    Learning and Development Manager

    Main Objective and Responsibility

    • The Learning and Development manager provides strategic and functional expertise and advice in learning & development, with the aim to plan and apply processes and activities that foster the development of a diverse and competent workforce to achieve the missions’ operational goals effectively.

    General Accountabilities

    • With the support of the HR Coordinator and in collaboration with the coordination, responsible to define, develop, promote, apply, follow up and advise on the learning and development strategy of the mission with the aim to develop MSF staff (and external collaborators, where relevant) to achieve the mission’s operational objectives effectively.
    • Contribute to developing advanced, innovative and useful learning and development solutions and initiatives for the global workforce that enable continuity and transfer within and across the missions and other MSF entities and local partners, i.e. talent development, securing a variety of L&D applications – including coaching, mentoring, adequate onboarding, etc.
    • Advice and support coordinators, managers and supervisors to create supportive learning environments and apply appropriate learning and development processes, tools and best practices, including how to identify and address learning needs, gaps and opportunities.
    • Influence stakeholders by building buy-in for the most appropriate learning and development approach for specific situations in accordance with mission and OC-level learning and development and OPS strategies.
    • Proactively plan and lead the learning and development annual planning and budget process based on learning needs analyses and strategic operational and organizational objectives.
    • Proactively seek to increase access to learning and development opportunities for all employees of the missions including identifying synergy/exchanges/collaboration with other MSF sections and other local institutions.
    • Plan, develop and follow up on mission-wide or project-specific staff learning and development activities by identifying and addressing learning needs and opportunities that maximize staff development to achieve operational objectives.
    • Advise employees and coordinators, managers and supervisors in the mission on application of individual development and potential growth paths for themselves and their direct reports.

    MSF Section / Context Specific Accountabilities:

    • Advise and support the line managers and employees in their understanding of the concepts of Performance Management and contribute to develop their competencies to implement performance management according to standards.
    • Develop and support the implementation of the OCA onboarding program in the mission according to the OCA Onboarding Guideline.
    • Develop and promote activities and processes to increase the application of learning within the mission to increase the impact of L&D activities on individual and organisational performance.
    • Recruit, train, mentor and coach L&D Implementers &/or L&D Officers
    • Travel regularly to projects to support planning, implementation, and follow up of L&D activities, to advise on future learning and development processes & programs, and to secure connection to operational objectives
    • Contribute to the establishing the foundations of a new staffing model by implementing specific talent management activities to guarantee its sustainability.

    Mission Specific Accountabilities:

    • Frequent visit to all MSF OCA locations in Nigeria to support the team on any challenges related to L&D
    • Preapare mission training calander and share with the teams implelemeation and follow up.
    • Manages training base in Sokoto, ensure that training venue and all training equipments are available (especially equipments with long life span).
    • Follow up contracts for training venues to ensure that renewal is done on time.
    • Check all training invoices and send to relavant Managers for approval and validation

    Requirements (Qualifications / Experience / Knowledge)

    • Education: Degree in the field of HR, learning and development, organizational development or relevant experience.
    • Experience: Working experience of at least two years in a learning and development position.
    • Desirable previous experience in MSF or other NGO in developing countries.
    • Languages Essential mission working language.
    • Desirable local language(s).

    Supply Chain Officer

    Main Objective and Responsibility of the Position

    • Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission

    General Accountabilities

    • Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role
    • Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities
    • Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
    • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
    • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
    • Collecting claims from the field, analysing causes and making corrective actions.
    • In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
    • Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making
    • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission.

    MSF Section / Context Specific Accountabilities

    • Act as backup to the other Supply Chain Officer during holidays, sick leave, etc. as well as support each other at times of high workload.
    • Follow-up on UNIFIELD cleaning and produce monthly stock as well as other reports requested by Supply Chain Manager and Supply Coordinator.
    • Analyse data, create databases, monitor and track KPIs and share it with Supply Chain Manager and Supply Coordinator on a regular basis.
    • On a regular basis, update the order tracker and request overview for requestors and projects.
    • Responsible for the preparation of montly supply reports & data analysis.

    Requirements

    • Education: Essential degree and Specialisation in Logistics/Supply Chain Management
    • Experience Essential: Minimum 2 years in Supply Chain Management & in the organisation of Supply Administration & procedures.
    • Desirable: Proven understanding of MSF Field Logistics (General knowledge of MSF Equipment and Kits)
    • Languages: Good command of English language is essential; Local language desirable
    • Knowledge: Computer literacy (word, excel, internet) is essential.

    Purchasing Officer (Lassa Fever Project)

    Main Purpose

    • Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project

    Accountabilities

    • Performing on a day-to-day basis the purchasing activities of a supply office, analysing market sources and competitive pricing conditions among different suppliers to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
    • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices to guarantee the best quality and pricing for MSF goods and commodities.
    • Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
    •  At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
    • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
    • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on Purchase lists after purchases are made
    • Assisting in reception control process with the storekeeper
    • Keep all requesters informed of the status of their orders with all necessary information.
    • Produce a monthly or quarterly purchasing report and share it with your supervisor.
    • Maintain updated all archives of purchasing documents
    • Performing delegated tasks according to his / her activity and as specified in his/her job description.

    Minimum Requirements
    Education: 

    • Essential: Bachelor' s Degree in Commerce, Supply, or related Course (or equivalent degree).

    Experience:

    • Previous experience of at least two years in supply chain and/or related relevant positions, in MSF or other NGOs.

    Languages:

    • English. (Knowledge of Hausa is an asset).
    • MSF or INGO experience is an asset.

    Knowledge:

    Medical Data Processor - Lassa Fever Project

    Purpose

    • Carrying out medical data collection and entry activities into the mission database, recording all relevant clinical and demographic data on patients, and ensuring data quality/reliability, according to MSF protocols, and maintaining confidentiality while producing the appropriate, updated documents for the medical team to support decision-making processes

    Accountabilities

    • Performing data entry of all epidemiological information into select databases program and creating appropriate reports, providing data for project development purposes.
    • Ensuring that all data entered has been authorized and that appropriate documentation has been received (patient records, treatment monitoring, etc.). Ensuring that all data.
    • Ensuring all data collected and entered to databases is consistently accurate and complete.
    • Being responsible for ensuring that quality control queries of the database are followed up, ensuring identification of data entry errors and corrections. Immediately reporting to the supervisor, any anomalies in the database
    • Filing documents according to MSF standards
    • Communicating regularly with the HCW’s, assisting in the (re)training, when necessary, on proper registration of patients, proper filling of the various forms, clarifying queries, obtaining missing information and correcting errors, ensuring they have ongoing sufficient supplies of necessary hardcopy data collection forms
    • Assisting in the compilation and preparation of regular reports and providing detailed information to medical and laboratory teams (weekly, monthly, according to patient

    Education:

    • Minimum of a Bachelor's Degree in Information Technology, Statistics, Public Health, or a related field.

    Experience:

    • At least 1 year of experience in data entry, preferably in a health-related project

    Languages:

    • English. (Knowledge of Hausa is an asset)

    Knowledge:

    NICU Nurse

    Responsibilities

    • Provide high-quality nursing care to neonates in line with doctors’ prescriptions and MSF and MOH neonatal protocols and guidelines.
    • Monitor, assess and document babies’ conditions, reporting changes promptly.
    • Carry out all treatments, feeds, medication administration and infection prevention steps diligently
    • Strictly adhere to universal hygiene standards, aseptic techniques and NICU-specific infection prevention measures.
    • Promote biohazard prevention and ensure clean, safe working conditions always.
    • Educate and support mothers and families on feeding, kangaroo care and neonatal hygiene.
    • Assist families in understanding their baby’s condition and treatment plan.
    • Recognize neonatal emergencies and deterioration early; provide immediate nursing interventions and inform the doctor immediately.
    • Ensure readiness for resuscitation and emergency procedures as per NICU protocols.
    • Maintain accurate patient files, nursing notes, growth chart, vital sign, medication records and NICU admission registers.
    • Ensure clear written and verbal handovers between shifts for continuity of care.
    • Monitor the NICU pharmacy stock; update daily consumption, check expiry dates and storage conditions.
    • Safe handling, cleaning and disinfection of NICU biomed and report faults to supervisors promptly.
    • Promote good teamwork and adherence to NICU care standards among support staff.
    • Demonstrate MSF’s humanitarian principles in daily work with patients and colleagues
