    Director, Procurement

    Duties
    The Director of Procurement is a person in charge of purchases and supplies in the Polytechnic, creating and implementing procurement policies and maintaining vendor relationships. His functions include:

    • Overseeing logistics, planning and purchasing to ensure the consistency, cost-effectiveness, efficiency and adequacy of the procurement process.
    • responsible for overseeing and facilitating the purchasing strategy, supervising teams of subordinate staff in purchasing, and ensuring all employees and processes meet the standards and designations for work quality.
    • Maintaining an in-depth knowledge of the market to ensure best value and practices are maintained. Developing a procurement plan and ensuring that it is clearly communicated
    • Forecasting ongoing demand for goods and services
    • Negotiating contracts and service agreements with suppliers
    • Researching options to source best value products and services
    • Forecasting price trends and prediction
    • Plan policies and procedures for efficiently, honestly, economically and productively purchasing goods for supply chain production and operation.
    • Establish essential guidelines for approving purchase orders, set purchasing policies, manage inventory budget for materials and continuously consider stock requirements, skills and account balances.
    • Monitor, review and analyze bids and quotes with suppliers, including the negotiation of service agreements and contracts.
    • Oversee sources for purchasing supplies.
    • Maintain budget and streamline costs.

    Qualifications and Experience
    The candidate for the post is expected to possess the following academic qualifications and personal qualities:

    • Applicants must possess a good Bachelor's Degree / HND (minimum of Second Class Lower / Lower Credit) in Business Administration, Accounting, Marketing, Purchasing and Supply/Procurement and Supply Chain, Quantity Surveying, Banking and Finance, Law, Insurance, Economics or any other relevant discipline with at least 18 years post-academic qualification cognate work experience or a Master's Degree with at least 15 years post-academic qualification cognate work experience.
    • The Director of Procurement must be a person of high integrity who demonstrates transparency in public and private lives and is expected to command the respect and loyalty of the staff of the Polytechnic.
    • He/she is responsible for the discharge of all procurement processes, preparing annual reports in respect of the central procurement, reviewing procurement policies, regulations and guidelines, advising the Polytechnic on all procurement matters, coordinating the activities of the Procurement Unit and performing other duties as may be assigned.
    • He/She must also be receptive to new ideas and willing to translate them into action in line with the visions and missions of the Polytechnic.
    • Must be a registered member of the Institute of Purchasing and Supply or any other relevant professional bodies for a minimum of 5(five) years.
    • Must provide evidence of sustained professional practice and/or administrative leadership.
    • Must be conversant with the business of Public Procurement Procedures and guidelines.
    • Must show evidence of involvement in construction and project management."
    • Must be able to work under pressure and meet short deadlines.
    • Must be proficient in information and communication technology, and able to use standard software for procurement.
    • Applicants ust not be more than 59  years of age from the date of assumption of duty.
    • The Candidate must show medical fitness for the Position.

    Terms of Appointment and Condition of Service

    • The appointment is for a term of 4 (four) years and no more.
    • The salary for the position is Consolidated while other terms and conditions of appointment are as provided by the conditions of service of the Federal Polytechnics in Nigeria and as may be determined from time to time by the Federal Government of Nigeria or the Governing Council of the Polytechnic.
    • The appointee shall enjoy other benefits of office as may be approved from time to time by the Federal Government.

    Director, Physical Planning

    Duties
    The Director, Physical Planning oversees all physical developments in the Polytechnic. His duties include the following:

    • Initiating, coordinating and processing of tender documents for all capital projects in the Polytechnic.
    • Reporting regularly and periodically to all agencies and parastatals charged with monitoring projects in the Polytechnic.
    • Articulating the institution's projects' budgetary needs and defending same as and when called upon to do so.
    • Liaising on behalf of the Polytechnic with external agencies, e.g. ETF, TETFUND, Federal Ministry of Education, National Board for Technical Education and others as necessary for the execution of the Polytechnic projects.
    • Administering all capital projects within the Polytechnic, including vetting of designs by external consultants, conduct of site meetings and preparation of progress reports on projects.
    • Regulating physical development within the Polytechnic and ensuring compliance with the Institution's master plan.
    • Reporting to the Rector on all projects and activities of the Physical Planning Unit.

    Qualifications and Experience
    The candidate for the post is expected to possess the following academic qualifications and personal qualities.

    • A good Degree/HND from a University or Polytechnic in Architecture, or Civil/Structural Engineering or Quantity Surveying or Town Planning with a minimum of 15 (fifteen) years post-qualification experience.
    • Must be registered with relevant professional bodies i.e. COREN, NSE for Civil/Structural Engineers for a minimum of 5 (five) years and similar bodies for other professions.
    • Must provide evidence of sustained professional practice and /or administrative leadership.
    • Must be conversant with the business of Public Procurement Procedures and guidelines.
    • Must show evidence of involvement in construction and project management.
    • Must be able to work under pressure and meet short deadlines. VII. Must be an individual with impeccable character.
    • Must be proficient in information and communication technology, and able to use a standard design and draughting software, eg ARCHICAD ORAUTOCAD.
    • Must not be more than 59  years of age from the date of assumption of duty.

    Terms of Appointment and Condition of Service

    • The appointment is for a term of 4 (four) years and no more.
    • The salary is consolidated and the appointee shall enjoy other benefits of the office as may be approved from time to time by the Federal Government.

    Registrar

    The Registrar

    • The Registrar is responsible to the Rector for the day-to-day administration of the Polytechnic and shall perform such other duties as the Governing Council or, as the case may be, the Rector may from time to time require her or him to do. He/she is one of the Principal Officers of the Polytechnic.
    • He/she heads the Registry Division and is the custodian of Polytechnic documents.
    • He/she is the Secretary to the Council, the Academic Board and any Standing Committee of the Council.

    Qualifications and Experience
    The candidate for the post must possess the following qualifications and qualities:

    • Holds a First Degree with a minimum of second class lower division or Higher National Diploma (HND) with at least a lower credit in Social Sciences, Education, Arts, Humanities and other related courses from a recognized Institution of Higher Learning:
    • Have a minimum of eighteen (18) years post qualification cognate experience for first degree and HND holders or Master's degree in relevant discipline with a minimum of fifteen (15) years post qualification cognate experience or Doctorate degree (PhD) in relevant discipline with a minimum of twelve (12) years post qualification cognate experience, at least ten (10) years of which must have been gained in a Polytechnic or similar TVET institution;
    • Registered member with relevant professional bodies recognized by the Federal Government.
    • Be currently on the rank of Deputy Registrar for a period NOT less than five (5) years as at the time the advertisement will end.
    • Proficient in Information and Communication Technology (ICT) skills and packages:
    • Be not more than fifty-nine (59) years of age as of 11th January, 2025 when the post will become vacant;
    • Demonstrate evidence of strong administrative leadership, initiative and creativity in administration policy formulation, good human relations and positive managerial attributes;
    • Knowledgeable in the Public Service Rules and Regulations of the Polytechnic system;
    • Provide evidence of membership of professional body/bodies recognized by the Federal Government;
    • A person who is not likely to pursue racial, gender, political, religious, or other sectional interests;
    • [Morally sound, of impeccable character, proven integrity and free from financial embarrassment; and
    • Physically and mentally fit (with evidence from a Governmental hospital).

    Terms of Appointment and Condition of Service

    • The appointment is for a single tenure of five (5) years in line with extant provisions.
    • The salary is consolidated, and the appointee shall enjoy any other benefits attached to the position of a Principal Officer of the Polytechnic as approved by the Federal Government.

    Bursar

    The Bursar

    • The Bursar is the Chief Accounting Officer of the Polytechnic.
    • He/she is responsible to the Rector for the day-to-day administration and control of the financial affairs of the Polytechnic.
    • He/she is one of the Principal Officers of the Polytechnic.
    • He/she heads the Bursary Division and is the custodian of Polytechnic finances.

    Qualifications and Experience
    The candidate for the post must possess the following qualifications and qualities:

    • First Degree with a minimum of second class lower division or Higher
    • National Diploma (HND) with at least a lower credit in Accountancy or Finance related courses from a recognized Institution of Higher Learning
    • Have a minimum of eighteen (18) years post qualification cognate experience for First Degree and HND holders or Master's degree in relevant discipline with a minimum of fifteen (15) years post qualification cognate experience or Doctorate degree (PhD) in relevant discipline with a minimum of twelve (12) years post qualification cognate experience, at least ten (10) years of which must have been gained in a Polytechnic or similar TVET institution;
    • Registration with ICAN or ANAN;
    • Currently on the rank one level below the Bursar (i.e. Chief Accountant or Deputy Bursar or Chief Auditor or Deputy Director, Audit as the case may be) for a period, NOT less than five (5) years as at the time the advertisement will end.
    • Proficient in Information and Communication Technology (ICT) skills and accounting packages;
    • Not more than fifty-nine (59) years of age as of 11th January 2025 when the post will become vacant;
    • Demonstrate evidence of strong financial and administrative leadership. initiative and creativity in financial policy formulation, good human relations and positive managerial attributes;
    • Knowledgeable in the Financial Rules and Regulations of the Polytechnic system;
    • Provide evidence of membership of professional body/bodies;
    • A person who is not likely to pursue racial, gender, political, religious, or
    • other sectional interest;
    • Morally sound, of impeccable character, proven integrity and free from financial embarrassment; and
    • Physically and mentally fit (with evidence from a Governmental hospital).

    Terms of Appointment and Condition of Service

    • The appointment is for a single tenure of five (5) years in line with extant provisions.
    • The salary is consolidated, and the appointee shall enjoy any other benefits attached to the position of a Principal Officer of the Polytechnic as approved by the Federal Government.
