    The Human Resources Associate will function under direct supervision of the Assistant Admin/Programme Officer, assisting him in personnel administration and other HR related matters of staff under area of responsibility (AOR), including the process of staffing and budget reviews, recruitment and appointment of staff, and in the performance management and staff welfare issues. He/she will assist in coaching and training of junior support staff.

    The incumbent will have close working relationship with the staff-related services in UNHCR, such as the Personnel Administration & Payroll Section, Medical Service, Staff Welfare and Global Learning Centre.

    DUTIES AND RESPONSIBILITIES

    1. Prepare HR related documents for the annual operations programme review. Provide input in the review of the training needs of the staff, making appropriate proposals to meet identified needs.
    2. Advise staff members on their rights, obligations, benefits and entitlements, and assist them in interpreting UN/UNHCR staff rules and regulations.
    3. Participate in the recruitment of local staff including the drafting of vacancy notices and arranging for typing, driving and/or other tests on the required skills. Draft submissions for the review by the local Assignments Committee (AC).
    4. Administer recruitment, assignment and reassignment of local staff in the AOR, in accordance with UN/UNHCR rules and procedures. Update personnel records in the office, including MSRP entries into HR module where this activity has been rolled out from PAPS to the respective office.
    5. Assist and coach administrative staff performing personnel administration related functions, including maintenance of the attendance, overtime and leave records.
    6. Assist newly-arrived international staff with administrative formalities related to their accreditations, security/ground passes, submission of completed forms and related documents to headquarters, arrangements for their onward travel to the field office, if applicable.
    7. Administer UNHCR medical insurance plan for locally recruited staff. Provide administrative support to staff and dependants in case of medical evacuations.
    8. Maintain liaison with the counterparts at support sections and divisions at headquarters, as well as at the respective Bureau, on matters related to the personnel administration support, medical and other issues of staff welfare and safety.
    9. Perform other duties as required.

    ESSENTIAL QUALIFICATIONS

    · Completion of secondary education with post-secondary training/certificate in Business Administration, Office Management, Human Resources Management or related field.
    · Minimum 6 years of previous relevant professional experience.
    · Good knowledge of UNHCR administrative procedures and processes and exposure to provision of support services in an international organization.
    · Fluency in English and working knowledge of another relevant UN language or local language.

    DESIRABLE QUALIFICATIONS & COMPETENCIES

    · Working knowledge of other UN language(s).
    · Field experience with UNHCR and/or with other humanitarian organizations is an asset.
    · High IT affinity and working experience of PeopleSoft/MSRP HR module, as well as with MSRP Financials and Focus.

    3. Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road worthy and maintained up to the established security standards.

    DUTIES AND RESPONSIBILITIES

    Under the supervision and guidance of the Protection Officer, the Senior Community services Assistant act as a critical interface between UNHCR and communities of concern, providing an AGD sensitive analysis of community risks and capacities that form the essential foundations to all UNHCR work in a given country context.

    Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, s/he works directly with communities to leverage their capacities for community based protection. To fulfill this role, the Senior Community Services Assistant is required to spend a substantial percentage of their time working outside of the office, building and maintaining networks within communities of persons of concern.

    The Supervisor will provide general guidance in accordance with the principles and human values of the United Nations and in adherence with the UNHCR Code of Conduct.

    1. Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy.
    2. Assist in initiatives with host communities to involve national civil society groups in the protection of persons of concern.
    3. Support implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.
    4. Assist in analyzing protection risks and capacities of communities of concern.
    5. Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern.
    6. Collect data for monitoring of programmes and budgets from an AGD perspective.
    7. Accompany, and interpret for, senior management in their contacts with local interlocutors.
    8. Draft and type routine correspondence, documents and reports using word processing equipment and maintain up-to-date filing systems.
    9. Support efforts to build the office capacity for community-based protection.

    The Senior Admin/Finance Assistant normally has no direct supervisory functions though it rests upon the supervisor of the post to make time specific arrangements subject to a given situation.     3. Receive visitors, place and screen telephone calls, respond to routine requests for information and take notes at meetings as and when required.
    4. Type a wide variety of material from drafts and printed texts using a word processor. Proof-read for correctness and maintain office records and reference files on various subjects.
    5. Assist in making travel arrangements.
    6. Receive, review, sort and distribute all incoming and outgoing material, highlight priority items and attach necessary background information.
    7. May be required to maintain/update confidential files.
    8. Performs other duties as required.

    ESSENTIAL QUALIFICATIONS

    · Completion of Secondary Education or equivalent technical or commercial school with certificate/training in Business Administration, Finance, Office Management, Human Resources or other related field.

    · Minimum 5 years of job experience relevant to the function;

    · Computer skills (MS office and People Soft applications).

    · Fluency in English and working knowledge of another relevant UN language or local language.
