    WACPHD State Coordinator - Abia

    Description

    • The West African Centre for Public Health and Development (WACPHD), in collaboration with the National Agency for the Control of AIDS (NACA) and other stakeholders, is implementing the Integrated Biological and Behavioural Surveillance Survey (IBBSS) 2026 across selected states in Nigeria.
    • The IBBSS is a nationally representative public health survey designed to generate reliable biological and behavioural data among key populations, including Female Sex Workers (FSW), Men who have Sex with Men (MSM), and People Who Inject Drugs (PWID). The findings from this survey will support evidence-based planning, strengthen program response, and guide national and state-level HIV preventions, care and health interventions.
    • As part of this important initiative, WACPHD seeks to engage qualified, experienced, and committed professionals to support field implementation, data collection, laboratory services, and overall project coordination across the designated states for the following positions.

    Executive Summary

    • The WACPHD State Coordinator is responsible for all field activities taking place in the target LGAs including managing human resource, supervision and quality assurance of field work.
    • The WACPHD State representative will report to the state IBBSS Committee.

    Other duties of the WACPHD State representative will include;

    • Maintain liaison between the field team and STT

    • At least 7+ years of experience in Public Health, working directly or indirectly with government, or health partners, or funders.
    • Experience in managing large-scale data collection efforts, especially in Key population focused projects will be desirable.
    • Strong familiarity with the Nigerian health system and Key population health interventions.
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Strong interpersonal and communication skills (writing and speaking), with experience in stakeholder management.

    Required Qualifications & Experience

    • Essential qualification: Master’s Degree / PG Diploma or equivalent in Community Medicine / Public Health / Health Management / Hospital Administration / Business Administration, Social Sciences
    • At least 7+ years of experience in Public Health, working directly or indirectly with government, or health partners, or funders.
    • Experience in managing large-scale data collection efforts, especially in Key population focused projects will be desirable.
    • Strong familiarity with the Nigerian health system and Key population health interventions.
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Strong interpersonal and communication skills (writing and speaking), with experience in stakeholder management.

    Laboratorian

    Description

    • The West African Centre for Public Health and Development (WACPHD), in collaboration with the National Agency for the Control of AIDS (NACA) and other stakeholders, is implementing the Integrated Biological and Behavioural Surveillance Survey (IBBSS) 2026 across selected states in Nigeria.
    • The IBBSS is a nationally representative public health survey designed to generate reliable biological and behavioural data among key populations, including Female Sex Workers (FSW), Men who have Sex with Men (MSM), and People Who Inject Drugs (PWID).
    • The findings from this survey will support evidence-based planning, strengthen program response, and guide national and state-level HIV preventions, care and health interventions.

    Executive Summary

    • The laboratorian will carry out the biological data collection of the survey.
    • She/he will be responsible for blood sample collection, its temporary storage and subsequent transportation to designated laboratories.

    The laboratorian under the supervision of the IBBSS field supervisor will be responsible for the following:

    • Collect blood samples and carry out recommended serological test based on the national algorithm.
    • Ensuring optimal quality assurance on samples
    • Storing blood samples and ensure that samples are transported in good/standard conditions
    • Maintaining, calibrating, cleaning and ensuring sterility of equipment
    • Ordering and maintaining stock and inventories.

    Required Qualifications & Experience

    • A minimum of Bachelor of Science degree in Laboratory Science from an accredited university.
    • Minimum of 3 years working experience in a Medical Laboratory, Clinic or hospital.
    • Relevant Certifications will be an added advantage.
    • Candidate must possess current practicing license.
    • Should have efficient computer literacy (Microsoft office suite)
    • Residence in the selected state is required.

    Field Supervisor

    Overview

    • The Field Supervisor will supervise the collection of data and biological sample by the field team. The supervisor positions are to be applied for by typology (FSW, MSM and PWID).
    • S/he works directly with WACPHD State coordinator of the state to ensure the quality, timeliness of the data and biological sample collection.
    • They head the field teams and send regular report of field activities to their WACPHD State coordinator.

    Description

    • Plan daily field activity along with the field team
    • Arrange for interviews in his/her specific team
    • Collaborate with the social mobilizer and KP representative in ensuring maximum community support during implementation.
    • To conduct daily meetings and brief the team about the day’s work every morning before field entry
    • Debrief the team during meetings, discuss field issues and suggest appropriate solutions where required
    • Maintain close contact with team members in order to closely monitor and support data collection at each stage including sampling specifications (sampling points, selection of respondents), and interviewing specifications. This is necessary to ensure quality and consistency throughout the data collection process
    • Supervision of interviews being conducted on regular basis
    • Ensure interviewer meet up with their daily data collection target.
    • Provide answers and clarification to questions that may arise on the field work and where necessary refer to the appropriate line manager.
    • Monitor work progress, prepare and submit weekly reports to the WACPHD State coordinator

    Required Qualifications & Experience

    • Bachelor's Degree in Public Health, Development Studies, Social Sciences, Health Sciences, or related field
    • At least two (2) years', experience participating in managing research activities involving quantitative data collection.
    • Residence in the selected state is required.
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Familiarity with carrying out key population surveys is desirable and will be an added advantage
    • Ability to speak the local dialect fluently would be a major asset.
    • Experience with MS office package.

    Social Mobilizer

    Responsibilities
    The social mobilizer under the supervision of the WACPHD State coordinator will carry out the following:

    • Connect with the community members and engage them before the arrival of the interviewers
    • Recruitment of community members from selected spots
    • Ensure readiness of all interview sites and mobilize eligible KPs for participation
    • Inform the community members about the study
    • Update community members on the survey
    • Ensure the interview is conducted at the best time and place
    • Ensure a hitch-free interview
    • Mobilize MSM on the virtual sites for physical interview

    Required Qualifications & Experience

    • Must be literate and possess at least a secondary school leaving certificate i.e. SSCE, NECO.
    • Must be a certified Key population community member of the target group.
    • 1-2 years Previous experience working with Key Population.
    • Possess good communication and organizational skill.
    • Residence in the selected state is required.
    • Must be a good team player.
    • Ability to speak the local language
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Familiarity with the key population hotspots in the state and local dialect is desirable.
    • Virtual mapping skills will be an advantage.

    Interviewer

    Description

    • The Interviewer will conduct IBBSS interviews based on protocol/training guidelines, ensuring that daily interview targets are met. The interviewer positions are to be applied for by typology (FSW, MSM and PWID).
    • The interviewer (by KEY POPULATION typology) is supervised by the Field Supervisor and assisted by the Social Mobilizer in recruiting participants.
    • S/he will report daily targets to the field Supervisor using the log book and any discrepancies on the field.

    Responsibilities

    • To conduct survey interviews (by KEY POPULATION typology) based on protocol/training guidelines, ensuring that daily interview targets are met.
    • To be prepared, and have all the necessary supplies: e.g. tablets, guidelines, a pen or pencil, required administrative forms (such as log books which may vary from one setting to another)
    • To obtain informed consent and ensure confidentiality of information given by study participants.
    • To make the participants comfortable and at ease before conducting the interview.
    • To read each question aloud exactly as it is written in the questionnaire (tablet). However, the interviewer should also be capable of rephrasing the questions albeit not changing its context
    • To listen carefully and without judgment to the respondent’s answers and comments
    • To accurately record the respondent’s answers on the tablet (questionnaire) according to instructions in the field manual
    • To probe for additional information during interview when necessary
    • To ask the supervisor for assistance whenever there is a concern not covered in the field manual
    • To develop a strong working relationship with the social mobilizers and provide them any field assistance if required.
    • Assist in managing daily field operations for his/her team (if required).
    • Conduct all delegated work assigned by the team supervisor or WACPHD State coordinator

    Required Qualifications & Experience

    • Bachelor degree, HND or its equivalent
    • About 3+ years' experience participating in qualitative/quantitative data collection
    • Experience in electronic data collection e.g. use of a tablet is required.
    • Ability to demonstrate sensitivity to the unique needs and dynamics of Key Populations (FSW, MSM, and PWID).
    • Familiarity with carrying out key population surveys at state/national levels will be an added advantage.
    • Residence in the selected state is strongly preferred.
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Ability to speak the local dialect is an advantage.

    Counsellor

    Description

    • The counsellor serves as the intermediary between the interviewer and the laboratorian during the data and blood sample collection process.
    • The counsellor positions are to be applied for by typology (FSW, MSM and PWID). S/he will be responsible for validating that participant gave consent during contact with interviewer.

    The counsellor under the supervision of the IBBSS Field Supervisor will carry out the following:

    • Conduct pre and post counseling for all participants who consent to the survey in line with national counselling guidelines.
    • Ensure that ethical standards are adhered to during the field implementation.
    • Directs participants to laboratorian for testing
    • Facilitate referrals to OSS/KP friendly facilities for treatment and care services
    • May also serve as an interviewer if the need arises.

    Required Qualifications & Experience

    • Relevant degree or Diploma in Social Sciences, Sciences or Education.
    • Trained on HIV counseling and testing.
    • 3+ years previous experience working with Key Population in counseling and testing.
    • Good interpersonal skills and communication with consenting participants.
    • Previous experience working on WACPHD/IGPH projects is an added advantage
    • Knowledge of the local dialect is also paramount.
    • Residence in the selected state is required.
