    Health Team Lead

    Location:        Rann, Kala/Balge LGA- Nigeria (100% Resident in Rann with regular travel to surrounding areas in Borno State where Terre des hommes (Tdh) has health interventions)

    Duration:         6 months, (extendable based on availability of funds and Delegation strategy)

    General Responsibilities of the position:

    The Health Team Lead is responsible for the direct implementation of health interventions across primary healthcare centers (PHCCs) in Borno State supported by Tdh, with a focus on capacity building, quality supervision, and community-based health initiatives. This role will involve the training and deployment of Community Health Workers (CHWs) for early case detection, referral systems, and supporting local health authorities in partnership with the Ministry of Health (MoH).

    Under the supervision of the Health Manager, he/she will:

    • Be responsible of the emergency health response to the ongoing floods, ensuring both immediate relief and sustainable recovery.
    • Ensure proper management and monitoring of funds.
    • Be accountable to beneficiaries and donors and ensure that partners have learned the general code of conduct and always comply with them.
    • Ensure that health interventions are coordinated, high-quality, and aligned with Tdh’s cross-cutting themes (e.g., protection, WASH) and support department (e.g. medical procurement). Contribute to the data collection and following up indicators (baseline, monitoring, and evaluation).
    • Develop relevant local network to disseminate Tdh’s activities.

    Specific Responsibilities of the position

    More specifically he/she has the following responsibilities:

    Health Program Implementation and Supervision:

    • Primary Health Care Center (PHCC) support: Oversee and ensure the smooth functioning of supported PHCCs, focusing on maternal and child health, disease prevention, and emergency health responses.
    • Quality supervision: Lead onsite supervision, alongside local MoH responsible, and mentorship for health staff and CHWs, ensuring adherence to WHO and national MoH health standards and protocols.
    • Data collection and reporting: Monitor key health indicators, especially those related to maternal and child health, disease outbreaks (e.g., cholera, malaria), and malnutrition. Ensure the correct collection and analysis of health data for reporting and to inform decisionmaking at project level.
    • Capacity building: Plan and facilitate training sessions for health staff and CHWs in areas such as disease detection, case management, referral processes, and health education, based on national MoH curriculum and material.

    Community Health Worker (CHW) Program:

    • CHW training: Coordinate, with the local MoH responsible, training and capacity building of CHWs to conduct community health education, active case finding, and early detection of diseases in vulnerable populations, including malnourished children and pregnant women.
    • CHW deployment: Organize, with the local MoH responsible, the deployment of CHWs in camps, affected and hardtoreach areas to track and refer cases to PHCCs, ensuring that the referral system is efficient and timely, especially for children under 5.
    • Monitoring and supervision: Provide regular field supervision of CHWs to ensure consistent quality of service and community engagement.

    Partner relationship and coordination with local Ministry of Health (MoH):

    • MoH Coordination: Serve as the focal point for local health authorities, especially with the MoH in Borno, to ensure alignment of Tdh\'s health interventions with government strategies.
    • Health System Strengthening (HSS): Collaborate with MoH to support local health system strengthening, including health worker capacity building and improving service delivery at supported health facilities and at community level.
    • Data sharing: Ensure regular communication with the MoH for data reporting, case tracking, and sharing best practices in health and nutrition service provision and timely report to his/her line manager.

    Monitoring, evaluation, and reporting:

    • Program monitoring: Establish systems for regular monitoring of health project activities, particularly in the areas of patient care, CHW performance, and referral outcomes, according to the project’s outputs and outcomes indicators.
    • Data collection: Ensure timely collection, analysis, and reporting of health data, such as morbidity and mortality statistics, disease surveillance, and patient referral rates.
    • Donor reporting: Assist the Health Coordinator in preparing reports for donors and partners, detailing program outcomes, challenges, and achievements.

    Supplies management:

    • Supply chain oversight: In close liaison with the Tdh Logistic department, ensure an adequate and MoH approved supply of essential drugs, medical equipment and consumables, and diagnostics for supported health facilities. Monitor storage conditions, stock levels, and ensure timely replenishment of health supplies (after validation by the Health Coordinator).
    • Inventory control: In collaboration with MoH Health Officers at the PHCC, maintain inventories and track the movement of health supplies to ensure their efficient and freeofcharge use, and avoid stockouts. 

    Human Resource (HR) management:

    • Staff supervision: Collaborate with the MoH responsible to supervise health staff at the PHCCs and in the camp, including Nutrition Officers, nurses, and CHWs. Provide mentorship and feedback to ensure highquality health service delivery.
    • Performance management: Identify capacity gaps and ensure continuous professional development through coaching and training advice.

    Partnership building: 

    • Coordination with stakeholders: Actively engage with local health authorities, humanitarian actors, and communitybased organizations to ensure coordinated and comprehensive health responses.

    Skills

    • This function requires possession of fundamental personal, social and leadership skills (CPSLs), technical and methodological skills (CTMs) and Managerial and strategic skills (CMSs).

    In particular: 

    • Proven ability to work in highpressure and potentially volatile emergency environments, particularly in humanitarian contexts with significant operational constraints.
    • Proper integration and application of guidelines and strategy in the development and carrying out of health activities.
    • Strong skills in planning, executing, and monitoring health interventions in complex settings.

    Required conditions    

    Training/Qualifications      

    • Medical, Paramedical, public health, perinatal health, nutrition, or a related field.
    • Experience     At least 2 years of professional experience in health program management, preferably in emergency and humanitarian settings. Proven experience in managing health teams, implementing capacitybuilding programs (CHW and community training is a plus), and working with local government and partners, particularly the Ministry of Health.

    Technical skills    

    • Strong expertise in primary healthcare systems, nutrition programs, and community health initiatives.

    Health Project Manager

    Location:         Rann, Kala/Balge LGA, Borno State, Nigeria

    Duration:         6 months duration (with the possibility of extension depending on funding and Delegation’s strategy)

    . In over 30 countries, Tdh protects children against exploitation, and violence, improves children’s and their mother’s health, and provides emergency psychological and material support in humanitarian crises.

    General responsibilities

    As the Health Project Manager in Nigeria, he/she will lead the strategic planning, coordination, and implementation of health interventions across the Delegation, particularly in flood-affected and conflict-prone areas such as Borno State. He/she will ensure that health services are delivered effectively in emergency contexts while contributing to longer-term health resilience strategies.

    Under the supervision of the Head of Programs, he/she will:

    • Oversee the roll-out of health program strategies and ensure Tdh’s health program achieves national impact.
    • Lead the emergency health response to the ongoing floods, particularly in conflict-affected regions, ensuring both immediate relief and sustainable recovery.
    • Secure the required financial and human resources for the health program with the support of the Delegation and the Region and ensure proper management and monitoring of funds and human resources. 
    • Responsible for and accountable to beneficiaries, collaborators and donors, and ensure that teams and partners have learned the security policies and the general code of conduct and comply with them at all times.
    • Ensure that health interventions are coordinated, high-quality, and aligned with Tdh’s cross-cutting themes (e.g., protection, WASH) and support department (e.g. medical procurement). Contribute to steering the health program by implementing and following up indicators.
    • Foster innovation in health interventions in the country, ensuring that solutions are contextually appropriate for the emergency and conflict settings.
    • Develop relevant network to disseminate Tdh’s activities and developing the health program‘s strategic partnerships in the Delegation.

    Specific Responsibilities

    More specifically he/she has the following responsibilities:

    Emergency health strategy and steering:

    • Emergency response: Take immediate leadership in responding to the health challenges caused by the recent floods in conflict-affected areas, coordinating rapid health assessments and deploying resources in line with Tdh’s humanitarian priorities.
    • Strategy development: Contribute to the development and implementation of the health strategy as part of Tdh Nigeria\'s country strategy, ensuring alignment with both short-term emergency needs and long-term development goals.
    • Health project management: Supervise health project managers and ensure effective health interventions implementation, particularly of cross-cutting/thematic health projects, in hard-to-reach and conflict-affected areas (e.g., Borno). Ensure that projects meet both donor requirements and the needs of affected populations.
    • Data collection and reporting: Monitor key health indicators, especially those related to maternal and child health, disease outbreaks (e.g., cholera, malaria), and malnutrition. Lead the collection and analysis of health data for reporting and to inform decision-making at national level, and adjust programs as needed.

    Principles, standards, methodologies 

    • Standards and guidelines: Ensure that Tdh’s health programs adhere to international standards, including WHO standards for emergency health responses and support the dissemination of Tdh’s principles, approaches, methodologies and standards within the health project at the Delegation level.
    • Technical support: Provide technical support to field teams, particularly in emergency settings, to ensure health interventions meet the necessary quality and effectiveness benchmarks.
    • Knowledge sharing: Facilitate the sharing of knowledge and lessons learned within the health program to strengthen future responses and build team capacity.

    Financial Management and Resource Mobilization

    • Funding acquisition: Identify donors and funding opportunities relevant to the health program, especially for emergency response, and engage in strategic dialogue with potential favorable representations of institutional or major donors.
    • Budget management: Develop and manage the health program budget, ensuring effective use of funds and regular monitoring of expenditure, especially in rapidly changing emergency contexts.

    Insurance and quality control 

    • Quality assurance: Implement systems for monitoring and quality assurance of all health interventions. Technically support the project teams, ensuring that services are accessible, effective, and tailored to the local context.
    • Risk management: Ensure risk assessments (e.g. due diligence) are conducted regularly, especially given the challenging environment in conflict zones, and implement risk mitigation strategies aligned with the Delegation’s Operations.

    Management and knowledge sharing

    • Team management: Lead and support health project managers and teams across the country, ensuring they are well-trained and motivated to deliver high-quality health services under challenging conditions. Actively participate in recruiting thematic advisers and/or heads of project in his/her field at the national level.
    • Training and capacity building: Foster skill development within the health program and global exchange of practices, especially in emergency response, M&E, and innovative health solutions in conflict zones (e.g., research, capitalization, assessment, etc.).
    • Reporting: Oversee the preparation of program reports, both for internal use and donor submission, ensuring transparency and accountability.

    Advocacy and networking:

    • External representation: Represent Tdh in key health and humanitarian forums at the national level, including health cluster meetings, to ensure the organization’s presence and influence in policy discussions, particularly concerning emergency health response.
    • Advocacy campaigns: Contribute to developing and executing advocacy strategies that highlight the health needs of vulnerable populations in flood-affected and conflict-affected areas, with a focus on child and maternal health.

    Partnership building:

    • Coordination with stakeholders: Actively engage with local health authorities, humanitarian actors, and community-based organizations to ensure coordinated and comprehensive health responses, leveraging the strengths of local partners.
    • Capacity building of partners: Work closely with local health actors to strengthen their capacity in health service delivery, with a particular focus on emergency preparedness and response.

    Skills

    Complaint Feedback Response Mechanism Assistant (CFRM Assistant)

    Location:         Rann, Kala/balge, Borno State, Nigeria

    Duration:         6 months

    General job description: 

    Under the guidance and the supervision of the Complaint Feedback Response Mechanism (CFRM) Officer, the Complaint Feedback Response Mechanism Assistant (CFRMA) will oversees and ensure consistent systematic receipt, processing and response to community feedback and complaints that flow through various feedback mechanisms such as hotlines, help desk, suggestion boxes, outreach, and other activities within the scope of the Tdh Nigeria programs. The CFRMA contributes to also improving the quality of Tdh programming through the accurate registration and timely follow up of any feedback and complaints about Tdh’s activities/staff and contributes to the development of appropriate messaging and communication strategies. Thus, the CFRMA is the first point of contact for beneficiaries who need to give feedback or raise complaints. As such, he/she will need to be neutral and establish the mechanisms attitude, that based on the highest integrity which beneficiaries will trust.

    The main tasks of this function are:

    Support the MEAL department in managing the Feedback, complaints & response channels and ensure they are functional continuously and reach out to all groups within the affected population. 
    With the support from the MEAL department/safeguarding unit, ensure that these channels/outlets, are age, gender, disability, and ethnicity appropriate. 
    With the Support of the MEAL department, the accountability assistant with function as part of the establish internal systems, processes, and links with existing child safeguarding policy process, to receive and act on all complaints and feedback including sensitive complaints, especially on child protection issues, staff misconduct, corruption, and fraud.

    Main responsibilities 

    • Support the MEAL Department, to assess communities’ preferred communication means to formulate feedback / complaints with Tdh and he or she needs be proactive about these. 
    • Support the MEAL Department, in ensuring the complaint feedback and response mechanism (CFRM) offers as many communications means as possible, while taking into account the specificities of the local context and culture, as well as the type and resources of the project, beneficiaries’ specificities (specifically with children), vulnerabilities and preferences, etc.; thus, it’s expect for he or she to  always systematically evaluate Tdh project area for means/outlets of complaints/feedback available.
    • Conduct field visits throughout the project cycle, to spread awareness about the CFRM to beneficiaries and nonbeneficiaries, as well as local authorities and stakeholders in Tdh’s areas of implementation.
    • With support of the MEAL department, coordinate to develop clear CFRM IEC materials in a language and visual format that can be widely understood (including people with low levels of literacy) and children freely format.
    • Answer/Listen, process, and respond to feedbacks / complaints and guide beneficiaries that seek help through hotlines and other CFRMs outlets.
    • Ensure that uptodate programming & other relevant information is available and shared with people in need through hotlines, helpdesk, outreach, and other information sharing platforms. 
    • Ensure that all complaints are channeled internally to the appropriate department, for review and keep followup for response within 2 weeks, with beneficiary satisfaction feedback recorded. 
    • Follow up in a constructive and proactive manner on pending complaints with relevant persons responsible for complaint followup and verify that all complaints are adequately and comprehensively addressed. 
    • Ensure a proper filling system for all the complaints and feedback received through the different CFRM. 
    • Ensure that sensitive feedback and complaints are channeled through the right process immediately. (Feedback & Complaints especially on child protection issues, staff misconduct, corruption, and fraud)
    • Ensure that all CFRM systems are functional and can retain confidentiality of the people who provide feedback or complaints by regular physical verifications and by other means appropriate and approved. 
    • Ensure that the supplies / resources are available for the different CFRM outlets to function without interruption. (Printed forms, secured suggestion boxes, mobile credit, mobile units, etc.)
    • With the Support of the MEAL department, ensure that staff, manning all the different CFRM outlets or program staffs involve are well trained on the operations of the systems, humanitarian standards & principles. 
    • Be constructive and proactive to ensure that daily, weekly, and monthly CFRM reports are prepared and share with the supervisor within the month. 
    • Also be proactive to provide regular and timely updates on progress and challenges to line manager.
    • With the support of the MEAL department, at relevant frequency, assess communities’ feedback and satisfaction on the CFRM, and support to incorporate findings into revised approaches.
    • Support the compliance department in carrying out spot checks in Field Locations

    Security and child safety

    • Understands and applies security policies, the Safeguarding Policy and fraud prevention policies. 
    • Support the compliance department in the facilitation of trainings at project field location.

    WATSAN Assistant

    Location: Rann, Kala/Balge

    Organizational Background

    General objective

    Under the supervision of the Tdh WASH Technical Officer, the Chlorination volunteer contributes to the daytoday activities of water point chlorination activities and overall health in relation to water and sanitation and hygiene through the implementation of water point chlorination activities in Rann.

    General description of the position:

    The WATSAN Assistant will be responsible for the effective technical implementation of sanitation and water supply activities, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of  boreholes, and maintenance and repairs of hand pumps, by means of direct supervision, management and implementation, according to project standards, protocols, and timelines. This includes daily supervision and monitoring of sanitation and water supply activities in Rann. 

    The position is to be based in Rann (100%).

    Responsibilities and tasks:

    Project Management:

    • Implements and monitors sanitation and water supply activities, under the supervision of the WASH Technical Officer, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of  boreholes, and maintenance and repairs of hand pumps, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets, impact to beneficiaries and technical quality standards.
    • Ensures that activities are appropriately monitored and evaluated, under the supervision and in cooperation with the Sanitation Supervisor.
    • Supervises, monitors and implements regular assessments of the sanitation and water supply activities with the Kobo toolbox tools and activities outcomes according to the M&E plan.

    Project Strategy and planning:

    Under the supervision of the Sanitation Supervisor, participates in the implementation of all technical aspects of the sanitation and water supply activities, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of  boreholes, and maintenance and repairs of hand pumps, for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision.

    Participates in WASH capitalization, lessons learned and handover report.

    Technical supervision:

    • Good knowledge on civil engineering, technical design and BoQs for sanitation and water supply facilities, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of boreholes, and maintenance and repairs of hand pumps.
    • Contributes to Technical Drawings, Technical Specifications, and Bills of Quantities (BOQs) for sanitation and water supply facilities, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of  boreholes, and maintenance and repairs of hand pumps, in coordination with WASH PM.
    • Ensure that Tdh and local contract agreement clauses are respected.
    • Monitor and inspect progress of construction works, by making regular follow up visits to construction sites and make sure that construction works are performed within the agreed deadlines and technical standards.
    • Monitor and inspect constructed sanitation and water facilities and propose maintenance and repair strategies, at the same time that monitoring the progress of the maintenance and repair strategies.
    • Check delivery of materials, overall supervision of the construction sites and make sure that works are done according to technical specifications and are corresponding in terms of quality.
    • Maintain proper records of all tests carried out to ensure quality compliance to construction sites.
    • Certify all payments after verification of work performed at sites in coordination with the Sanitation Supervisor.
    • Attend site meetings at regular intervals, and distribute minutes of meetings.

    Capacity building :

    • Supervises and implements any capacity building support to the WASH team, relevant local authorities, and community workers and community groups, as required by the project, particularly with the Local Authority.
    • Provide technical support to WASH team members as needed.

    Reporting:

    • Ensures that weekly and monthly data analysis reports are submitted.
    • Upon completion of the assignment, submits handover report.
    • Provides compiled meeting minutes reports to the Sanitation Supervisor.
    • Contributes to donor reporting requirements.

    Database:

    • Contributes the implementation of the database tools for the M&E of the sanitation and water supply activities.
    • Ensures correct data protection procedures, and regular and effective data collection and reporting.

    Security:

    • Comply with Tdh Security Regulations.
    • Reports any security/safety incident and/or risk to his supervisor.
    • Informs WASH staff on security rules defined.

    Others:

    • Undertake all other duties that may be determined by the PM Wash or the Country representative and that are compatible with the job.
    • Maintain and ensure a culture of strict confidentiality inter Tdh staff and between Tdh staff and non Tdh employees.

    Requirements:

    • Diploma, Degree relevant to civil engineering, buiding or Architecture.
    • Minimum 1 years expertise with an international NGO on technical design and BoQs for sanitation and water supply facilities, with a focus on installation of handwashing points, desludging of latrines, maintenance and repairs of Taurpalinbased and Zincbased VIP latrines, and construction of Zincbased VIP latrines and semipermanent showers, rehabilitation, solarisation and reticulation of boreholes, and maintenance and repairs of hand pumps.
    • Advanced AutoCad skills (desired).
    • Advanced computer skills.
    • English, Hausa, Kanuri, Shwua Arabic.

    WASH Technical Officer

    General objective

    Under the supervision of the Tdh WASH Technical Officer, the Chlorination volunteer contributes to the daytoday activities of water point chlorination activities and overall health in relation to water and sanitation and hygiene through the implementation of water point chlorination activities in Rann, Kala/balge.

    General description of the position: 

    The WASH Technical Officer will be responsible for the effective implementation of the WASH projectrelated activities by conducting and coordinating activities according to project standards, protocols, and timelines. The WASH Technical Officer will be responsible for the effective technical implementation daily in the area of all project activities aiming to secure technical quality by means of direct supervision and management of chlorination activities, construction, and rehabilitation of WASH infrastructures, chlorination activities and Hygiene Promotion according to project standards, protocols, and timelines. This includes regular supervision and monitoring of technical WASH project activities in the field of project implementation.

    Responsibilities and tasks:

    Project Management:

    • Develop, implement and monitor the WASH project activities, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
    • Management of all construction work on site in accordance with the budget, proposal and BoQs.
    • Ensure that activities are appropriately monitored and evaluated and propose, and amendments to the WASH strategy, under the supervision and guidance of the Base Coordinator and Project Manager.
    • Conduct initial and regular assessments of the WASH projects with the Kobo toolbox tools and activities outcomes according to the M&E plan.
    • Attend local coordination meetings organized by partners in field locations, HPTWG, innovation project meetings, etc.
    • Plan, Organize and conduct training to field volunteers.
    • Responsible for preparing documents for the WASH department\'s purchase request.

    Project Strategy and Planning:

    • Under the supervision and in cooperation with the WASH Technical Supervisor, contributes to the design and implements all technical and management aspects of the WASH activities for improved support to beneficiaries and contributes actively to its monitoring, evaluation, and revision.
    • Participates in WASH capitalization, lessons learned and handover reports.
    • Plan, organize, and supervise the activities of WASH in the field location.

    Database:

    • Oversees the implementation of the database tools.
    • Ensures correct data protection procedures and filing.
    • Provides data to the database tools for the M&E of the water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water.

    Technical Competences:

    • Experience in water quality testing protocol
    • Ability to determine sanitation strategy in school and urban contexts.
    • Knowledge in civil engineering and ability to do BoQs for WASH facilities such as latrines and showers and Boreholes.
    • Prepare Drawings using AutoCAD, Specifications, and Bills of Quantities (BOQs) in coordination with the Tdh team.
    • Coordinate and manage Tender procedures, evaluations, and analysis of received bids for rehabilitation works.
    • Prepare and write Contracts for rehabilitation works and ensure that Tdh and local contract agreement clauses are respected.
    • Monitor and inspect the progress of construction works, by making regular followup visits to construction sites and make sure that construction works are performed within the agreed deadlines.
    • Facilitate training to the WASH committee, stakeholders, and volunteers.

    • Compliance with Tdh code of conduct and child safeguarding policy
    • Compliance with Tdh Security Regulations.
    • Reports any security/safety incident and/or risk to his supervisor.
    •  Informs WASH staff on security rules defined.

     Others:

    • Undertakes all other duties that may be determined by the WASH PM, Base Coordinator, or the Country representative, which are compatible with the job.

    Mandatory Requirements

    • Language Skills: Fluent in local languages and in English, (speaking/reading/writing).
    • Education Degree: B.Sc. or Higher diploma in Geology, Civil and Water Resources Engineering.
    • Work experience: Previous relevant experience in a WASH function and preferably in an NGO

    Knowledge & skills:

    • Good analytical and writing skills.
    • Computer skills: good knowledge of Microsoft Office Pack (Excel and Word and computer sciences). 
    • Other: Knowledge of humanitarian actors/Good management and pedagogical skills
    • Minimum 3 years experience working with WASH TECHNICAL projects in a humanitarian/recovery context. 
    • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols.
    • Familiarity with international minimum standards of Hygiene, Sanitation and shelter service delivery (i.e., SPHERE) is an advantage.
    • Must have previous experience in training and Training of Trainers.
    • Excellent communication skills – written and spoken – in English required. 
    • Fluency in one or more of the national/regional languages (Kanuri, hausa,  preferred, plus others )
    • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
    • Computer literacy in word processing and spreadsheets is required, 
    • Familiarity with AutoCAD, GPS, and Google Earth is strongly desirable.
