    Project Management Assistant (Budget)

    Statement of Duties
    General Statement of Purpose of the Contract:

    • The USAID Project Management Assistant (Budget and Administration) (the “Assistant”) is located within the HIV/AIDS & TB (HAT) Office and reports to the USAID Project Management Specialist (Budget).
    • The Assistant supports the preparation and monitoring of budgets for the HAT Office portfolio, a large portion of which includes the President’s Emergency Plan for AIDS Relief (PEPFAR) funds.
    • The Assistant also supports HAT Office and other Mission colleagues related to all budget and financial components of the HAT Office portfolio and liaises closely with the PEPFAR team in USAID/Washington on PEPFAR-funded activities.
    • The Assistant plays a key role in coordinating budget planning, monitoring, and reporting for the HAT Office and coordination with Mission operations offices - Office of Financial Management (OFM), Executive Office (EXO), and Office of Acquisition and Assistance (OAA).
    • S/he provides other operations and management support to the HAT Office including leading office-wide travel planning and coordination of field trips, conferences, and VIP visits.
    • In addition, the Assistant serves as a key resource for the USAID award system, Global Acquisition and Assistance System (GLAAS).

    Statement of Duties to be Performed
    Budget and Financial Management: (40%)

    • Assists the USAID Project Management Specialist (Budget) in guiding the HAT Office in preparation of annual and multi-year office budgets and ensuring program budget planning and development is aligned with Mission strategy, PEPFAR guidelines, and cross-cutting priorities.
    • Provides the appropriate fiscal data to be used for new and existing projects.
    • Supports the HAT Office on budgeting issues and pertinent regulations that apply to the use of USAID funds by source, type, and duration.
    • Works with the PMS (Budget) to ensure health program budgets adhere to agency requirements, (adequate documentation, forward funding compliance, adherence to earmarks, initiatives, directives, and budget guidelines).
    • Updates uncommitted balances regularly and provides support to the PMS (Budget) and HAT Office management on the use of un-sub-committed balances for new or ongoing activities.
    • Tracks obligations, outlays, accruals, and pipeline and ensure their conformity to action plans, budgets, and U.S. regulations, as well as PEPFAR guidelines.
    • Compiles budget information, project obligation materials and budget scenarios in conjunction with the Office of Financial Management (OFM).
    • Coordinates closely with the USAID/Washington and interagency PEPFAR team on budget planning and monitoring of PEPFAR-funded activities.
    • Analyzes existing financial data, including pipelines, disbursements, accruals, and forecasted expenditures to inform the budget formulation process.
    • Develops the annual calendar of budget actions that will ensure effective management of the budget. Supports the use of budget tools and practices within the HAT Office.
    • Prepares field support budget requests, in coordination with the Technical Teams.
    • Develops and/or edits obligation documents, action memos, waivers and other documents needed for budget decisions and actions.

    Portfolio Administration and Operations (35%):

    • Serves as HAT Office subject matter expert (SME) for GLAAS. Initiates GLAAS requisitions for new and active awards, advises Contracting Officer’s Representatives/Agreement
    • Officer’s Representatives (COR/AORs) and others on the requirements of GLAAS entries, provides technical guidance on Solving errors and GLAAS updates.
    • Tracks COR/AOR certification status for HAT Office.
    • Supports preparation of and management of activity approval documentation.
    • Updates the procurement plan and liaises with the Office of Acquisition and Assistance (OAA) to track completion of actions.
    • Provides operational, financial, administrative, and logistics support to the HAT Office, actively coordinating with OFM, EXO, and OAA.
    • Drafts correspondence on behalf of team leadership to external stakeholders.
    • Leads office-wide travel planning and coordination of field trips, meetings, and VIP visits in close coordination with USAID operations offices.

    Reporting (25%):

    • Coordinates HAT Office contributions to a variety of plans and reports, including PEPFAR Country Operational Plan (COP), Congressional Budget Justification, Mission Resource Request (MRR), and Performance Plan and Report (PPR).
    • Supports the PMS (Budget) to ensure timely implementation of budget and expenditure reporting to PEPFAR and to Government of Nigeria.
    • Provides guidance to implementing partners and HAT staff on expenditure reporting process and systems.
    • Collaborates with USAID/Washington on collection of expenditure reporting data and dissemination of data analytics.

    Supervisory Relationship:

    • Immediate supervision is from the HAT Office Project Management Specialist (Budget).
    • The immediate supervisor provides the required guidance and mentoring on technical and managerial performance.
    • Supervisor makes assignments by defining objectives, priorities, and deadlines, and assists the employee with situations that do not have clear precedents.
    • The employee plans and carries out the successive steps and handles problems and deviations in accordance with instructions, policies, previous training, or accepted practice; work is evaluated for technical soundness, appropriateness, and conformity to policy requirements.

    Statement of Duties
    General Statement Of Purpose Of The Contract:

    • The candidate will serve as a Project Management Specialist (PMS) (Inclusive Education) for select education within the USAID/Nigeria Education Office.
    • The candidate will provide expertise in broad issues related to inclusive education, conflict in education, and education system strengthening. Once the candidate completes required USAID training, s/he will be given COR/AOR responsibilities.
    • This may include management of a new inclusive education activity(ies) intended to provide education opportunities for the most marginalized children and youth in selected states in Nigeria and/or current activities in foundational learning and working with out-of-school children and youth.

    Statement of Duties to be Performed
    Program/Project Leadership And Management (40%):

    • The PMS (Inclusive Education) will perform the full range of program management functions including, inter alia, ensuring grantees/contractors meet the full objectives of their project descriptions or scopes of work, advising and participating in evaluations, ensuring program compliance with USAID policies, and that the content and objectives are consistent with the strategic priorities of the USAID Mission and the Nigerian Government.
    • As part of her/his Contracting Officer Representative/Agreement Officer Representative (COR/AOR) responsibilities, s/he conducts site visits as an official USAlD/Nigeria representative to monitor implementation and progress, to identify delays or difficulties requiring resolution, and proposes solutions for the resolution of such problems, which might include compliance with requirements for the approval of site selection or require solutions for specific social, political, or cultural concerns that impact program implementation.
    • S/he also ensures that all official approvals are obtained from Government of Nigeria (GON) partners as required, as well as provides financial oversight of assigned implementation activities, including analysis of annual funding requirements, preparation, and analysis of budgets, authorizing and monitoring disbursements, coordinates and provides technical leadership during in-briefs and out-briefs for Short Term Technical Assistance on activities, close-outs, and property/inventory disposition etc.
    • The incumbent may also serve as an Activity Manager for education and cross sector activities, as necessary.
    • The incumbent will ensure that the principles of Diversity, Equity, Inclusion and Accessibility (DEIA) are mainstreamed in project/activity design, implementation, monitoring, and evaluation and that all implementing partners and stakeholders understand and respect the DEIA principles.

    Program Policy And Analysis & Reporting (20%):

    • The PMS (Inclusive Education) provides direction and support in the planning, development, design, management, and evaluation of activities, and will be responsible for participating in management of the education component of the Mission's portfolio.
    • S/he will be involved in the review of proposals submitted to the Mission; selection of awardees; assist in the start-up of the new activities with the awardee; and, provide liaison roles for USAID with Universal Basic Education Commission, National Commission for Colleges of Education, Federal Ministry of Education, State Ministries of Education and States Primary Education Boards, and works with other Donors like the World Bank, FCDO, UNICEF, UNESCO on on-going management, monitoring and of evaluation USAID projects.
    • Working with the Education Monitoring and Evaluation specialist, the incumbent ensures that the indicators for measuring the impact of education activities are accurately tracked and are used to revise strategy as necessary. Coordinates with the Education Team leader and other Program Managers to ensure thoroughness and consistency of data submitted on activities for the annual report, Implementation Reviews, etc.
    • Tracks policy developments, legislative changes, technical developments in the field, etc., that affect USAID's activities and/or objectives regarding primary education, and advises the Education Team leader, other Program Managers, and other team members of these and of the appropriate USAlD position regarding them.
    • Briefs local and visiting senior USAID officials and US Embassy staff, as required, on the implementation of assigned activities in relation to host-country programs and priorities.

    Activity Development And Design (20%):

    • The PMS (Inclusive Education) initiates and describes project ideas and initiatives in accordance with the education sector strategy, the current environment in Nigeria, the institutional capabilities and purposes of potential USAID recipients, resource availability and funding source.
    • In collaboration with the Education Monitoring and Evaluation Specialist, identifies and uses research, as necessary, on social and economic factors pertaining to education in Nigeria for input to these documents. Contributes to the development of conceptual frameworks and formulates plans for required implementation documentation.
    • PMS (Inclusive Education) contributes technical expertise and creative ideas to other Teams in the Mission developing new interventions to support inclusive social and economic development of Nigeria. The incumbent explores ways and strategies for integration, identifying synergies and resource leveraging with other Mission Teams specifically regarding inclusive education for lasting impact and results.

    General USAID Administration (10%):

    • Coordinates various actions related to assigned activities with a host of Nigerian senior government (GON) officials, donor community partners and civil society groups, S/he explains USAID procedures, responsibilities, objectives, and restrictions.
    • These may include various federal and state officials, Ministers, Permanent Secretaries, Directors and Deputy Directors in the Federal and State level Ministry of Education, Universal Basic Education Commission & State Universal Basic Education Boards, State Agency for Mass Education and related education parastatals, colleagues in other donor organizations, NGO, and civil society groups, etc.
    • Coordinates the participation of these officials in special meetings and events, especially with high-level visitors or Embassy representatives. Acts as liaison with senior leaders in Nigerian NGOs and the civil society community to cultivate and maintain support for the USAID education sector program.
    • Represents the Education Team in conferences, workshops, donor coordination subgroup/committees’ meetings, FSN committee meetings, Donor Project Design and briefing meetings and other relevant meetings. Develops necessary documentation for presentations by the Education Team leader and other Program Managers, as well as other USAID/Nigeria senior staff as assigned.

    General Education Team Administration Work (10%):

    • S/he is responsible for management of assigned technical and administrative aspects of USAID/Nigeria's Education Program. Drafts reports, correspondence, cables, GLAAS/scopes of work, implementation Letters, Acquisition & Assistance plans, and accruals in collaboration with the Program Office and the Office of Financial Management, and any other necessary documents for the implementation of assigned activities.
    • Negotiates the clearance and approval of documents necessary for proper implementation of activities.
    • S/he is also responsible for contributing to the development of various program documents required for the USAID annual budget and Annual Performance Plan & Report. As necessary, coordinate meetings

    Benefits / Conditions

    • Market Value: $45,283 to $70,183 equivalent to FSN-11; 40 Hours per week in accordance with AIDAR Appendix J and the Local Compensation Plan of United States Mission, Nigeria (Effective September 10, 2023).

    General Statement of Purpose of the Contract

    • The USAID Development Assistance Specialist serves as a core member of the USAID Mission/Country Representative Front Office leadership team, reporting directly to the Mission Director/Country Representative or designee.
    • The Specialist provides a Front Office resource in the direction of Mission resource allocation, program development, implementation, and evaluation, as well as staff development necessary for the growth of the Country program.
    • The Specialist maintains regular contact with senior management at post (Ambassador, Deputy Chief of Mission, etc.), and section heads within the US Embassy.
    • The Specialist acts as a liaison for USAID at meetings with host-government ministerial level officials and staff, and routinely briefs visiting civilian and military visitors, including Congressional delegations.
    • The Specialist provides insight into host-country and regional opportunities, and immediate and long-term development responses to humanitarian and/or other crises in-country and/or the region.
    • The Specialist serves as an advisor and mentor to staff throughout the Mission, in order to assure a high-performing team, to achieve major development results in a stimulating and often challenging and evolving environment.

    Statement of Duties to be Performed

    • The USAID Development Assistance Specialist position requires teamwork, personal responsibility, judgment, professionalism, and the exercise of discretion.
    • As a member of the USAID Mission/Country Representative Front Office, and a core resource to Mission management, the Job Holder performs a wide range of functions to contribute to ensuring programmatic success.
    • The Specialist displays developed levels of integrity and attention to detail, in order to ensure the proper use of USAID and USG systems and procedures necessary to maintain effective and efficient management of funds, programming, and monitoring and evaluation.
    • The Specialist is flexible, and willing to work under conditions of ongoing change, while remaining professional and respectful of colleagues and authority in a diverse workforce.
    • The Specialist prioritizes and completes tasks without follow-up by the Mission Director/Country Representative or their designee, while filling in gaps as needed, in order to ensure the responsiveness of the Team.
    • The Specialist serves as an advisor, articulating innovative ideas, presenting proposed solutions, and provides a positive role model for colleagues, both within and outside of USAID.

    Under the supervision of the Mission Director/Country Representative or their designee, the
    Specialist performs the following representative duties:

    Strategic Planning, Implementation, and Coordination:

    • Together with the Mission Director/Country Representative or their designee, the Specialist provides a local perspective to the management of a dynamic Mission portfolio, and provides programmatic and operational direction, ensuring that activities contribute to USG Foreign Assistance objectives.
    • The Specialist’s insight to the design of program strategies and objectives, in close coordination with USAID personnel, the US Embassy, Host Country Government officials, and local civil society officials, is based on a developed understanding of political analysis and US Government policy; and refines strategic objectives and advocates on behalf of new programmatic approaches in-country, linked to regional programs, priorities, and challenges, as appropriate.
    • The work requires the Specialist to communicate and coordinate in-country USAID activities between USAID and its implementing partners (IPs), the US Embassy, the Host Country government, and other donor organizations.
    • The Specialist cooperates in the development of regional programming strategies that advance USAID priorities and USG strategic interests in selected key regions; and provides strategies for their implementation, with a focus on integrated programming by monitoring local and regional political developments, and briefing USAID and partner staff on high-level analyses, and their potential programmatic impact.
    • The Specialist analyzes, synthesizes, and reports on current political developments and security concerns in order to assure achievement of USAID program objectives, with a particular emphasis on regionalization, and how best to strategically direct programming into target areas.
    • The Specialist provides recommendations to the Mission Director/Country Representative and others on program and Mission performance, the appropriateness of programming to USAID country objectives, program and operating expense budgets, and modifications thereto.

    Relationship Management:

    • The Specialist provides leadership to the strengthening of USAID relationships and, with the Mission Director/Country Representative and/or their designee, coordinates with senior-level host-country counterparts, reaching across technical areas, such as the Ministry of Foreign Affairs, Ministry of Agriculture, Ministry of Health, any National Planning Departments, Office of the President, etc.
    • The Specialist coordinates closely with other USG agencies and development partners, in order to leverage resources for results, including sectors where USAID is not currently active. The Specialist takes a lead in helping the Mission and USG interagency partners understand the host-country and/or regional context, and, in consultation with the Program Office and/or others, to prepare a USG assistance strategy for the host country which aligns with host-country priorities and policies, and provides a coherent, strategic approach across often divergent priorities.
    • With the Mission Director/Country Representative, the Specialist serves as a USAID liaison with US Embassy staff, Host-Country Government Officials, Donor Organizations, Indigenous and International Non-Governmental Organizations (NGOs), and other pertinent organizations.
    • The Specialist develops and maintains collaborative relationships, in order to ensure close coordination at the field level, identify a range of potential partners and opportunities, and achieve synergy with other programs.

    Mission Leadership:

    • The Specialist plays a leadership role in the Front Office, and within the Mission, and applies developed expertise in leading, building, and motivating multiple, senior-level Mission personnel, by leveraging resources across the Mission, partner USG agencies, the host government, and IPs, in order to maximize development impact, and integrate programming in
    • target areas aligned with USG priorities. Together with the Mission Director/Country Representative or their designee, the Specialist reviews and provides input on staffing plans to meet overall program objectives in accordance with Agency policy.
    • The Specialist articulates USAID program strategies, as well as communicates and coordinates in-country Mission and/or regional activities between USAID and its IPs, and, in consultation with appropriate technical offices, with other donor organizations.
    • In consultation with the appropriate offices, the Specialist prepares and distributes programmatic, financial, and periodic reports to the Mission, the Bureau in Washington, and other organizations, as appropriate; ensures that USAID programs and activities are monitored and evaluated, and that lessons learned are applied to ongoing or future activities; and, provides analysis and reporting on current political developments and security concerns required to achieve USAID and USG program objectives.
    • The Specialist will not perform any function otherwise delegated by the Agency to professional USDH positions, including Contracting Officer, Controller, Executive Officer, or Resident Legal Officer.

    Mission-Specific Duties and Responsibilities

    • The incumbent serves as an expert advisor to the Mission Director and the rest of the Front Office on the Nigerian government and current policies related to the development sector and its implementation.
    • The incumbent is expected to establish and maintain close and cooperative working relationships with Nigerian officials, government agencies, and other institutions, including civil society and private sector entities in order to advance the programs and objectives of USAID/Nigeria.

    Supervisory Relationship:

    • The USAID Development Assistance Specialist works under the general supervision of the USAID Mission Director/Country Representative, and/or their designee. Assignments are made orally and in writing. Most assignments occur in the normal course of the work, but the Specialist is required to determine those that must be coordinated with the Director and/or others.
    • The Mission Director/Country Representative provides a review of the assignment, the goals, and objectives to be achieved, and the results expected. The Specialist will seek advice and assistance as required. Work is reviewed in terms of results achieved.
    • The Mission Director/Country Representative or their designee, as assigned, will maintain administrative authority over the Specialist, as well as exercise alter-ego and acting Mission Director/Country Representative authority over the Specialist as provided for under ADS

    Supervisory Controls:

    • Full supervision of USAID Mission staff is not contemplated, but the Specialist may be assigned to lead teams and/or study groups on an ad hoc basis. In addition, the Specialist is expected to provide technical guidance to staff throughout the Mission, as it relates to the Mission portfolio.

    Minimum Qualifications Required for this Position
    Education:

    • A Master’s Degree or the host-country equivalent, in Agriculture, Business Administration, Business Management, Economics, International Development, International Finance, International Marketing, Public Policy, Law, Health or other USAID useful specialty is required.

    B. Prior Work Experience:

    • A minimum of seven (7) years of progressively responsible, professional-level job-related experience is required.
    • Experience must have included substantial development assistance work and have provided the opportunity for performing program/project/activity design, program/project/activity planning, and/or project implementation work.
    • At least five (5) years of this experience must have been in development-related work, or related fields, for the USG, other donor agencies, host-government organizations, or private-sector institutions which included program/project/activity design, performance monitoring, and/or the analysis and interpretation of large amounts of data.

    Language Proficiency:

    • Level IV (fluent) English language proficiency, both oral and written, as well as Level IV (fluent) host-country language proficiency, both oral and written, is required.

    Job Knowledge:

    • An in-depth, professional-level knowledge of development principles, concepts, and practices, especially as they relate to the political, economic, and development realities of the host country, as well as of host-country and international law, protocols, and agreements pertaining to international cooperation is required.
    • The Specialist must have a well-developed knowledge and understanding of the social and cultural characteristics of the host country and/or the region; the economic development problems, resources, and resource constraints, and development prospects and priorities of both the host country and the region; and, a good knowledge, or the potential to quickly acquire such knowledge, of USG legislation, policy, and practice relating to development assistance, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of USAID programs/projects/activities in the host country.
    • The Specialist must have knowledge and understanding of the organization and the respective roles of the different branches in the host country government, in order to enhance effective communication, and to develop consensus on USAID/USG program/project/activity strategy and implementation plans.

    Skills and Abilities:

    • Work requires the ability to think strategically in contributing to furthering the programmatic vision for the Mission, to develop and maintain contacts with high-level officials of host-government institutions selected to implement projects, and to work and coordinate with other donors.
    • The Specialist must be sensitive to host-country priorities, and able to take part in negotiations which will facilitate and ensure compliance with host-country commitments.
    • The Specialist must be able to collect and present facts and recommendations in a clear, concise manner, both orally and in writing; to make recommendations based on the results of analysis done by others as to what actions need to be taken to achieve USAID objectives; and assure such action is taken by recipient agencies or other Offices within the Mission. Verbal communication skills are required in order to explain and interpret host-country attitudes, priorities, and concerns to USAID officials, and to recommend plans and resolve implementation issues with appropriate host-government organizations, technical advisors, IPs, counterparts, and peers. Well-developed writing skills are required in order to prepare regular and ad hoc reports, documentation, briefing papers, etc. Developed analytical ability is needed to interpret public policies, and to assist in the development of revised policies, as required; and, to develop and monitor the performance of budgets, and the development of periodic work plans. Skill in program/project/activity programming, policies, and plans, and in developing strategies for their implementation, is desired.
    • The ability to work effectively in a team environment, and to achieve consensus on policy, program/project/activity, and administrative matters is necessary.
    • The work requires good computer skills, in order to manage activity goals and achievements, both technical and financial.

    Statement of Duties
    General Statement of Purpose of the Contract:

    • The CCNPSC Accountant of USAID/Nigeria reports to the Chief Accountant in the Budget and Accounting Unit of the Office of Financial Management (OFM.) The incumbent is responsible for appraising operations and project management personnel of funding and project status and provides advice on operations and project related issues and concerns. S/he interprets financial policies and procedures, reviews financial documents for management implications, provides financial support services, and assists in the formulation, execution and reporting of operating and program budgets.     Responsibilities
    Maintenance of financial management systems (40%):

    • Responsible for maintaining comprehensive financial management systems for USAID/Nigeria operations, program and other special program portfolio activities including Bureau for Humanitarian Assistance (BHA). Review of request for funds, preparation of funding information and providing fund availability; ensuring compliance with statutory regulations, and that all accounting transactions: obligations, vendor information and commitments are properly recorded in Mission financial systems. Prepares ICASS planning budgets for various ICASS accounts and reviews ICASS invoices to ensure equitable allocations.

    Financial reporting, funds control and pipeline management (20%):

    • Review all operations and program records periodically and prepare standardized reports: accruals or pipeline adjustments, section 1311 review (review of unliquidated obligations), and section 517 de-obligation/re-obligation of funds. Review monthly budget matrix and emphasis areas of coding for operations and program commitments. Perform 224 reconciliations and clear transactions in Statement of Difference (SOD) report. Investigate and resolve cash reconciliation and suspense account items. Maintains other accounts and records and prepares reports related to Mission’s expenditures for USAID/Nigeria, and other reports as required by the Controller and/or USAID/W. Monitors the pipeline for Operating Expense (OE) and Program Funded Operational Cost (PFOC) funded obligations for compliance with forward funding policy. Conducts periodic analytical reviews of administrative support costs charged by the Embassy under ICASS and take necessary actions to adjust any incorrect posting.

    Budget formulation and execution (20%) :

    • Assists in the formulation of Annual OE budgets, preparations of quarterly OE spend plans and annual Program funded operational cost budgets (PFOC). Assist in the development of the Mission Annual Program Budget submission and preparation of Congressional notification table. Assist in implementing and reporting OE and PFOC budgets. Monitor expiring and cancelling fund status, develop and implement utilization plans to facilitate prompt liquidation. Develop and maintain reporting systems to track and control special budgets, cost centers and appropriations. Completes crosswalks to provide fund-cites for administration payments processed by ICASS.

    Support to Operations and program implementation (10%):

    • Provides financial management support to Program planning and implementation and assist to respond to program queries from AID/W. Participate in program Development Objective meetings, technical evaluation committee tasks and private sector engagements; and assist the Financial Analysts with pre-award surveys, financial reviews, program accounting information, and specialized project financial progress reports as required.

    Capacity building and support to Accounts Payable unit (10%):

    • Provides support to/backstop the Supervisory Voucher Examiner to meet Mission workload needs. Assist in providing financial management training to activity managers, implementing partners, Executive Office staff, and Voucher Examiners. In consultation with the Chief Accountant reviews the appropriateness of internal control systems and management procedures at USAID/Nigeria and makes necessary changes to enhance operational efficiency.

    Supervisory Relationship: 

    • Employee will work independently, receiving only general guidance and review from Chief Accountant.

    Supervisory Controls: 

    • None. As a key staff member of OFM, the incumbent will provide training to other newer and/or lower-level personnel, assign tasks, offer technical assistance and review completed work to ensure finality and compliance of outputs.

    Statement of Duties
    General Statement of Purpose of the Contract:

    • The job holder serves as interim or roving Administrative Assistant to Mission Offices, as assigned.
    • The Administrative Assistant is assigned to the Mission's Executive Office (EXO) and may report administratively to the Executive Officer for assignment.
    • When serving on assignment as an Office Administrative Assistant, day-to-day supervision will be from the appropriate organization Chief.
    • The Administrative Assistant will perform work in lieu of administrative personnel who are ill, on vacation, or otherwise absent for varying periods of time.
    • The Administrative Assistant will provide time and attendance {T&A) back-up and support of the Office of assignment, or to EXO/HR, as required.
    • The formal supervisor is the Administrative Management Assistant.
    • The Administrative Assistant may perform other office functions appropriate for their training and grade level.

    Statement of Duties to be Performed
    As assigned, serves as Administrative Assistant (to an Office, Branch, or other Unit), with responsibility for providing the full range of administrative and clerical support to the organization staff (20%):

    • The Administrative Assistant receives phone calls, sends, and receives E-mails and faxes, and arranges meetings and appointments at the request of the assigned organization’s staff with Mission, Host-Government, Implementing Partners (IPs), Non Governmental Organizations (NGO), donor organizations, private-sector, and other contacts; arranges transportation as needed; and takes minutes at meetings when requested.
    • The Administrative Assistant maintains the organization Chief’s appointments based on a good knowledge of commitments, and maintains their calendar, reminding the Chief and others of meetings and appointments.
    • The Administrative Assistant takes messages in the absence of organization staff, directing callers to other staff members, or answering questions personally; receives and assists visitors, answers questions, or directs them to a staff member who can assist them; schedules meetings, and ensures that attendees are briefed or provided proper background material for meetings; and, participates in maintaining conference room schedules, in coordination with other Mission administrative staff. 

    The Administrative Assistant maintains correspondence control for the organization, establishes and maintains computerized tracking systems to track actions, providing reports, receiving, and screening mail not addressed to a particular individual, drafting non-technical responses to routine correspondence and letters, distributing incoming official mail to personnel, and attaching pertinent background material, and searching files and records to assemble background information as requested (20%):

    • The Administrative Assistant reviews outgoing mail for proper address, routing, attachments, etc., prior to dispatch, reviewing correspondence for accuracy and conformance with Mission formatting procedures and special instructions.
    • The Administrative Assistant distributes internal policies and procedures and, as necessary,
    • maintains a tracking system of when staff received new policies and/or procedures.  

    The Administrative Assistant uses computer and web-based word processing, spreadsheets, and software applications in the performance of a variety of assignments (20%):

    • Types a variety of correspondence, creates electronic trackers, develops charts, and prepares other documents in draft and final form, proof-reading for format and consistency with standard formatting requirements prior to submitting for signature.
    • As required, the Administrative Assistant locates documents routed for clearance, and obtains and tracks clearances and signatures.

    The Administrative Assistant establishes and maintains files according to standards set by the
    Mission Correspondence and Records (C&R) Technician in the Executive Office (EXO) and by
    USAID/Washington; and marks correspondence and other documents for filing, and files
    accordingly (20%):

    • The Administrative Assistant reviews all correspondence prepared for signature, corrects errors by drafters and edits correspondence, and ensures that responding correspondence meets requirements posed by incoming correspondence to which it pertains.
    • The Administrative Assistant maintains and updates handbooks, operating procedures, and  other documents, such as visitors’ lists, telephone listings, personnel rosters, and leave, travel, and training schedules.          

    As required by workload, the Administrative Assistant may be assigned to the Front Office, or as a second assistant, supporting other office Administrative Assistants in the performance of their official duties (20%):

    • Provides back-up and support to EXO/HR in completing Time and Attendance, and travel and hotel arrangements for the Mission, in the absence of the official Timekeeper and/or Travel Arranger.          

    Supervisory Relationship:

    • The Administrative Assistant is directly supervised by the Administrative Management Assistant. Assignments are made both orally and in writing.
    • Work is reviewed in terms of conformance to policy and procedures, and results achieved.

    Supervisory Controls:

    • Full supervision of other Mission staff is not contemplated.

    Minimum Qualifications Required for this Position

    • Education: Two or more years of post-secondary schooling in Secretarial Science or Business Administration, or other related field equivalent to a US junior college or community college diploma, is required.
    • Prior Work Experience: A minimum of two years of administrative, secretarial, clerical experience with a U.S. Government Agency, Non-Governmental Organizations (NGOs), other donor organizations, host-government organizations, or private-sector institutions is required.
    • Language Proficiency: Level 4 (advanced professional proficiency) English and local language proficiency (if appropriate), both oral and written, is required.

    Job Knowledge:

    • The Administrative Assistant should be familiar, or able to quickly become familiar with Office/Division responsibilities and activities and possess a general knowledge of standard office procedures and practices.

    Statement of Duties
    General Statement of Purpose of the Contract:

    • The Project Management Specialist Maternal and Child Health, Nutrition and Family Planning (MCHN-FP) facilitates communication and ensures collaborative working relationships with high- level decision makers, as well as technical staff, in the Ministry of Health, USAID Missions, USAID/Washington counterparts, with other government entities, and with other donors, development partners and non-governmental organizations working in the health sector.
    • The Specialist delivers analytical and technical assistance services to other bilateral/multilateral agencies, cooperating-country government and civil society in developing and implementing policies and programs based on best practices and innovations in MCHN-FP. Representing the U.S. Government, the jobholder participates in national technical working groups and builds alliances with External Development partners and provides essential communication and liaison within USAID offices and with other USG agencies.
    • The jobholder provides senior-level programmatic and technical guidance to the planning, implementation, and monitoring of maternal and child health, nutrition and family planning practices and principles, with broad experience working with national stakeholders including government, professional associations, and faith-based organizations.
    • The jobholder provides strategic and technical guidance in the design and implementation of USAID family health activities in the cooperating-country. The Specialist has an understanding of global health issues, as well as the entire USAID/USG health portfolio, and serves as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR) or Activity Manager for selected programs/projects/activities. As an AOR/COR, the Specialist monitors program performance and progress, identifies implementation achievements as well as problems in performance, and initiates appropriate actions in consultation with his/her supervisor, other team staff, and/or the Deputy and Office Director, as appropriate.
    • The Specialist is a key member of the Health Office, RMNCH and Nutrition Team. The jobholder reports to the RMNCH Team Lead and has no formal supervisory responsibility.
    • NB: This is a Standard Position Description (SPD), designed for use in multiple locations; for this reason, percentages of time for each Major Duty are omitted.

    Major Duties and Responsibilities
    Program / Project / Activity Management:

    • Serve as Contracting or Agreement Officer’s Representative (COR/AOR) or Activity Manager for the Mission’s MCHN-FP activities, including: reviewing and approving annual implementing partners (IPs) work plans, facilitating IP relationships, and coordinating with local stakeholders (e.g. other IPs, cooperating country-government counterparts, non-governmental organizations, other donors, etc.) maintaining a schedule for and conducting regular site visits to review program implementation and meeting with beneficiaries, and based on the information collected during such visits, adjusting or recommending adjustments to programs/projects/activities as appropriate; overseeing Ips compliance with bilateral government agreements, and with performance expectations; ensuring IPs are in compliance with all relevant USAID regulations and procedures, communicating regularly with IPs regarding USAID rules and regulations as well as their obligations to USAID; and taking a lead role in the preparation of the strategic and operational planning processes such as the USAID Country Development Cooperation Strategy and USAID Operational Plan. Keep the Team Lead regularly informed of program implementation progress, results, and issues/problems on a timely basis.
    • Participate in the design of project mechanisms and activities for improved health service delivery or the enabling environment for MCHN-FP.
    • Ensure that sub-partners (sub-awards and sub-contracts) are given appropriate monitoring and oversight.

    Technical and Strategic Leadership:

    • Serve as a senior-level technical resource on MCHN-FP, providing high level technical guidance to the Mission, the National Government, and other development partners.
    • Provide strategic and technical guidance and input on MCHN-FP activities and ensure that activities are appropriately integrated with Health Office and larger Mission activities.
    • Provide technical assistance and oversight to IPs, and to sub-partners where appropriate, to ensure that the MCHN-FP activities are carried out in alignment with approved work plans, all applicable USAID and Global Health policies and guidelines, Health Office and USAID Mission guidance and priorities, national guidelines, and global best practices.
    • Stay abreast of state-of-the-art knowledge on programming and coordinate exchanges and sharing of best practices among USAID, USG, and other stakeholders to strengthen MCHN-FP approaches. Advise accordingly on how these policies and strategies can most effectively be incorporated to enhance USAID’s approaches.
    • In collaboration with Monitoring, Evaluation and Learning colleagues participate in the implementation of the monitoring and evaluation approaches and tools to support measuring the impact and outcomes of MCHN-FP activities.
    • Provide technical guidance in the preparation of key annual and mid-term planning and reporting documents including the Operational Plan, Congressional Budget Justifications, Technical Notifications, Quarterly, Semi-Annual and Annual Progress Reports and other ad hoc requests for information.
    • Identify short-term technical assistance (STTA) needs and ensure that objectives and outcomes of the STTA are consistent with and support the furtherance of the Mission MCHN-FP portfolio.
    • Organize site visits and prepare orientation materials for delegations from USAID Headquarters (HQ), Department of State, other agencies, and Congress.

    Representation and Reporting:

    • Represent USAID at designated national, regional, and international meetings that relate to Maternal and Child Health, Nutrition and Family Planning, including regular participation in national level technical working groups, professional associations, and related committees.
    • As a member of the Health Team, respond flexibly and capably to a wide range of work-related requirements including responding to requests for information from HQ and Congress.
    • As requested by the Mission Director, Health Office Director and/or Unit Leader, represent USAID at meetings outside of the MCHN-FP field when needed
    • Establish strategic working relationships with senior MOH and other relevant Ministry officials at the national and district level, development partners, civil society organizations, faith-based organizations, private sector health counterparts, and professional associations to enhance regular and timely sharing of information on issues related to private sector engagement, including changes in key policies, and legal and regulatory environments that could affect the implementation of USAID programs.

    Supervisory Relationship:

    • The Specialist will report to the RMNCH Team Lead in the Health Office in USAID. S/he is expected to work independently in carrying out responsibilities. S/he is expected to develop annual work objectives in consultation with his/her supervisor.
    • The supervisor makes assignments in terms of overall objectives and resources available.
    • Completed work is reviewed in terms of achievement of program/project/activity goals, effectiveness in meeting cooperating country and USAID objectives, and integration with other initiatives in the Office and Mission portfolio. Some technical direction may come from other professionals in the Office; in general, however, the Specialist will be expected to exercise considerable autonomy and best judgment in discharging the duties of the assignment.

    • Continuing supervision of other Division and Office staff is not anticipated.

    Minimum Qualifications Required for this Position
    Education:

    • Master's Degree or local equivalent from an accredited program in Public Health, International Development, Health, Social or Behavioral Sciences, Organizational Development, Epidemiology, Biology, Infectious Disease, Medicine, Pharmacy, or Nutrition.

    Prior Work Experience:

    • A minimum of five (5) years of progressively responsible experience in MCHN-FP. Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank, the Global Fund, UN agencies, or public/private sector projects and ensuring compliance with U.S. Government rules and regulations.

    Language Proficiency:

    • Level IV fluency in both oral and written English is required.

    Job Knowledge:

    • Senior-level knowledge and understanding of MCHN-FP approaches and interventions.
    • Demonstrated senior-level knowledge of the overall health sector context as well as the key aspects of US Government foreign assistance to the country.
    • Working knowledge of USG and/or USAID’s strategic direction, its chief accomplishments, and its challenges.

    Skills and Abilities:

    • The jobholder must possess strong technical and analytical skills in maternal/newborn/child health and nutrition and family planning. The jobholder must possess
    • strong skills in communication, advocacy, and networking. S/he must have strong conceptual and analytical skills to be able to quickly grasp and translate new concepts into operational plans and results.
    • This position requires an outstanding ability to exercise flexibility to be able to accept and react to evolving planning and implementation contexts. The jobholder must demonstrate excellent computer skills including skills with Microsoft Office, web-based databases, and electronic filing. S/he exercises individual judgement in his/her roles.
    • S/he takes initiative and offers leadership in reviewing the progress of programs and projects under his/her responsibility, including performance reports, pipeline management, program implementation reviews, as well as fulfilling other USAID and USG reporting requirements.
