    Human Resources Manager

    Program / Department Summary

    • The Human Resource Department is responsible for developing and implementing effective HR policies, procedures, and people-friendly guidelines within Mercy Corps Nigeria.
    • This includes but is not limited to: Talent acquisition & development; employee engagement coordination; country-wide training & learning management; compensation & benefits administration; performance management oversight; disciplinary & grievance handling; staff data management; staff disengagement management and 3rd party service provision management (HMO, Group Life)

    General Position Summary

    • The Human Resource Manager (Maiduguri) is a new role which reports to the HR Director with dotted lines to the Senior Human Resource Manager and the Director of Humanitarian Response and Sustainable Solutions.
    • H/she is responsible for leading the HR function for the Northeast operations and within our Maiduguri Office.
    • This position will work to ensure that country-wide HR policies and procedures are maintained and adhered to.
    • H/she provides the required human resource practices and objectives and supports the ongoing development of a committed and skilled workforce in the Northeast while adhering to the set HR Operational standards.
    • H/she will work with the technical support of the Senior HR Manager and provide regular updates and reports on Northeast HR operations to the country office.
    • The HR Manager will ensure that HR field visits are done regularly for all offices within the Northeast.

    Essential Job Responsibilities

    • Ensure successful implementation, adherence, and common understanding of the National Staff Handbook and other HR Policies in the Northeast.
    • Ensure that controls are put in place to allow for transparent and unbiased HR processes and systems.
    • Ensuring adherence and standardization of recruitments according to recruiting guidelines as well championing the onboarding process for new team members in the northeast.
    • Ensure all required Human Resource functions across Northeast are achieved in line with MC program objectives in facilitating employee engagement & management, performance management, employee welfare and HR project management.
    • Supervise the Northeast Talent acquisition team to ensure they remain accountable to the HR country Talent lead and execute full lifecycle talent acquisition activities within the Northeast.
    • Oversee the management and effective tracking of annual performance reviews (APR) submission and capturing for HR Country team processing.
    • Ensure effective tracking and monitoring of leave utilization and R&R Time off for all Northeast staff where applicable.
    • Ensure timely collection and submission of timesheets for the Northeast team members to the HR country office.
    • Serve as a link between the HR team and employees by handling questions, interpreting, and administering HR policies and procedures, and helping to resolve work-related problems.
    • Work closely with hiring managers to identify personnel needs, job specifications, job duties, qualifications, and skills for all Northeast office positions.
    • Support in finalizing negotiations and preparing documentation including remuneration package attached to offers for new hires in close coordination with the Country office HR team.
    • Perform all required reference, background, and documentation checks for new hires and discuss results with hiring managers for assigned MC offices.
    • Screen, refer, and maintain a talent pool of external and internal candidates for additional interviews as applicable for assigned MC offices.
    • Ensure effective implementation of onboarding mechanism and all team members receive complete orientation within 15 days of hire in assigned MC offices.
    • Ensure pre-hire new hire starter pack is ready and run orientation sessions for all new hires in assigned MC offices.
    • Monitor and ensure completion of all MC Mandatory onboarding and Safeguarding courses within one week of hire and full use of assigned MC offices.
    • Provide a broad range of in-person field HR support, including support in performance management, grievance management and team engagement in assigned MC office.
    • Quarterly visit to MC deep field and field offices in the Northeast.
    • Provide monthly updates/reports of HR activities in the Northeast to the HR Director or Designee.
    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • Provide team members with information, tools and other resources to improve performance and reach objectives.
    • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.

    • Supervisory Responsibility: HR Assistant
    • Reports Directly To: HR Director
    • Works Directly With: Senior HR Manager, HR Officers, Talent Acquisition Officer, All Hiring Managers, Senior Management Team, Mercy Corps operation staff, finance, program team and partner organizations.

    Knowledge and Experience

    • Bachelor's Degree in HR Management / Administration or relevant field.
    • 5 - 7 years of professional experience in multiple human resource disciplines specifically Recruitment, Selection, Orientation, Onboarding and Talent Management.
    • Professional Certification and License from CIPM, SHRM or CIPD will be an added advantage.
    • Demonstrated understanding and proven experience in staffing and talent planning in international relief and development environments.
    • Hands-on experience with HRIS or HCM like UKG Pro, BambooHR, SAP or Oracle.
    • In-depth knowledge and experience of the Nigerian Labor Act, compensation, benefits administration, recruitment, selection, and onboarding
    • Proficiency in MS Office, internet searching, applicant tracking systems and use of social media for sourcing talent.
    • Ability to communicate, influence and solve problems effectively across diverse cultures and geographical distances with sensitivity
    • Fluency in English is required. Fluency in other Nigerian languages will be an added advantage.

    Living Conditions/Environmental Conditions:

    • The position will be based in Maiduguri, Borno State, Nigeria with 20% traveling to other field locations. Given the nature of the role, working hours require flexibility, and working beyond the official closing hour might be necessary.

    Ethics and Assurance Officer

    Program / Department Summary

    • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.
    • As the crisis has persisted, Mercy Corps’ strategy has also expanded to address the root causes of the conflict and seek to build the long-term resilience of communities with integrated programs focusing on governance, the recovery of markets and livelihoods, social cohesion and social protection, youth empowerment, and local conflict management.
    • The Nigeria country program has grown considerably over the last few years and is now the fifth largest Mercy Corps country program, with a mixed grant & programming portfolio.

    General Position Summary

    • The Ethics & Assurance officer will support the Ethics and Assurance Director to serve as the Mercy Corps Nigeria focal point for ensuring compliance with Mercy Corps’ Code of Ethics and ethics policies and procedures.
    • He/she will support the Director to examine, review, and analyze records, reports, financial information and management practices to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures and will investigate potential violations of the Code of Ethics.
    • The Ethics & Assurance officer will work closely with the Ethics and Assurance Director to assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk.

    Essential Job Responsibilities

    • Following Mercy Corps’ policies and procedures, Support the Ethics and Assurance Director in the internal reporting of any allegations of Code of Ethics violations, including fraud, corruption, bribery or human trafficking.
    • Support the Ethics and Assurance Director to maintain the country's Corruption Incident Register and liaise with the Headquarters Ethics team, and other teams as needed, in the resolution of all reported incidents.
    • Support the Ethics and Assurance Director to collect, analyse and document the results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate.
    • Liaise with program teams in implementing the country Complaints Response Mechanism (CARM). Respond to Code of Ethics violation referrals received through the CARM.
    • Support the Ethics and Assurance Director to assist the country management team in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations; mitigate the risk of fraud or corruption, and also facilitate the achievement of program objectives.
    • Support the Ethics and Assurance Director to assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular, those providing a direct financial benefit to participants (e.g. vouchers, cash distributions), requiring high-value procurement, or the distribution of in-kind goods.
    • Support in maintaining the country-level Risk register to identify key risks and document strategies to mitigate these risks. Manage the quarterly update process and ensure communication of action plans.
    • Support the Ethics and Assurance Director to perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices. In coordination with program and monitoring and evaluation staff, conduct field reviews of program activities to ensure that adequate controls are in place and are functioning properly. Communicate findings and work with the relevant departments to correct weaknesses and improve controls as needed.
    • Work closely with the Ethics and Assurance Director to advise on the development of monitoring plans for partners, including sub-recipients, key vendors and other partners that must adhere to ethics policies. In coordination with relevant teams, perform periodic compliance reviews of partners.
    • Support the Ethics and Assurance Director with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings.
    • Perform other related special projects and duties as determined and assigned by the supervisor.

    Knowledge and Experience

    • A B.Sc University Degree in Finance, Accounting or a related business field is required.
    • Sufficient experience with a not-for-profit organization implementing international programs or other reputable private sector entities.
    • Background in compliance, systems and internal controls.
    • Relevant experience in fraud investigation or Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA), and Association of Chartered Certified Accountants (ACCA) designations are desirable.
    • Understanding of a wide range of ethics violations, including fraud, corruption and human trafficking in humanitarian and/or development settings; Understanding of best practices in ethics management and accountability within INGOs, including best practices for investigations of ethical violations.
    • Good communication and interpersonal skills
    • Computer skills in MS Office programs, particularly Word, Excel and PowerPoint
    • Good presentation skills
    • Excellent report writing skills.

    • The successful Ethics & Assurance Officer will possess an exemplary professional standard of ethics as well as the willingness and ability to enforce compliance with Mercy Corps internal policies and procedures and external regulations. Excellent communication and interpersonal skills to interact effectively with internal and external stakeholders on sensitive and confidential matter is necessary along with the ability to navigate difficult circumstances with a calm demeanor, in an analytical and methodical manner.
    • A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A broad understanding of humanitarian and development programs coupled with the ability to analyze financial operational data and clearly present conclusions and recommendations is essential.
    • The humanitarian objectives of Mercy Corps’ programs may require flexibility in working hours and frequent travel to field offices, program sites and sub-recipient locations.
    • Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps policies, procedures, and values.

    Living Conditions / Environmental Conditions:

    • The Officer is based in the capital city, Abuja. Housing, health care, water, electricity, and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport. Air travel is necessary to reach some field locations. Mobile phone services are widely available.
    • Internet is available in all Mercy Corps offices and Guest Houses with some inconsistencies in the most remote sites. This position requires travel by air and road to field offices.
