Terre des hommes (Tdh)is committed to strengthening the institutional capacity,sustainability, and strategic leadership of its local partners. Many local civil society organizations operate in complex and rapidly changing environments that require clear strategic direction, strong organizationalidentity, and adaptiveplanning.
To support partners in navigating these challenges, Tdh seeks the services of a qualified consultant to delivera Strategic Planningand Organisational Visioning Training aimed at
enabling leadership teams and key staff to articulate a shared vision,define strategic priorities, and develop practical multi-year strategic plans aligned with their mission and context.
Purpose of the Consultancy
The purposeof this consultancy is to strengthen the strategic leadership and planning capacityof partner organizations by supporting them to clarify their organisational vision, mission, and values, and to developrealistic, results-oriented strategicplans that guide decision-making, resource mobilization, and programme implementation.
TrainingObjectives
By the end of the training, participants will be able to:
- Clearly articulate their organisation’s vision,mission, and core values.
- Understand the principles and processes of strategic planningin NGOs.
- Conduct internaland external organizational analyses (SWOT/PESTLE).
- Define strategicgoals, objectives, and priorities.
- Develop strategic frameworks, results chains,and implementation roadmaps.
- Align organisational strategy with programmes, partnerships, and fundraising.
- Establish monitoring, review,and learning mechanisms for strategic plans.
- Scope of Work
The consultant will be responsible for:
- Conducting a brief pre-training organizational capacity and leadership needs assessment.
- Designing a context-specific strategic planning and visioning curriculum.
- Delivering participatory trainingsessions covering:
- Organisational identity: vision,mission, values, and culture
- Strategic leadership and governance roles
- Situational analysis (internalcapacity, external environment)
- Stakeholder analysis and powermapping
- Strategic priority settingand theory of change at organisational level
- Developing strategic objectives, outcomes, and indicators
- Translating strategy into operational and annual plans
- Risk analysis, assumptions, and adaptive strategy
- Monitoring, review, and learning for strategic plans
- Facilitating guided visioningexercises and strategicdiscussions.
- Supporting participants to draft or refine organisational strategic frameworks or outlines.
- Providing post-training recommendations for organizational strengthening.
- Training Durationand Structure
The training will be deliveredover five (5) full days, structured as follows:
- Day 1: Organisational Visioning, Mission,Values & Leadership
- Day 2: Situational Analysis (SWOT,PESTLE, Stakeholders)
- Day 3: Strategic Priorities, Organisational Theory of Change
- Day 4: Strategic Objectives, ResultsFrameworks & Risk Management
- Day 5: Implementation Planning, Monitoring, Review & Action Planning
- Deliverables
The consultant will provide:
- Pre-training assessment summary (including a baseline of partner capacities and identified needs).
- Detailed training agenda and tailored curriculum that accounts for the diversity in partner capacity.
- Training materials (slides, tools, templates, exercises) including a customizable strategic planning template for partners to use.
- Delivery of 5 full days of training.
- Draft Strategic Frameworks (including Vision, Mission, Strategic Goals, and initial Theory of Change) developed by each partner organization during the training sessions.
- Post-training evaluation analysis, including a participant feedback survey and a self-assessment of partner confidence levels in leading their own strategic processes.
- Final training report with specific, actionable recommendations for Tdh on how to support partners in the implementation and finalization of their strategic plans over the following six months.
- Draft strategic frameworks or vision statements developed by participants
Consultant Qualifications
The consultant must have:
- Demonstrate experience working in Northeast Nigeria or similar complex humanitarian/development contexts, with a deep understanding of the operational, security, and cultural nuances that affect strategic planning for local NGOs in such settings.
- Proven ability to facilitate highly participatory and inclusive processes that accommodate varying levels of literacy, language diversity, and organizational experience
- At least 7 years of experience in organisational development, strategic planning, or leadership consulting.
- Proven experience facilitating strategic planning processesfor NGOs or civil society organizations.
- Strong understanding of localisation, governance, and NGO sustainability.
- Excellent facilitation, coaching, and group process skills.
- Ability to guideparticipatory and inclusive planning processes.
Duration and Work Structure
The assignment will run for Seven (7) days,from 27th to 31st July 2026, structured as follows:
- Day 1: Initialassessment, administrative preparation, and finalization of training arrangements.
- Days 2–5 Full delivery of Strategic Planningand Organisational VisioningTraining
- Final Day: Development of the trainingreport and submission of all administrative and required documentation.
