    DCC Clerk of Works

    RESPONSIBILITIES

    •  Daily site inspections to ensure all development are carried out in accordance with DCC policies, procedures, and guidelines. Witnesses testing and quality control activities to ensure compliance with contract requirements
    •  Assist in the daily DCC administration, planning, and appraisals
    •  Ensure contractors onsite understand DCC policies, parcel plans, building development, and contractors’ code.
    •  Carry out a thorough study of the drawings and specifications. Check for errors and discrepancies in the drawings and specifications and report to the DCC.
    •  Conduct routine site visit to ensure strict adherence of submitted and approved development plans and quality workmanship.
    •  Prepare detailed reports on any deviations in workmanship, construction activity or schedules together with appropriate recommendations
    •  Ensure that Health and Safety issues that are reported or observed are adequately actioned by the appropriate contractors within the agreed timeframes
    •  Prepare and submit detailed analytical reports as scheduled to provide decision-makers with reliable and accurate information on the status of ongoing projects.

    Health and Safety responsibilities:

    • Promote and develop a Safety Culture that secures effective implementation of policy, procedures, and responsibilities throughout the Alaro City operational delivery.
    • To ensure that the workplace is safe and compliant with company Health Safety and Environment guidelines as well as Directorate of Occupational Health and Safety regulations.
    • Conduct timely environmental health and safety audits, daily site walk downs, conduct safety toolbox talks and safety inductions as will be required.
    • To ensure preparation and implementation of the Site Environmental Safety and Health Management Plan.
    • Prepare daily safety and health reports or injury logs and ensure they are completed and submitted to relevant government agencies
    • Verify the adequacy and safety of all work-proposed tools and equipment
    • To continuously monitor and assess hazardous situations and recommend to the project team/management how to avoid or mitigate these risks.
    • To correct unsafe acts or conditions at respective sites through the regular line of authority, which includes issuing warnings, conducting investigations, taking disciplinary action and ensuring that all safety regulations are being followed.
    • Manage the arrangements for incident, accident and statutory inspections and enquiries, agreeing and implementing necessary changes
    • Perform any other tasks as assigned by the line manager or senior management.

    Requirements

    • Hard skills and experience:
    • Undergraduate degree in relevant subjects, including civil and structural engineering, and building construction.
    • The person eligible for this role should have at least 5 years of experience in site inspector and EHS work in mixed-use real estate developments.

    Quantity Surveyor

    RESPONSIBILITES

    • Review Alaro City construction plans and prepare quantity requirements;
    • Scrutinize maintenance and material costs, as well as contracts to ensure the company gets the best deals;
    • Price/forecast the cost of the different materials needed for the project;
    • Liaise with the Head of Construction and Delivery, Nigeria, construction manager, site engineers, clients, contractors, and subcontractors;
    • Prepare reports, analyses, tender documents, contracts, budgets, risk assessment, bill of quantities and other documentation;
    • Keep track of materials and order when required;
    • Track changes to the design and/or construction work and adjust budget projections accordingly;

    • Prepare annual sourcing plan and budget – to contain identified vendors, quotes and timelines;
    • Prepare quarterly sourcing reports - operational and financial results of sourcing strategy to management;

    Requirements

    Hard skills and experience:

    • Minimum Bachelor’s degree in Quantity Surveying, Engineering, Project Management or Real Estate focused discipline;

    • Minimum of 7-10 years hand-on experience in quantity surveying or construction estimating with at least 2 years of relevant management experience

    Civil Infrastructure Design Engineer

    RESPONSIBILITES

    include assisting the Lead Civil Infrastructure Design Engineer to:

    • Develop cost-effective design layouts based on construction specifications and requirements.
    • Perform civil design analysis and calculations according to project requirements.

    City Facilities Services Coordinator

    RESPONSIBILITES

    • Working with the City Manager at Alaro City, the City Services Coordinator is responsible for helping to provide a productive, comfortable and safe operating environment for owners, residents, employees, visitors and property within Alaro City by developing and maintaining integrated systems, policies and procedures for the operation and maintenance of Alaro City’s facilities and assets. They are also required to assist in developing and supervising all upgrade and maintenance plans, to oversee the work of contractors and service providers.

    Other responsibilities include:

    Customer Service

    • Helping develop and maintain an efficient and effective City Management “One Stop customer service shop” ensuring that all customer inquiries and concerns are attended to expeditiously and satisfactorily.

    • A post graduate qualification in customer service will be an added advantage.
    • At least four years’ facilities management experience involving mixed-use developments or diversified property portfolios.

    Senior Land Surveyor

    RESPONSIBILITES

    • Topographic surveying involving the measurement and mapping of the natural and man-made features of a land area. Generate detailed information about the elevation, contours, vegetation, and water bodies present within and around Alaro City as required.
    • Engineering surveying involving providing precise measurements and data for construction projects includes tasks such as setting out the layout of infrastructure projects, monitoring their progress, and ensuring accuracy during the construction process.
    • Cadastral surveying involving the identification, measurement, mapping, demarcation and documentation of land boundaries.
    • Geodetic surveying using Global Positioning System (GPS) technology and Total Station to accurately determine and establish the coordinates and positions of points on the earth’s surface.

    HSE Supervisor

    RESPONSIBILITES

    • Initiate, develop, implement, and coordinate environmental health and safety management plans, programs, policies and strategies for ensuring a safe working environment in Alaro City, and enforce total HSE compliance on site.
    • Perform audits and inspections of work sites, as required to ensure compliance with safety and health program requirements.

    DCC Architect

    Description

    • Set up and manage Development Control Company of Alaro City, with responsibility for creating an effective and efficient built urban environment and regulations that ensure a safe and healthy environment for all.
    • Review development plans from clients to determine compliance before circulation to the DCC

    Utilities Manager

    Requirements

    • Coordinate corporate structuring activities to create, setup and undertake the licensing of the multi-utility businesses i.e. urban management, water, power, gas and telecom utilities.
    • Develop and implement the legal and operational framework to guide the operationalisation of the multi-utility businesses
    • Manage relationships with regulators, vendors, consultants and other stakeholders as necessary for the successful setup, establishment and licensing of the utility companies.
    • Prepare business and statutory documentation required for the setup and approvals of the utility businesses including business plans, environmental impact assessments, white papers and implementation manuals.
    • Oversee and administer the day-to-day operational functions and components of the integrated multi-utility engineering and operations department including telecoms, electrical distribution, power supply, gas distribution, water distribution and supply, sewerage and sewage treatment within Alaro City.
    • Working closely with the Construction and Delivery team coordinate local project development efforts for the establishment of power, water, gas and telecom utility companies.
    • Have technical responsibility for handover of plant and equipment from the projects/delivery team at site, environmental reporting, compliance and monitoring of policies and procedures within the utility businesses.
    • Prepare commercial and technical model for provision of utilities including setting up of tariff structure, billing framework, metering systems and ERP/software recommendations for the respective utility businesses.
    • Implement and manage the utilities ERP/software system for Alaro City to ensure each of the utilities business units is tracked and monitored efficiently.
    • Analyse financial, technical and billing data to identify issues and opportunities, support and reinforce credit collections.
    • Construct a year by year demand and load profile for the utility companies  
    • Supervise the daily activities relating to supply utilities and functioning of the integrated technical departments.
    • Assist and support the investigation of faults and complaints about the utility services, monitor compliance with regulatory requirements.
    • Prepare the annual O&M budgets and other CAPEX expansion projects for the utilities companies.
    • Manage Alaro City’s utility infrastructure along with future improvement and expansion plans.
    • Represent the utilities department at meetings with other business units to ensure tight integration and coordination.
    • Support customer relations to deal with complaints and other issues with end users and property owners.
    • Set up, oversee and administer the urban management function for Nigeria and implementation of development control guidelines.
    • Oversee facility management activities including managing service charge administration and accounts.
    • Monitor and oversee internal quality standards are met for the operational deliverables of utilities and maintenance services.
    • Prepare weekly, monthly and other periodic reports on the status of the urban management, and utilities business at Alaro City.
    • Effectively implement and ensure enforcement of best practices, policies and procedures for the utilities and urban management functions.
    • Establish and maintain effective working relationships with other departments, regulatory agencies, consultants and customers.

    REQUIREMENTS

    ICT and Infrastructure Engineer

    RESPONSIBILITES

    • In close collaboration with the Utilities manager, this position will be required to provide specialist design, configuration, implementation, and ongoing support of ICT and telecom infrastructure. The responsibilities also include building, maintaining, and updating the cloud and on-premises infrastructure   with an emphasis on security, data confidentiality, system integrity, availability, and reliability.

    Specific responsibilities include:

    • Responsible for day-to-day monitoring, technical support, and planning of all aspects of the network infrastructure (LAN/WAN/Wireless network) while ensuring the ICT environment is secure.
    • Develop and design accurate city-wide network topology network diagrams and documentation for planning network communication systems.
    • Supervise and implement the siting of devices and equipment to facilitate last-mile connections.
    • Track and repair fiber outages on GPON and active ethernet in coordination with the utilities  engineering teams.

    REQUIREMENTS 

    Hard skills and experience:

    • Cisco Certified Network Associate (CCNA), (CCNP) preferred.
    • A minimum of 7 years experience in technology, 4 of which must be in fiber and telecommunication networking experience.
    • Expert knowledge of core routing and switching, PowerShell and all video conference systems
    • Working experience in cloud computing, infrastructure security and databases.

    Required competencies:
