    Project Coordinator - RESILAC

    Job Summary

    CARE Nigeria is seeking a Project Coordinator for an anticipated RESILAC 2 program expansion to Yobe State. The Project Coordinator will support with technical leadership to CARE’s interventions in livelihoods, governance, social cohesion, and CSO/ CBO capacity building under RESILAC 2 program in Yobe State. The Project Coordinator will support the project’s resilience building team and guide the implementation of the vocational skills training, natural resource management, social cohesion activities, economic empowerment, gender, and social transformation pathways. S/he will lead and mentor a team and work closely with the project manager, Sector Managers and coordinate with other consortia partners. S/he will work with partners to develop implementation plans, identify, and resolve challenges, and promote ongoing learning and quality improvements throughout the project. The RESILAC Consortium, composed of Action Against Hunger (lead), CARE and Groupe URD, has been implementing a resilience project for the social and inclusive economic recovery of Lake Chad (RESILAC) in the four countries around Lake Chad (Cameroon, Niger, Nigeria, and Chad). The program donors, French Development Agency (AFD) and the European Union (EU) have expressed their willingness to continue their actions in support of resilience, economic recovery, and social cohesion in the Lake Chad Basin through RESILAC 2 amounting to €40 million, which will aim to consolidate the achievements of the RESILAC 1 project and develop an approach in other areas while considering changes in the context and regional strategies as well as the strengths and the weaknesses of RESILAC 1.

    Location: Damaturu, Yobe State.

    RESPONSIBILITIES AND TASKS:

    Job Responsibility #1: Staff Management and Supervision 

    • Provide programmatic leadership & team management in the implementation of all project activities interventions in Yobe State.
    • Provide technical guidance and direction for all project activities; define and implement activities to achieve the greatest coverage and impact possible. 
    • Collaborate with the Project Manager and the technical sector lead to prepare strategic work plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation.
    • Identify gaps and needs in current programming areas of the project including food security and nutrition, agribusiness and livelihoods programming.
    • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
    • Directly supervise all project field personnel in targeted areas.
    • Ensure training and ongoing capacity-building opportunities for staff on technical and project management skills.
    • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
    • Support other assigned outsourcing activities.

    Job Responsibility #2: Monitoring, Reporting and Evidence Building  

    • The Project Coordinator will work closely with the partner CSO, MEAL team to develop reports on Project activities and submit them to the Project Manager.
    • Ensure efficient use of project resources, adherence to CARE standards, and compliance with AFD and EU rules and regulations.
    • Facilitate the resolution of technical Project, livelihoods-related conflicts amongst partners and foster a healthy partnership team.
    • Contribute to ongoing project monitoring and reporting to RESILAC Regional Office.
    • With other senior members of the Consortium Coordination Unit, create and promote a productive learning environment
    • Ensure that Field Office detailed implementation plans (DIPs) incorporate existing commitments to donors.
    • Ensure the regular monitoring of livelihood and resilience project activities against existing workplans to ensure effective and efficient implementation; assess program technical quality with team and identify any weaknesses and elaborate corrective action plans as needed.
    • Facilitate regular RESILAC 2 review meetings with government, target communities and staff.
    • Contextualize and use reporting guidelines to track and develop quality weekly updates, situational reports, monthly, quarterly, semi-annual, annual and end of projects reports, key lessons, and success stories in accordance with RESILAC 2 requirements.

    Job Responsibility #3: Network and External / Stakeholder Engagement

    • Develops and maintains strong working relationships with all project stakeholders – RESILAC Consortium, Community support groups, community leaders, and NNGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
    • Represent CARE at the Early Recovery sector coordination/donor meetings in Yobe.
    • Support the Project Manager in building relationships with other Resilience actors, livelihood actors, UN, donor counterparts, and other I/NGOs.
    • Seek opportunities to collaborate with other organizations in both coordination, learning, and programming.
    • Network with other CARE entities, particularly around best practices, technical approaches and resource acquisition
    • Provide CARE’s communications & advocacy department with information to highlight CARE’s Project activities and impact.

    Resource Mobilization

    • Contribute to CARE's funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.

    Other Responsibilities:

    • Perform any other duties as assigned.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • University degree in Agriculture or Agri-business Management or any related field with extensive experience in Risk Communication and Community Engagement.
    • Minimum 5 years of work experience in agricultural and livelihoods programming.
    • Sound knowledge of entrepreneurship and agricultural value chain development related activities.
    • Minimum of 3 years of management experience.
    • Experience in managing partner organizations, Able to work outside of regular working hours as required, including evenings and weekends if required.
    • Good experience in supervision is required. 

    Desired

    • Experience in multisectoral resilience building programs.
    • Knowledge of the local languages such as Hausa and Kanuri an added advantage. 
    • Ability to establish priorities, plan, coordinate, and organize own work plan.
    • Ability to establish and maintain good working relations with people of different national and cultural backgrounds.
