    Assistant Director, Finance & Accounts – AIRS 006

    Requirements

    • B.Sc. in Finance, Accounting, Economics, Business Administration or a related field.
    • Master’s degree (MBA, MPA, MSc Finance, etc.) is highly preferred
    • Professional certifications ICAN/ANAN/ACCA
    • Minimum 8‑10 years of progressive finance leadership experience, with at least 4‑5 years in senior‑manager or director‑level roles within government or a public‑sector entity.
    • Proven track record managing budgets, financial planning, and reporting for large departments or agencies. Internal

    Responsibilities

    • Maintain accurate accounting records, books of accounts, and ledgers.
    • Report directly to the Executive Chairman on the Financial and Budget outlook.
    • Ensure the security and proper custody of all financial instruments, documents, and sensitive information.
    • Compile and defend the agency’s annual budget proposals and enforce effective budgetary
    • control by monitoring variances between budgeted and actual figures.
    • Oversee financial reporting activities, including the preparation and timely submission of financial statements and monthly transcripts of accounts to the Office of the AccountantGeneral of the State (OAGS).
    • Establish and maintain an effective audit query unit to promptly address observations and queries from internal audit, the Inspectorate Department, and the Office of the AuditorGeneral.
    • Advise the Executive Chairman on technical provisions of Financial Regulations, Treasury guidelines, and Finance Circulars.
    • Liaise with the Accountant-General, financial institutions, and coordinate accounting functions across AIRS field offices.
    • Manage contractor services and ensure prompt settlement of vendors in line with the AIRS
    • Service Charter, within the approved timeframe upon receipt of relevant documentation.
