    Statistical Assistant

    Purpose of Job

    • The Statistical Assistant reports to the Statistician on the assigned AU Region, and is responsible for collecting quantitative migration data. 

    Main Functions

    • Contribute to the development of the strategic and annual activity work-plans for his/her assigned AU Region in line with the Observatory’s strategic goals, objectives and priorities.
    • Compile, process and manipulate data sets derived from a variety of sources with macro programming.

    Specific Responsibilities

    • Assemble and examine original statistical material to ensure accuracy, clarity and validity; make appropriate adjustments.
    • Update statistical series in established formats. Apply new data and derived statistics, enter data on survey reports, and provide information for publication.
    • Prepare charts, graphs and other outputs for reporting and presentation of various data.
    • Maintain relevant computerized databases.
    • Respond to internal/external requests on questions related to specific programme(s).
    • Prepare data sets upon request, respond to queries/requests and maintain/update web pages.
    • Participate in organizing regional and continental workshops, seminars and conferences;

    Academic Requirements and Relevant Experience

    • A Diploma in a numerate discipline such as Statistics, Demography, Mathematics, Computer Science or Survey Methodology or other related disciplines.
    • Higher academic qualification (Bachelor Degree) in similar field is an advantage.
    • A minimum of three (3) and two (2) years of continuous and combined experience for Diploma and Bachelor Degree graduates, in working with survey data and secondary data.
    • Experience in data management in a similar organization is desirable.

    Senior Legal Officer

    Purpose of Job

    • Reporting to the Deputy Director, the Senior Legal Officer is responsible for liaising between the Centre and the Office of the Legal Counsel in Addis Ababa on legal issues pertaining to the operations of the Centre.

    Main Functions

    • The Senior Legal Officer will provide support to the Deputy Director in providing legal advice to the Centre and its Units in order to ensure legality in decision making and compliance with relevant legal instruments of Member States in relation to cross-border crime; 

    Specific Responsibilities

    • Provide legal advice to the Centre with regard to Staff Rules and Regulations, Financial Rules and Regulations, implementation of the host agreement, and other administrative or institutional issues; 
    • Follow-up on decisions taken by the AU Policy Organs to ensure their effective implementation; 
    • Ensure that all decisions and actions undertaken by the AU Policy Organs are in conformity with the provisions of the Constitutive Act of the African Union, the Abuja Treaty and other legal texts and instruments. 
    • Provide advice on all issues relating to privileges and immunities of the Centre, its staff and representatives as well as experts on mission for the Centre; 
    • Draft or provide technical/legal support in the drafting of administrative contracts and agreements such as contracts of engagement of personnel, consultants and contracts awarded for the procurement of goods or services;
    • Draft agreements, contracts and other legal texts to ensure that the interests of the Centre and the AU are protected; 
    • Prepare contracts to which the Centre may be a party and offer advice on issues and disputes that may arise from their application; 
    • Deal with legal issues relating data protection and sharing among Member States; 
    • Assist in drafting reports for submission to the Executive Council and the Assembly of the Union; 
    • Participate in meetings of a legal nature on behalf of the Centre; 
    • Follow-up on matters being handled by various administrative committees and other ad hoc task forces and committees; 
    • Perform any other functions as may be assigned by the Deputy Director.

    Academic Requirements and Relevant Experience

    • A Master’s Degree in Law with emphasis in the area of Public International Law, Administrative Law or equivalent qualification or other related disciplines with seven (7) years relevant work experience out of which three (3) should be at expert level. Experience should be in legal positions in government, inter-government, public or private sectors, or in international organizations.
    • OR
    • Bachelor Degree in similar fields coupled with a total of ten (10) years relevant work experience mentioned above, out of which three (3) years should be at expert level.

    Purpose of Job

    • Under the supervision of the Senior Finance & Administration Officer, the Assistant Accountant is charged with processing financial transactions and maintaining financial records, assist the unit with administrative matters and provide support to the Senior  Finance and Administration Officer on finance, human resources and administration functions.

    Main Functions
    The Assistant Accountant shall:

    • Provide support in preparing budget documents, registering financial transactions, following up on budget implementation
    • Provide support on procurement and general administration tasks
    • Provide support on administrative matters led by the Senior Finance and Administration Officer.

    Specific Responsibilities

    • Classify, code and post  of transactions  into  the  Accounting Software;
    • Analyze accounts and establishing correct balances;
    • Verify the correctness and completeness of supplier invoices, contracts and orders before entering into the Accounting Software;
    • Assist in proper processing of fund transactions and in financial reports preparation, both for donors and internal management

    Academic Requirements and Relevant Experience

    • A minimum of a Diploma in Accounting, Finance or any related field with Accounting / Finance minor from a recognized educational institution. OR Bachelor Degree or a Higher qualification in the above-mentioned fields of study would be an added advantage
    • Candidates are required to have a minimum of three (3) years relevant work experience in finance and accounting work for Diploma and two (2) years for Bachelor Degree holders respectively.
    • Experience in administrative support role is required.

    Required Skills:

    • Identify best practices and monitor effectiveness of the Center’s activities.

    Academic Requirements and Relevant Experience

    • Relevant work experience (continued and combined) should be in the following areas:
      • Conducting research in the area of migration and/or related issues.
