GPON is saddled to provide complementary support to vulnerable children across nations to attain personal growth and development. GOALPrime Organization Nigeria is presently operating in Northeast Nigeria and FTC where we have reached over 2,000,000 lives (directly and indirectly) with integrated services, we support internally displaced persons with emergency relief materials, Child Protection services, WASH services, GBV mitigation services, Livelihood skill building, Health services, Peace building and Education support services. GPON work in both emergency and development context.

    Scope of Work

    • Under the supervision of the WASH Manager, the Wash officer will lead and supervise work projects, respecting deadlines and technical requirements.
    • The Wash officer will be in charge to implement and follow-up the drilling and the rehabilitation of boreholes and in the host community and IDP camps.
    • According to the context the Wash officer could be in charge of supervising the construction of Block of emergency latrine and shower, shelter or another task.

    Main Task
    Set-up and operational monitoring:

    • Under the supervision of the WASH Manager, take part in logistical and administrative organization and the planning and preparation of job sites
    • Ensure the construction and/or the maintenance of construction work using GPON tools (in particular):
      • Take part in the identification of sites where work is to be carried out
      • Recruit and train the workforce and daily workers
      • Allocate the on-site workforce according to instructions given by the team leader
      • Carry out work according to technical guidelines and estimates
      • Respect deadlines established with his/her line manager
    • Supervise operational teams, contractors and/or communities, and ensure the best use of available resources
    • Organize, plan and supervise community participation
    • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
    • Manage the supply of worksite materials by collaborating with the logistics department
    • Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites.
    • Take part to the evaluation of the technical competence of contractors
    • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population

    Reporting/communication /representation:

    • Keep his/her monitoring tools and files archived in the GPON office, accessible to his/her team leader and/or project manager
    • Take part in the drafting of project progress reports under the supervision of his/her Project Manager
    • Take part in seminars and workshops related to the carrying-out of activities and to project objectives
    • Report to the team leader regarding the development of activities and specific tasks that he/she has been assigned, any problems encountered and the quality of relations with the beneficiaries
    • Report back all information or problems linked to his/her activity, GPON programs or safety issues
    • Listen to the local population and authorities in order to identify any needs, complaints, or major events which could affect the activities of GPON
    • Analyse the humanitarian situation by taking into account protection issues/Do No Harm to the population
    • Collaborate with local authorities and administration
    • Take part in restitution meetings and clusters on request

    Requirements
    Technical Competences:

    • Training: Training: University degree in Water Resources or Civil Engineering or in one of the disciplines of Water Supply and/or Hydrology.
    • Project related skills : good knowledge of the project cycle, project implementation, project follow-up
    • Microsoft Office ( Excel and Word skills), GIS and drawing software (autocad)
    • Management related skills.

    Personal abilities:

    • Professional experience: 6 months of experience in similar position (NGO/Private or Public sector)
    • Languages: English, Bura, Babur and Hausa,
    • Personal qualities: reliable, honest, very good organization, resistance to stress, good interpersonal skills (communication), team player.

    Availability: 15.12.2022

    Salary and conditions: In accordance with GPON Terms of Employment. The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for the tax returns.

    Scope of Work

    • Under the direct supervision of the Human Resource Manager & the Response Manager, the Humanitarian Access Safety & Security Officer (HASSO) would maintain, improve and expand principled humanitarian access to and by conflict-affected populations in BAY state through assisting the implementation of humanitarian access and security management plans in compliance with GPON’s strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles.
    • The post holder will identify changes and trends in the humanitarian access and security environment in the areas of operations and will ensure that adequate and up-to-date policies and procedures are in place and ensure people have the information they need to manage operations, to identify issues, and to recommend and implement measures to reduce them.

    Major Responsibilities
    Humanitarian Access Management:

    • Develop and implement humanitarian access strategies and approaches tailored to all LGAs where GPON implements.
    • Work to ensure that GPON, its mission, and work in the areas of operations is known and accepted.
    • Work to encourage stakeholders to work with the GPON in ensuring that staff and programs are safe and allowed to continue humanitarian activities across LGAs of operations.
    • Provide technical input and advice in assessments to consider new GPON programs in new geographic areas, and regular assessment reviews for existing locations.
    • Continued development of Humanitarian Access Safety and Security teams and activities across GPON LGAs of operations in northeast Nigeria
    • Enhance GPON image and acceptance within the community and amongst stakeholders by providing guidance on inclusive visibility strategies.
    • Work with appropriate GPON units, including HR, to ensure timely and appropriate follow-up to violations of GPON’s Code of Conduct, in addition to operational breaches to humanitarian principles.

    Safety and Security Risk Management:

    • Work with HRM to develop, consolidate and implement operating procedures and contingency plans.
    • Develop and maintain a network of GPON Security Focal Points at each field office and program sites enhancing gender balance.
    • Maintain record of security trainings for staff.
    • Ensure replenishment of hibernation kit, first aid kit.
    • Update security incident database regularly.
    • Conduct risk assessments of contracted and prospective offices and residences.

     

    Liaison, Networking, Analysis:

    • Establish and maintain relations and networks across GPON LGAs of implementation to facilitate understanding and influences on humanitarian access environment.
    • Develop and maintain contact lists, stakeholder analyses and humanitarian access profiles in area of responsibility
    • Assist RM on day-to-day operations related to humanitarian access and liaison with authorities and other entities for administrative and substantive staff, program and organizational needs.

    Context Understanding and Reporting:

    • Monitor open sources to collect, compile and report information including incidents and trends pertinent to humanitarian access in area of responsibility across GPON LGA of implementation.
    • Work closely with GPON field management teams to ensure all incidents are followed up with an official written report.
    • Monitor the operating environment, identify new threats, assess GPON vulnerabilities and recommend possible responses.
    • Contribute to local-level conflict sensitivity analysis and macro- level analysis of trends within the BAY state.

    Training and Capacity Building: 

    • Build up the capacity, awareness and preparedness of staff to deal with security-related risks, threats and incidents through the delivery of high quality, regular trainings/ briefings to national and international staff and GPON visitors when deemed necessary.
    • Render administrative support to HRM in providing regular trainings for GPON staff on security preparedness, prevention and response. Training(s) may include SOPs; Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; and Communications.

    Key Working Relationships:

    • Reports to: Human Resource Manager
    • Supervises: None,
    • Other relationships: support operations and programs teams, local authorities, and NGO counterparts.

    Qualifications
    Required Qualifications:             

    • A University Degree or Higher National Diploma in Security Management / Disaster Management / Military Science / Social Sciences / Public Administration / International Relations or a field related to humanitarian work or risk management.
    • Computer skills (including MS Word, Excel, PowerPoint, Access, and internet)
    • Competency in using and maintaining field-based communications systems (HF, VHF radios and Satellite phones).
    • Fluency in English (written, spoken, comprehension). Knowledge of local north east language is highly desired.
    • Training in First Aid and Fire Safety.
    • Competent report writing skills.
    • Disaster management and response training.
    • Experience in the security Outfit will be an added advantage

    Required Experience:

    • 1 - 2 years of security-related experience with NNGO/INGOs operating in the North East Nigeria either in safety and security or logistics.
    • Experienced and knowledgeable in security related subjects, threat/risk assessment, security management, and personal and organizational physical security awareness.
    • Previous services with any of the Nigerian Disciplined forces will be a desired advantage. Certificate of discharge will be required as proof.  
    • Proven experience of working effectively in complex security environments and situations.
    • Experience in developing safety related technical tools, guidelines, and systems
