    ToR Web Application Designer

    Overview

    • The web design component of the online /off-line training module includes a range of deliverables to ensure that a high quality and easy to use web application is developed to fit the content developed for the module. The national priorities include:
    • Design of a standardized computer-based MNCH week training web application for training front line health workers
    • Development of the MNCH week training delivery package for National, State and LGA levels
    • Development of a standardized MNCH week training video package that can be used offline for group training of health workers at ward and community level
    • Development of a standardized web-based MNCH week training package that can be used online to train National and State level personnel
    • Development of quality assurance processes

    The Assignment

    Objective
    The main objective is to develop a standardized MNCH Week web-based training module that is comprehensive, covers all the MNCH week interventions, easy to use and comprehend by health workers at all levels.

    Expected output and deliverables

    • NPHCDA requires the service of a consultant as a web application designer to specifically perform the following tasks:
    • Develop training design for MNCHW training of frontline health workers
    • Develop MNCHW training delivery packages for National, state and LGA levels
    • Develop standardized MNCHW online (internet) and offline (video) training packages with the following features;
    • The online training should be flexible and accessible to participants for a certain number of weeks. Each module should also be restricted to a certain number of days after which if exceeded, participant should be logged off and he/she has to start from the beginning if test has not been passed.
    • There should be inbuilt participant knowledge assessment (test) at the end of each training module. The participant should also be given an option to save result once a test has been passed. So he can log off and come back to the module later to start from where he/she stopped.
    • The offline training is for participants that do not have internet. There should be a restriction on both types so that people can’t work with both simultaneously. For example, a person should not read offline and answer questions online
    • Develop simplified training assessment tool for the different levels
    • Develop an outline on the usage of the package from registration of participants to the printing of the certificate after the assessment
    • Develop the assessment tracking system for both online and off-line participants
    • Facilitate pre-testing of the training package developed at both the National (with FMOH and NPHCDA officers) and at least in three states from three geopolitical zones
    • Develop an instruction manual on how to use the web application
    • Revise and finalize training delivery packages.
    • Produce facilitators guide for the different packages
    • Debrief to Technical Committee
    • Submit detailed reports on:
    • The training delivery package for all levels
    • Facilitators guide
    • The finalized module should be ready for at national level and in three pilot states during the May 2015 round of MNCH Week. Thereafter, it will be evaluated and then scaled up to all the states in the country.

    Expected functionalities of the training application (s)

    • There should be a time-limit for a selected training - both online and offline. We expect that when a user selects a training it must be completed within a specified period (this is different from the time allotted for the test itself).
    • The printable formats should include pdf and jpg - These two formats are commonly known to be immutable.
    • Resuming the training/test after logging off from the training/test session should automatically take the user back to where he/she stopped before logging off.
    • The offline training package should be accessible from a user’s computer storage device or computer where the training package has been downloaded
    • The interface should have a feature to select which mode of learning to select - either Online, or Offline.
    • A group training and assessment feature to should be added to the offline mode with the functionalities to:
    • Allow multiple registrations of users.
    • Allow multiple selections of users for training sessions
    • Allow trainings to be taken for multi-user led by a facilitator
    • Assessment to be taken by the facilitator

    Expenses
    NPHCDA will not reimburse expenses including travel expenses incurred by the consultant in the preparation of the proposal and (or) in the negotiation of the eventual contract ensuing. However, authorized travel costs to project sites will be paid to the consultant by HKI. The contract will be negotiated in Abuja.

    Timeframe
    The duration of the assignment is expected to be from February 2015 – May 2015

    Qualification and desired skills

    • An advanced University degree in graphic design or related field
    • At least five years of progressive work experience in web application design and maintenance.
    • Experience with content management systems.
    • Must demonstrate the ability to prioritize and multi-task effectively with minimal supervision
    • Strong communication, analytical, and organizations skills will be an added advantage
