    Consultancy for the Operationalization of the Knowledge Management and Learning (KML) Strategy

    The Supporting Sustainable Social Protection, Participation and Economic Resilience in Northeast Nigeria - Supporting Sustainable and Innovative Social Protection Programmes (SEPIN-SUSI) Programme, implemented by Deustsche Gesellschaft fur Internationale Zusammennarbeit (GIZ) and co-funded by the European Union (EU) and German Federal Ministry for Economic Cooperation and Development BMZ, aims to reduce poverty and hunger in Adamawa and Borno States, Northeast Nigeria. The project aims to reduce poverty and hunger among vulnerable communities in Adamawa and Borno States in Northeast Nigeria, particularly returnees, IDPs, and host communities through supporting the strengthening of government social protection systems, contributing to poverty reduction and building resilience including promoting economic and social participation of poor and vulnerable households, with a particular focus on women and girls in communities affected by climate change. Adamawa and Borno states, located in northeastern Nigeria, have faced significant socioeconomic challenges, including poverty, conflict, displacement, and limited access to basic services. Social protection programmes are critical for mitigating these challenges, supporting vulnerable populations, and promoting resilience and recovery. In many cases, Ministries, Departments, and Agencies (MDAs) and other relevant stakeholders involved in the implementation of social protection programmes, especially in Adamawa and Borno, face several gaps in Knowledge Management and Learning (KML).

    The primary objective of the consultancy is to provide technical leadership, expert advise, system development, process facilitation, capacity building, documentation, and mentoring across Ministries, Departments, and Agencies (MDAs), Local Government stakeholders, and the Social Protection Technical Working Groups (SP- TWGs) in both states.

    • Geographical scope coverage: Borno & Adamawa States, North-East, Nigeria.

    Profile of the consultant (Qualification and Experience)

    Education

    • Advance degree in Knowledge Management, Information Science, Library Studies, Development
    • Studies, or other Social Sciences, or related field.
    • Professional Certification in Knowledge Management (strongly required).
    • Additional coursework or professional development in shock-responsive social protection, humanitarian–development nexus programming, or systems strengthening.

    Experience

    • A minimum of 10 years of progressively responsible experience in Knowledge Management and

    Learning.

    • Demonstrated experience in designing and implementing knowledge management systems within large organisations and/or public sector programmes.
    • Proven track record in facilitating After Action Reviews (AARs), structured learning events, and organisational learning processes.
    • Strong expertise in capacity development, training delivery, and the application of digital knowledge management tools and platforms.
    • Prior experience working with GIZ, UN agencies, or comparable development partners is considered an asset.
    • Familiarity with the operational and socio-institutional context of northern Nigeria, particularly
    • Adamawa and Borno States, is highly desirable.

    Skills

    • Excellent writing, documentation, and communication skills.
    • Mastery of Microsoft Teams, SharePoint, digital repositories, and collaborative platforms.
    • Ability to coach MDAs and lead complex facilitation processes

    SCOPE OF WORK:

    Specific objectives include:

    • Establish and strengthen digital and organisational systems for managing knowledge.
    • Build the capacity of Social Protection stakeholders on KM tools, processes, and learning approaches.
    • Facilitate periodic learning events, after-action reviews, and production of quality evidence products.
    • Ensure strong documentation, visibility, and coordination across MDAs.
    • Institutionalise feedback loops, governance protocols, and KML performance mechanisms.
    • Develop knowledge products (Policy briefs etc) on the implementation of Social Protection activities under the SEPIN-SUSI Programmes
    • Identify and recommend a range of platforms and opportunities for continuous dissemination and learning
    • The evaluation exercise would be conducted in a participatory manner, ensuring meaningful and ethical participation of beneficiaries and local partners/duty bearers across all sectors
