    Midwife Supervisor

    Location: Calabar, Cross River
    Contract: Fixed term contract and Working hours according to Nigerian law

    Accountabilities / Responsibilities (non-exhaustive list)

    • Supervising The Clinical Activities And Guaranteeing The Quality Of Midwifery Care In The Department, According To Msf Protocols, Values And Universal Hygiene Standards In Order To Provide A High Quality Mother And Child Health (Mch) Care To The Population.
    • Supervising, supporting and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team such as cleaners. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
    • Ensuring team work and a professional relationship between maternity and other departments.
    • Supervising the clinical activities in all the maternity departments and activities such as ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, new-born vaccinations and liaising with the Medical Doctor about the patients who need special care times, visiting hours, etc.
    • Ensuring that the staff on duty knows, implements and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment
    • Ensuring that all staff using medical devices are qualified and trained, cleaning and minor maintenance tasks are performed according to the protocols, reporting any malfunction to the project biomedical service.
    • Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
    • Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department.
    • In certain contexts, being responsible for ensuring that the maternity staff is able to identify, receive and provide care to the victims of the SGBV in collaboration with the Obs & Gyne MD and following the protocols

    Required Skills and Conditions
    Education:

    • Diploma in Midwifery

    Experience:

    • Essential working experience of at least two years in midwife activities related jobs. Desirable to have experience with MSF or other NGOs.

    Languages:

    • English required additional local languages desirable.

    Computer Literacy:

    • Excel and Word required. Proven ability to learn finance & HR systems.

    Nursing Team Supervisor (I)

    Location: Calabar, Cross River
    Employment Type: Fixed term contract and Working hours according to Nigerian law

    Accountabilities / Responsibilities

    • Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, to warrant the quality and continuity of the health care and the development of the plan of action.
    • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, to warrant the quality of the care and service in his/her speciality.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, to have updated and reliable information about the day-to-day activity in the project, output/ outcome, and support decision-taking.
    • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection, and sterilization of the medical material.
    • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication that may arise.
    • Ensure ongoing training of the medical/paramedical multidisciplinary team to optimize the quality of care.
    • Supervise the medical activities in general (triage, observation, pharmacy, data, Referral, etc.)
    • Follow up on HR issues (both MSF+MSF incentive staffs at the facility level and communicate the same to project medical referent. Manage the discipline among the team. Report to the line manager or project coordinator in case of issue.
    • Ensure Covid protocols are followed in the health facilities.
    • Ensure all standard infection measures are followed according to MSF/MOH protocols.
    • Keep close relationship with the facility in-charges be in touch on daily basis regarding everyday activities in the facilities, inform the MTL if any challenges that require further attention.
    • Surveillance of potential outbreak diseases and reporting to the MTL immediately a suspected case is identified.
    • Works in liaison with facility in charges with regards to disciplinary matters of the incentive staff while relating to his immediate supervisors
    • Participate to the writing of the monthly report.

    Requirements
    Education:

    • Specialty (Nurse or Anesthetist or Community Health Practitioner Diploma, Epidemiology) Diploma is essential.

    Experience:

    • Essential 2 years of previous experience.
    • Having worked in MSF or other NGO’s and in developing countries is desirable.

    Languages:

    • English required additional local languages desirable.

    Project Coordinator Assistant (I)

    Job Description
    Accountabilities / Responsibilities (non-exhaustive list):

    • Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order to ensure the smooth running of the project.
    • Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision-making processes.
    • File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.
    • Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
    • Assist the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.
    • Ensures the continuity of relations with local actors and keeps updated the list of contacts.
    • Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
    • Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.

    • Education: Desirable, University Degree, preferably in the field of Social Sciences (Political Sciences,International Public Law, Anthropology and Economics).

    Administration Assistant / Finance & HR

    Location: Calabar, Cross River

    Accountabilities / Responsibilities (Non-exhaustive List)

    • Execute administrative and legal related tasks, under supervision of the HR and finance coordinator checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments
    • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance, Make all administrative information available to the staff.
    • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management,
    • Update Social Security Tax office employee files in order to meet legal requirements and duties; Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll. Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements,
    • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability; Assist the HR and finance coordinator in the monthly treasury planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
    • Process the payment to suppliers and keep strict on all documentation involved, informing the Field Administrator of any sort of disparity. Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.

    Personnel Administration Manager

    Contract: Fixed term contract and Working hours according to Nigerian law

    Accountabilities / Responsibilities (non-exhaustive list)

    • Ensure that MSF is a Responsible employer in the mission, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal issues in the Mission.
    • Know labour legislation in force in mission country; keep her/himself informed of any amendment made in labour legislation by regularly checking legislation sources and/or regularly meeting with lawyer, other local authorities at this level;
    • Know all MSF policies, procedures, tools, standards and principles regarding all staff’ (national, international, regional, etc.) working conditions, benefits and remuneration, job profiles and function grids, health coverage, etc., adapts them to the Mission reality and ensures an equitable, efficient, transparent, fair and accountable implementation by all relevant staff throughout the Mission.
    • Is responsible for the proper implementation and follow up of internal regulations and terms of employment contracts of all national staff, ensuring that all staff is employed in the frame of fair labour conditions, and according to local legislation, MSF HR vision, values and principles.
    • In close collaboration with HR Coordinator, ensures regular administrative meetings with all staff throughout the mission take place in order to ensure they are aware and respect their rights and duties and to inform them of any change in Labour legislation and general employment framework which may affect them (i.e. legal amendments, changes in local practices, new HR-Admin policies or procedures, amendments to Internal Regulations, etc.).
    • Is responsible to ensure that all functions and job profiles at Mission level meet with the Mission’s function grid approved by HQ and are aligned with MSF Standard Job Profiles and Function Grid.
    • Is responsible to ensure that National Staff remuneration (salary, post adjustments, compensations, final settlements, etc,) and benefits (holidays, leaves, social coverage, health coverage, etc.) meet with the Mission’s salary grid validated by HQ, Internal Regulations and HR policies, ensuring MSF acts as a responsible employer at any time.
    • In close coordination with the Financial Coordinator, ensures fulfillment of national legislation regarding employees’ taxes and social security at Mission level, checks that monthly declaration forms for taxes and employee/employer social security contributions are correct and sends them to the Financial Department.
    • Informs the HR Coordinator in case a legal risk is detected within her/his area of responsibilities and suggests actions to take to prevent it. Follows up employees’ claims and keeps HR Coordinator informed at any time.
    • Ensure that MSF, as an employer, as well as all MSF employees comply with safety and risk prevention measures as stated by local legislation and/or MSF standard policies and procedures.
    • Ensure an efficient filing system (physical and electronic files) of all administrative files at Mission level, granting strict confidentiality of employees’ personal files and other administrative private documents upon request of HR Coordinator, and ensuring preparedness in case of evacuation.
    • Upon request of the HR Coordinator, maintain regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/keep up to date with administrative practices.
    • Knows HR software date entry (Homère) in depth and ensures a proper parameterization, use of the system and quality of data throughout the Mission, being her/himself the Missions’ technical reference in absence of a person specifically in charge of the system.
    • Ensure, in close collaboration with the administration assistant, the HR Coordinator and Logistics department, that all international and internal movements in the Mission are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.), and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people / departments.
