    TOR for Communications Consultant on Nigeria Livestock Micro Reforms in Agribusiness (L-MIRA) Project

    Introduction

    • The Livestock-Micro reforms in Agribusiness (L-MIRA) project is a non-lending, advisory project fully funded by the Gates Foundation and implemented by the World Bank Group (WBG). The project is led by the Trade & Competitiveness Practice Group, and designed in partnership and with input from the WBGs Livestock Working Group and staff of the Agriculture global practice (GP).
    • The Nigeria L-MIRA project is part of an umbrella L-MIRA project covering Ethiopia, Tanzania and Bangladesh. The focus is to support improved competitiveness in the Livestock sector and specifically the poultry value chain. It is expected to operate between 2017 and 2020.
    • The objective of the project is to harmonize, simplify and improve regulations in the poultry value chain. This regulatory reform will help to strengthen markets and improve competitiveness by making it easier for value chain actors to manage regulatory responsibilities and more easily access key inputs.

    The Project Description
    The Nigeria L-MIRA project has been designed in collaboration with the key ministries, departments and agencies as well as private sector participants and associations operating along the poultry value chain, The project has four reinforcing components that work to harmonize and improve regulations impacting the poultry value chain:

    • Component 1: Animal Feed: Streamline regulation between the National Agency for Food and Drug Administration and Control (NAFDAC), The Standards Organization of Nigeria (SON), The Federal Ministry of Agriculture and Rural Development (FMARD), and the Nigerian Institute of Animal Science (NIAS).
    • Component 2. Poultry drugs and vaccines: Improving regulatory efficiency with NAFDAC. The
    • Components 3. Day-old-chicks (DOCs): Regulatory reform supporting improved access to quality DOCs.
    • Component 4. Poultry value chain analysis (knowledge) and communication.

    Objective and Scope of Work
    The WBG seeks a Communications consultant to manage both the internal and external communications for L-Mira project. The primary role of the consultant is to develop and execute a dynamic communication strategy for the activities of L-MIRA project. This includes but not limited to:

    • Task 1, Strategic planning: Work with the partner agencies to develop an effective communications strategy on Industry best practices on Day Old Chicks, Drugs and Vaccines, and animal feed. This strategy should include channels of dissemination of information, target audience, targeted messages and materials for dissemination to achieve impact.
    • Task 2, Coordination of media materials: In collaboration with the partner agencies, develop media materials containing the appropriate information for dissemination, including press releases, web content, reports, summary notes, presentations, results stories from L-Mira activities, and workshop materials.
    • Task 3, Outreach and Relationship Management: Liaise with media companies to ensure adequate coverage of L-Mira workshops and activities as required. The consultant will manage the relationship between L-Mira project and key media outlets on communications related activities
    • Task 4: Participation in all relevant meetings/conference calls with the L-Mira Team and form other related duties, as needed
    • Task 5: Support in the initiation and management of workshops and other meetings and events. There are likely to be 3-5 of these events between July 2017 and June 2018. Support includes potential hosting/Master of Ceremony and implementing workshop design including identifying and securing venues and assuring all needs are met size of room, invites, A/V equipment, food and drink, etc.

      • BB - BANK BUDGET
      • TF0A2547 - Livestock - West Africa Micro Reforms in Agribusinesses
    • Individual/Firm: The consultant will be an individual.

    Qualifications

    • The consultant shall be required to hold a minimum of a Masters degree in Public relations, Communications, Journalism, International Relations/Public Affairs or relevant field.
    • A minimum of 8 years relevant experience preferably working with a multinational organization on Agriculture is required.
    • A knowledge of communications approaches, tools and methodologies useful in planning, executing, and monitoring communications strategies e.g. media operations, opinion research, audience outreach and message targeting
    • Experience in producing well written press releases, feature articles, and publications.
    • A well-developed network of media contacts with key media outlets
    • Proven track record of executing high impact communications projects
    • Strong computer skills; e.g., (Windows, MS Office, Internet Explorer, MS Excel);
    • Ability to work under pressure to meet deadlines;
