    Procurement Officer (Buying)

    ROLE PURPOSE: 

    The Procurement Officer (Buying) is responsible for purchasing of goods and services in Nigeria based on needs of Save the Children’s programmes, managing orders and relations for a complex portfolio of programmes. The Procurement Officer will also support the Procurement Coordinator in:

    Ensuring that the right supplies and services are procured and that there is timely procurement and delivery of goods and services to programmes to deliver outstanding results for children.

    Ensuring best value for money is achieved through competitive and transparent procurement processes.

    Duties And Responsibilities:

    Procuring Goods and Services (Buying):

    • Manage suppliers professionally and proactively, providing feedback to improve performance and leading periodic review meetings.
    • Provide procurement advice and support to field offices.
    • Deliver management information reports summarising key trends in performance of the procurement section against KPIs.
    • Manage procurement for the Nigeria programme in line with SCI procurement policies, processes and quality standards through supervision of Purchase Requests and Purchase Order processes.
    • Deliver on the Country office supply plan, combining use of ad-hoc procurement, approved suppliers and contracted suppliers to meet the needs of the programmes.
    • Ensure all orders are processed in timely manner, inputted on Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
    • Ensure supplier files are routinely updated on performance and that regular reviews of performance are undertaken by the Procurement Committee for evaluation of suppliers for future use.
    • Develop strong relations with field office programmes to support them in improving their ordering practices and review all Procurement Plans together with the Procurement Manager.
    • Delegate to the Procurement Assistant Routine Procurement duties and support and supervise to ensure processes are followed in a timely manner and according to SCI policies.

    Team Management and Capacity Building:

    • Conduct Performance Review with line report and ensure clear work and personal development objectives are established with timelines and regular feedback and support is provided.
    • Develop strong relationships with field office programmes to support them in improving their procurement practices
    • Performance Management:
    • Support the line manager in the production of management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of procurement processes.

    Systems, Tools and Processes:

    • Promote and ensure compliance to our Procurement Policy, Procedures and quality standards
    • Responsible for ensuring Supplier Enablement activities are carried out so that as many suppliers as possible transact with SCI through the Ariba Network.
    • Support the Procurement Coordinator Buying with Vendor Management activities.
    • Provide ProSave support and Procurement advice for requestors.
    • Support head office initiatives around global supply chain systems, as required with specific focus on Procurement as guided by our Regional and Centre Offices.

    Safeguarding:

    • Flag safeguarding concerns noticed during programme implementation as well as share good practices identified.

    Qualifications

    • B.A / BSc in Management, Procurement, Logistics, Supply Chain Management or related field.
    • Chartered Institute of Procurement & Supply (CIPS UK) or equivalent Experience.

    Experience and Skills:

    • Minimum of 4 years of relevant experience working in procurement, preferably in an NGO/and/or development program, with in depth experience in managing procurement processes
    • Strong knowledge and experience of implementing procurement processes, driving contract compliance and embedding buying best practice
    • Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities
    • Knowledge of NGO/Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
    • Strong interpersonal and communication skills including influencing, negotiation and coaching.
    • Excellent organisational skills, with the ability to juggle multiple tasks with competing priorities and simultaneously stick to deadlines, whilst maintaining relationships with suppliers and customers
    • Excellent reporting skills, particularly the ability to quickly develop clear and concise delivery tracking, scheduling or pricing, donor, monthly KPI reports
    • Willingness to undertake field travel as required and work in difficult environments according to travel environments.
    • Excellent oral and written communication skills; fluency in spoken and written English;
    • Knowledge of Procurement systems (Ariba, ProSave etc)
    • Commitment to and understanding of Save the Children’s aims, values and principles

    Assets and Warehouse Assistant

    ROLE PURPOSE AND DESCRIPTION:

    The post holder will be responsible for managing the assets and transit warehouse at the Save the Children.

    Reception:

    • Acknowledge reception of goods in good order and condition
    • Collaborate with quality reviewers to inspect the quality and check for damage
    • Count and record the quantity
    • Cross-check quantities in accordance with delivery note
    • Supervise loading and offloading of goods
    • Ensure that suppliers adhere to the safeguarding procedures during delivery
    • Physical organization of the stores:
    • Proper installation of commodities in shelves or pallets
    • Organization of the items in category
    • Keep clean the store and secure stock

    Stores Management:

    • Daily management of the store for cleaning or stocking
    • Daily monitoring of stock levels
    • Daily monitoring for expiry dates and quality problems
    • Daily update of movements of goods in/out of the store
    • Enter all data into stock and bin cards
    • Preparation of monthly consumption report
    • Conduct of cyclic counts and inventories in accordance to project schedule
    • Planning of the needs and requisition of re-supplies.

    Security:

    • Check security measures, e.g. locks, windows, building
    • Report to the line manager / security responsible in case of problems.

    Record keeping and filing:

    • Enter all movements in their respective records
    • File all the documents
    • Compile report as appropriate

    Dispatch:

    • Preparation for expedition of outbound supplies:
    • Packing of items according to approved quantities and in proper condition to the means of transportation
    • Prepare waybill and packing list to be sent with each consignment
    • Enter all data of items leaving the store on stock cards and on weekly reports

    Support SCI staff on stock management:

    • Work with logistics to ensure programme procurements are timely and of high quality
    • Carry out other tasks as required by line manager
    • Prepare periodic narrative and stock reports as agreed with management
    • Support programme staffs to forecast and request for supplies as efficiently as possible.

    Safeguarding

    • Ensure that  all warehouse activities comply with Save the Children’s safeguarding policies 
    • Participate in annual supplier training for suppliers on safeguarding

    General:

    • Comply with Save the Children policies and practice with respect to supply chain, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Carry out other assigned tasks as requested by Line Manager.

    QUALIFICATIONS, EXPERIENCE AND SKILLS

    •  University Degree or equivalent in Social Work, Social Science, Development Studies or equivalent combination of relevant training and experience
    • Minimum of 1 year of work experience in Supply Chain Management
    • Experience in stock and assets management desirable 
    • Computer literate.

    MEAL Officer - SDC, Yobe

    The MEAL Officer will be responsible for establishing and managing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Project. Core duties for the position include designing and implementing a MEAL system in accordance with Save the Children International (SCI) standards. 
    The position holder leads or supports evaluations/assessments, monitors program progress and quality, documents lessons learnt, establishing and managing Accountability systems as well as contributes to documentation and reporting. Ensuring gender-sensitive, inclusive and participatory MEAL processes, including children's involvement, is crucial

    KEY AREAS OF ACCOUNTABILITY: 

    Monitoring and Evaluation

    • Support and participate in the design of program monitoring and evaluation tools (registers, reporting templates, databases, etc.), systems, and processes, and ensure they align with SCI and donor requirements.
    • Lead the development of the project MEAL plan and Performance Indicator Reference sheet
    • Lead accurate and timely data collection efforts for the project.
    • Analyze project data to generate actionable insights and recommendations.
    • Conduct periodic monitoring and accountability activities, including quality benchmarks and data quality assessments.
    • Document and report data collection and analysis findings, ensuring comprehensive and informative reports.
    • Maintain project database and update the SCI’s Project Reporting Information Management & Evidence (PRIME) system monthly to reflect project progress and achievements.
    • Oversee program implementation to ensure adherence to standards and protocols.
    • Prepare monthly IPTT (Indicator Performance Tracking Table) monitoring reports based on analyzed data.
    • Support data management for assessments, situational analysis, surveys, evaluations, and research as needed.

    Accountability

    • Ensure the project is implementing the 3 pillars of Accountability - Information sharing, participation and feedback & reporting and providing relevant documentation.
    • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.
    • Conduct periodic community feedback and stakeholder meetings to gather input, feedback, and insights on the program, enhancing community engagement, and promoting transparency and accountability.

    Knowledge Management & Learning

    • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
    • Support in the dissemination of research findings, learnings, best practices, new methods, and innovation through internal and external webinars, brown bags, workshops etc. with all staff and relevant community of practices
    • Support in the archiving of Project Documents in the Resource Centre
    • Support in the development of case studies and success stories for the project.

    Safeguarding

    • Ensure risk assessments are done before any data collection that involves children.
    • Support in ensuring Accountability information sharing activities includes safeguarding
    • Support in ensuring all project MEAL volunteers are trained on safeguarding 

    General

    • Comply with SCI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Undertake any other tasks within the MEAL function as the line manager requires, adapting to project needs and challenges.

    •  At least 3 years of experience in MEAL for humanitarian/development projects

    Food Security and Livelihoods Officer - SDC, Yobe

    We are working with the government to improve children’s education, health, nutrition, protection and economic opportunities, and in times of acute crisis, mobilizing rapid life-saving assistance to help the children to recover from the effects of war, conflict and natural disasters.

    Save the Children, in partnership with SDC and BHA aims to improve the socio-economic resilience, peace, and justice for displaced persons, returnees, and vulnerable host communities in Yobe State, Nigeria. It addresses their critical needs in livelihood, Water, Sanitation, and Hygiene (WASH), disaster risk reduction and access to justice and peace building. Through an integrated approach, the project focuses on enhancing agricultural productivity, providing sustainable livelihood opportunities, ensuring access to safe water and sanitation, strengthening community disaster risk reduction, access to justice and peacebuilding mechanisms within the communities.

    To ensure that proven strategies are applied to the real challenges faced the conflict affected and displaced persons, Save the Children will want the post holder to support durable solutions and early recovery food security and livelihoods activities. Under the guidance of the Project Manager, the FSL officer will ensure that the project is implemented in a coordinated manner and in line with donor requirements and commitments. The livelihood officers will be responsible for implementing livelihood project in the selected State and ensure timely submission of regular of reports.

    KEY AREAS OF ACCOUNTABILITY:

    Programme Support (typically will be at field level):

    • Oversee the implementation of Food Security and Livelihoods activities (Agriculture, livestock, TVET, IGA and VSLA) and administration of the teams across program field locations.
    • Develop activity work plans and manage day-to-day activity implementation.
    • Ensure that program implementation is responsive to community needs, meets targets, and is carried out in line with best practices.
    • Ensure that beneficiaries are effectively targeted according to vulnerability criteria;
    • Establish and maintain effective program reporting, and monitoring and evaluation systems (to track, analyse and report on results) for both internal and external use;
    • Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate.
    • Ensure program filing system is in place, adheres to internal and donor regulation and filing is regularly maintained.
    • Coordinate with MEAL team to map, identify and register program participants.
    • Lead in the selection and registration of beneficiaries with support from MEAL team.
    • Coordinate the sensitization and ensuring beneficiaries received necessary safeguarding support during project activities.
    • Facilitate training of beneficiaries on financial literacy, bookkeeping and smart saving practices.
    • Lead the market assessment to ascertain the most profitable skills in the intervention locations.
    • Coordinate post distribution monitoring with MEAL team.
    • Ensure effective community engagement to create enabling environment and ownership.
    • Submit monthly program update including success stories to the supervisor.
    • Identify emerging issues related to the livelihood programme and make recommendation for further solution.
    • Working closely with the Project Manager and/or other senior programme staff, support timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. 
    • With support from the Project Manager and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
    • With support from the Accountability Lead ensure accountability is enforced in all project activities as well as ensuring that feedback from children and their families is considered in project design/implementation
    • With support from the community mobilization lead, ensure effective and efficient information sharing to relevant stakeholders and continuous programme sensitization.
    • Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality.
    • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

    Capacity Building:

    • Supervise, hire and orient team members, as necessary.
    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
    • Provide team members with information, tools and other resources to improve performance and reach objectives.
    • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
    • Identify any gaps or capacity needs within the team and ensure training and capacity building are incorporated into program planning.

    Representation & Advocacy & Organisational Learning:

    • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups within the IDP camps and host communities or target project sites.
    • Contribute to communications and media work as required through correction of data and information and sharing with the project heads.

    Safeguarding

    • Ensure that project delivery complies to the highest safeguarding standards in line with Save the Children’s policy 
    • Work with the project safeguarding officer to ensure that all livelihood activities have a safeguarding risk assessment and mitigation measure in place 
    • Ensure safe programming in the planning, implementation, monitoring, training of teachers and construction/rehabilitation of classroom environment across the project period.
    • Adhere to the Do no Harm principles across the entire steps within the Programme Management Cycle.

    General:

    • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    QUALIFICATIONS  

    • Relevant experience of working in Agriculture, Livestock, livelihoods, including report writing.
    • Educational qualification: B.SC in Agriculture, Agricultural Economics, Economics or its equivalent in any related field of study. 
    • Previous experience of project management and implementation of livelihoods component of humanitarian and/or development projects.

    EXPERIENCE AND SKILLS

    • Relevant experience of working in livelihoods, including report writing.
    • Academic qualification in Agriculture, Economics or other related fields 
    • Previous experience of project management and implementation
    • Experience of and commitment to working through systems of community participation and accountability
    • Knowledge of monitoring and evaluation
