    Health and Nutrition Program Manager

    General Objective

    • Under the direct management of the Base Field Coordinator and with the technical support and supervision from the medical coordination team based in coordination, the Health and Nutrition Program Manager role is to ensure an effective, timely and qualitative implementation of activities under his responsibility while abiding by PUI and donor requirements.
    • The Health Program Manager supervises the implementation of PUI health and nutrition interventions across all facilities.

    The intervention comprises the following main activities:

    • Management of one Primary Health Care center (PHCC) in the base, including comprehensive services of primary health care (OPD, ANC, PNC, FP, CMR, SC and OTP).
    • Implement the Routine immunization services at all the PUI health facility in conjunction with MoH and WHO
    • Management of the medical supplies at the facilities Supplied by PUI central pharmacy in the base.
    • Management of referral to secondary health facilities in State using referral MoUs already signed with referral hospitals.
    • Management of a Community health Workers’ network ( CHWs and CNMs)
    • Engaged in health, nutrition and hygiene oriented awareness raising and in multi-sector needs identification and internal / external referral
    • The Primary Health Care facility (PHCC) is managed in direct collaboration with the Nigerian Ministry of Health (MoH) with some MoH staff present in the facilities and receiving incentives from PUI.
    • Management of the Nutrition program in the facility which comprises of active/passive case finding and referral.
    • SAM cases to appropriate partner programs; and distribution of MNP to the 6 – 23 months old children

    This position will be critical to:

    • Foster good practices among the community regarding IYCF to reduce prevalence of Severe Acute Malnutrition and Moderate Acute Malnutrition in the areas of intervention
    • Ensure that the SAM cases identified are referred for treatment appropriately
    • Ensure continuous training of all staff and community volunteers pertaining to PUI nutrition response
    • Ensure a full integration of the nutrition component into the Health & Nutrition approach implemented by PUI
    • Ensure close link with other partners in the areas of interrvention ( Protection and FSL Partners)

    Responsibilities and Tasks Generally

    • Programs: He/She ensures proper implementation and monitoring of health/nutrition activities falling under his/her responsibility, while observing PUI’s health policy.
    • Human Resources: He/She supervises the teams running the PHCC, outreach H/facility, a nutrition activities team, and a Community Outreach Network.
    • Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures.
    • Representation: He/She represents the association before partners, authorities and local actors involved in the implementation of health programs in the state.
    • Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor.
    • Strategy: He/She contributes to the development of new interventions on the basis of identified needs.

    Responsibilities and Tasks Specifically:
    Project Planning, Implementation and MEAL

    • Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the monitoring of the project. This also includes identification of support requirements from other sectors within the organization;
    • Develop the program monitoring tool with the Field Coordinator and the MEAL Department.
    • Launch the implementation of the activities in a timeframe coherent with donor’s requirements
    • Ensure the coherence and the homogeneity of the activities under his/her responsibility (indicators and results follow up) and develop proper assessment mechanisms.
    • Lead regular field reviews ensuring best practices standards are met;
    • Inform His/her line manager of any relevant issue related to the project implementation.
    • Ensure follow-up and analysis of epidemiological data, in collaboration with the Medical Coordinator.
    • Participate to needs analysis of programs in relation to medical equipment, medications and medical consumables.
    • In link with the MEAL department at coordination level, makes sure that MEAL activities are properly implemented for the activities under his/her responsibility

    Information Management, Assessment and Referral System:
    In collaboration with the MEAL Department, and other relevant Program Departments, with the support of the Field Coordinator and the Medical Coordinator:

    • Develop tools and strategies to ensure qualitative and timely data collection, communication and analysis;
    • Develop referral pathways tailored to the type of cases identified, internally and externally. Develop the tools and processes to monitor the referrals;
    • Develop tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention
    • Formalize external referral pathways through MoUs with relevant partners;
    • Contribute to the design and lead the management of the internal / external referral and follow up database system
    • Provide support to Other PUI teams in communicating with the community and targeting/tracking potential beneficiaries.
    • Ensure proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.

    Capitalization, Reporting and Develoment:

    • Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements
    • Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project;
    • Write regular reports on all activities as requested by the Field Coordinator or the Medical Coordinator;
    • Produce qualitative intermediary and final reports for donors;
    • Capitalize lessons learnt and good practices throughout the project;
    • Participate in the writing of comprehensive activity forms for all major operational aspects, in direct collaboration with the MEAL teams and with his/her supervisors;
    • Participate in the development of comprehensive support documents for activities implementation by his/her team
    • Create/review SOPs and propose relevant improvement, under Field Coordinator and Technical Coordination’s management;
    • Contribute to the definition of vulnerability criteria and assessment methodologies allowing more accurate targeting of PUI’s activities in the area of intervention;
    • Participate to identifying health-related needs in coordination with the Field Coordinator and the Medical Coordinator
    • Participate to the operational development of the mission through active participation to the mission annual programming process.
    • Contribute to the design and drafting of new proposals and budgets in collaboration with the Field Coordinator and the Medical Coordinator.

    Team Management and Capacity Building:

    • Prepare job profiles for members of his/her team, has them endorsed by the Field Coordinator and the Administrative Manager, and participate actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members; Pro-actively propose HR changes within his/her department to Field Coordinator and HR Manager;
    • Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team;
    • Ensure that the defined appraisal system is applied for all members of his/her team
    • Create coordination mechanisms specific to his/her team, and ensure proper supervision;
    • Identify the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions …) and interact with the HR manager in planning/conducting training;
    • Follow the training received by the teams and gather contents for capitalization;

    Representation and Coordination:

    • In coordination with the Field Coordinator, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives in order to facilitate the implementation of the project’s activities;
    • Set up a network, coordinate and communicate to the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups
    • In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.

    Logistics and Finance:

    • Ensure budgeted action plans are prepared at the beginning of the project and that they clearly reflect the activity plan of the project;
    • Be responsible for the budget lines under his/ her management, and provide forecasts on these budget lines on a monthly basis contributing to the monthly budget follow-up process;
    • Comply with all logistics rules, procedures and processes, ensuring the timely supply of all logistics needs for the successful implementation of his/ her activities;
    • Be responsible for the eligibility and good utilization of funds allocated to the activities under his/ her management ;
    • Analyze and propose solutions of budgetary reallocation if needed, after receiving a monthly updated financial follow-up (FFU) from the Finance Department;
    • Fill the cash forecast according to his/her budget areas as per PUI internal procedures

    Safety and Security:

    • Ensure that the safety and security rules are known and respected by his/her team;
    • Contribute to data collection on safety and security issues in his/her field of operations and disseminate them to the Field Coordinator regularly or on an ad-hoc basis if urgent.
    • Ensure that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way.
    • He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.

    Consortium Specificities:

    • In addition to PUI internal frame, the Health Project Manager will have to abide by consortium procedures, tools and implementation / MEAL / communication schemes.

    Psychosocial Support Supervisor(PSS) - katsina

    General Objective

    • Under the technical supervision of the PSS Advisor, and daily supervision of the Field Coordinator, the PSS Supervisor will support all PSS activities of the Base team.
    • Besides this, he/she will manage data records of activities, and work on capacity building of PSS staff.
    • S/he will take part in working group meetings, coordination meetings, and provide professional translation/interpretation of PSS documents, checklists and in training translation when needed.

    Responsibilities and Tasks
    Support and advise on MHPSS activities:

    • Effectively manage daily program, including input on planning, implementation, monitoring, evaluating, and reporting
    • Manage Psycho-social workers and ensure the quality of PSS services delivered
    • Manage PSS activities to ensure smooth running
    • With the support of the Field Coordinator, conduct routine project needs assessments and program reviews to ensure successful implementation
    • In consultation with the project managers, elaborate the necessary logistic planning and arrangements for the execution of the planned activities
    • Follow up the performance indicators defined, report on progress to his/her immediate supervisor (MHPSS advisor/ technical coordinator) indicate difficulties encountered in project implementation, and propose improvements on an as-needs basis

    Team Management and Capacity Building:

    • Ensure his/her team is aware and following PUI internal Rules of Procedures
    • Support Monguno PSS team in resolving the implementation challenges faced in the field
    • Ensure that agreed activities and procedures are regularly and timely performed by PSS teams
    • Follow up and organize capacity building and training plan
    • Plan, organize and follow up the weekly/ monthly action plan, after being endorsed by the MHPSS Advisor
    • Conduct regular field and monitoring visits to health facilities to follow up activities and monitor performance of psycho-social workers (PSW)
    • Participate to the recruitment of the PSS team
    • Conduct the performance appraisal of the PSS team
    • Under the supervision of the PSS advisor (TA)/ technical coordinator (TC), conduct regular training needs assessment and implement a training plan based on findings and project objectives
    • Provide basic technical PSS training and refreshers training for PSW and ensure training needs are met and performance is evaluated
    • Discuss follow up of cases, and case management with PSWs
    • Attend all PSS related trainings and disseminate the learning to the team

    Monitoring and Reporting:

    • In close coordination with the PSS team and M&E, enter weekly data about PSS activities in the database
    • Follow up weekly data entry by the PSW, and compile the monthly report
    • Validate the database before sharing it to the TA/TC
    • With the support of the PSS TA/TC, follow the progress, challenges and achievements towards project targets and indicators in PSS activities and inform line manager of any serious challenge in this regards
    • Monitor the implementation of PSS activities on field level and report accordingly
    • Follow up referred cases with partner organizations or MoH

    Internal and External Representation:

    • When delegated by PSS TA/TC, facilitate to build a sound, good and close relation with parties involved in the .implementation of PSS activities at local level: clusters, NGOs, communities.
    • Work with partner agencies in the provision and referral of services.
    • Organize and lead the weekly PSS supervision/ on job training meeting.

    Protection Supervisor - Zamfara

    General Objective / Summary

    • Under the direct supervision of the Protection Deputy Project Manager, the Protection Supervisor is responsible for developing and setting up activities to be conducted by the Protection Officers and GBV Case Workers.
    • S/he will be primarily responsible for ensuring the overall implementation of activities to monitor and respond to the Protection/human rights situation of people affected by the ongoing crisis in the Northeast and Northwest regions of Nigeria while meeting quality standards.
    • The Protection Supervisor will directly supervise the day-to-day work of the Protection Officers, providing support to the Team in conducting field visits to villages, camps, host communities and other IDP settlements, assessing the needs of the communities, households and individuals and referring urgent Protection concerns to appropriate and specialized service providers.
    • The Protection team will also provide critical information on service provision and procedures to access services, counseling support and interventions with authorities and other stakeholders to mitigate risks.
    • He/she will support the proper coordination between all aspects of the Protection program in the field allowing for an effective response and ensuring that principles of confidentiality and ethics are upheld throughout the program
    • S/he will ensure that Protection principles are mainstreamed in all sectoral programs of PUI. S/he will play a key role in establishing/strengthening effective linkages between PUI, partners and other stakeholders involved in the area of intervention as well as in setting up effective internal and external referral pathways.

    Responsibilities And Tasks
    Activities implementation:

    • Provide direction and monitor the Protection team in their implementation of the work plan and quality of technical activities, share relevant information to the Protection Deputy Project Manager, Protection Project Manager and Protection Coordinator, and direction to improve quality and achieve timelines.
    • Design and lead the implementation of Protection and community outreach activities (including but not limited to key messages dissemination, awareness-raising initiatives, households surveys, Protection case identification, referrals and follow-up)
    • Develop strong and effective referral pathways, ensure strong communication and coordination with PUI health, nutrition and food security teams and liaise with other humanitarian agencies for external referrals (e.g. CP/GBV case management, MHPSS, CFS…)
    • Provide technical support to Protection Officers in protection/human rights monitoring in crisis-affected areas, in line with the work plan analyzing Protection threats and ensure proper referrals (including Protection cases, malnutrition cases and cases with urgent needs) with respect for principles of confidentiality, ethical information, ethical information gathering and age/gender/diversity mainstreaming.
    • Ensure Protection team develop and implement effective action plan in accordance with identified IDP and host community needs, capacities and goals, making sure all options are explored before deciding on a plan and looking for options when the services needed are not available.
    • Identify and analyse protection trends in the overall caseload for the protection programming
    • Build and maintain relationships with external partners, community leaders (especially Lawans), community committees and other stakeholders
    • Closely monitor and report on displacements, new arrivals and emerging needs
    • Cooperate with MEAL Department to conduct any MEAL related activities (such as surveys, field feedback, and lessons learnt exercise among others)
    • Uphold PUI code of conduct and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards.
    • Represent PUI at anytime and anywhere when s/he is in duty

    Team Management:

    • Supervise Protection Officers & GBV Case workers to ensure the timely implementation of their activities
    • Ensure capacity-building for the team through training and technical guidance (Protection principles, Protection mainstreaming, CP, GBV…)
    • Coordinate the work of Protection Officers & GBV Case Workers: work plans, progress toward targets, and frequency of submitting collected data.
    • Ensure that Protection Officers & GBV Case Workers have the necessary information on the referral system and provided services and properly understand the activities to be implemented in the framework of the project
    • Ensure that Protection team properly handles confidential information and that information collected by both Protection Officers and GBV Case Workers is reported and properly uploaded to the database
    • Ensure coordination with PUI Staff and stakeholders concerning community intervention activities.
    • Support Protection Officers & GBV Case Workers in improving their performance.
    • Regularly appraise the performance of Protection Officers
    • Routine field visits to monitor Protection Officers & GBV Case Workers activities.
    • Continuously collect feedback from Protection Officers and ensure communication to the Deputy Project Manager.

    Logistics & administration:

    • Define the needs in materials and tools required to conduct training and outreach activities.
    • Organize and coordinate training sessions: venue, attendees, and support materials.

    Reporting & Data collection:

    • Collect, analyze and store in a database information on identified Protection cases from Protection Officers and report through proper documentation and referral system with regular follow-up
    • Ensure proper completion and filling of all documentation (soft and hard as required) and ensure data Protection protocols, confidentiality and do no harm principles are respected while reporting Protection cases
    • Review the number of assessed individuals from both Protection officers & GBV Case Workers to see the progress towards assigned target.
    • Analyze data provided by Protection officers & GBV Case Workers and propose solutions based on available resources.
    • Document and report training sessions and feedback from participants.
    • Responsible for compiling and reporting to the direct superior data on a weekly, monthly, quarter and annual basis or upon request.
    • Report on Protection Officers and GBV Case Workers development and performance.

    Requirements

    • Candidates should possess a Bachelor’s Degree with 3 – 10 years work experience.

    Food Security and Livelihood Manager

    General Objective

    • The Food Security & Livelihoods (FSL) Project Manager provides strategic direction and technical oversight to the mission programs in areas of food security and livelihoods which includes cash transfer programming, economic resilience, climate resilience adaptation and mitigation, Agro-Livestock recovery/development, Market based programming and youth economic empowerment programming, including Technical Vocational Education and Training (TVET).
    • Under the general direction and guidance of the Deputy Head of Mission for Programs, S/he ensures all food security and livelihoods programming is of excellent technical quality, coherent and aligned with PUI and cluster strategies, attracts significant donor funding and contributes significantly to national/global learning, advocacy and program development.
    • The post-holder is expected to provide technical advice and support to project staff to ensure program quality is maintained and programming objectives are successfully achieved.
    • The FSL PM will serve as technical focal person for Climate Resilience integration, and S/he will provide technical support on incoming climate resilience building program for PUI Nigeria.
    • S/he shall also contribute to the development and/review of the country’s strategic direction and actively lead in the development of food security and livelihood policy and program formulation.
    • S/he represents PUI in food security cluster and participates in cash and market working group and other relevant forums.
    • S/he undertakes regular assessment to understand capacity gaps and initiates capacity strengthening efforts.

    Responsibilities and Tasks
    Strategic Leadership:

    • Provide overall strategic leadership on PUI Food Security and Livelihoods programs including Cash Voucher Assistance, Economic Recovery and Climate Resilience.
    • Lead in the provision of technical inputs during FSL program design, development, monitoring and reporting.
    • Work with other thematic leads to seek opportunities and linkages, wherever applicable, for programmatic integration with other thematic areas (protection, Health, Nutrition and PSS) to increase depth of impact for vulnerable children
    • Provide leadership and technical guidance to PUI Nigeria team on emerging trends and priorities, such as Social Protection and Climate Change.

    Resource Mobilisation:

    • Work with other thematic leads, the grants, field coordinators and base teams to develop sector response plans, new concept notes and budgets.
    • Actively inputs into strategic fundraising to support implementation of the sector Strategic Plan, including analysis of donor priorities and positions on issues related to Food Security, Climate Resilience and livelihoods, and identify synergies and scope for collaboration.
    • Along with the DHOMP and Head of Mission (HOM) maintain excellent professional relationships with key government stakeholders, existing donors, as well as engaging potential donors, to continuously find support and resources for the Food Security, Climate Resilience and livelihoods.
    • Provide timely and quality technical inputs into project design and proposal development for food security, Climate Resilience and livelihood funding opportunities by bringing together learnings from programme delivery, global best practices, innovation, and donor interests.

    Technical Assistance:

    • Support base team to ensure timely and quality programme implementation to ensure impactful and timely delivery of programme activities, including monitoring against log frames, contributing to individual performance management and work plans.
    • Provide technical leadership on Climate Resilience and Disaster Risk Reduction.
    • Work and support base teams to prepare timely programme and donor reports on project activities in compliance with internal PUI requirements and any relevant external donor requirements.
    • Lead and work together with Coordination team and provide technical supportive supervision to project teams, including training on appropriate approaches and methodologies; conceptual and practical frameworks; monitoring frameworks, standards and tools for effective and quality delivery of food security, livelihood and climate resilience programmes.
    • Provide technical review, guidance and inputs to donor reports to ensure that the reports are of high technical quality, aligning tothe project proposals.
    • Work closely with the HR teams to identify FSL staffing needs and contribute to ensuring rapid and comprehensive recruitment, induction, and training of the staff.
    • In the design stage identify programme supply needs with the logistic team and develop procurement plans.
    • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to put in place FSL M&E plan, ensuring this links to reporting requirements, and capacity build technical base staff in carrying out the work.
    • Work closely with the MEAL Coordinator to put in place accountability activities for FSL thematic area, ensuring that feedback from all relevant stakeholders is considered in programme design.

    Internal and External Representation:

    • Represent and position PUI programme in high-level and strategic internal and external fora related toFood Security, Climate Resilience and Livelihoods, including influencing key stakeholders in Nigeria e.g. donors, Government, UN agencies and NGOs.
    • Work closely with the Grants and Communication Team to develop and disseminate advocacy notes and success stories onFood Security, Climate Resilience and Livelihood in line with PUI Mission strategy.
    • Identify and capitalise on key opportunities and events for PUI to showcase and position itself among the leading organisation for Food Security, Climate Resilience and livelihoods in Nigeria.

    Team Management:

    • Provide leadership to the food security, Livelihood and Climate Resilience team, including strategic vision and direction, team cohesion and team building.
    • Provide day-to-day direct line management of the food security, livelihood and climate resilience including to manage and define expectations; delegation of roles, responsibilities and tasks among the team; provide technical guidance and support to the team as needed.
    • Undertake performance management, including setting of annual goals and quarterly deliverables, undertaking quarterly reviews, and provision of feedback to ensure delivery of results
    • Support the development of an organisational culture that reflects the mandate, values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation.

    Protection Supervisor - Pulka

    General Objective / Summary

    • Under the direct supervision of the Protection Deputy Project Manager, the Protection Supervisor is responsible for developing and setting up activities to be conducted by the Protection Officers and GBV Case Workers.
    • S/he will be primarily responsible for ensuring the overall implementation of activities to monitor and respond to the Protection/human rights situation of people affected by the ongoing crisis in the Northeast and Northwest regions of Nigeria while meeting quality standards.
    • The Protection Supervisor will directly supervise the day-to-day work of the Protection Officers, providing support to the Team in conducting field visits to villages, camps, host communities and other IDP settlements, assessing the needs of the communities, households and individuals and referring urgent Protection concerns to appropriate and specialized service providers.
    • The Protection team will also provide critical information on service provision and procedures to access services, counseling support and interventions with authorities and other stakeholders to mitigate risks.

    Psychosocial Support Supervisor (PSS) - Zamfara

    General Objective

    • Under the technical supervision of the PSS Advisor, and daily supervision of the Field Coordinator, the PSS Supervisor will support all PSS activities of the Base team.
    • Besides this, he/she will manage data records of activities, and work on capacity building of PSS staff.
    • S/he will take part in working group meetings, coordination meetings, and provide professional translation/interpretation of PSS documents, checklists and in training translation when needed.

    Responsibilities and Tasks
    Support and advise on MHPSS activities:

    • Effectively manage daily program, including input on planning, implementation, monitoring, evaluating, and reporting

    Pharmacist

    General Objective

    • The pharmacist shall ensure the overall functioning of the PUI Base Pharmacy and an adequate supply of quality medicines and medical equipment to PUI projects/pharmacies on the field.
    • It must ensure proper pharmaceuticals management (storage, distribution, inventory and consumption) for the entire Base, both at the operational bases and health structures supported.
    • The supply chain of medicines must be safe, reliable and documented at all levels.

    Responsibilities and Tasks
    Data collection, treatment and analysis:

    • Data collection, treatment and analysis
    • Monthly supervise the data collection (in / out, consumption) of bases and Health Centres and their data entry
    • Ensure delivery of drugs and supplies to various sites/ facilities and appropriate use of the management document (inventory records, delivery notes, computer tools etc.)
    • Ensure first aid kits/pep kits are refilled
    • Be able to provide at any given time reliable information on stock, consumption, use of medicines and health products for each project.
    • Maintenance of temperature/humidity for drugs

    Supply management:

    • Supervise the delivery and receipt of goods and the quality control of drugs received.
    • Inform Logistics and medical services in the event of non-compliance.

    Stocks management:

    • Supervise the monthly physical inventory and conduct random checkings. In case of discrepancies between physical inventory and theoretical stock, investigate and inform the Mission Pharmacist.
    • Ensure a proper storage (especially conditions of temperature, humidity, light and safety), ordered (storage, classification, labeling) and secure (key access) according to the PUI Pharmacy procédures.
    • Ensure that storage conditions are in line with national legislation, in particular for narcotic and psycho active drugs.
    • Monitor stock management of the bases pharmacies and health facilities (in collaboration with project managers).
    • Ensure the understanding and application of procedures and tools used at the base level and health facilities supported.

    Base Administrative Manager

    General Objective / Summary

    • The Base HR and Administrative Manager is responsible to manage the Administrative Department at Zamfara Base under the direct supervision of the Field Coordinator and with the technical support of both the Finance Coordinator and the HR Coordinator.
    • He/she is responsible for the proper functioning of the administrative services of the base, in compliance with the procedures of PUI and donors.

    Main Responsibilities and Tasks
    Ensure Human Resources Management Of The Base:

    • S/he works in collaboration with the Field Coordinator and HR coordinator to set up Human resources (HR) procedures and management tools in compliance with the labour regulations of the country of intervention, the internal staff regulations (ISR) as well as the HR guidelines, and monitors risks associated with HR issues in the base. S/he works, under the responsibility of the Field Coordinator, and in link with other departments’ heads on reviews / optimization of the HR structure of the base.
    • S/he implements HR rules, procedures and tools in the base regarding: new HR regulations, national staff contracts, procedures of recruitment, payroll operations, implementation of appropriate working conditions, HR records electronic and physical records.
    • S/he ensures the administrative management of national staff, in particular, payroll operations, monitoring absences, the construction, updating and archiving of personnel files.
    • S/he assumes or delegates responsibility for the integration of any new employees at the base, and ensures, in particular, that logistical, administrative, HR and financial procedures, as well as procedures for the use of communication and transportation are explained and understood.
    • S/he suggests possible updates to the ISR in terms of rules, procedures and tools relating to recruitment, remuneration, administrative management, disciplinary aspects and management of individual career development within the organisation.

    • S/he is the guardian of the image of PUI in his/her area of operation, and in that capacity ensures that the entire staff under his/her authority displays behaviour consistent with the values upheld by the organization, and with full respect for the local culture.

    Ensure Financial, Budgetary, Accounting and Administrative Management Of The Base:

    • S/he works in collaboration with the Finance Coordinator to set up aspects related to finance, including budgetary, accounting and treasury elements at the base.
    • S/he ensures the setting up and proper use of tools and procedures for financial, accounting and budget management in the base: accounting procedures, accounting records, SAGA, budgets follow up, allocation tables, budget projections, cash forecasts, cash management and cash security.
    • S/he is responsible for cost optimisation; and uses budget tracking to achieve this; s/he ensures adequate financial resources for the running of the base.
    • Regarding budgetary monitoring, s/he participates in team-based analysis (along with technical, administrative and logistics management) and is responsible for detecting anomalies and proposing adjustments to the field coordinator and to the Finance Coordinator.
    • S/he ensures that accounting entries are completed in compliance with internal rules and communicated to the Finance Coordinator according to the agreed calendar, after endorsement by the Field Coordinator.
    • Together with the Finance Coordinator and the Field Coordinator, S/he tracks the cash flow for his/her base and oversees disbursements.
    • Together with the Finance Coordinator and the Field Coordinator, S/he ensures that a system of internal oversight is in place at the base. S/he ensures compliance with procedures for undertaking expenditure commitments and participates in the process of endorsing purchase orders.
    • S/he is the guardian of the bookkeeping, and in that capacity makes sure that cash balances and bank accounts (if applicable) are absolutely and permanently backed up by appropriate accounting documents.
    • S/he organises and provides training to the administrative national staff in the base on these tools and procedures.
    • S/he makes sure that these tools and procedures are understood and applied by the national staff.
    • S/he controls and monitors the implementation of the tools and procedures and provides the necessary support to perform the service.
    • S/he provides a technical support to the base regarding financial tools.
    • S/he develops tools to implement the administrative services in the base.
    • S/he organises the preparation of audits at base level, under supervision of the Finance Coordinator.
    • S/he contributes to the preparation of grant proposals and drafts the budgets for the base.
    • Under the direct supervision of the Field Coordinator and the support from the Finance Coordinator and/or the HR Coordinator s/he follows the implementation of Nigerian administrative regulations at base level and interacts with field level administrations on that regard.

    Ensure Reporting and Dissemination of Information:

    • S/he ensures efficient flow of information to the Field Coordinator, Finance Coordinator and HR Coordinator, and, if necessary, to the programme team, to the logistics team, and to the Head of Mission.
    • S/he drafts or participates in the drafting of reports on internal operations in all matters concerning his/her field of action in financial, budgetary, accounting and HR management of the mission.
    • S/he supports the manager(s) in the base in the performance of their administrative activities, in a functional, not hierarchical, relationship.
    • S/he sends the internal and external reports to the immediate supervisor, while meeting internal deadlines for endorsement (monthly logistical reports / accountancy/ returns on budgetary monitoring / cash flow estimates).
    • S/he attends internal coordination meetings and participates actively in them.
    • If necessary and by delegation from the Field Coordinator, the Finance Coordinator, or the HR Coordinator, S/he represents the association with partners, local authorities and various actors involved in the financial, administrative, legal, and human resource aspects of the mission.

    Ensure the Management Of The Administrative Department:

    • S/he ensures the direct supervision and management of the Finance Officer, HR Officer and Admin Assistant.
    • S/he ensures the setting of objectives to be achieved by the administrative department and tracks their realization, and leads the mid-term and final staff appraisal.
    • S/he contributes to the decision-making process regarding any termination of employment contracts.
    • S/he ensures or delegates responsibility for the integration of new staff within the administrative department, ensuring the relevant tools and procedures, and PUI policies are well understood.
    • S/he prepares the job profiles of local staff under his/her immediate supervision.

    Requirements

    • Candidates should possess a B.Sc / Master's Degree with 3 - 10 years work experience.
