    Consultancy Service for Identifying prevalent Risks and Design of Appropriate Mitigation Steps to Reduce Flooding in Subsequent Rainy Season

                                        TERMS OF REFERENCE

    CONSULTANCY SERVICE FOR IDENTIFYING PREVALENT RISKS AND DESIGN OF APPROPRIATE MITIGATION STEPS TO REDUCE FLOODING IN SUBSEQUENT RAINY SEASONS

    Background

    In Nigeria, ACTED has been implementing projects under the CCCM, Shelter & NFI, Food security and livelihood sectors across Borno state in the conflict affected north east. Flooding is one of the major seasonal risk affecting the displaced population residing in the ACTED managed camps and sites. The flooding often disrupts the normal set-up of such locations, flooding shelters and other essential facilities and limiting access to and from the affected areas. Under the NHF funded camp coordination and camp management (CCCM) project in Dikwa town, it was proposed that a comprehensive and effective flood control and mitigation measures are to be put in place to protect the target location from flooding in the coming rainy seasons.

    About the project

    The project aims at improving the site infrastructure of the camps with respect to site plan and flood mitigation, to reduce the critical risk being faced by displaced persons living within ACTED managed camps during rainy season because of flooding within the area of the camp. Furthermore, in identifying prevalent risks and appropriate mitigation steps to reduce flooding, benefits will be felt for subsequent rainy seasons beyond the project’s duration. Any resulting intervention therefore shall remain beneficial for this project duration and beyond.

     Objectives of consultancy

    Assess the camps and sites in relation to the larger Dikwa township and Mohammed Goni Stadium Camp in maiduguri. The topography, current drainage networks, feasibility of various flooding solutions etc.

    Liaise with relevant local authorities for secondary information on flooding and township drainage networks in Dikwa and MMC.

    To prepare detailed designs, drawings and Bills of Quantities (BOQ) with accurate Engineering cost estimates for the proposed construction/rehabilitation works for all flood mitigation and control system that would be proposed.

    Prepare technical specifications that will guide the implementation plan and to facilitate the tendering process and guide the actual construction works.

    The duration of work will be 80% in Dikwa camps managed by ACTED and 20% in Stadium camp MMC.

    Scope of the work and duration:

    The consultant shall perform the following tasks:

    Site/ Master plan

    The consultant shall prepare a site plan including spatial orientation of each construction he/she may propose and necessary utilities.

    Site survey including soil investigation

    The consultant shall visit the proposed sites and conduct reconnaissance surveys as well as the assessment of existing conditions and determine all topographical features as may be required for designing the site plan.

    All the pre-requisite studies such as site study, surface study and investigations, tests, collection of data, (e.g. trial pits) etc. should be carried out and incorporate in the structural design before detail design.

    Designs of the structures

    The detail design should fit into the requirements of the ACTED proposed intervention in terms of capacity and cost.

    Drawings for the structures

    • The designs and drawings shall be made to scales suitably fixed so that they are easily readable. The drawings should preferably be made to the scale of 1:50 and for showing finer details to 1:20 / 1:10 where necessary.
    • Each structure shall have, where deemed necessary, separate drawings in cross section, elevation and plan (Except for similar structures).
    • Adequate number of copies of drawings should be produced to properly represent all the necessary details, views, etc.
    • The drawings shall include structural details.
    • All dimensions shall be in metric system (i.e. meter, cm and mm).
    • Bills of Quantities (BOQ) and cost estimates
    • The BOQ should clearly cover all items of work and follow Standard Method of Measurement (SMM). They should be as exhaustive as possible to avoid variations that may arise during execution and therefore the undesired disputes and claims.
    • The detailed technical and material specifications should be a part of the BOQ
    • Availability of materials may also be specified for those that are unique in features. As far as possible, the materials should be readily available
    • The cost estimates should be appropriately worked out to indicate the cost of the entire construction works (materials, labour, transport, etc). It should be accompanied by analysis of rates where necessary.
    • The cost estimates should be treated as highly confidential information not to be shared out by consultant without written approval of ACTED Nigeria.

    Deliverable outputs and full duration of assignment:

    • The Consultant shall submit and present the followings reports to ACTED for review and approval:
    • Inception report 5 days after signing of contract and site visit. (Methodology, schedule of activities and plan etc.)
    • Draft Report, Within one week of the end of the consultancy.
    • Design and drawings with complete site development work for each structure (site).
    • Architectural drawings with complete details of BOQ and cost estimates for each structure (site).
    • Final Report, 7 days after end of the services contract and should include the information outlined below.
    • Flooding solutions and plan with all complete details, drawings of structures and development works where necessary.
    • Architectural drawings with complete details
    • Structural drawings with complete details.
    • BOQ and cost estimates for each structure (site).
    • Scope of work with detailed technical specifications.
    • All reports and documents should be submitted to CCCM Camp Manager and CCCM Project Coordinator.

    Duration of the assignment:

    The assignment is planned to take for a total of 21 days weekend inclusive. calendar days 01-06-2020 to 21st -06-2020 with breakdown as given above.

    Profile of consultant

    • Must have at least Bachelor’s Degree in Civil/Environmental engineering, from a recognized institution
    • Must be registered with COREN and have at least 3 years post registration practice experience, or
    • Must have at least 12 years of experience in building design and construction works.
    • Must be fluent in written and spoken English.
    • Must have prior experience working in northeast Nigeria and adaptive to different cultures and proficiency of local language is an asset

    Payment

    Payment in Naira within 1 month after submission of final report.

    Working condition

    ACTED will cover the costs of either IOM accommodation or NGO accommodation in the field. As well as take charge of a flight from MDG to Dikwa and back.

     General

    All the outputs – Reports, data base, etc. produced from this assignment will not be disseminated in part or whole without express authority from ACTED Nigeria. Thus the consultant shall not produce these materials in any form (electronic, hard copies, etc.) to a third party without a written permission from ACTED Nigeria.

     Management of the consultancy.

    The consultant shall work closely with CCCM team on site report to CCCM Coordinator/Camp Manager and working under the direct supervision of technician officer on site.
