    Finance Officer

    Locations: 6 Geo-political Zones, Nigeria
    Duration: One year with the possibility of renewal subject the availability of funds.

    Description

    • The Organization is seeking qualified candidates to work on its recent award on "the Nigeria Indicator and Impact Survey (NAIlS), a Population-based HIV Impact Assessment (PHIA) Survey that was developed to enable countries obtain HIV-specific indicators, including the impact of the expansion of HIV prevention and treatment programs to facilitate effective monitoring of national HIV programs.

    Position Overview

    • The NPHIA Finance Officer will be responsible for coordinating financial activities within a geopolitical zone
    • Ensures timely processing of payment request i.e. Travel advances, expense reports, workshop per diems, vendor invoices, etc.
    • Ensure timely payment of all field expense and reimbursements in compliance with organizations supporting document requirement
    • Ensure adequate financial internal control systems including verifying transactions, reconciling balances on a weekly basis
    • Manage the account receivables to ensure balances are current and at acceptable levels
    • Maintains the accounts payables and monitor payments & outstanding balances
    • Ensure timely payment and submission of withholding taxes including annual remittance of tax returns
    • Maintain audit ready-financial documentation
    • Data entry of transactions into QuickBooks (Accounting software) for FM'S review
    • Review and ensure completeness of all payments and other financial records
    • Work closely with the FM in preparing bi monthly pipeline and spend plan report for the NPHIA project
    • Monthly bank reconciliations
    • As part of internal controls, periodically reviews the accuracy, validity, legitimacy of randomly selected field expenses and make recommendations including supporting the internal/external auditors as required
    • Oversee an efficient document filing and archival system both in hard and electronic formats
    • Regular and timely scanning of transaction document to Country program office and HQ.
    • Ensuring timely and accurate preparation of Payment vouchers
    • Any other duty that may be assigned to him/her by the supervisor

    Qualifications

    • B.Sc in Accounting or its equivalent
    • 2 years experience in finance and accounting practice

    Health Supply Chain Specialist

    Essential Functions

    • To provide technical and programmatic support to NPHIIA Project in health supply chain management, including capacity building for individual service delivery points (SDPs) supply chain management.

    Primary Responsibilities

    • Provide technical support to service delivery points in ensuring best practices in health commodities commodity management
    • Ensure timely receipt and review of utilization of consumption reports from the field. Update and manage a logistic management system for all health commodities. Provide feedback to field staff at the SDPs assigned on LMIS reports/ADR reports
    • Prepare accurate commodity requirements/delivery order for commodities and ensure an uninterrupted supply of commodities for program needs
    • Conduct monitoring and support visits to assigned service delivery points to ensure smooth implementation of supply chain and pharmacy activities
    • Ensure supply chain activities in SDPs are aligned with the government of Nigeria standard operating procedure
    • Treatment support.
    • Provide professional clinical supervision and mentorship to other pharmacists and pharmacy support personnel at the SDPs
    • Actively develop and contribute to medication safety initiatives such as Adverse Drug Event (ADE) monitoring, reporting, analysis and prevention
    • Participate in practice-based research and Drug Utilization Evaluation (DUE) studies for increased knowledge on medication use outcomes
    • Contribute to the identification and documentation of best practices and success stories on the NPHIIA project.

    Minimum Qualifications
    Education:

    • Minimum of a First Degree in Pharmacy (B.Pharm), or a related Degree, Certificate in Logistics Management of Health Commodities or its equivalent

    Experience:

    • Minimum of three (3) years work experience in a donor funded public health program e.g. HIV, Malaria, etc.

    Information Technology Officer

    Job Summary

    • The Information Technology Officer would be responsible for ensuring that all technology equipment (Laptops, phones, tablets, etc.) software and subscriptions services in a geopolitical zone during the National AIDS Impact and xxx Survey remain functional, available and secure always.

    Roles and Responsibilities

    • Ensure the Survey Application (CSPro), Linkage system, Logistics Management System, Mobile Device Management, Lab Data Management System (LDMS) and software remain functional, available and secure
    • Manage, configure, secure, support and troubleshoot applications and services on associated mobile devices, physical servers, virtual servers, networks, storage systems and information security systems
    • Installing and configuring computer hardware, software, systems, networks, printers and scanners
    • Secure the computing environment using best practices and consistent processes. Contribute to the information security practice via sound administrative practices and proactive actions
    • Configure, deploy and maintain network components including switches, routers, load balancers, firewalls, VPN concentrators and security appliances
    • Conduct capacity planning, monitoring and patching activities

    Required skills:

    • Proficient Backup/restore processing experience

    Zonal Laboratory Specialist

    Locations: Zonal Locations, Nigeria

    • The Organization is seeking qualified candidates to work on its recent award on "the Nigeria Indicator and Impact Survey (NAIIS), a Population-based HIV Impact Assessment (PHIA) Survey that was developed to enable countries obtain HIV-specific indicators, including the impact of the expansion of HIV prevention and treatment programs to facilitate effective monitoring of national HIV programs.

    Job Summary

    • Through a contract with the University of Maryland, Baltimore (UMB), implements The Nigeria AIDS Indicator and Impact Survey (NAIIS).
    • The NAIlS program assists Nigeria to implement household-based surveys in the areas of HIV/AIDS and HepB & C population based survey.
    • The NAIIS program seeks to fill a Zonal Laboratory Specialist position to support the survey. The position is based in zonal locations.

    Key Responsibilities

    • The Laboratory specialist will be responsible for providing technical assistance to the NAIIS
    • Program on the measurement of biomarkers in population-based surveys and for the management of biomarker measurement in individual surveys together with the NAIIS survey team.

    Specific Duties and Responsibilities
    They include, but are not limited to:

    • Training of field staff on data collection tools, blood and other sample collection procedures; preparation of dried blood spot; monitoring and supervision of field work; preparation of manuals, SOPs and other training documents
    • Training of field staff on the use and application of rapid diagnostic tests for HIV, HepB Ag & HepC Ag and point-of-care devices for the measurement of CD4.
    • Conducting assessments of host country laboratories to determine the labs' capacity to carry out CD4, viral load and HIV resistance testing for the NAIIS survey
    • Training and supervision of in-country laboratories to conduct testing to support data collection in population-based surveys
    • Testing will include but is not limited to HIV, HepBAg, Hep C Ag, CD4, ARV metabolites, HIV resistance testing.
    • Participating in other NAIIS activities, e.g., assisting in developing questionnaires and modules, training curriculum, conducting further analysis studies, preparing/revising core manuals, preparing/reviewing biomarker sections of NAIIS reports, making presentations to CDC and other stakeholders
    • The laboratory specialist position is a position that requires approximately 90% travel around the country. It is expected that the laboratory specialist will demonstrate a high level flexibility in performing the responsibilities of the position.

    Required Qualifications

    • A Bachelor's Degree in a Biomedical Science.
    • 8-10 years of experience, including at least 3-5 years of laboratory experience conducting assays for the diagnosis of HIV and other infectious diseases
    • An experience with population survey will an added advantage

    Required Skills:

    • In depth knowledge and practical experience performing enzyme immunoassays, specimen management and data management.
    • Familiarity with basic molecular techniques.
    • Experience with viral load testing and other nucleic acid tests
    • Experience or knowledge of CD4 enumeration, using point-of-care testing and FACS assay
    • Experience working with developing country institutions
    • Experience performing Quality Assurance measures in all phases of biomedical testing
    • Experience writing short technical reports
    • Ability to write clear and concise summaries of reports for internal and external audiences
    • Excellent verbal and written communication skills. Fluency in English required.

    Work Skills:

    • Ability to work for long hours
    • Ability to give attention to details
    • Ability to work with their hands and will need dexterity to work with small vials, test tubes,
    • and delicate lab equipment.

    Procurement Technical Lead

    • To lead and provide technical and strategic direction to the NPHIIA procurement and supply team in ensuring an uninterrupted supply of health and non-health commodities required in achieving the goals and objectives of the NPHIIA Nigeria program

    Key Area of Responsibility

    • The incumbent would ideally be a highly competent self-starter with strong ability to communicate, motivate and lead a team.

    Primary Responsibilities

    • Coordination of procurement and supply management of health and non-health commodities for the NPHIIA grant
    • Ensure that procurement of health commodities and overall pharmaceutical management procedures follow relevant guidelines for health commodities management protocols and are compliant with all regulatory requirements
    • Forecast commodity needs for the program
    • Ensure cost-effectiveness in the procurement and management of commodities (health and non-health commodities)
    • Identify new strategies and cost-effective approaches to improve service delivery
    • Contract Management for 3PL and other vendors
    • Plan procurements and track shipments
    • Develop and maintain systems and mechanisms for the acquisition and delivery of health and non-health comsnodities that are most appropriate to the needs of the Nigeria NPHITA Program and SDFs.

    Minimum Qualifications
    Education:

    • MPH, B.Pharm with a minimum of a Diploma level certification in Procurement and Supply Management or its equivalent

    Experience:

    • Minimum of ten (10) years relevant experience managing health supply chains on donor funded programs e.g. HIV, Malaria, etc. with at least five (5) years managerial responsibility.
