    Development of Standard Operating Procedures for Countering Smuggling of Migrants

    Responsibilities

    Tasks to be performed under this contract; The tasks listed below will be subject to ongoing review and, where necessary, adjusted in consultations between the incumbent and IOM:

    • Conduct a desk review of existing zero drafted SOP, national policies, laws, operational guidelines, and procedures on migration, SoM, trafficking in persons, border management, and transnational organized crime in Nigeria.
    • Develop an inception report detailing proposed methodology, workplan, and the draft outline of the SOP.
    • Facilitate consultative workshops/meetings and stakeholder engagements to gather technical and operational insights to inform the SOP development.
    • Work closely with NIS and relevant stakeholders to develop a comprehensive rights ‑ based, and operational SOP aligned with relevant national, regional, and international frameworks.
    • Develop user ‑ friendly implementation tools, including flowcharts, checklists, and quick reference guides, to support practical application of the SOP.
    • Present the draft SOP to review, collect stakeholders feedback, and integrate comments into an improved version.
    • Support the finalization and validation, including facilitating the national validation workshop and producing the final SOP document.
    • Design methodology and deliver ToT on the updated SOP to NIS and relevant officials to enhance sustainability and knowledge transfer.
    • Provide recommendations for capacity-building and SOP rollout.
    • Submit a training report and final consultancy report, summarizing process, key findings, and actionable recommendations.

    Activities & Deliverables

    1st Deliverable: 2 weeks after start date of consultancy

    Develop an inception report detailing proposed methodology, workplan, and the draft outline of the SOP.

    2nd Deliverable: 5 weeks after the start date of consultancy

    Stakeholder consultation report

    3rd Deliverable: 8 weeks after start date of consultancy

    Draft SOP on Smuggling of Migrants

    4th Deliverable: 10 weeks after start date of consultancy

    Facilitated validation workshop

    5th Deliverable: 12 weeks after start date of consultancy

    Final SOP is developed

    • Design and deliver training on the updated SOP to at least twenty NIS and relevant officials
    • Submit a training report

    6th Deliverable: 15 weeks after start date of consultancy

    Submission of final consultancy report within two weeks of its completion

    Performance indicators for the evaluation of results

    • Coordination: Ability to properly coordinate with NIS and relevant stakeholders.
    • Fulfilment: Satisfactory completion of tasks indicated in the ToR.
    • Timeliness: Ability to meet the project timeline and deliver on time.
    • Clarity: Ability to communicate protection, mixed migration and free movement contents clearly and concisely.
    • Adaptability: Ability to adjust to changes in scope or objectives.
    • Knowledge: Understanding of migrant protection, management and free movement context for West Africa region.
    • Understanding: Ability to understand and interpret the complexities of SOM, migrant protection, and TiP
    • Responsiveness: Ability to provide timely responses to inquiries from all stakeholders.

    Qualifications
    Required Qualifications and Experience
    Education

    • A master’s degree from an accredited academic institution in political science, international relations, international economics, law, public administration, or a related field.
    • A first-level university degree, combined with five additional years of relevant experience, may be accepted in place of a master’s degree.

    Experience And Skills

    • Demonstrated knowledge and experience in policy development and frameworks
    • Verbal and written proficiency in English, knowledge of at least Igbo, Hausa, Yoruba or/and any other local dialect is an asset.
    • Strong Analytical, Communication and Reporting Skills
    • Extensive work experience in migration protection, counter trafficking and migration governance.
    • Ability to work with colleagues from varied cultures and professional backgrounds.
    • Excellent understanding of gender-related needs, perspectives, concerns, and participation.
    • Willingness to travel

    CRITERIA FOR SELECTION OF INDIVIDUAL CONSULTANTS: Upon the advertisement of the Consultancy Notice, qualified individual consultants are expected to submit:

    • CV/Resume, indicating comprehensive experience in similar projects/assignments, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
    • Technical Proposal (Narrative) detailing methodology approach for the consultancy.
    • Financial Proposal with detail breakdown of costs.
    • Pre-selected candidates will be called for interviews.
    • Applications without the adequate set of documents will not be considered in the selection process.
