    Livelihood Officer

    OPEN POSITION/NO: Livelihood Officer/ one (1) position

    PROJECT LOCATION: DIKWA (Borno state)

    JOB DESCRIPTION
    The “Increasing Access to Comprehensive and Gender-Responsive Services for Children and Survivors of Gender-Based Violence (GBV) in Dikwa Local Government Area of Borno State” (ACCESS- G), project is funded by UNICEF under the Small Scale Funding Agreement (SSFA) which will be for duration of three (3) months. The program seeks to recruit a Livelihood Officer (LO) to support the project with livelihood program activities at a local level government and community level in the target geography. The livelihood program activities shall strengthen early economic recovery activities and foster sustainable development while promoting protection and women's economic empowerment efforts in the target location.

    Responsibilities:

    • Collect baseline data, assess, identify and inform implementing partners on opportunity and gaps in livelihoods programs;
    • Assist development of livelihoods programs in consultation with implementing partners and communities in the target geography;
    • Ensure project activities target beneficiaries most effectively and identify new and better ways of livelihood assistance;
    • Coordinate with the ACESS-G Project Coordinator, GBV/CP Officer, to integrate livelihoods activities and to add value to other project activity goals;
    • Identify supply chain and markets for products produced as a result of the ACESS-G Project;
    • Identify and develop opportunities for employment with emphases on gender equality and social inclusion;
    • Support beneficiaries in setting up small businesses and incorporate them co-operative associations.
    • · Assist in obtaining appropriate association certificates and business certificates/licenses, and assist with the opening of bank accounts for local communities in the project target geography;
    • Identify existing private and public sector organizations working within the target geography to foster relationship and collaboration to achieve common goals and results;
    • Foster partnership with the private sector to enhance livelihood program activities;
    • Organize, facilitate, and supervise community mobilization activities in collaboration with implementing partners;
    • Ensure participation with emphases on women’s economic empowerment programs for community training and capacity building needs;
    • Identify arts and crafts opportunities and ensure access/linkage to supply chains and marketing;
    • Identify skills and knowledge gaps in financial literacy and ensure necessary corrective measures are taken to fill the knowledge gaps;
    • Identify potential conflicts and ensure appropriate conflict resolution training is in place to educate and create awareness on benefit-sharing associated with the livelihood programs as opposed to traditions and cultural values especially in dealing with gender equity;
    • Formulate project proposals on cash-based intervention and help assist with writing work plans for cash-based interventions;
    • Identifying weakness and strengths in the livelihoods activities and help assist to map the best way forward to enhance strengths and mitigate adverse impacts or weaknesses;
    • Replicate successful livelihood activities in other projects sites as well as facilitating educational trips to learning sites;
    • Keep track of baseline data, progressively update, monitor, evaluate and report the trend of livelihood activities;
    • Write timely quality; weekly, monthly, quarterly, biannual and annual reports to management and the project t coordinator; and

    Any other duties as directed by the project management team.
    Qualifications:
    REQUIRED MINIMUM EDUCATION: University degree in agriculture, economics, social sciences, development studies, or related fields.
    REQUIRED MINIMUM EXPERIENCE: : 3 years of experience in agriculture and economic extension programs; Experience in working with remote communities familiar with the culture, norms, and beliefs; Familiar with appropriate community entry, community engagement process and is sensitive to diverse cultural settings; Experience in working in livelihoods, gender equity and social inclusion or related project implementation activities; Previous experience working in community affairs programs; Experience in public relations with the private and public sector.

    Knowledge and Skills:

    • Excellent team orientation and engaging with a diverse range of stakeholders;
    • Excellent organizational skills and ability to prioritize;
    • Proven experience managing community dialogues and working directly with beneficiaries;

    • Ability to respect and maintain confidentiality;
    • Excellent organizational skills, ability to determine priorities and attention to detail a must;
    • Demonstrated interpersonal skills, sound judgment, planning, team building, and group facilitation skills;
    • Ability to work in a multicultural context as a flexible and respectful team player;
    • Willingness and capacity to work in the field and travel frequently to project sites when needed;
    • Proven experience in data collection, data input, and output systems, and data management systems;
    • Strong programming experience in statistical analysis;
    • Proven success in a collaborative, team-oriented environment;
    • Proven experience in public relations, partnership, and liaison at different levels of government in dealing with diverse groups of stakeholders working toward shared goals and objectives;
    • Sound knowledge of participatory program planning, stakeholder engagement, and participation;
    • Familiarity with the importance of gender equality and social inclusion and demonstrated ability in the integration of gender equality and social inclusion in biodiversity conservation efforts;
    • Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy;
    • Able to work under pressure with minimum supervision to deliver deliverable on time;
    • Excellent conceptual, oral, and written communication skills; and
    • Proficiency in English, Hausa, and Kanuri
