Rol Deliverables

• Facilitate community engagement throughout the WASH project implementation period at field level. Engage different community members – including women, girls, boys and men before, during and after WASH activities undertaking.
• Manage, supervise and coordinate community volunteers – e.g. WASHCOMs and WASH maintenance teams in WASH Unit operating camps or camps like settings or host communities
• Responsible for coordinating hygiene promotion activities, collecting and analysing data coming from community volunteers. Serves as links between these committees, LGA counterparts (like NEMA/SEMA, Water board) and community volunteers.
• Support and mentor WASH Committees, WASH and Site maintenance team in planning and carrying out hygiene promotion on improving IDPs and communities’ risky WASH related behaviours, ensure appropriate use and maintenance of WASH facilities.
• Support the implementation of an effective referral mechanism in all IDP sites covered by the WASH field staff and SEMA/NEMA camp mangers.
• Support and mentor WASH Committees and WASH maintenance team in planning and carrying out cholera preparedness and response initiatives in the camps and cholera hotspots.
• Support implementation of Communication with communities on WASH related activities.
• Hold regular meetings with WASH Committees and WASH maintenance team to discuss identified key risk practices and support the team of WASH Committees to plan and carry out appropriate community mobilization activities to promote safe practices.
• Support in the gathering of baseline data, profile of beneficiaries, and WaSH needs of the affected community. Information collected must be reliable/trustworthy and accurate.
• Synergize and attend coordination meeting’s, act as link between WASH, Shelter, DTM, PSS and the affected population at camp/community level.
• Assess the needs and resources of IDPs in terms of basic WASH needs with participation.
• Notify challenges and changes during project implementation ahead of time.
• Submit daily, weekly and monthly reports on time using standard format.
• Any other task not listed above when requested by the supervisors.

Qualifications

• Bachelor`s Degree or equivalent in Social Sciences, Statistics / Business / Economics / or any relevant field with excellent knowledge of field operations and community engagement (desirable).
• Sector experience: Minimum of 2 years of demonstrable relevant experience working in field level emergency or conflict environments on IDP / refugee or migration related issues, including technical cooperation & CCCM project / program implementation & evaluation (essential).
• Minimum of 2 year/s of demonstrable relevant experience in shelter (essential).
• Minimum of 2 year/s of demonstrable relevant experience in the field of public health & development, working knowledge of planning in WASH, emergency programming, coordination of WASH activities & community mobilization approaches (essential).
• Geographical experience: Minimum of 2 year/s of experience in Nigeria (essential). Languages Fluent in English (essential).
• Working level in Hausa (desirable).

Overview of Position

• Whereas the ongoing insurgency in Borno State is widely reported as the main driver of displacement, Nigeria also faces deepening vulnerabilities as a result of hydro-meteorological hazards, mainly flooding and drought.
• Based on our client’s Displacement Tracking Matrix (DTM), as of July 2025, there are over 2,292,477 IDPs and 2,189,318 returnees across the states in Northeast Nigeria, such as Adamawa, Borno, Yobe, Gombe, Taraba, and Bauchi. Borno State is resident to the highest number of IDPs i.e., 1,749,662.
• The limited presence of implementing partners has significantly weakened service delivery across critical sectors, leaving gaps in water, sanitation, hygiene (WASH), health, and shelter support for displacement-affected populations. WASH service delivery remains inadequate due to persistent funding constraints, leaving communities underserved and at heightened risk of preventable diseases.
• Our client activities in WASH response have been tailored to address the vulnerabilities of people affected by conflict in Borno and Yobe States. In Borno State, the response will specifically focus on conflict-affected LGAs of Dikwa, Gubio, Jere, Kaga, Kalabalge, Konduga, Mafa, Magumeri, MMC, Mobbar, Monguno, and Ngala, while in Yobe, the focus will be Damaturu, Gujba, Gulani, and Tarmuwa LGAs.
• Working under the overall supervision of the Program Manager – CCCM, Shelter, NFI & WASH, and the direct supervision of the Project Assistant - Hygiene & Non-Food Items Distribution, the incumbent will be responsible for supporting in the planning, implementation, monitoring and reporting of Community Engagement and Risk Communication activities.

Role Objectives

• Support in conducting WASH needs assessments according to standard tools provided by the unit in IDP camps and out-of-camp locations.
• Support in conducting key informant interviews and focus group discussions as required by program needs.
• Arrange, plan and carry out any distributions related to WASH activities maintaining all protocols and standard operating procedures, and liaising with other relevant staff including but not limited to Emergency Response and Office of Staff Security.
• Support in ensuring that all distributions are well documented and reported as required.
• Support in conducting post-distribution and post-intervention monitoring of activities, including beneficiary feedback surveys guided by standard tools provided by the unit.
• Support to collect, record and report on success stories from different WASH activities, including transcription and translation of qualitative data such as audio-visual contents into word documents.
• Liaise with other program units and all relevant stakeholders (humanitarian partners, government, security forces) in the planning and implementation of activities.
• Ensure that the data collected through any of the above channels is of high quality and accurately reflects the responses received.
• Report in a timely manner to the supervisor(s) / office any challenge encountered and provide recommendations on how to address such challenge(s).
• Prepare, maintain and update WASH beneficiary registration matrices and source documents by collecting relevant data from the field, as well as maintain effective communication with the supervisor to provide updates on the progress and the challenges encountered during the field data collection.
• Organize and maintain records of all documents related to conducted activities, such as; reports, pictures, success stories, and share them whenever requested.
• Support shelter construction activities where needed and particularly by keeping detailed stock counts of materials according to templates provided, as well as support WASH Infrastructure Technical Supervisor in preparing attendance and payment sheets for casual labourers.
• Report any deviations of non-food items to the Project Assistants and take corrective measures if required.
• Perform other duties as may be assigned.

Project reporting:

• This role will work under the overall supervision of the Program Manager – CCCM, Shelter, NFI & WASH, and the direct supervision of the Project Assistant - Hygiene & Non-Food Items Distribution.

Key Competencies

• Certificate / Diploma / Degree level education in social sciences, statistics / business / economics / or any relevant field with excellent knowledge of field operations and community engagement.
• Minimum 2 years of experience in similar capacity, preferably within the CCCM, Shelter, NFI or WASH humanitarian or development fields.
• Excellent knowledge of working with Microsoft Office suite, including Excel, Word, Powerpoint.
• Knowledge of working with mobile data collection apps such as Kobo and ODK.
• Minimum knowledge of humanitarian shelter/NFI programming is highly desirable.
• Knowledge of participatory methods and community engagement approaches.
• Ability to work quickly and accurately, and pay attention to details.
• An understanding of data confidentiality issues.
• Ability to multitask, excellent organizational and administrative skills.
• Willingness to assist efficiently in a very busy environment.

Role Objectives

• Support the implementation of infrastructure activities across the unit, including construction, rehabilitation, upgrading, and maintenance of emergency water supply and habitation facilities.
• Assist in conducting field assessments, site selection, and feasibility checks for infrastructure works across targeted locations.
• Support preparation of material requests, verify technical specifications, and confirm the quality of supplies and works delivered by contractors and vendors.
• Assist in developing basic technical layouts, measurements, bills of quantities (BoQs), and sketches for planned infrastructure works.
• Conduct basic topographical measurements, setting‑out exercises, and site demarcation to guide works implementation.
• Monitor all site‑level works to ensure compliance with approved designs, safety standards, Sphere standards, and quality expectations.
• Support community engagement processes related to infrastructure activities, including mobilization, sensitization, and feedback collection.
• Facilitate coordination between field operations teams and community representatives to ensure integrated, efficient, and safe delivery of services.
• Provide daily updates and contribute to weekly and monthly reports using prescribed templates.
• Flag any changes, variations, or risks during implementation to supervisors in a timely manner.
• Perform any other related duties assigned by supervisors within the integrated unit.

Qualifications

• University Degree in Civil Engineering, Environmental Engineering, Architecture, Public Health or similar fields, with a minimum of 2 years of experience (essential).
• Diploma in Civil Engineering, Environmental Engineering, Architecture, Public Health or similar fields with a minimum of 4 years (essential).
• Sector experience: Minimum of 4 year/s of demonstrable relevant experience in civil engineering / construction infrastructure, including experience managing construction contracts & supervising community infrastructure projects (as well as supervision of rehabilitation) (essential).
• Geographical experience: Minimum of 4 year/s of experience in West Africa (essential).

Language:
