THE COMPLEX:
The Vice Presidency for Regional Development, Integration and Business Delivery (RDVP) is responsible for the relevance, efficiency and operational effectiveness of Bank Group programmes and activities. The Regional Development Vice Presidency will ensure the smooth functioning of the Bank in its regional member countries and oversee the full implementation of all aspects of the Bank's regional directorates. Within the Regional Development, Integration and Business Delivery Complex, the Bank has five (5) regional hubs, one in each region: Southern Africa, North Africa, West Africa, East Africa and Central Africa. Each regional hub is headed by a Director-General.
HIRING DEPARTMENT / DIVISION:
The Directorate General for Central Africa plays a key role in the Bank's operational framework for poverty reduction and sustainable development in its Regional Member Countries. It leads the preparation of country and regional strategies and indicative lending programmes, focusing on the Bank's High 5 flagship programmes, namely: "Light and Power Africa", "Feed Africa", "Industrialise Africa", "Integrate Africa" and "Improve the quality of life of the people of Africa".
The various country offices fall under one of the five (5) regional hubs for development, integration and business delivery in Africa. The Hub oversees a combination of country and liaison offices, as well as countries in the core region where the Bank has no point of presence.
THE POSITION:
The position of IT and Network Support Assistant is located in the IT Department of the Central Region's Directorate General. His/her main role is to provide IT support to the staff of the Bank's Regional Office in Yaoundé, repair and maintain the office's IT equipment, and provide technical support services related to telecommunications technologies, including voice and data transmission (internet, e-mail) as well as video-conferencing.
DUTIES AND RESPONSIBILITIES:
Under the general supervision of the Director- General for the Central Region, and under the day-to-day direction of the Chief Regional IT Coordinator and the ICT Officer, the IT and Network Support Assistant will perform the following duties:
- Provide support to users at the level of the workstation, desktops, printers, telephone sets, and cell phones /Tablet.
- Provide technical assistance and support to the wired and wireless network, (WiFi) including voice, data and video conferencing.
- Assist the Cameroon Regional Office staff and resolve problems concerning computer systems.
- Ensure the repair or replacement of defective equipment through planned and approved intervention or refer it to suppliers for service or repair.
- Work with the teams at Headquarters and other offices to resolve network incidents.
- Create and maintain a healthy and appropriate work environment with team members.
- Ensure that all incidents and service requests are logged in the ITSM tool.
- Manage communication/network hardware and software configurations, ensuring that all standards and procedures are followed.
- Evaluate security risks and their potential impact on the Office's IT equipment and services.
- Performs tasks related to the installation, upgrade, operation, monitoring, and maintenance of the office computer network.
- Perform software upgrades on the office's computer equipment.
- Investigate and diagnose complex network problems, in collaboration with users, the Office ICT Officer, colleagues in the IT Department at Headquarters, and vendors as appropriate.
- Maintain documentation of all networks, system, security, and unified communications architecture that is auditable and usable on an ongoing basis.
- Monitor bandwidth usage, analyse traffic patterns and volumes, and determine the impact/implications of problems on the various WAN links of the Office: ISP, VSAT and MPLS.
- Supervise the cabling operations and ensure maintenance.
- Ensure preventive maintenance of all IT equipment as well as UPS and others under the supervision of the position.
- Assist the project teams within the framework of IT projects in the Cameroon office.
- Ensure the monitoring/supervision of the IT environment and provide periodic reports.
- Ensure the planning and supervision of video conferencing sessions in the meeting rooms or from user stations
SELECTION CRITERIA (qualifications, expérience, connaissances): The incumbent must:
- Hold a Bachelor's degree in Computer Science or Information Systems or Computer Networks & Telecommunications or in Unified Communications, Systems or Computer Security.
- Have a minimum of 6 years of professional experience in the administration of computer systems and networks and telecommunications or related experience, acquired in a similar position
- Provide proof of nationality or permanent resident status with a work permit in Cameroon
- Have professional level technical certification in computer networking, unified communications, computer security, systems administration. ITIL certification will be an advantage.
- Have knowledge and experience in Voice over IP telephony systems, network routing protocols, and video conferencing.
- Have user support skills on Microsoft Office suite (Word, Excel, Powerpoint, Ms Project) and Windows client operating systems.
- Be familiar with security equipment such as firewalls.
- Have sound knowledge of wireless network administration (Wi-Fi) and cabling.
- Have knowledge of VSAT network support.
- Have sound knowledge of various information technology platforms (Client / Server, database, Internet / Intranet, messaging, ....)

THE COMPLEX:
The Vice Presidency for ‘Private Sector Infrastructure and Industrialization’ is a Sector Complex focusing on the Bank’s TYS H5s priority of “Industrialize Africa”. The objectives of the Complex are to: (i) drive the implementation of the ‘Industrialize Africa Strategy’; (ii) provide deep sector expertise to the Regions by leveraging on experienced individuals who can be consulted on complex transactions; (iii) develop new financing instruments; (iv) act as the Bank’s Spoke person on “Industrialize Africa”. The Complex’s main functions are to: strengthen the enabling environment for private sector development, which is conducive to inclusive growth and sustainable development; support the development of reliable and sustainable infrastructure, including urban development; place renewed emphasis on industrial and trade development in order to boost structural transformation across Africa; and drive the Bank’s financial sector development by formulating tools and instruments to facilitate access to finance, including for small- and medium-sized enterprises, while also working closely with regional financial institutions.
The Complex leads the Bank’s Transport infrastructure (Road, Rails, Ports, Airports, Waterways, etc.) agenda across the continent, working closely with the Bank’s country and regional offices. The complex also leads the development and implementation of Transport development policy, Aviation framework, Public Private Partnership Framework, development of infrastructure partnership working with all other arms of the Bank.
THE HIRING DEPARTMENT/DIVISION:
The mission of the Infrastructure and Urban Development Department is to foster advancement of infrastructure and cities in Africa by detailed development of appropriate interventions which the Bank might finance on a regional, national or a continent-wide basis. The Department provides assistance to the Bank Regional Member Countries (RMCs) and the Private Sector by deploying various instruments including loans, grants, guarantees and equity participation to finance transport infrastructure and Urban Development projects and programs.
The Department provides also grants and advisory services for infrastructure project preparation and undertakes analytical and sector work to underpin lending programs and support policy dialogue with RMCs and assist them in formulating and implementing transport, and urban development sector reforms ensuring that best practices are mainstreamed in policy, planning, programming, institutional governance, and maintenance and operation.
THE POSITION:
The Director is responsible for providing leadership in Infrastructure, Cities and Urban Development. He/she provides guidance to the development and execution of Bank’s strategies, frameworks and action plans in these areas to support the implementation of the High Five Strategies. The incumbent drives the implementation of the Bank infrastructure agenda through four Divisions at Headquarters, namely (1) Transport and Logistics (2) Urban Development (3) Infrastructure Partnerships (4) Transport NSO, and five (5) regional infrastructure divisions in the Regions.
He/She will develop sector strategies and support their roll-out and execution at country or regional level, provides sector expertise on transport infrastructure (roads, ports, airports, railways, waterways, etc.), including cross-border transport infrastructure, logistics, Public Private Sector Partnership, Urban and Cities development, Private Sector financing, project preparation, etc. The Director will provide thought leadership in these sectors within the Bank and also in engagement with external stakeholders. The incumbent will provide deep sector expertise and engage experts who can be consulted by the regions to drive the delivery of the Bank’s business and its future prospective areas of intervention in the sector. The Incumbent will have the responsibility to help strengthen and maintain the Bank's understanding of the Infrastructure, Cities and Urban Development sector and its role in the development of the continent.
KEY FUNCTIONS
Infrastructure, Cities and Urban Development Strategies:
Strategies
- Lead the development and the implementation of the Bank’s Transport Infrastructure and urban development strategies, frameworks and actions plans;
- Ensure the appropriate implementation of the strategy through communication and advise to all relevant stakeholders in the Bank, particularly operations functions, and define a monitoring framework;
- Identify and develop any necessary policies to underpin the strategy;
- Consult as necessary with external partners and Regional and non-Regional Member countries on the form and efficacy of the strategy;
- Provide technical assistance to RMCs for the formulation and implementation of infrastructure policies and strategies sector reforms, and the development of vibrant infrastructure markets
Operations
- Provide strategic, policy and operational guidance towards the successful implementation of Bank operations, in support to regional and country offices
- Develop and provide sector guidance and best practices;
- Coordinate the origination and financial structuring of transport, logistics and urban development projects in RMCs in collaboration with operations staff based in the region and ensuring the optimum use of all the Bank’s financing instruments;
- Providing deep sector expertise and leadership to the Regions on complex transactions and promoting the private sector in ensuring that it plays a central role in infrastructure and maintenance provision in our Regions;
- Fostering partnerships with international and regional institutions, both public and private while mobilizing resources for projects preparation and co-financing.
Knowledge
- Generate and maintain effective partnerships with key stakeholders to ensure Worldwide expertise to support the development goals of the Bank and the continent
- Devise the Bank's contribution to key Infrastructure themes such as inclusive approach on Infrastructure Development;
- Coordinate and Lead work alongside key partners, such as other MDBs and the World Economic Forum to design Infrastructure -based programs and solutions for the economic and social infrastructure development of Africa;
- Publish major Economic Sector Works and on Infrastructure, taking into account the comparative advantage that the Bank can bring to bear to any specific subject or theme.
- Convene associated workshops/conference/forum and media events to solidify the learning across Africa.
Advisory
- Advise the President and the Vice-President on Transport and Urban development related issues in terms of Strategy, Policy and Operations;
- Represent the Bank at International, regional and national conferences and workshops on Infrastructure Development;
- Provide cutting edge advice on infrastructure investments to foster public and private partnerships and the use of all the Bank's financing instruments.
Management
- Manage the Directorate with the support of Division Managers at HQ and in the regions to meet demanding KPIs;
- Develop and safeguard the Bank's brand as a source of Infrastructure knowledge for Africa by detailing the quality of output expected from the Directorate and ensuring that it is attained;
- Manage the administrative budget for the Directorate.
COMPETENCIES (skills, experience and knowledge):
- At least a Master's degree in Civil Engineering, Transport Engineering, Transport Economics, Economics, or related discipline with solid infrastructure background.
- Have a minimum of ten (10) years of extensive and progressive experience at increasingly senior levels in the infrastructure sector, Multi-lateral Financial Institutions, with proven experience in developing countries, five (5) years of which must be at a managerial level.
- Demonstrated ability to lead sector dialogue with proven experience in providing quality policy and project advice at high levels to national governments on infrastructure issues.

The Complex

The Vice Presidency for ‘Agriculture, Human, and Social Development’ is a Sector Complex focusing on the Bank’s Ten Year Strategy High 5s priority of “Feed Africa” and “Improve Quality of Life for the People of Africa”. The complex objectives are:
- To develop, policy and strategy;
- Provide deep sector expertise to the Regions by gathering pools of experienced individuals who can be consulted to provide sector expertise on complex transactions;
- Develop new financing instruments;
- The VP will act as the spokesperson to represent the Bank with external stakeholders on aspects of “Feed Africa” and “Improve Quality of Life for the People of Africa”.
The Hiring Department / Division
- The Agriculture Finance and Rural Development Department (AHFR) provides support for the delivery of Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025. The strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in 15 priority commodity value chains specific to the continent’s agro-ecological zones.
- Realizing the objectives set forth in the strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability and effective nutrition.
- The Department leads the effort to mobilize the required finance to implement Feed Africa and provides support for the implementation of all rural development activities in Regional Member Countries (RMCs). The AHFR Department is structured into two Divisions:
- Agriculture and Rural Finance Division; and
- Rural Infrastructure Development Division.
- The Rural Infrastructure Development Division will support the Directorate General Hubs in the design and executions of the programs to develop hard & soft Infrastructure that would boost productivity, agro-processing, storage, transportation and trade of agricultural produce, as well as enabling distribution and improved use of quality agricultural inputs.
The Position
The job of the Chief Agro-Industrial Processing Zone Officer in the Rural Infrastructure Development Division is:
- Designing and implementing of quality hard and soft rural infrastructure, in particular, for the special agro-industrial processing zones (SAPZs), critical for the agricultural transformation in Africa;
- Supporting Regional Directorates/Business Development Units with innovative business models, specifically public private partnership, private sector-led management and operation to implement the special agro-industrial processing zones (SAPZs);
- Partnering with financial institutions and commercial banks to find solutions for financing tenant companies in the special agro-industrial processing zones (SAPZs) along the key priority agricultural value chains;
- Developing knowledge and share lessons of special agro-industrial processing zones (SAPZs) that have successfully provided value chain related employment opportunities to women and youth;
- Carrying out policy dialogue for a business enabling environment for special agro-industrial processing zones (SAPZs), which includes the legal, regulatory and institutional framework;
- Mobilizing resources for special agro-industrial processing zones from other Development Partners, Development Financial institutions and Non-Traditional sources including climate financing, sovereign wealth funds and pension funds
- Providing implementation support and supervise the special agro-industrial processing zones (SAPZs) to ensure effective contribution to the goals of the Feed Africa Strategy, impact poverty, enhance competitiveness and transform agriculture.
Key Functions
Reporting to the Division Manager, the Chief Agro-Industrial Processing Zone Officer will be responsible for:
Technical oversight:
- Innovation and Technical Advice in Design and Implementation of Public Private Partnerships
- Developing innovative rural infrastructure approaches with specific focus on developing special agro-industrial zones through a Public Private Partnership (PPP) and a private sector lens;
- Understanding the specifications required in project design and feasibility study for specific special agro-industrial processing zones to be commercially viable and attractive to tenant companies;
- Capacity building of regional and country staff and implementing partners to apply and adapt private sector led infrastructure models for Bank designs, tailored to the local conditions, environment and country priorities;
- Providing deep sector expertise for design, implementation and supervision of projects by gathering experts for projects and work with a network of consultants, transaction advisors, service providers, implementing partners and private sector developers;
Knowledge Sharing on Special Agro-Industrial Processing Zones:
- Monitoring implementation around a set of impact indicators around development impact and job creation for women and youth and share best practices, and share lessons learnt;
- Developing guidelines, toolkits and other knowledge products based on best practice emanating from empirical evidence during project implementation;
Policy and Partnerships with Public and Private Stakeholders:
- Carrying out stakeholder engagement and increased private sector participation in special agro-industrial processing zones (SAPZs) and associated rural infrastructure;
- Developing and carry out an alliance strategy with financial institutions at the country level to support small medium size enterprises;
