    Head of Humanitarian Response and DRR

    Job Summary

    CARE Nigeria is seeking a Head of Humanitarian Response and DRR that will support CARE Nigeria’s consolidation in the Northeast and the expansion of humanitarian operations to other parts of the country, in line with evolving needs. As a key member of the Country Leadership Team (CLT) and Senior Leadership Team (SLT), the position holder ensures high-quality humanitarian and disaster risk reduction (DRR) interventions, effective program design and fundraising, strengthened emergency preparedness, and robust internal and external coordination. The Head of Humanitarian Response and DRR plays a strategic role in linking short-term humanitarian actions with long-term development programming across key sectors including Food and Livelihood Security, Nutrition, WASH, Protection, Gender in Emergencies (GiE), and resilience. The role ensures that CARE’s programming principles, humanitarian standards, gender-transformative approaches, and accountability frameworks are upheld across all interventions. He/She will manage a team of sectoral specialists and work closely with Program Implementation, MEAL, Partnerships & Grants, Resource Mobilization, Finance, Operations, local and international partners, and relevant CARE International (CI) members.

    RESPONSIBILITIES AND TASKS:

    Job Responsibility #1: Program Design, Development, Planning and Fundraising 

    • Support the Director of Program in overall assessments, program design, planning, and resource mobilization strategies.
    • Contribute to the development and updating of a fundraising strategy that strengthens the Country Office’s ability to secure diversified funding.
    • Coordinate proposal development processes with the Director of Program, Business Development Manager, and program teams, ensuring alignment with CARE’s strategic priorities.
    • Strengthen CO capacity in high-quality proposal development, report writing, and adherence to program design standards.
    • Integrate mechanisms and systems into program design to enhance program efficiency, effectiveness, and sustainability.
    • Support inception/orientation workshops for new projects and provide guidance on essential implementation standards.

    Job Responsibility #2: Emergency Preparedness and Response (EPP) Capacity 

    • Lead the development, implementation, and updating of the Country Office’s Emergency Preparedness Plan (EPP) and Emergency Response Strategy (ERS) based on CI standards.
    • Continuously monitor the humanitarian context and adjust EPP scenarios and ERS targets accordingly.
    • Report progress and advise senior leadership on EPP/ERS implementation challenges or changes.
    • Support integration of humanitarian actions into longer-term development programming.
    • Develop and implement capacity-building plans for CARE staff and partners on accountability, humanitarian principles, program design, EPP, ERS, gender transformation, and sectoral standards.
    • Facilitate learning sessions with M&E and program teams to improve program design and implementation quality.
    • Maintain active representation in the Emergency Response Team (ERT).

    Job Responsibility #3: Liaison, Coordination, Engagement & Partnerships

    • Strengthen and expand consortia, partnerships, and other engagement mechanisms to enhance reach and program sustainability.
    • Maintain effective relationships with CMPs, CEG, RMU, donors, INGOs, UN agencies, and CARE sector technical teams.
    • Support M&E, Communications, and program teams in enhancing CARE’s visibility and external engagement.
    • Represent CARE Nigeria in key humanitarian coordination platforms, including UN Clusters, INGOs forums, and donor meetings.
    • Support strategic partnership development in collaboration with Partnerships & Grants and program teams.
    • Participate actively in the CLT, SLT, and other strategic working groups

    Job Responsibility #4: Monitoring, Evaluation, Reporting, and Learning

    • Support the M&E unit and program teams in establishing a comprehensive M&E framework for emergency preparedness and response.
    • Lead sectoral teams in reviewing project performance, strategy implementation, and progress against logical frameworks and targets.
    • Review humanitarian budgets, burn rates, and expenditure trends; support timely corrective actions and budget revisions.
    • Develop project progress tracking tools in collaboration with Grants & Partnerships to ensure compliance with donor requirements.
    • Oversee timely development, review, and submission of donor reports and internal program reports.
    • Support development and review of implementation plans, EPP, ERS, and other strategic planning documents.

    Job Responsibility #5: Leadership and Quality Assurance for Sectoral Specialists

    • Recruit, supervise, and support Sectoral Specialists in line with the CO strategy.
    • Ensure program designs meet CARE, CI, and donor standards for quality, accountability, and technical rigor.
    • Review, update, and disseminate sectoral checklists and guidelines (e.g., cash, gender, accountability, protection, conflict sensitivity).
    • Develop new sectoral guidance and strategies as needed to improve program quality.
    • Review field program implementation with Sr. Manager-Implementation to ensure compliance with quality standards.
    • Ensure gender-transformative programming and effective mainstreaming of cross-cutting themes such as protection, advocacy, and conflict sensitivity.
    • Support sectoral teams and program managers to meet minimum standards and strengthen technical coherence.

    Resource Mobilization

    • Lead on CARE’s fundraising and resource mobilization efforts for the Humanitarian programme, including donor engagement and development of high-quality proposals.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • A University degree in Social Sciences, International Development, Environmental Science, or related field.
    • 8-15 years of Proven experience leading humanitarian programming in complex and multicultural environments.
    • Strong understanding of humanitarian standards, principles, and safeguarding approaches, including PSEA.

    Gender and Protection Sector Lead

    Job Summary

    CARE Nigeria is seeking a Gender and Protection Sector Lead that will be responsible for establishing and leading CARE’s Gender and Protection portfolio in Northeast Nigeria. The role will provide strategic direction, technical leadership, program quality assurance, and representation with government, UN agencies, donors, and other partners. The position ensures that CARE’s Gender and Protection expertise is adapted to the context and results in high-quality, gender-sensitive, protection-focused interventions across all sectors. The incumbent will also support capacity building, policy influence, advocacy, and learning. The position is based in Maiduguri with frequent travel and reports to the Head of Humanitarian and DRR while working closely with sector specialists, program teams, and the Program Director Gender and Protection encompasses activities aimed at ensuring full respect for the rights of all individuals in line with international humanitarian, human rights and refugee law. This includes addressing gender inequalities, protection risks, and ensuring dignity and safety regardless of age, gender, ethnicity, disability, or background. In crisis settings such as North-East Nigeria—affected by conflict, displacement, gender-based violence (GBV), weakened institutions, and disrupted community systems—CARE plays a critical role in supporting civilians through GBV prevention and response, child protection, and protection of internally displaced persons. CARE’s humanitarian mandate is to meet the immediate needs of crisis-affected populations in ways that also address underlying causes of vulnerability. In line with this, CARE prioritizes women and girls’ empowerment, gender equality, GBV prevention and response, and meaningful engagement of men and boys.

    RESPONSIBILITIES AND TASKS:

    Job Responsibility #1: Preparations, Orientation and Priorities Setting

    • Compile background information on gender, social relations, GBV, and protection issues affecting the population.
    • Gather and disseminate guidance and policies on GBV, protection, and SEA specific to NE Nigeria.
    • Set priorities, deliverables, and timelines with senior CO leadership.
    • Review CARE systems, structures, HR and administrative policies to ensure gender and protection sensitivity; recommend improvements as needed.

    • Strengthen partnerships with UN Women, UNFPA, UNICEF, peer agencies, and relevant ministries.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Advanced degree in Social Sciences, Human Rights, Gender Studies, or International Humanitarian Law.
    • 8-10 years of progressive experience leading Gender and Protection programs in humanitarian contexts.
    • Proven expertise in strategic Gender/Protection interventions and mainstreaming across sectors.
    • Prior experience with INGOs is a strong asset.
    • Strong written and oral communication skills.
    • Strong computer skills (Microsoft Office).
    • Demonstrated analytical skills in MEAL, data collection, and program evaluation.
    • Minimum two years of experience in Protection/GBV programming in medium- to large-scale emergencies.

    MEAL & Research Lead – CASCADE Project

    Job Summary

    CARE Nigeria is seeking a MEAL & Research Lead – CASCADE Project to provide strategic leadership, technical direction, and high-level coordination for Monitoring, Evaluation, Accountability, Learning (MEAL) and Research across the CASCADE program in Nigeria. The Netherlands Ministry of Foreign Affairs funded Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) project strengthens nutrition systems to end malnutrition for 1.1 million women of reproductive age and children under 5 years old. The 5-year (2022–2027) project is implemented by a consortium of CARE and the Global Alliance for Improved Nutrition (GAIN) in partnership with national organizations, the private sector, academic institutions, and government. The MEAL & Research Lead ensures evidence-driven, adaptive programming for multisectoral nutrition, covering nutrition-specific interventions (maternal, infant, and young child nutrition) and nutrition-sensitive interventions (food security, livelihoods, WASH, gender, youth, VSLA, and resilience). Reporting to the CASCADE Consortium Lead, the position oversees the MEAL Officer, coordinates with consortium and national partners, and provides cross-cutting MEAL and research support across CARE Nigeria programs as required. The role also supports resource mobilization, advocacy, and donor engagement through evidence-based programming and knowledge products.

    CARE Nigeria is seeking a SBC & Nutrition Coordinator who will provide strategic leadership, technical oversight, and quality assurance for all nutrition-specific and nutrition-sensitive SBC interventions under CASCADE. The coordinator ensures that program activities align with global best practices, are evidence-driven, and produce measurable improvements in maternal, adolescent, and child nutrition outcomes. The role requires strong technical expertise in MIYCN, adolescent nutrition, behavior change methodologies, community engagement, multi-sectoral nutrition, and working with diverse partners. The coordinator will play a cross-cutting role, supporting integration of nutrition and SBC across all CARE Nigeria program areas, including Food Security & Livelihoods, Gender, Protection, Resilience, WASH, and Humanitarian Response portfolios. CARE implements CASCADE in Nigeria across multiple states, partnering with government MDAs, community institutions, civil society, private sector actors, and national partners to deliver high-impact nutrition interventions. The project is positioned to accelerate progress toward improved maternal and child health outcomes, build resilience, and support national priorities for reducing malnutrition. The SBC & Nutrition Coordinator will lead CASCADE’s developmental nutrition and Social and Behavior Change Communication (SBCC) components, ensuring high-quality, evidence-based interventions that address the underlying causes of malnutrition. The role will supervise a team of four Nutrition and Health Officers who work with national partners to strengthen community-level SBCC delivery. The coordinator will also drive accelerated implementation and—if the 2027 extension is approved—continue providing sustained technical support.

    RESPONSIBILITIES AND TASKS:

    Job Responsibility #1: Technical Leadership in SBC and Nutrition

    • Lead the design, rollout, and adaptation of nutrition-specific and nutrition-sensitive SBCC strategies across project states.
    • Provide high-level technical guidance on MIYCN, adolescent nutrition, dietary diversity, micronutrient deficiencies, and positive deviance approaches.
    • Develop and refine SBC packages, community-dialogue tools, job aids, counseling materials, and digital content tailored to local contexts.

    • Maintain strong relationships with national partners, civil society groups, and private-sector stakeholders involved in CASCADE delivery.
    • Ensure coherence and synergy across donor-funded CARE projects, promoting integrated and complementary programming.

    Project Coordinator - RESILAC

    Job Summary

    CARE Nigeria is seeking a Project Coordinator for an anticipated RESILAC 2 program expansion to Yobe State. The Project Coordinator will support with technical leadership to CARE’s interventions in livelihoods, governance, social cohesion, and CSO/ CBO capacity building under RESILAC 2 program in Yobe State. The Project Coordinator will support the project’s resilience building team and guide the implementation of the vocational skills training, natural resource management, social cohesion activities, economic empowerment, gender, and social transformation pathways. S/he will lead and mentor a team and work closely with the project manager, Sector Managers and coordinate with other consortia partners. S/he will work with partners to develop implementation plans, identify, and resolve challenges, and promote ongoing learning and quality improvements throughout the project. The RESILAC Consortium, composed of Action Against Hunger (lead), CARE and Groupe URD, has been implementing a resilience project for the social and inclusive economic recovery of Lake Chad (RESILAC) in the four countries around Lake Chad (Cameroon, Niger, Nigeria, and Chad). The program donors, French Development Agency (AFD) and the European Union (EU) have expressed their willingness to continue their actions in support of resilience, economic recovery, and social cohesion in the Lake Chad Basin through RESILAC 2 amounting to €40 million, which will aim to consolidate the achievements of the RESILAC 1 project and develop an approach in other areas while considering changes in the context and regional strategies as well as the strengths and the weaknesses of RESILAC 1.

    RESPONSIBILITIES AND TASKS:

    • Provide programmatic leadership & team management in the implementation of all project activities interventions in Yobe State.

    • Support coordination of consortium projects monthly, quarterly, biannual and annual reviews and reports as required.
    • Participate in dissemination of program information to communities, beneficiaries, and other stakeholders through regular feedback mechanism.
    • Contribute to the timely and quality compilation and submission of project periodical reports (Weekly, monthly, quarterly, Annual, and special reports) to the project Manager. 
    • Assist in the preparation of the project’s operations plans/work plans & reviews.
    • Ensure all project data are up to date update and report in humanitarian update and PIIRs reporting platform timely.

    Job Responsibility #5: Resource mobilization 

    • Contribute to CARE’s resource mobilization efforts by providing data and analysis to support the development of grant proposals and funding applications.
    • Ensure that proposals are backed by accurate, up-to-date, and relevant data on project outcomes and impacts.
    • Ensure that lessons learned from M&E activities inform future resource mobilization strategies and project planning.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Minimum of bachelors degree in Agricultural Economics, Business management, Engineering, Nutrition, Statistics, Economics, Sociology, Information Management and Technology, or its equivalent.
    • At least 3 years’ experience of working in M&E system preferably with experience in the sectors: Food Security and Livelihoods, Cash for food/work, WASH, Health, and nutrition. 
    •  Previous field experience in assessments, data gathering, interviews and information triangulation/verification.
    • Experience in setting up and/or managing M&E systems, preferably in NGO setting.

    Project Officer, Economic Recovery

    Job Summary

    CARE International in Nigeria is seeking a Project Officer, Economic Recovery for an anticipated RESILAC 2 program expansion to Yobe State. The Project Officer will provide technical support and guide implementation of CARE’s interventions in livelihoods, and resilience activities in close collaboration with the local partner organizations under RESILAC 2 program in Yobe State. to strengthen sustainable livelihood pathways, promote youth and women economic empowerment, support natural resource-based value chains, and enhance community resilience through diversified, climate-adapted income opportunities. S/he will work closely with the Project Coordinator/Project Manager and coordinate with the Gender Officer to ensure gender sensitivity in all activities. S/he will work with partners to develop implementation plans, identify, and resolve challenges, and promote ongoing learning and quality improvements throughout the project in liaison with the Project Manager. The RESILAC Consortium, composed of Action Against Hunger (lead), CARE and Groupe URD, has been implementing a resilience project for the social and inclusive economic recovery of Lake Chad (RESILAC) in the four countries around Lake Chad (Cameroon, Niger, Nigeria, and Chad). The program donors, French Development Agency (AFD) and the European Union (EU) have expressed their willingness to continue their actions in support of resilience, economic recovery, and social cohesion in the Lake Chad Basin through RESILAC 2 amounting to €40 million, which will aim to consolidate the achievements of the RESILAC 1 project and develop an approach in other areas while considering changes in the context and regional strategies as well as the strengths and the weaknesses of RESILAC 1.

    RESPONSIBILITIES AND TASKS:

    Job Responsibility #1: Project Planning and Implementation  

    • Lead the rollout of livelihood, vocational skills, and economic recovery activities, ensuring alignment with territorial diagnostics and market assessments.
    • Guide the implementation of youth job creation packages, microenterprise startup support, value chain strengthening, and green job initiatives.
    • Support ecosystem-linked livelihoods such as sustainable agriculture, agro-processing, natural resource management, and climate-adapted enterprises.
    • Ensure that standards and guidelines related to livelihood & resilience initiatives are effectively applied on a timely manner in project implementation including integration of cross cutting themes.
    • Participate in the preparation of overall and activity work plans and budgets for technical CARE specific activities.
    • Be able to systemically review detailed implementation plan and other key implementation tools and initiate innovative approaches that will open new frontiers for resilience learning.
    • Coordinates economic empowerment & sustainable resilience interventions at local government level (LGA).

    Job Responsibility #2: Technical Support  

    • Provide technical guidance on market-based livelihood approaches, value chain entry points, and household economic strengthening. 
    • Provide technical support and timely feedback to the Project Manager on livelihoods and resilience interventions outlined.
    • Participate in the design, review, and updating of Detailed Implementation Plans and field activities for livelihood and resilience activities
    • Identify other opportunities in an ongoing manner that will add value to the overarching goal of the project.
    • Provide overall RESILAC 2 LGAs management in strict adherence to the approved designs, standards, and guidelines.
    • Uphold the CARE and donor policies and regulations in project implementation.

    Job Responsibility #3: Coordination and representation

    • Attend LGA level coordination meetings to ensure effective coordination and linkages with other partners conducting similar work
    • Represent RESILAC 2 in relevant fora related to key technical areas in consultation with the Project Manager.
    • Coordinate livelihood and business development work with other consortium partners and local CSOs.
    • Participate in economic recovery and market system coordination meetings across Yobe State.

    Job Responsibility #4: Monitoring and Reporting

    • Conduct regular field monitoring of vocational training, enterprise support, and value chain interventions.
    • Support data collection for income tracking, market uptake, employment outcomes, and capacity-building indicators.
    • Prepare timely weekly, monthly, and quarterly reports, including beneficiary success stories and challenges encountered.
    • Document market innovations, lessons learned, and best practices for scale-up.
    • Make technical input and support the planning, design, and execution of project specific operational research, including baseline and end line evaluation, territorial and market assessments related to RESILAC 2.
    • Contextualize and use reporting guidelines to track and develop quality weekly updates, situational reports, monthly, quarterly, semi-annual, annual and end of projects reports, key lessons, and success stories in accordance with RESILAC 2 requirements.
    • Facilitate regular RESILAC 2 review meetings with government, target communities and staff
    • Ensures participatory monthly data collection are conducted (involving communities and partners) using the standardized tools.
    • Supervise and ensure successful and quality completion of project activities as per the set guidelines and standards.
    • Document and disseminate best practices/approaches/models on RESILAC 2 interventions and other meetings at field level as may be required to facilitate adoption during the project implementation.

    Technical Officer

    Job Summary

    CARE is seeking a Gender Technical Officer who will support the implementation of project’s gender interventions and will work with the RESILAC II Project team to ensure the activities are well integrated in the overall project. S/he will provide guidance and technical input where necessary, especially on gender analysis, gender transformative approaches, impact assessments and wider gender mainstreaming activities. S/he will work with all departments and partners to ensure that CARE’s gender equity and diversity principles are incorporated into all processes and activities within the RESILAC II Project. The Gender Technical Officer will ensure project stakeholders’ participatory consultations take gender into consideration and that the needs of women and girls, men and boys are prioritized. S/he will act as resource person in capacity building, knowledge sharing events and other relevant activities. This will include developing, reviewing and updating gender training modules to ensure they are of high standards and monitor implementation.     • Support implementation of key gender approaches in the project and support CARE and consortium staff in ensuring gender equality is at the centre of all program activities.
    • Provide support to all project activities related to specific to gender mainstreaming, with particular emphasis on helping relevant staff analyze program implications for men and women in various communities and ways to address issues.
    • Ensure that the gender checklists are used and should be able to work with Project Manager on revising and revisiting the gender sensitive indicators for improved mainstreaming.
    • Support gender analysis and development and implementation of the project gender action plan in line with implementation priorities.

    Job Responsibility #2: Capacity building of consortium partners and project stakeholders at the community level  

    • Support in conducting capacity needs assessments for project stakeholders and organize all training logistics with the support of program support colleagues, Gender Technical Coordinator and Project Manager.
    • Design and implement trainings for project and consortium staff and community structures on gender related topics including, including but not limited to gender mainstreaming, engaging men and boys, Indashikirwa and GBV risk mitigation to ensure gender integration.
    • Provide support and technical assistance to partners on gender and related topics.
    • Identify and build the capacity of community-based support groups/committees to provide community-based support and facilitation on CARE’s gender transformative models including Social Analysis and Action and Indashikirwa approach Couples’ curriculum.

    Job Responsibility #3: Reporting and documentation

    • Develop bi-weekly, monthly and quarterly reports on gender project activities carried out.
    • Ensure documentation of gender activities to promote learning and improvement.
    • Prepare and share human interest stories and case studies related to project impact for learning.
    • Support impact monitoring of gender interventions in conjunction with MEAL and the Gender and Protection Sector Manager.

    Job Responsibility #4: Representation and networking at project level

    • Participate in gender-related events (meetings, workshops, conferences) and network within the project locations in-order to stay updated about gender related developments.
    • Represent CARE in all gender related external meetings at the state level.
    • Provide ongoing coaching and mentorship to partners, community structures including leaders, project volunteers e.t.c, on community reflections on gender and social norms, power dynamics and social change for impact.
