    Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator – RRM Consortium

    Purpose 

    The MEAL Coordinator is responsible for leading, harmonising, and overseeing Monitoring, Evaluation, Accountability, Learning, and Information Management systems across the ECHO-funded consortium in Nigeria. 

    The role ensures that all consortium partners: 

    • Apply ECHO-compliant indicators, methodologies, and reporting standards 
    • Use ActivityInfo as the consortium’s core Information Management System (IMS) 
    • Produce high-quality, reliable, and timely data to inform decision-making and donor reporting 

    The MEAL Coordinator also plays a key role in strengthening partner MEAL capacity and promoting evidence-based and adaptive programme management. 

    Duties and Responsibilities 

    Monitoring, Evaluation and Information Management  

    • Lead the design, harmonisation, and implementation of consortium-wide MEAL frameworks, logical frameworks, and indicator matrices in line with ECHO Result Frameworks and guidance. 
    • Ensure ActivityInfo is used consistently by all consortium partners as the primary and mandatory IMS for: 
      • Indicator tracking and aggregation 
      • Partner reporting and consolidation 
      • Data quality control, validation, and audit readiness 
    • Configure, manage, and maintain ActivityInfo databases, including indicators, forms, reporting workflows, and user access rights. 
    • Provide hands-on technical support and training to consortium partners on ActivityInfo, including form design, indicator configuration, reporting cycles, and data governance. 
    • Coordinate the development and roll-out of standardised data collection tools, including baselines, endlines, PDMs, assessments, and routine monitoring tools. 
    • Lead and document Data Quality Assessments (DQAs) to ensure accuracy, completeness, timeliness, and reliability of reported ECHO indicators. 

    Data Analysis, Visualization and Reporting 

    • Lead consortium-level data analysis and interpretation to support programme monitoring, management decision-making, and ECHO reporting. 
    • Develop and maintain Power BI dashboards to visualise progress against ECHO indicators and highlight trends, gaps, and risks. 
    • Conduct advanced data analysis using Microsoft Excel (pivot tables, Power Query, formulas, consistency and validation checks). 
    • Ensure timely preparation of high-quality inputs for ECHO Single Forms, narrative reports, and indicator annexes. 
    • Support consortium partners in analysing quantitative and qualitative data and translating findings into actionable programmatic recommendations. 
    • Experience with statistical software (e.g. SPSS, STATA, R, Python) is considered a strong asset for advanced analysis but is not mandatory. 

    Accountability to Affected Populations (AAP) 

    • Lead the implementation of consortium-wide Accountability to Affected Populations (AAP) systems in full alignment with ECHO requirements and the Core Humanitarian Standards (CHS). 
    • Support partners in designing, implementing, and monitoring feedback and complaint mechanisms (CFM) that are safe, confidential, accessible, and protection sensitive. 
    • Ensure systematic analysis of feedback data and integration of findings into programme adaptation and ECHO reporting. 
    • Strengthen partner capacity on AAP, data protection, safeguarding, and ethical information management practices. 

    Learning and Programme Quality 

    • Promote a structured and systematic learning approach aligned with ECHO’s results-based management and quality standards. 
    • Consolidate learning from MEAL data, evaluations, and AAP feedback to inform adaptive management and programme improvement. 
    • Coordinate internal reviews and support external evaluations and learning studies commissioned under the ECHO grant. 
    • Ensure that lessons learned and evaluation findings are documented, disseminated, and integrated into programme planning and implementation. 

    Capacity Building and Consortium Coordination 

    • Strengthen MEAL capacity across consortium partners through targeted training, coaching, and technical accompaniment. 
    • Ensure the set-up of a harmonized Vulnerability Assessment Framework, and of a centralized, interoperable information management system that facilitates data sharing and coordination among the consortium. 
    • Conduct MEAL capacity assessments of consortium partners and develop tailored capacity-strengthening plans. 
    • Facilitate regular coordination meetings with partner MEAL focal points to ensure alignment on indicators, tools, reporting timelines, and data quality standards. 
    • Act as the consortium focal point for MEAL-related coordination with ECHO, in close collaboration with the Chief of Party. 

    Required Qualifications 

    Education 

    • Master’s degree in Monitoring & Evaluation, Statistics, Economics, Social Sciences, International Development, or a related field. 
    • Minimum 5 years of progressive experience in MEAL roles within humanitarian programmes 
    • Proven experience working on ECHO-funded projects (mandatory). 
    • Demonstrated experience in consortium or multi-partner programme settings. 
    • Strong, hands-on experience using ActivityInfo as an Information Management System (mandatory). 
    • Proven experience using Power BI and advanced Excel for data analysis, visualisation, and reporting. 
    • Solid experience in Accountability to Affected Populations (AAP), participatory assessments, and community-based monitoring. 
    • Experience providing technical MEAL support to partners, both remotely and through field missions.
