    Health Safety Environment Officer

    Job Summary

    • The HSE Officer is responsible for implementing and monitoring the company’s HSE management system at the project site. The role involves ensuring a safe work environment, preventing injuries, illnesses, and environmental damage, and ensuring full compliance with local/international HSE regulations and company policies. The officer acts as a coach, auditor, and enforcer to promote a strong safety culture among all employees and contractors.

    Key Responsibilities & Duties

    Policy & System Implementation:

    • Implement JMG's HSE policies, procedures, and programs at the assigned site or project.
    • Assist in developing Job Safety Analysis (JSA), Risk Assessments, and Method Statements.
    • Ensure compliance with OHSAS 18001 / ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental) standards as applicable.

    Inspection & Hazard Control:

    • Conduct daily, weekly, and monthly HSE inspections and audits of work areas, equipment, and machinery.
    • Identify potential hazards (unsafe acts/conditions) and ensure immediate corrective and preventive actions are taken.
    • Monitor the use and condition of Personal Protective Equipment (PPE) and firefighting equipment.

    Incident Management:

    • Investigate all incidents, accidents, near-misses, and dangerous occurrences.
    • Prepare detailed incident reports (using root cause analysis) and ensure timely submission to the HSE Manager.
    • Maintain an accurate record of incidents and track corrective actions to closure.

    Training & Awareness:

    • Conduct HSE induction for all new employees and contractors on site.
    • Organize and deliver toolbox talks, safety meetings, and specialized training sessions (e.g., work at height, lifting operations, confined space, HAZCOM).
    • Promote HSE awareness through campaigns, signage, and bulletins.

    Environmental Management:

    • Monitor waste management practices (segregation, disposal) and ensure compliance with environmental permits.
    • Assist in controlling pollution (dust, noise, water) and spill prevention.
    • Promote resource conservation and sustainability initiatives on site.

    Emergency Preparedness:

    • Ensure emergency response plans are in place and communicated.
    • Organize and participate in emergency drills (fire, rescue, evacuation).
    • Verify first-aid facilities and the readiness of the site emergency response team.

    Documentation & Reporting:

    • Maintain all HSE records, registers, and documentation as per legal and company requirements.
    • Prepare weekly and monthly HSE performance reports for management.
    • Ensure permits-to-work (PTW) systems are strictly followed for high-risk activities.

    Contractor & Stakeholder Liaison:

    • Monitor and audit subcontractors' HSE performance.
    • Liaise with relevant governmental bodies (e.g., Department of Petroleum Resources - DPR, Federal Ministry of Environment, Lagos State Safety Commission) as required.

    Qualifications & Experience

    Education:

    • Minimum: A Bachelor’s Degree / HND in Engineering (Civil, Mechanical, Electrical, Industrial), Environmental Science, Chemistry, or any core science discipline.
    • Preferred: A Postgraduate diploma or Master’s degree in Occupational Health & Safety or Environmental Management will be a distinct advantage.

    Experience:

    • Minimum of 3-5 years of proven experience as an HSE Officer in the construction, HVAC, Solar, UPS, power generation, or heavy industrial sector.
    • Hands-on experience with high-risk activities: scaffolding, lifting operations, rigging, excavation, hot work, electrical systems.
    • Proven track record in incident investigation and reporting.

    Skills & Competencies:

    • In-depth Knowledge: Thorough understanding of local HSE laws (Factories Act, SON standards, DPR regulations) and international best practices.
    • Communication & Training: Excellent communication, presentation, and interpersonal skills to influence and train a diverse workforce.
    • Assertiveness & Integrity: Ability to enforce safety rules firmly and fairly without compromise.
    • Problem-Solving: Strong analytical skills to identify root causes and recommend practical solutions.
    • Physical Fitness: Ability to walk the site extensively, climb structures, and work in a challenging outdoor environment.
    • IT Proficiency: Competence in MS Office Suite; experience with HSE management software is a plus.
