Job Summary
CARE is seeking a Gender Technical Officer who will support the implementation of project’s gender interventions and will work with the RESILAC II Project team to ensure the activities are well integrated in the overall project. S/he will provide guidance and technical input where necessary, especially on gender analysis, gender transformative approaches, impact assessments and wider gender mainstreaming activities. S/he will work with all departments and partners to ensure that CARE’s gender equity and diversity principles are incorporated into all processes and activities within the RESILAC II Project. The Gender Technical Officer will ensure project stakeholders’ participatory consultations take gender into consideration and that the needs of women and girls, men and boys are prioritized. S/he will act as resource person in capacity building, knowledge sharing events and other relevant activities. This will include developing, reviewing and updating gender training modules to ensure they are of high standards and monitor implementation. The position will develop and maintain relationships with state and local authorities coordinating joint efforts and training in consultation with the supervisor. The RESILAC Consortium, composed of Action Against Hunger (lead), CARE and Groupe URD, has been implementing a resilience project for the social and inclusive economic recovery of Lake Chad (RESILAC) in the four countries around Lake Chad (Cameroon, Niger, Nigeria, and Chad). The program donors, French Development Agency (AFD) and the European Union (EU) have expressed their willingness to continue their actions in support of resilience, economic recovery, and social cohesion in the Lake Chad Basin through RESILAC 2 amounting to €40 million, which will aim to consolidate the achievements of the RESILAC 1 project and develop an approach in other areas while considering changes in the context and regional strategies as well as the strengths and the weaknesses of RESILAC 1.

RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Support implementation of project gender strategy and activities
- Support implementation of key gender approaches in the project and support CARE and consortium staff in ensuring gender equality is at the centre of all program activities.
- Provide support to all project activities related to specific to gender mainstreaming, with particular emphasis on helping relevant staff analyze program implications for men and women in various communities and ways to address issues.
- Ensure that the gender checklists are used and should be able to work with Project Manager on revising and revisiting the gender sensitive indicators for improved mainstreaming.
- Support gender analysis and development and implementation of the project gender action plan in line with implementation priorities.
Job Responsibility #2: Capacity building of consortium partners and project stakeholders at the community level
- Support in conducting capacity needs assessments for project stakeholders and organize all training logistics with the support of program support colleagues, Gender Technical Coordinator and Project Manager.
- Design and implement trainings for project and consortium staff and community structures on gender related topics including, including but not limited to gender mainstreaming, engaging men and boys, Indashikirwa and GBV risk mitigation to ensure gender integration.
- Provide support and technical assistance to partners on gender and related topics.
- Identify and build the capacity of community-based support groups/committees to provide community-based support and facilitation on CARE’s gender transformative models including Social Analysis and Action and Indashikirwa approach Couples’ curriculum.
Job Responsibility #3: Reporting and documentation
- Develop bi-weekly, monthly and quarterly reports on gender project activities carried out.
- Ensure documentation of gender activities to promote learning and improvement.
- Prepare and share human interest stories and case studies related to project impact for learning.
- Support impact monitoring of gender interventions in conjunction with MEAL and the Gender and Protection Sector Manager.
Job Responsibility #4: Representation and networking at project level
- Participate in gender-related events (meetings, workshops, conferences) and network within the project locations in-order to stay updated about gender related developments.
- Represent CARE in all gender related external meetings at the state level.
- Provide ongoing coaching and mentorship to partners, community structures including leaders, project volunteers e.t.c, on community reflections on gender and social norms, power dynamics and social change for impact.
Resource Mobilization
- Contribute to CARE’s resource mobilization efforts.
Other Responsibilities:

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:
Required
- Degree in Social studies, Counseling and/or psychology Social sciences. Masters is preferred.
- Minimum 3 years of Gender experience with a reputable agency; experience working with communities to challenge harmful norms and practices.
- Clear understanding of Gender, power relations, and issues surrounding violence against women
- Able to maintain apply all GBV guiding principles, counseling ethics and uphold the rights of the survivors at all times.
- Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
- Able to work as part of a team.
- Strong report writing skills.
- Strong knowledge of computer applications, including MS Word and Excel.
- Willing to work in a remote location.
