    Local Enviromental Specialist Consultant

    The Assignment

    The Local Environmental Specialists required for this assessment will travel to conduct assessments, upon demand, in the six states (listed above) where E-WASH works. Specifically, the Consultant will do the following:

    • The Environmental Specialist will work with the E-WASH technical and operations team to understand planned activities as contained in the E-WASH Year 2 Work Plan and the Utility Support Fund (USF) milestone tables.
    • The Consultant will assess activities and activity locations to identify potential environmental impacts and select measures to avoid, minimize, and/or compensate for impacts.
    • He/she will communicate potential environmental impacts and appropriate mitigation practices to the E-WASH team and local partners (e.g. vendors, contractors).
    • He/she will aggregate the implications in accurate cost delivering in a professional format.
    • He/she will ensure project compliance with local, national, and agency policies, regulations, as well as with selected mitigation practices.
    • He/she will manage and/or conduct inspections for impacts such as land/water contamination, waste management, air quality, land disturbance.
    • He/she will produce environmental review and screening reports, contribute to quarterly reports and provide status updates to E-WASH team.

     Objectives of the Assignment
    The overall objective of the assignment is to have an environmental assessment done prior to investing Utility Support Fund for improving billing and collections, key repairs, metering, customer enumeration, developing and implementing communications strategies on the SWBs. The assessment is aimed at ensuring that the USF activities will be in line with Nigeria & USA Environmental standards such that each procurement, installation, act of maintenance, construction and any other activities that will be done through the USF will adhere to environmental standards.

    Deliverables

    • Initial Environmental Examination Report
    • Where required, a comprehensive Environmental Mitigation and Monitoring Report using USAID guidelines.

    Qualifications and Experience
    Qualification:

    The Consultant should have at least Bachelor’s degree in Environmental Science/Engineering/Management or a related field.

    Experience:

    • Knowledge of local national environmental policies and regulations and USAID environmental policies especially regarding EMMPs.
    • Knowledge of environmental best practices, especially in civil works, water supply and water resources.
    • Able to produce concise reports with necessary documentation, including picture taking.
    • WASH experience is desirable.
    • Previous work on WASH sector reforms in Nigeria is added advantage.
    • At least 8 years’ experience in relation to the field mentioned above or one related to it

    Corporate Governance Workshop Facilitator Consultant

    The Assignment

    • The Facilitator is expected to facilitate the corporate governance retreat to examine current best practice in all aspects of corporate governance, from the new role of board committees and directors' responsibilities and powers, to best implementation of governance in day-to-day activities. The workshop is expected to:
    • Improve participants understanding on how good corporate governance can be achieved for state owned institutions such as the newly corporatized SWBs.
    • Examine the costs and benefits of best practiced good corporate governance
    • Provide practical guidance with respect to the relationship with shareholders and other stakeholders, managing and meeting the expectations of the market, international investors and local government and regulatory authorities.
    • Discuss the challenges of implementing best-practice corporate governance in emerging markets and build consensus on improving corporate governance to include the specific requirements of banks and financial institutions in accessing relevant investments for financial growth.
    • The following topics are envisaged in the course of the retreat. The Consultant is expected to review same and propose additional topics that are relevant to achieving the purpose of this assignment:
    • Enabling environment (policy, legislation and regulation) for corporatization of urban WASH services
    • The current state and direction of best practices in corporate governance
    • Implementing and embedding best practices within your organization /institution
    • How to structure board committees, institutional policies and procedures to conform to international requirements and expectations
    • How to communicate governance procedures to outside stakeholders including shareholders, governments and communities
    • Implementing governance directives within the management of an institution
    • Analyzing the governance of other institutions
    • Identifying and maximizing the financial benefit from improved corporate governance and procedures

    Objectives of the Assignment
    The overall objective of the assignment is to expose participants to the concept of corporate governance in order to enable them to appreciate the benefits of what can be derived from it, to the concept of markets and ethical business practices that will enable them to reposition the utility for wealth creation, to employment generation and to the significance of policy environment and legislation in driving reforms of institutional changes, corporatization and autonomy of SWBs.

    The interests of stakeholders, managers, customers, suppliers, employees, labor unions, communities, investors, creditors or bankers, policymakers and other players in the water sector will also be defined and clarified.

    Deliverables

    • Development of module outline topics and learning outcomes for presentation;
    • PowerPoint presentation slides for all topics;

    Workshop report

    To state specific agenda communique for driving corporate governance reform for urban water and sanitation services as an annex to the workshop report

    Qualifications and Experience
     Qualification:

    The Consultant should have at least M.Sc. in Institutional Development, Governance, Law, Humanities, Social Science or related field.

    Experience:

    • Must have extensive experience of working as senior management team of a reputable corporate organization or high-level government policy maker of not less than 5 years
    • Must demonstrate experience of facilitation of corporate governance and policy related issues to high-level government/ policy officials
    • Experience of being a Board Member of well performing organizations is strong advantage
    • Must demonstrate previous experience of engaging with public organization in transition
    • Previous work on WASH sector reforms in Nigeria is added advantage.
    • At least 15 years’ experience in Corporate governance, Business and Market Systems Development, Change Management and Policy Reforms
