    Health and Nutrition Supervisor

    General Objective / Summary

    • The primary health care (PHC) supervisor, under the direct supervision of the deputy/health nutrition program manager, leads clinical patient management across integrated health and nutrition services.
    • The role coordinates multidisciplinary facility teams, including nurses, midwives, Stabilization Center (SC) doctors, and support staff, to deliver high-quality patient care.
    • Adhering to PUI, national, and international clinical protocols, the PHC supervisor ensures continuity of care, health promotion, and disease prevention for target populations.
    • Additionally, the supervisor oversees daily facility operations, provides clinical mentorship, and manages medical and nutrition supply chains to prevent stockouts.

    Responsibilities and Tasks Monitoring and Supervision

    • Ensure organization of health facility building and its service provision sites i.e. consultation rooms, triage area, wound dressing area (according to available space), labour/delivery room, pre-labour area, post-labour area, EPI area, laboratory room pharmacy storage and dispensing area, OTP/TSFP area, SC service, medical and general waste management areas, energy source, water availability, boundary wall, doors and windows, electronic equipment, and referral means (ambulance or any other vehicle used for the purpose).
    • Ensure the availability and proper storage of drugs, medical supplies, SRH commodities (contraceptives, delivery kits, PEP kits, emergency reproductive health kits), nutritional supplies, medical equipment, printed health and nutrition stationery, general stationery, PPE, housekeeping materials, furniture, IEC materials, job aids, complaint and feedback boxes, and fuel for generator (if available).
    • Ensure duty roster for health, nutrition, and SRH service providers; distribution of drugs according to Ministry of Health protocols; implementation of infection prevention and control (IPC) measures; hygiene standards; management of general and medical waste; and preparation of medical and SRH material needs with support of relevant staff.
    • Follow up on the implementation of all sexual and reproductive health (SRH) activities, including ANC, PNC, family planning, safe delivery, post-abortion care, clinical management of rape (CMR), STI management, referrals, vaccination, and laboratory services.
    • Ensure availability and quality of Basic Emergency Obstetric and Newborn Care (BEmONC) services and timely referral for complications requiring higher-level care.
    • Support health and nutrition staff on case management steps (except the technical role of medical doctors in SC), including SRH case management protocols.
    • Assist nurses and midwives during consultations and labour/delivery services during peak hours, if needed.
    • Evaluate the quality of consultations (including SRH services) by assessing health and nutrition staff (except medical doctors in SC) at least once a month, as per directive of Deputy/Health Project/Program Manager.
    • Ensure that SGBV survivors are managed according to protection protocols, including timely provision of CMR services (within 72 hours), psychosocial support referrals, and strict confidentiality of individual details as per policy.
    • Follow up proper monitoring of newborns until discharge and ensure timely referral of pregnant women and newborns for vaccination through the Expanded Program on Immunization (EPI).
    • Promote birth preparedness and complication readiness (BPCR) among pregnant women attending ANC.
    • Provide technical support to health and nutrition staff on diagnosis and management of cases, including SRH complications, if needed.
    • Assist health and nutrition staff in the management of referral cases, especially obstetric and neonatal emergencies.
    • Ensure IMAM protocols are respected at admission and discharge in OTP/SFP.
    • Ensure nutrition teams clearly fill in patient data on cards during visits.
    • Ensure health and SRH education sessions are conducted according to protocols, including key messages on family planning, maternal nutrition, breastfeeding, STI prevention, and adolescent reproductive health.
    • In liaison with the Nutrition Officer, plan and follow up trainings for community volunteers, including SRH awareness and community sensitization.
    • Ensure, through the OTP Nurse, that beneficiary defaulter tracing and follow-up systems are properly recorded.
    • Support the SC in provision of 2–3 meals (as agreed) for patients and one caretaker during their stay.
    • Monitor implementation of medical and SRH protocols, rational use of medicines, and proper administration of treatments in line with national and international standards.
    • Ensure coordination and integration of services among Health/Nutrition, SRH, WASH, Food Security, and Protection/PSS departments.
    • Ensure functional referral systems and effective follow-up of beneficiaries within PUI project sites and partner health facilities for Health, Nutrition, and SRH referrals.
    • Ensure HR documents (attendance sheets, leave requests, etc.) are communicated to the HR Manager on time, with validation of Deputy/Health Project/Program Manager.
    • Ensure proper archiving of documents, tools, and training materials within the project context and availability of verification sources as per proposals.
    • Ensure adequate follow-up with logistics for vehicle needs and all logistical components of the project (delivery, distribution, onsite storage, and passive security measures of the health facility).

    Team Management:

    • Plan monthly schedule for OPD, SRH (ANC, PNC, Family Planning, SGBV services, delivery services), OTP, and SC teams in collaboration with the Facility Manager and Project Manager, with proper follow-up.
    • Manage staff duty rosters, annual leaves, attendance sheets, and performance appraisals, including SRH staff with support from the line manager.
    • Ensure respect of Première Urgence Internationale rules and immediately report any breach of rules to the line manager.
    • Participate in the recruitment of health, nutrition, and SRH staff in collaboration with the PM and HR department whenever requested.
    • Ensure security rules in the field are respected and maintain regular communication with the security focal person.
    • Schedule regular team meetings with Health, Nutrition, and SRH teams to discuss updates, challenges, and service delivery gaps, including SRH indicators and case follow-up.
    • Ensure that all patients, including SRH clients, are treated equally with respect, dignity, confidentiality, and in line with the Première Urgence Internationale Charter.
    • Work in close collaboration with the Deputy/Program/Project Manager and report all activities, observations, and needs, including SRH service performance, gaps, and urgent cases (e.g., obstetric emergencies, SGBV cases).
    • Maintain a good working relationship between the Ministry of Health and PUI through the facility manager and other MoH staff working at the facility, ensuring integration and coordination of SRH services within national health protocols

    Medical Data Collection and Reporting:

    • Ensure the medical prescriptions are (readable, dated, and signed);
    • Ensure the digital data (Commcare) inputs by each clinician are correct, and they are uploaded on time.
    • Ensure the nutrition officers input the nutrition data on NIS and upload it in a timely manner.
    • Check on each department to ensure the PIS data is inputted and uploaded daily.
    • Report the EWARS weekly as required and make sure line listing and reporting are shared with the DSNO as per EWARS guidelines and case definition.

    Training:

    • Assess training needs, and with support of the PM, make training plans, facilitate and perform training for technical and non-technical staff, and follow up the impact after training.
    • Ensure the proper training and supervision of the daily workers who take part in the project.
    • Assess the level of knowledge after the trainings and propose a shadow or informal session if any required.

    Other Duties:

    • Ensure verbal and written handover at every duty shift to the team and emphasize specific events.
    • Participate actively in the preparation and the smooth organization of the visit from the donors
    • Translates documents and/or interprets conversation when necessary.
    • Participate actively in meetings at the health facility if needed.
    • Participate in any other activities such as vaccination, survey, etc., according to the needs
    • Report to the line manager any problem in the clinic, especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue
    • Comply with PUI security procedures at all times. Alert the relevant person to the breach of security on the premises.
    • Always remain aware of the security situation in office and clinic locations and provide feedback to the program manager.
    • Be available for any emergency.
    • Be available to cover other duties as may be assigned by the Manager
    • The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

    Mandatory Requirements

    • Language Skills: Fluent in English and good command of local languages – Hausa, etc.
    • Education: Bachelor's Degree, preferably an MD graduate or a BNSc (nursing degree)
    • A doctor should have an active practicing license, and the nurse should have both nursing and midwifery licenses (RN, RM)
    • Work Experience: 1-2 years of experience in clinical management, staff supervision, and experience with NGO’s.
    • A degree in public health would be an advantage.

    Knowledge and skills:

    • Good knowledge of Communicable and non-Communicable diseases
    • Good knowledge of Public Health
    • Good knowledge about Antenatal and Postnatal Consultation
    • Good knowledge of the practice of monitoring labor and conducting deliveries
    • Good knowledge of neonatal care
    • Ability to manage a fair workload, including emergencies.
