    CORE DUTIES AND RESPONSIBILITIES
    The incumbent is normally supervised by the Admin/Finance Officer who defines general work objectives and provides necessary advice and guidance. The Admin/Finance Associate may
    supervise some support staff in Ogoja Sub-Office. The incumbent keeps frequent contacts with staff at various levels in the office and occasionally with staff at the same level in other duty
    stations and/or Headquarters; with local suppliers, banks and financial institutes on subject matters which may be of importance to the Organization.

    Under the direct supervision of the Admin/Finance Officer the incumbent will have the following
    responsibilities:

    • Performs personnel administration tasks including interpretation and processing entitlements, issuance of contracts and maintenance of various personnel records and
    • files;
    • Assists in conducting preliminary interviews of candidates, administering typing exams and recruitment of GL staff;
    • Conducts surveys of local cost of living, DSA rate and servicing staff, housing rental and collects information on the above-mentioned.
    • Prepares travel authorization, ID cards and other personnel related documents for staff;
    • Record vouchers in MSRP Finance and Supply Chain application, prepares monthly replenishments, maintains Petty Cash, enters Requisitions and Purchase Orders. Prepares
    • monthly reports on accounts for submission, as needed. If required, assists in preparation of ABOD and submission along with Country Operation Plan;
    • Prepares, updates, maintains inventory records of non-expendable equipment for submission to the main office. Orders and controls stationary supplies;
    • Attends meetings and participates in discussions of new or revised procedures and practices on administration and finance matters; interprets and assesses the impact of
    • changes and makes recommendations for follow-up action;
    • Performs other duties as required.

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Completion of secondary education with post-secondary certificate/training in Business Administration, Finance, Office Management, Human Resources or other related fields;
    • Minimum 6 years of previous job experience relevant to the function;
    • Computer skills (MS office and People soft applications);
    • Fluency in English and working knowledge of another relevant UN language or local language (as applicable in the duty station).

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    • Knowledge of UNHCR administrative and financial rules and procedures.
    • Knowledge and working experience of MSRP Finance and EPM Budget applications.

    CORE DUTIES AND RESPONSIBILITIES

    • The senior Admin/Finance Assistant provides clerical assistance to the immediate supervisor and/or Head of the Office to ensure that routine services and activities within the admin/finance
    • domain are properly implemented. Subject to the nature of the task/assignment in hand, he/she will receive regular guidance from his/her supervisor. As per specific instructions, the incumbent
    • may require liaising with other internal or external entities, to ensure effective delivery of services and achievement of objectives. The nature of certain personnel/administrative tasks requires

    • Under the direct supervision of the Head of the Office the incumbent shall carry out the responsibilities below:
    • Processes entitlements, issues of contracts and maintains various personnel records and files;
    • Assists in the recruitment of GS staff by evaluating candidate applications and conducting preliminary interviews;

    • Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports;

    • Selects and enters data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data;
    • Assists in preparing administrative budget submission for entire year; maintains liaison with officials of local bank to obtain day-to-day information in exchange and interest
    • rates, changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.
    • Performs other duties as required.

     

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Completion of Secondary Education or equivalent technical or commercial school with certificate/training in Business Administration, Finance, Office Management, Human
    • Resources or other related field.
    • Minimum 5 years of job experience relevant to the function;

    • Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
    • Ensure that the steps required by rules and regulations are taken in case of involvement in accident.

    • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
    • Assist in providing comments on existing and draft legislation related to persons of concern.
    • Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.

    • If necessary, assist with shipment of their personal effects in coordination with the supply section.
    • Administer UNHCR medical insurance plan for locally recruited staff upon completion of the necessary trainings. Provide administrative support to staff and dependants in case of
    • medical evacuations, as well as security evacuations/relocations. Maintain daily tracking record of staff and families to provide accurate information in case of emergency.
    • Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records.
    • Perform other related duties as required. Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP
    • reimbursements, medical and security evacuations, shipment costs.
    • Initiate routine correspondence on HR matters for the authorizing officer’s approval.

    ESSENTIAL MINIMUM QUALIFICATIONS

    • Completion of secondary education with certificates in secretarial and administrative training.
    • Minimum 5 years of previous relevant work experience.
    • Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.
    • Fluency in English and working knowledge of another relevant UN language or local language.
    • Excellent drafting skills in English.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    • Working knowledge of other UN language(s).
    • Field experience with UNHCR and/or with other humanitarian organizations is an asset.
    • High IT affinity and working experience of PeopleSoft/MSRP.
