    Consultant, Monitoring and Evaluation Coordinator

    Program Background

    • International Medical Corps (IMC) in Nigeria is seeking an experienced Consultant Monitoring and Evaluation Coordinator - who will lead the overall Monitoring and Evaluation aspect at IMC Nigeria most importantly in Borno state.
    • The Monitoring and Evaluation Coordinator, under the direct supervision of the Program Director, is expected to provide leadership and guidance to the country office's efforts in Monitoring, Evaluation, Accountability and Learning but also supports the M&E team in the operational offices in Borno, Sokoto and Kano.

    Job Summary

    • The Monitoring and Evaluation Coordinator, will provide leadership and technical oversight for the overall M&E including: results measurement and evaluation, and advancing evidence-based practice that will contribute to program quality improvement, reporting and lessons learned.
    • S/he will work with the Program staffs (including M&E officers) to develop M&E approaches and tools, ensuring the highest quality standards are established and adhered to throughout the Project cycle.
    • This position is pivotal to leading the Program team in managing information/data and leading on evidence-based practices through improved knowledge capture and dissemination of lessons learned.
    • The Monitoring and Evaluation Coordinator reports to the Program Director concerning all responsibilities as specified below

    Essential Duties and Responsibilities

    • To perform this job successfully, the Monitoring and Evaluation Coordinator must be able to perform the essential function, which is Technical leadership for Project Monitoring, Evaluation and Learning
    • In coordination with the Program Team, and M&E Focal Points in the operational sites, design the Project's M&E framework, procedures and operating plans according to donor's requirement/ format
    • Implement effective M&E systems and procedures to ensure project quality assurance and consistency across the Country Mission
    • Design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core IMC program activities within the program
    • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, and accuracy in line with the logical framework approaches, best practice and project documents
    • Provide technical support to other M&E staffs at International Medical Corps and Project partners in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises such as evaluations, reviews, lessons learned workshops;
    • Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities;
    • Develop and manage the M&E Information System with the M&E Focal Points and be responsible for generating periodic reports for all areas as per the IMC Headquarters and USAID requirements, including quarterly and annual reports;
    • Lead efforts to ensure data use for decision-making
    • Build the capacity of staff through training and support for effective implementation of the M&E systems, including for information gathering, periodic reflection and analysis of program monitoring data follow up and post implementation monitoring within the Mission;
    • Develop work plans to mentor and coach staff sto build their capacity;
    • Implement and train on program monitoring tools (e.g. PMP, indicator tracking tables, etc.);
    • Test and implement flexible reporting structures and data collection mechanisms;
    • Coordinate and lead rapid and more comprehensive assessments, including but not limited to annual Project performance reviews, with prompt analysis and dissemination among stakeholders;
    • Coordinate sector areas within IMC and with the local partners and with hired consultants, to support integrated, comprehensive program evaluations and learning reviews where appropriate;
    • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and encourage data for decision making at all levels;
    • Develop knowledge management and learning plan as part, and lead on the development of case studies and other learning products

    Other responsibilities:

    • Engage with relevant networks and technical working groups to represent and share results and best practices on program learning promoting a positive image;
    • Coordinate inputs from Program M&E Focal Points in collaboration with International Medical Corps HQ Communication department for quantitative and qualitative updates for website and other International Medical Corps publications.

    Essential Skills and Experience

    • Masters level or Higher degree in Social Science, Statistics, International Development; experience or background in Epidemiology, Public Health, Health Information Management, bio statistics or a related discipline is preferred;
    • At least four years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;
    • Demonstrated experience managing teams and building staff capacity within complex programming;
    • Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
    • Experience with M&E approaches for potential donors such as USAID, ECHO, DFID
    • Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
    • Experience in database design and other tools for information management;
    • Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;
    • Fluency in written and spoken English is essential

    Consultant, Nutritionist

    Scope of Work

    • The Nutritionist is responsible for leading the WFP nutrition team and providing technical support and capacity building of the team to successfully plan, implement and monitor International Medical Corps nutrition program activities within in its WFP food assistance program in Nigeria. The Coordinator must can organize and support all aspects of the nutrition program including liaising with the Ministry of Health, other international and national agencies, and donors.
    • The Nutritionist will be responsible for ensuring that the nutrition activities are implemented in line with the ministry’s guidelines and international humanitarian standards and donor guidelines. Additionally, the Nutritionist will work closely with the Country Director and Emergency Program Coordinator to provide input into proposal development and country level strategies as required.

    Essential Task

    • Lead on nutrition assessments and surveys in existing and in potential new areas for program expansion in North East Nigeria and feed assessments results into proposals
    • Coordinate nutrition and food security/ assistance programs implementation ensuring targets and indicators on all active projects are constantly monitored to avoid deviation
    • Work with the Emergency Program Coordinator and Country Director to identify existing project implementation gaps and actively identify and pursue new opportunities for nutrition and food security programming especially areas in North East Nigeria
    • Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project nutrition staff and MOH counterparts implementing nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM), IYCF, food security, etc
    • Establish and strengthen nutrition monitoring activities and train nutrition staff (IMC, MOH, and local NGO) in case detection and referral mechanisms
    • Conduct and train nutrition staff on surveys including SMART surveys, causal analysis, and other assessments of nutritional status of target groups.
    • Ensure that the implementation of the nutrition and food security programs conform to internationally accepted standards and country guidelines
    • Monitor program impact and ensure that program data is valid and relevant, and used to inform program development.
    • Demonstrated understanding of the underlying causes of malnutrition and ensuring that the IMC project is addressing these underlying causes
    • Demonstrated understanding of multi-sectoral approach to malnutrition and ensuring that nutrition project beneficiaries are linked with other sector interventions and provide guidance to staff on the integration of a nutrition component into other sectors as appropriate
    • Actively participate and represent International Medical Corps in nutrition and food security sector coordination forums, discussions and activities, serve as an International Medical Corps nutrition and food security sector resource person, and display technical and organizational leadership in sectoral activities
    • Coordinate International Medical Corps’s nutrition and food security response and recovery activities across a wide range of actors including donors, host governments, UN and NGO partners to ensure consistency of programming.
    • Actively participate in development of emergency response proposals to be submitted by International Medical Corps to ensure that proposed activities and programs align with best practice in the nutrition sector. As appropriate, apply new developments in the nutrition sector to International Medical Corps programming.
    • Assist in staff recruitment and training, conduct performance monitoring in collaboration with HR, ensure that standards and protocols are adhered to
    • Review and manage program budgets and ensure that there is regular alignment of the budget in regards to expenditures
    • Ensure equitable allocation of human, material and financial resources
    • Coordinate very closely with logistics to ensure that there is no break in nutrition program supplies.
    • Organize and follow-up on all other procurements needed for the projects

    Qualifications

    • A Master’s Degree in Nutrition or other relevant field is required, extensive experience in managing food assistance program in complex emergencies
    • At least consecutive 3 years of international experience in nutrition response, including experience in emergency response and recovery preferably in Sub-Saharan Africa.
    • Experience in assessment, program design and evaluation, and technical training and support.
    • Previous experience and familiarity with WFP food assistance program and/or other similar in-kind food assistance program is important
    • Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation.
    • Strong skills in technical proposal writing and donor reporting, designing and implementing nutrition programs
    • Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners.

    Finance Administrative Director

    Job Summary
    The Finance Director directly oversees all financial, accounting and administrative activities including human resources administration and all finance administrative activities and reporting in the country offices.

    Essential Responsibilities

    Consultant, Food Security Assessment

    Program Background

    • International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training, relief and development programs.
    • Established in 1984 by volunteer doctors and nurses, the Organization is private, voluntary, nonpolitical and nonsectarian. Its mission is to improve quality of life through interventions that build local capacity in underserved communities worldwide.
    • The armed conflict in north-ea s t Nigeria has affected the population since its inception. The conflict has resulted in many deaths of civilians, abduction and sex slavery of women and girls, internal displacement, loss of livelihoods and massive destruction of private properties and civilian infra structure.
    • The conflict has also spilled to neighboring countries. With the Nigerian army regaining control, more civilians are being rescued but their situation remains dire. 2016 witnessed significant expansion in the humanitarian response to this crisis as the number and operational capacity of international and national humanitarian actors increased, additional humanitarian funding was available, and access to affected populations improved.
    • With improved security, IMC is planning to undertake a food security assessment in the Borno State.
    • The general objective of the food security assessment is to get full understanding of the severity of food insecurity in Borno.

    Job Summary

    • Provide a solid picture of the current situation (situation analysis) related to markets, needs as well as geographical targets.
    • The assessment will seek to gather reliable information/data on food insecurity- specifically, household food insecurity.
    • Information will be gathered relating to food availability at the level of households, access to food and food consumption.
    • The assessment will include detailed insight and analysis of household and small-holder agriculture and livestock management strategies - what types of crops, where, for what purpose (cash/consumption/both) - and resilience / disaster risk reduction methods - prior to the conflict, how communities organized themselves to make it through lean periods etc.
    • In addition, the assessment will include a robust market assessment using one of the tools recommended by FFP (ref: APS Solicitation).
    • This should help to provide answers to: How are the markets organized? Are there some markets that are functioning better than others? Are there areas where markets have totally collapsed? For areas with functioning markets, where are the food supplies coming from? What types of ad hoc or formal cooperatives / organized farming-livestock industries are present and how do those engage the market? The assessment should be constructed to engage men and women, and to identify the protection and gender issues related to food security, agriculture, and livestock in Borno.
    • The consultant should be familiar with USAID gender analysis for Nigeria (2014) and its gender policy and framework.
    • Further, the assessment should provide answers to questions such as what is/are the impacts of food assistance on market function, are there barriers to market access, which groups are most impacted by the food insecurity, what are the coping mechanisms adopted, when are the lean periods, are market integrated or not etc?.
    • Also, information will be gathered on household food production and any food assistance currently being provided and by whom.

    Essential Duties, Responsibilities and Expected Deliverables
    Questionnaire design:

    • Lead questionnaires design based on guidelines from WFP, FAO and NGOs. The questionnaire will be adapted to the local context.

    Data management:

    • Work closely with IMC to design the data management system, and provide approval on the final output

    Enumerator recruitment:

    • Recruit enumerators in consultation with IMC.
    • IMC to provide financial and administrative support to enumerators

    Training:

    • Lead enumerator training in close collaboration with IMC, including a pre-test training of data collection tools
    • Develop training manuals for use during training of enumerators, and supervisors
    • Develop and coordinate data quality assurance measures during data collection

    Data analysis:

    • Clean all data (as necessary) and provide the finalized clean dataset to IMC
    • Analyze the data by regions and districts using the appropriate analysis tool, produce exit tables, cross tabulations with clearly defined numerators, denominators and confidence intervals

    Report writing:

    • Draft final report and share a draft with IMC for comments.

    Incorporate comments from IMC and finalize report:

    Roving Program Director

    Program Background

    • International Medical Corps (IMC) in Nigeria is seeking an experienced Roving Program Director – who will lead the emergency program at IMC Nigeria most importantly in Borno state by ensuring that IMC's programming in Nigeria contributes to organization's vision of "Relief to Self-reliance."
    • The Emergency Program Coordinator, under the direct supervision of the Country Director, is expected to provide leadership and guidance to the country office’s efforts in emergency programming that is evidence based, aligned with national protocols, and supports the international community’s strategies to ensure that IMC’s role and mandate in the country are appropriate to the programming context.
    • The Program Director will supervise the Nutrition Coordinators, Emergency Program Coordinator, Program Manager, and M&E Coordinator

    Job Summary

    • The Roving Program Director will travel 75% of his working time.
    • The primary function of the Roving Program Director is to support the Country Director in providing technical oversight to all projects and operational support to the country field sites.
    • As part of the senior leadership team, the Program Director also plays an active role in planning, designing, implementation, supervision, expansion/development and administration of overall country programs in collaboration with the country senior leadership team, in addition to program development and reporting responsibilities.
    • The Program Director will conduct frequent visits to the various program sites to support the field sites.

    Program Development:

    • With the Country Director and supported by the Field/Project Managers, lead the development of project proposals for major donors in Nigeria.

    Program Management:

    • Manage the programs in ensuring their objectives and achieving impact are met
    • In collaboration with the Senior Programmatic staffs, lead the development of concept notes, project proposals, budgets, and donor reports to expand the program portfolio of the mission
    • Maintain working relationship with the GoN line ministries, the UN agencies, health advisors, and relevant clusters and interface with them on a regular basis
    • Proactively oversees all projects in country through all components of the project management cycle, identifies needed areas for quality improvement and initiates communication between technical, Operations and finances leads in country and with global International Medical Corps departments (e.g. technical units, finance, logistics and operations),
    • Provides technical support and oversight to all Senior Programmatic staffs
    • Ensure donor compliance in implementation of projects
    • Ensure strict compliance with donor contract requirements/ reporting deadlines
    • Guide and support curriculum development and training for programmatic staffs and local partners
    • Liaise with relevant stakeholders on IMC programs in Nigeria
    • Monitor humanitarian crisis in Nigeria in collaboration with the EPC, performing field assessments when necessary, and advise CD of response options
    • In collaboration with the M&E Coordinator, Technical Coordinators in country and at IMC global departments and the Field Coordinators, oversee the collection and timely reporting of all programs according to internal and donor requirements

    Representation:

    • Attend coordination meetings relevant to country programs
    • Attend sector working group meetings including (but not limited to) health, nutrition, Protection, Food security and Wash
    • Represent the organization at any task force meetings, UN coordination meetings, INGO coordination meetings, as appropriate
    • Ensure maximum visibility of the organization amongst the GoN/NGO/UN community
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, values and stand-point with regard to internal and external actors

    Human Resources Management:

    • Assist in the selection, recruitment, and training of medical/paramedical staff;
    • Supervise, orient, monitor, and evaluate all medical and paramedical expat staff of the mission;
    • Maintain open lines of communication with all field staff and service departments.
    • Ensure close supervision and guidance of project and/or officers;
    • Work with field coordinators and project officers to address programmatic challenges;
    • Supervise directly two expatriates and one national staff: one Reporting Officer, one M&E Coordinator (expatriates) and an M&E assistant.

    Training/Capacity Building:

    • Determine training needs for Programmatic staffs and facilitate the participation of these staffs in necessary trainings in order to build capacity and increase job responsibilities
    • Advocate and plan for professional development for Programmatic staffs

    Working Relationship:

    • Maintain regular communication with Country Director, other Senior Leadership Team members and Field senior staffs to ensure program activities and objectives are achieved
    • Work with Country Director, Logistics Coordinator, Finance Admin Director to ensure the coordination of timely delivery of program supplies and expenses are within budget
    • Participate in routinely scheduled calls with International Medical Corps headquarter and associated department staff to advise on activities and project implementation of projects in Nigeria
    • Verify that all project reports and completed, submitted and the verification of submission shared with the regional desk, projects Kick-off meetings are planned, organized and held on and all aspects of project planning, implementation and completed are carried out
    • Coordinate with FGoN and relevant agencies as necessary
    • Maintain the contact with HQ Technical Units and plan and organize regular field visit

    Security:

    • Collaborate with Security Manager and CD in order to ensure staff and reputation of the organization are safe and secure at all time
    • Ensures application and compliance of security protocols and policies

    CMAM Assistant

    Job Summary

    • The incumbent will be responsible for the overall implementation of CMAM in collaboration with other nutrition and SMOH staff and integration with other programs.

    WASH Assistant

    Job Summary

    • Under the supervision of WASH Officer, the WASH assistant will be responsible to participate in hygiene campaigns, to participate in house to house Hygiene promotion, and to prepare written material for the field, elaborate clear and adapt message for beneficiaries, as well as oversee the hygiene promotion and other WASH activities conducted by the community hygiene volunteers.

    • Write daily reports on VCMs evaluation, water testing and NFI distribution.
    • Relating closely with VCMs to identify informal settlements in host communities.
    • Relate with M & E in providing accurate data for impact analysis during post distribution survey and also to input into monthly and quarterly reports
    • Regular reporting of Hygiene Promotion activities to supervisor/ WASH Officer
    • Provide support to other areas of the department as may be required by the supervisor.

    Qualification and Experience

    • HND or B.Sc in the Social Sciences.
    • At least One (1) year working experience in an INGO or Community development experience.
    • Experience in Water quality monitoring, Hygiene promotion and sanitation, community mobilization preferably with an NGO
    • Technical knowledge on water quality control and management
    • Experience in dealing with local contractors
    • Strong Computer skills (Microsoft Office, Excel and power point)
    • Excellent report writing, communication and analytical skills.
    • Ability to work in hardship areas.
    • Willingness to travel outside work stations
    • Strong communication Skills
    • Ability to speak English, Hausa and Kanuri is an added advantage

    WASH Officer

    Location: Damboa/Dikwa, Maiduguri

    Job Summary

    • The WASH Officer will be responsible for implementing software and hardware of the WASH activities in Maiduguri, Borno State.
    • She/he will closely work with partners, IDPs and all stakeholders to ensure efficient delivery of safe WASH services in the assigned area.

    Main Responsibilities

    • Coordinate the hygiene promotion and sanitation aspect of the wash team in Maiduguri
    • Planning of community based activities with respect to water supply, sanitation and hygiene promotion
    • Ensure regular coordination with the state water office regarding water quality testing and analysis for the host and displaced communities in Maiduguri.
    • Carry out regular assessments and draft concept notes on the needs.
    • Ensure that water quality test results are in line with the standards and always shared with the state authorities and other wash implementing partners.
    • Participate in conducting continual review of the designs and functionality of the water supply systems (and other water points) to ensure efficient operation as well as reliability and safe water distribution.
    • Effective use of designed templates and system for monitoring the progress of works and performance of hired contractor.
    • May be delegated to participate in the state wash sector working group meetings and provide feedbacks to his/her supervisor.
    • May be delegated to represent the organization amongst the UN and NGO community and with the government.
    • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct.
    • Developing participatory community led approach for the management of WASH facilities.
    • Plan, organise and facilitate trainings for the hygiene promoters together with the WASH Assistants.
    • Support the WASH team in strategic planning and budgeting for the activities being implemented.
    • Support in hiring and training of the team to build up their capacity
    • Identification of WASH staff training needs and provision of practical on job trainings tailored to the identified needs
    • Ensure submission of weekly, monthly and quarterly progress reports to project management team in a timely manner

    Qualifications and Experience

    • B.Engr. in Civil Engineering, Geology, Hydrology & Engineering or any relevant technical qualification.
    • At least Two (2) years working experience in an INGO or Community development experience.
    • Technical design skills using AutoCAD or Arch CAD, and WaterCAD or any other hydraulic modeling software
    • Experience in the supervision of constructions
    • Experience in Water quality monitoring, Hygiene promotion and Sanitation preferably with an NGO
    • Strong technical back ground in assessing the water supply systems, development (Hand pump and solar installations)
    • Ability to assess and identify the defects in the water systems.
    • Technical knowledge on water quality control and management
    • Experience in dealing with local contractors
    • Strong Computer skills (Microsoft Office, Excel and power point)
    • Excellent report writing, communication and analytical skills.
    • Ability to work in hardship areas.
    • Willingness to travel outside work stations
    • Strong communication Skills
