    Program Manager

    Reports To: Health Coordinator/Director

    Project Summary
    JDPC Enugu Diocese is currently engaging in the Enugu State Faith-Based Action for Scaling up Testing and Treatment for the Epidemic Response (FASTER) project. FASTER in line with Centre for Disease Control and Prevention (CDC) and President’s Emergency Plan for AIDS Relief (PEPFAR) will catalyze progress towards achieving UNAID’ 95-95-95 targets by addressing structural barriers to pediatric HIV testing and treatment, expanding innovation, and scaling up what works through six priority actions in Enugu State

    Specific Job Responsibilities
    Program Management:

    • Serve as the focal contact for the subgrant.
    • Provide Program management oversight to all project staff.
    • Responsible for technical oversight of the project including planning, reporting, and supervising all operational administrative processes.
    • Provide direction on project implementation and ensure the overall goal, expected results, and reporting requirements are met.
    • Facilitate transparency among and between members to promote team coordination and effectiveness.
    • Promote program linkages between JDPC Enugu, FASTER, FBO network and relevant government agencies.   
    • Ensure timely, and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.

    Technical:

    • Facilitate advocacy strategies that strengthens FBO and government collaboration.
    • Support the formalization of partnership between FBO network that engage in community health services, and relevant government agencies in implementing state.
    • Work with relevant government agencies to support the mapping of FBOs in the state.
    • Support capacity building activities for PMT, FBO network and government agencies.
    • Support OTZ and other adolescent friendly activities in FASTER priority sites in the state.
    • Support capacity building for religious leaders and gatekeepers on pediatric and adolescent HIV services.
    • Support activities that reduces HIV related stigma and discrimination, promote congregational HIV testing, disclosure counseling and other best practices such as “Baby showers” model of HIV case identification across supported communities.
    • Provide regular supportive supervision to PMT to ensure the achievement of expected results.

    Qualifications and Skills

    • University degree (Bachelor’s degree. Masters or higher added advantage) in the Social Sciences (i.e. Sociology, Psychology), Public Health, Child Health, International Development, or in an area relevant to Gender, Health, Child Protection and HIV/AIDs.
    • Strong knowledge of the HIV, OVC, social welfare and health sectors in Nigeria.
    • Minimum 3 years in the developing world in project management positions with progressive management responsibilities.
    • Demonstrated knowledge of USAID/CDC project/awards management including USAID rules and regulation and reporting requirements.
    • Experience collaborating with state governments and local partners to implement development projects.
    • Excellent partnership and interpersonal skills to work in a team environment with dependable ability to dialogue, network, and work effectively with partners.

    Monitoring & Evaluation Officer

    Reports to: Program Manager

    Project Summary

    Specific Job Responsibilities

    • Oversee the overall Monitoring, Evaluation, Accountability and Learning (MEAL) activities of the project in respective thematic areas during the project implementation.
    • Visits communities/sites regularly to collect data and support volunteers where applicable.
    • Oversee the training/mentoring of community volunteers (CVs) and other staff of the Justice, Development and Peace/Caritas (JDPC), on project’s M&E activities.
    • Conduct routine data quality assessments (DQA) for reported data and provide appropriate mentoring for Volunteers where applicable.
    • Maintain soft and hard copies of project data and reports
    • Attend relevant management and technical meetings including M&E TWG and Community of Practice (COP) meetings.
    • Support program implementation activities.
    • Ensure that all reported data conform to DQA standards – accuracy/validity, reliability, integrity, precision, timeliness, completeness, timeliness, and confidentiality

    Qualification/Requirements/Skills

    • Minimum of Bachelor of Science (B.Sc) Degree and / or HND in Social Sciences, Statistics or related field
    • At least 1 year of professional experience implementing/managing M&E for programs related to health, HIV and OVC, agriculture or food and nutrition programming, of which at least one year with an NGOs.
    • Must have completed NYSC
    • Demonstrable computer literacy in MS Office - Excel, Power Point and Word. Knowledge in the use of any of the statistical packages (SPSS, STATA, SurveyCTO, etc) is an added advantage.
    • Possess excellent oral and written communication, report skills

    HIV Care, Support and Referral Coordination Officer

    Project Summary

    Specific Job Responsibilities
    Program Quality and Technical Coordination:

    • Facilitate effective representation of the FBOs and FBO networks in HIV/OVC TWG activities at the state levels
    • Support religious leaders to conduct congregational testing and Baby showers model of HIV case finding across the supported communities
    • Support the scale up of community-based model for the engagement of community structures to improve case-finding for infants delivered outside of facilities.
    • Support the referral coordination and linkages between communities and facilities in the focal state.
    • Facilitate the effective referral coordination platforms across various LGAs being supported by the FASTER project.
    • Work with faith-based health facilities to scale – up the use of age-specific HIV Risk screening tool for determining children and adolescents at risk of HIV and prioritizing them for HIV testing in community and facility settings.

    Qualifications and Skills

    • A bachelor’s degree in health, social science or related discipline
    • Minimum 1 year of experience in HIV/AIDS programming
    • Minimum 2 years in the developing world in project management positions with progressive technical and management responsibilities.
    • Ability to work both in a team and independently.
    • Ability to transfer knowledge through formal and informal training
    • Technical experience with programming to address cross-gender issues and concerns among children and adolescents is highly required.
