    WASH Officer

    Duty Description

    • Develop the approaches to be employed to facilitate the Operation and Maintenance of Water System, conduct water quality test and treatment, facilitate promotion of healthy hygiene practices through FGDs, campaigns, house-to-house visits, and distribution of NFIs to beneficiaries which collectively will provide the much-needed behavioral change.
    • Ensure feedbacks are collected and shared with beneficiaries by conducting Hygiene Promotion Monitoring. Collates feedback and process strategies to adapt towards achieving the overall objective of the Project in terms of Water, Sanitation, and Hygiene.

    Job Description
    Need Assessment:

    • Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and/or implemented in the project, through technical feasibility studies, household-level questionnaires, focus group discussions, and visits to facilities and sites.

    Program implementation:

    • Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as:
    • Preparation of BOQs and drawings for all types of WASH Infrastructure.
    • Ensure the quality and quantity of materials delivered to construction sites by LPF and its subcontractors and maintain proper records.
    • Ensure all safety measures are taken at site during construction work to avoid any incident.
    • Setting up and follow-up of hygiene promotion activities such as;
    • Monitor the implementation of hygiene promotion sessions in the targeted community
    • Identification, training, and follow-up of activities of community hygiene promotion volunteer
    • Training of Trainers in hygiene promotion to WASH committee members, hygiene volunteers, teachers, health workers etc.
    • Organizing a cleaning campaign
    • Ensuring maximum utilization of water and sanitation facility
    • Ensure community mobilization on all WASH sector-related
    • Organize & supervise the distribution of hygiene, cleaning, and water treatment kits for Camps, health centres, schools, and at HH level.
    • Develop, and communicate techniques for household water treatment in the target communities.

    Monitoring, Evaluation, Accountability and Learning:

    • Ensure that WASH infrastructure construction and rehabilitation works are carried out according to quality standards established by LPF through quality checklists
    • Participate in, and engage with the MEAL Department in drafting assessments, including rapid need, baseline, post distribution, or endline assessment.
    • Ensure the database of beneficiaries reached are updated and compliant.
    • Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...)

    Reporting:

    • Weekly reporting to the WASH Manager/Coordinator, including key achievements and planning for the following week.

    Integration, coordination and cross cutting issues:

    • Ensure that WASH Activity is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
    • Coordinate WASH activities with other sectors of LPF, in order to integrate activities in the same geographical area and for the same beneficiaries.
    • Coordinate WASH activities with other local actors (governmental and non-governmental).
    • Ensure the integration of gender, child protection, Disability, environment, and other crosscutting issues to the design, implementation, and development of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled
    • Conducted Refresher and on-the-job Training/Orientation to Field Support Staff, and supports team members, service providers, and local and technical partners.
    • Actively participated in the recruitment process of team members e.g. WASHCOMMs, Water Operators and Chlorinators, Community Hygiene Promoters, Community Mobilizers, and Sanitation Disinfectors.
    • Facilitated the train-the-trainer sessions on PHAST, CLTS, CHAST, SSHHE, WASHCOMs, and Community Hygiene promotion training in targeted projects
    • Provided technical support and training to hygiene promoters and community volunteers.
    • Preparing and implementing the distribution of NFIs, including site preparation, verification, distribution, crowd control, and complaint handling.
    • Reports on difficulties, lessons learned, and any other obstacles that may affect the implementation of the activities.
    • Assist in developing project plans, BOQ, and budgets for funding and Ensure quality control during the implementation of WASH activities by Sphere and National standards

    Nutrition Assistant

    Duty Description

    • The post holder is responsible for the planning and implementation of a comprehensive package of CMAM program in the assigned county in collaboration with the Programme Manager as well as the Hygiene and sanitation staff in the county in providing hygiene promotion training to CNMs, Nutrition Health Workers/Hygiene Promoters who will further provide sessions to community members to improve hygienic behaviour and practices as per sector standard.
    • The position holder will be the Nutrition Programme Focal Point including Cross-Cutting activities (GBV, PSEA), and will also support in coordinating with malnourish diagnosed patient, Cholera and other Nutrition and WASH-related diseases, and keeping track and reporting AWD/Cholera, SAM and MAM cases admitted in OTP, SCs and Health Care Centres.

    Job Description

    • Support nutrition activities at the mobile clinic and Supervise patient’s health education sessions conducted by the CHWs in the MCH and mobile outreach sites.
    • Assist in ensuring OTP/TSF protocols are strictly adhered in treating malnourished cases.
    • With the support of CHWs organize case finding to identify malnourished children at the community level
    • Provide health education and information on prevention and treatment of malnutrition, BF and hygiene and sanitation to the caretakers

    Meal Officer

    Duty Description

    • Under the direct supervision of the MEAL and Innovation Advisor/Partnership Manager, the successful candidate will be responsible for Project Monitoring Evaluation Accountability and Learning (MEAL), designing the implementation of a cost-effective, innovative robust MEAL system.
    • The MEAL will continually review the practicality and effectiveness of Programme implementation and suggest modifications as may be necessary for ensuring the success of overall programme objective.
    • The Monitoring Evaluation Accountability and Learning Officer ensures the implementation of the M&E plan for WASH,Nutrition, FSL, GBV, Child Protection and Education Programmes including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to the program to ensure that the data collection, data management and reporting, are of the highest possible quality
    • This position reports to the Monitoring Evaluation, Accountability and Learning (MEAL) and Innovation manager and is mainly responsible for providing technical support in all areas of monitoring, data collection, analysis, assessments, surveys and learning activities.
    • The MEAL Officer is a part of the MEAL/Program Quality Unit, supporting the implementation of the overall program MEAL system.
    • The position holder will work closely with the program team in conducting filed monitoring, support capacity-building initiatives, and facilitating the collection of quality data for decision-making (both quantitative and qualitative).
    • S/he will coordinate the refinement of Project feedback and accountability mechanisms, promote reflective review practices through learning sessions, track/collecting of participants’ information, conducting regular post-activity and distribution monitoring surveys, coordination, management and seldom collection of human-interest stories.
    • S/he will continually review the practicality and effectiveness of project approaches and suggest modifications as may be necessary of the MEAL system

    Key Responsibilities
    Objective 1: Coordinate Data Collection, Data Quality Management, Analysis and Reporting:

    • Participate in the design of programme monitoring and evaluation tools (registers, reporting templates, databases, etc.) to track WASH, Nutrition,FSL, GBV, Education and Child Protection
    • In collaboration with LPF staff, ensure timely data collection, compilation and reporting according to programme M&E plan
    • Conduct monthly data analysis and prepare monthly Programme Activity Tracking Sheet (PATS)
    • Ensure the Programme database is updated regularly
    • Support Programme feedback meetings to communities, facilities and authorities
    • Support the MEAL and Innovation Manager to implement the DQA system including the conduct of data quality assessments according to the M&E plan
    • Support the MEAL and Innovation Manager in data management for rapid assessments, situational analysis, surveys, evaluations, and other research as required
    • Plan, forecast and facilitate the production and supply of M&E tools and materials to supported sites.

    Objective 2: Support Programme Supervision, Monitoring and Evaluation:

    • Support the MEAL and Innovation Manager to monitor LPF projects across all target communities and communicate findings and progress to Program Managers
    • Participate in the evaluation of LPF projects, focusing on data management of evaluation datasets.
    • Support the dissemination and use of evaluation and research reports and propose changes for improvement to the LPF Team.

    Objective 3: Support Documentation, Reporting, Knowledge Sharing and Effective Feedback Mechanism:

    • Support coordination of LPF projects monthly, quarterly, biannual and annual Support and reports as required.
    • Participate in the dissemination of program information to communities, children, and other stakeholders through a regular feedback mechanism
    • Support the management of the beneficiary complaints and feedback mechanism database
    • Update shared drive and project team space with program monitoring documents regularly.

    • Experience with Google forms and/or other survey software, and designing surveys
    • Demonstrable knowledge of results-based management and reporting
    • Good communication and interpersonal skills.

    Health Promotion Officer

    Duty Description

    • The Health Promotion Officer will be responsible for day to day management of Hygiene Promotion activities and staff involved in direct implementation of LPF’s Project Response Strategy.
    • S/he is overall responsible for ensuring that approved technical approaches to hygiene promotion are adhered to, maintaining program quality and that all hygiene objectives are met on time and within the budget. When requested, s/he will undertake capacity building of team members.

    Major Responsibilities
    Program Management, Technical Quality, and Strategy:

    • Ensure that all hygiene promotion activities are in line with project strategy and design
    • Maintain close links and collaboration with other sectors and in particular Health, Nutrition and Protection
    • Ensure that the hygiene promotion activities are implemented in a timely and professional manner (as per SPHERE and LPF standards) and in line with beneficiary needs.
    • If requested, participate in any inter sectorial assessment process, including analysis and planning
    • Directly manage the day-to-day hygiene promotion activities in the field
    • Ensure that health promotion activities meet stated objectives within the timeframe
    • Ensure program activities foster accountability to beneficiaries, gender and protection sensitivity and inclusion are adequately addressed in programming
    • Propose technical designs and methodologies for all hygiene promotion hygiene activities
    • Provide technical support and training for hygiene promoters and community volunteers.
    • Provide regular reports, document results and maintain detailed records.

    Program Development and Monitoring:

    • Responsible for ensuring that monitoring and data collection of all health promotion indicators are in line with the approved monitoring framework, using all the correct monitoring tools and at the frequency prescribed

    • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to the Programme Coordinator, and when liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

    • Ensure water sanitation and hygiene promotional activities are facilitated in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs.

    • Prepare and submit required reports in a timely manner and incorporate manager feedback.

    Coordination & Representation:

    • Work closely and coordinate with the logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetings.
    • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government at field level.

    WASH Assistant

    Summary

    • The job holder will work closely with the WASH team, operations and finance to jointly execute WASH activities according to plan.

    Essential Job Functions
    The WASH program Assistant is expected to conduct the following tasks and to produce afieldreport including the following:

    • Ensure the implementation of Humanitarian WASH project activities as designed and planned in the work plan
    • Engage beneficiaries to form water user committees to ensure appropriate technical and social interventions to secure outcome, impact and sustainability
    • Assist the WASH team in preparing and following up on payment of stipends for community hygiene promoters

    Protection Officer

    Duty Description

    • For the implementation of protection laws according to the humanitarian laws and rule of law in terms of dignity, safety and rights of people for the purpose of overcoming and preventing the exposure of people to psychological harm from situations of violence of crisis, the Protection Officer will Provides the enabling environment for every activity to be carried out in the project by coordinating between Programme Team and beneficiaries, stakeholders and community leaders both in camps and host communities.
    • He organizes meetings, focus group discussions and house to house visits to ensure community participation and feedback responses from beneficiaries.
    • He ensures the safety and well-being of every beneficiary and see that all elements of AAP and "Do no Harm" Policy are maintained, including sustaining gender mainstreaming throughout the Project life cycle.

    Job Description
    Program Planning:

    • The Protection Officer (PO) will oversee sensitization, recruitment and appropriate training of Community Based Resource Persons to enhance promotion of behavioural change of target households in the Project.
    • The PO will also train Community Based Resource Persons (CBRP) on multisectoral inclusion and maintain a proper documentation on the database.
    • The PO will continuously support the Field Support Staff to meet the project deliverables which includes training, building confidence of beneficiaries, identifying, planning and facilitating resolutions of complaints received through the CRM desk.
    • Coordinating on ground activities which includes training and capacity building, outreaches and media efforts.
    • Contribute to information-sharing and data management systems.
    • Compile monthly and quarterly reports, on time and with accurate data.
    • Maintain flexibility to take on added responsibilities as and when needed.

    Stakeholders’ management:

    Compliant and Response Mechanism (CRM) Officer

    Key Responsibilities
    Project Management:

    • Under the guidance of the MEAL and Innovation manager, compile sensitive complaints like harassment, SEA, abuse, and exploitation and process according to the CRM SOP.
    • Provide guidance and technical support on complaints and feedback to the humanitarian response, in all phases of project cycle.
    • Develop an activity implementation plan for complaints and feedback and other MEAL related activities with support from MEAL and Innovation Manager.
    • Lead/organize regular monitoring visits and if required project action plans revisions and modifications.
    • Ensure compliance with Core Humanitarian Standards on Quality and Accountability.
    • Working with MEAL and Innovation Manager, ensure adequate data capturing of project participants.
    • Coordinate and support CRM activities, especially at the community level. These can include: identifying appropriate candidates for outreach volunteers, delivering sensitizations and training, overseeing implementation and conducting monitoring in the field.
    • Oversee the work of the Helpdesk agents and community outreach workers, providing practical advice and guidance.

    Information and Coordination:

    • Support the MEAL and Innovation Manager in the design, development, and review of an organization-wide complaints response policy and associated mechanism to capture community-generated feedback.
    • Take the lead in regular collection and categorization of complaints and feedback.
    • Prepare monthly and quarterly analysis and reporting of incoming complaints and trends and identify solutions.
    • Escalate and follow up on complaints received with concerned project teams.
    • Ensure that Information, Education, and Communication (IEC) materials on complaints and feedback are context specific (including language, content, and socio-cultural appropriateness).
    • Serve as a focal person for CRM and accountability coordination and capacity strengthening for LPF partners, including CRM spot check and capacity building.
    • Represent LPF within relevant coordination structures such as the Community Engagement, Accountability and Learning (CEAL) Working Group.

    Safeguarding:

    • Collaborate with the Safeguarding Focal Point to ensure that LPF policies on Safeguarding and Child Protection are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility.
    • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and LPF’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Requirements

    • Bachelor's Degree in Management, Social Research, and Development Studies or a related field or comparable addition to experience.
