    Operations Officer, Malaria and Neglected Tropical Diseases (MNTD), REACH Malaria

    • The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks an Operations Officer for the REACH Malaria project, a pivotal role within our 70-person team dedicated to enhancing operational efficiency. With over a decade of progressive experience in international development, the ideal candidate will lead administration, procurement, and logistics. Based in Abuja, this position oversees operations across 7 project states, demanding a leader with a strong background in donor compliance (particularly USG), process optimization, and strategic resource management to align all activities with the project’s ambitious goals.

    Responsibilities

    • End-to-End Procurement: Lead project procurement across the lifecycle, from planning and needs assessment to vendor selection, shipping, clearance, and goods receipt, while ensuring compliance with PATH and USG policies, and best practices for audit readiness. Work closely with PATH’s global procurement and OIPH’s procurement teams to ensure procurement activities result in the right quality, quantity, time, place, and price for project goals. Actively monitor and follow-up on vendor invoicing, delivery, and payment activity. Develop and refine Standard Operating Procedures (SOPs) and procurement data tracking tools to improve efficiency and effectiveness of procurement actions.
    • Multi-State Operations & Logistics: Manage operational and logistical functions across multiple office locations, including fleet management, inventory & asset management, IT infrastructure, and facility maintenance.
    • Contracts Compliance: Draft, review, and manage vendor contracts, leases, and purchase orders, ensuring donor, legal and organizational compliance.
    • Donor Compliance & Risk Management: Serve as the focal point for ensuring all project operations adhere strictly to USG and other donor regulations, proactively identifying and mitigating risks, coordinating closely with the REACH Malaria Compliance Officer.
    • Team Leadership & Capacity Building: Supervise and mentor a multi-disciplinary operations team, fostering a culture of high performance, integrity, and professional growth.
    • Immigration & Travel Coordination: Manage all visas and coordinate complex domestic and international travel logistics for domestic and visiting international staff and consultants.

    Qualifications

    • Master’s degree in Business Administration and a Bachelor’s degree in Accounting or a related field.
    • Over 10 years of progressive experience in Finance, Administration, Procurement (local and international), and Logistics within the international development sector.
    • Extensive experience managing operations for multi-million-dollar, donor-funded public health projects (e.g., USG).
    • Proven expertise in managing the end-to-end procurement lifecycle for program activities.
    • Demonstrated ability to lead and build capacity in multi-disciplinary teams across multiple states.
    • Strong command of USG rules, regulations, and compliance standards.

    Skills

    • High proficiency in Microsoft Office Suite and procurement data management tools. Experience with Unit4 Business World is a plus.

    Program Assistant, Malaria and Neglected Tropical Diseases (MNTD), REACH Malaria

    The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks a Program Assistant for the Nigeria project team for the USG-funded Reaching every at-risk community and household with malaria services (PMI REACH Malaria) global project. PMI REACH Malaria aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.

    The Program Assistant will report to the Finance Manager and will provide logistical and administrative support to help introduce and implement malaria support services, and coordinate with relevant ministries of health, PATH technical teams and other implementing partners.

    Responsibilities:

    • Work closely with PATH Malaria Program and Ministry of Health program administrative focal point to assist and provide technical support for planned and unplanned events and meetings.
    • Collaborate with finance and program team to provide support in the implementation of projects as defined in the work plan.
    • Assist the program and finance teams in preparing documentation of financial transactions ensuring compliance with OIPH and PATH policies.
    • Participate in activities during and after meetings, such as setting up conferences and online calls, taking minutes, and assisting with follow-up activities.
    • Assist in planning and coordinating the full range of logistics for workshops, meetings, and fieldwork exercises.
    • Develop detailed budgets for activities; prepare financial reports for workshops, meetings, and fieldwork exercises.
    • Initiate payment processes in BusinessWorld and follow up with the accounting team to ensure that vendor invoices are paid in a timely manner.
    • Ensure that all financial transactions are properly coded and charged to the correct project codes.
    • Coordinate with project teams to ensure smooth coordination of administrative tasks.
    • Work closely with the procurement team to coordinate the purchase of project services and supplies.
    • Coordinate travel arrangements for team members and consultants; Monitor team member travel schedules, including support for changing arrangements during travel and follow-up activities such as reimbursement requests.
    • Support the development and implementation of project management systems to coordinate, track, analyze, and report progress on all project-related activities.
    • Participate in the process of monitoring the implementation of key project tasks and recommendations, with a focus on operational aspects.
    • Participate in program development, proposal writing, and budgeting as required.
    • Provide support to the finance team to ensure the accuracy of the inventory of the project.
    • Serve as back-up and resource person for other program assistants.
    • Perform any other relevant duties as may be assigned by the supervisor from time to time.

    Required skills and experience:

    • Degree in Accounting, Management, Business Administration, or related field with at least 3 years of experience
    • Ability to work in multi-site project team with minimal supervision, including demonstrated history of being a proactive problem solver who can work effectively under deadlines
    • Excellent attention to detail and results focused while able to adapt to changing priorities
    • Strong interpersonal and organizational skills
    • Ability to organize and implement events for large groups and international guests
    • Excellent and demonstrable organization, communication, and writing skills

    State iCCM Data Officer, Malaria and Neglected Tropical Diseases (MNTD), REACH Malaria

    • The iCCM Data Officer position will be responsible for iCCM data management, including the development of a database for capturing and monitoring iCCM services, trainings, and mentoring of service providers. The position will support iCCM data collection, analysis, and reporting through the community HMIS, in line with the national iCCM guidelines and M&E framework. The position will report to the MEL Officer with a dotted line of reporting to the iCCM Technical Advisor.

    Key Responsibilities

    • Work with the State MEL Officer to develop a system for iCCM data management.
    • Maintain the iCCM database in the project supported state, including supporting data entry into the database.
    • Serve as a resource person and provide technical support during iCCM trainings.
    • Coordinate all iCCM related data management activities, including data on service delivery, service providers, supervision, and trainings.
    • Coordinate iCCM monthly data validation meetings in collaboration with LGA M&E officers.
    • Conduct monthly data quality checks and ensure data is of high quality.
    • Ensure that the iCCM program is utilizing national CHMIS data tools.
    • Work in close collaboration with the iCCM Technical Advisor and State Technical Malaria Lead to plan and conduct iCCM data quality audit (DQA) exercises in selected service provider sites.
    • Develop follow-up action plans and ensure that all identified data quality issues are resolved by the LGA M&E officers and provider sites.
    • Make available relevant data for iCCM programming and for use by technical working groups.
    • Participate in supervisory visits to iCCM service provider sites to conduct on-the-job training on use of iCCM data tools and ensure that service providers are using the national data tools.
    • Perform other roles as may be assigned by supervisor.
    • Be an active member of the PMI REACH Malaria team

    Qualifications And Experience

    • B.Sc. in Statistics, Mathematics, Computer Science or closely related discipline with a minimum of 3 years relevant experience
    • Deep understanding of the malaria, iCCM or IMCI system in Nigeria
    • Familiarity with national iCCM and/or malaria indicators, data collection, and reporting tools.
    • Experience with conducting or supporting data validation, data review meetings, and data quality audits, preferably of health information system or community level data.
    • Excellent knowledge of DHIS2.
    • Excellent analysis, presentation, and report writing skills.
    • Professional proficiency in English required. Knowledge of at least one local language of the project state is an added advantage.

    State Finance & Administration Officer, Malaria and Neglected Tropical Diseases (MNTD), REACH Malaria

    • The Organization for Innovation in Public Health (OIPH, PATH’s local affiliate in Nigeria) seeks State Finance & Admin Officers for the Nigeria project team for the USG-funded Reaching every at-risk community and household with malaria services (PMI REACH Malaria) global project.     • The State Finance & Administration Officer will report to the State Coordinator, with dotted line reporting to the Finance and Administrative Manager. They will assist with all financial management and compliance, human resource management, operations, and logistics project activities.

    Responsibilities:

    • Monitor budgets and keep project management updated about spending against project budgets.
    • Assist in ensuring monthly approval of payroll; monitor funds balances, and conduct; bank account reconciliations.
    • Ensure compliance with all OIPH and PATH policies, practices, and regulations; advise project staff on donor requirements.
    • Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
    • Prepare monthly financial projections, forecasts and cash requests.
    • Coordinate input for the annual work plan and budgeting process with the project team.
    • Support procurement of in-country commodities and other project equipment as needed, in collaboration with REACH Director of Finance and Administration.
    • Support project team to identify and ensure that necessary approvals are secured.
    • Process and review payment vouchers for advance requests. Track outstanding advances and follow up to ensure all are cleared on timely basis and in line with PATH’s financial policies.
    • Respond on a timely basis to all suppliers’ inquiries, reconcile all the suppliers’ statements with PATH’s records and update the Director of Finance and Administration on any discrepancies.
    • Respond to staff inquiries on a timely basis on any financial issues.
    • Carry out monthly Bank Reconciliations.
    • Process and review payment vouchers for supplier’s payments, posting transactions in Business World.
    • Support follow up on receipts from service providers for VAT reports to USAID as needed. Ensure that Foreign Tax reports are accurate and submitted on time by CSOs.
    • Support internal and external audits including monitoring completion of corrective action.
    • Support property and asset management including IT, equipment, transportation and insurance.
    • Support procurement processes in Business World and follow up to ensure that they are delivered on time with required specs.
    • Plan for all logistics required for CSOs trainings/Workshops

    Required skills and experience:

    • Bachelor’s degree or higher in accounting or business-related field.
    • Minimum of five years in an administrative and financial management position in an international organization, USAID experience preferred.
    • Experience in developing, monitoring, and reporting on complex budgets.
    • Thorough knowledge of applicable USG rules and regulations.
    • Proficiency in MS Office applications including word and excel, hands on work experience with QuickBooks-Multi currency and payroll processing.
    • Experience in managing project funds, preparation of bank reconciliations, financial statements, and financial reporting and data analysis, auditing, and taxation.
    • Able to work as part of a team and to build strong working relationships.
    • Excellent attention to detail, sound planning and organizational skills, and problem-solving skills.
    • Analytical approach to work and strong time management skills
    • Ability to communicate effectively both orally and in writing.

    State iCCM Technical Advisor, Malaria and Neglected Tropical Diseases (MNTD), REACH Malaria

    Key Responsibilities

    • Coordinate implementation of project activities with the state malaria lead and SMEP.
    • Engage with Patent and Proprietary Medicine Vendors (PPMVs), Community Pharmacists (CPs) and other stakeholders.
    • Ensure that the iCCM program is utilizing standard FMOH iCCM policies, guidelines and training materials.
    • Lead the development of iCCM work plans that are integrated into the state malaria work plans. Work to integrate iCCM with other child survival programs, particularly with nutrition programs.
    • Coordinate all iCCM related trainings, data collection, supervision, and DQA, working in close collaboration with the STML, SMEP and Child Health Unit of the SMOH.
    • Ensure information on iCCM trainings, supervisions and service data are entered into iCCM database in a timely manner.
    • Collaborate with iCCM Data Officer on data management and ensure that iCCM indicators are adequately tracked and reported.
    • Work with relevant partners to link demand creation in the community for iCCM and health services in facilities.
    • Represent REACH in relevant iCCM activities such as iCCM meetings, and stakeholders’ meetings at the state level.
    • Support the state team to conduct supervisory visits to iCCM service providers to assess progress, ensure quality services are provided, and address implementation challenges.
    • Ensure that iCCM supervisors conduct monthly supervision, submit iCCM reports and participate in review meetings.
    • Support other activities such as linking iCCM providers with sources of quality assured commodities.

    Qualifications And Experience

    • Bachelor’s degree in public health or a health-related field.
    • Master’s degree in public health, or health related field
    • Minimum of 3 years’ experience in program implementation in the field of malaria, iCCM or IMCI.
    • Deep knowledge of capacity challenges, needs and opportunities in collaborating with PPMVs and the private sector in general
    • Familiarity with iCCM international best practices and Nigeria iCCM national guidelines, training packages, supervision, data collection processes and tools, and reporting.
    • Experience with community level health interventions, including demand creation.
    • Willingness to travel to hard-to-reach areas in project location.
    • Basic M&E experience and experience with basic database management,
    • Computer literate: Microsoft Word, Excel, and PowerPoint
    • Strong interpersonal, intercultural and communication skills.
    • Excellent analytical and writing skills.
    • Knowledge of at least one local language of the project state is an added advantage.
