child protection
    • Familiarity with the child protection in emergencies would be beneficial including programming for unaccompanied and separated children and children affected by armed conflict
    • Excellent planning and organizational skills
    • Strong communication skills - both oral and written

    Estimated time of consultancy and deadline for submission of end product:

    • 8 months consultancy, including two-week unpaid leave, with deadlines as indicated above
