    Health Programme Manager

    Main Responsibilities

    • The Health Program Manager is in charge of the implementation, follow up and overall supervision of the health program in Borno State as per LPF standard requirements and procedures.
    • She/he ensures compliance with donor contracts and guidelines and initiates proposals and reports.
    • She/he ensures the follow up of his/her budget lines, as well as a close collaboration with the logistic and administrative departments in good team spirit.

    Program Management:

    • Ensure development and implementation of all health activities in Monguno in accordance with the proposal, donor guidelines and LPF standards.
    • Supervise the Project in regards needs and requirements, especially considering assets, equipment, consumables/supply chain and operating aspects.
    • Monitor the ongoing projects and supervise data collection processes on a regular basis and set up corrective measures in case of need, with the support of the MEAL teams.
    • Analyse monthly budget monitoring (forecasts, expenditure monitoring, purchasing plans, etc.) for each donor/project. Guarantee the general consistency of the use of budget lines for program activities, for an effective and efficient use of resources, including financial and human, and of all assets.
    • Participate in improving the LPF Health Strategy in Nigeria: sustainability of activities (transitional plan, exit strategy…), adaptability to needs, project development etc.
    • Ensure the quality and consistency of program activities are implemented according to needs, organizational policies, Fundamental Humanitarian Standard, including gender, age, diversity and minorities concerns, national and international standards, and available funds.
    • Ensure that activities are implemented in holistic and integrated way.
    • Ensure the establishment of appropriate documentation and an effective archiving system of all processes and activities.
    • Work in close collaboration with the technical program unit (Doctors, Nurses, Pharmacists etc) and Stakeholders, including Health Sector Coordination Units, local partners (Civil Authorities, technical services, humanitarian partners, etc.) in the intervention areas.
    • Work closely with the Local Stakeholders to ensure capacity building where necessary, in compliance with LPF procedures and smooth integration of different types of assistance.
    • Actively participate in Sector meetings to share information, Plans and ensure a coordinated Project implementation, in compliance with sectoral guidelines.

    Team Management:

    • Provide technical support to all the Project team.
    • Ensure that all staff under his/her responsibility know and follow LPF policies and procedures related to his/her position.
    • Organize regular team meetings, briefings, and debriefings with the Project teams, as well as inter-service meetings especially with support services and document all the discussions held for further reference.
    • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur.
    • Support team members professionally and monitor and support stress management and liaise with the field HR in case of any support needed.
    • Ensure that work is planned and organized to meet organizational needs in the most efficient way possible;ensure team members receive an appropriate workload and work in accordance with local labour laws.
    • Carry out performance reviews, give corrective feedback or capacity building as needed and take decisive action in case of poor performance.
    • Plan and implement thematic specific trainings/capacity building/refreshers according to the identified needs for LPF medical staff in line with budget lines and donor guidelines.

    Management of Medical Stock and Logistic Chain:

    • Ensure the supervision of the clinic’s pharmacist (consumptions, orders & inventory) and ensure that supported health facilities receive drugs and consumables on time. Validate and cross check the consumption reports shared by the pharmacist on regular basis and discuss any discrepancies identified on regular basis.
    • Ensure proper documentation and analysis of all pharmacy and medical stock reports.
    • Ensure communication within medical team and pharmacy regarding stock analysis and needs.

    Representation, Coordination and Communication:

    • Participate in the writing of donor’s activity reports and proposals and represent / attend all relevant forums and meetings in Maiduguri especially the health and nutrition clusters and any relevant Health coordination mechanisms, during outbreaks notably.
    • Participate to the writing of reports, factsheets, program reviews, lesson learnt, etc. and any feedback required by donors.
    • Maintain close and beneficial working relationships with all relevant stakeholders: donors, national and international organizations, UN agencies, local authorities, SMoH, community representatives and organize regular meetings with district authorities as well as with the community leaders to ensure accountability, foster appropriation, and maintain a full adherence to LPF medical programs and strategy.
    • Respect and apply internal reporting requirements, and contribute to external reports, as well as ensure quality control and contribute to monthly sitrep.

    Skills Required
    Training & Experience:

    • Health related Field of training (Medical Doctor/Nurse/Midwife etc) with experience in Public health and project management with at least 5 years experience.
    • Significant experience in similar positions
    • Experience in supervising health programming
    • Experience in program cycle management and budget follow up
    • Experience in outbreak management and emergency response
    • Experience/knowledge of the region is an asset

    Finance Officer

    Duty Description

    • Facilitates and manages the financing of procurement processes of the Programme, staff remunerations, etc, and Manages all financial records for the Project.
    • Will act as the dedicated financial and Operation Focal Person for the Programme.
    • Provide a financial status report of the Programme and manage the budget of the Programme to ensure proper spending on each line of the budget in order to avoid overspending of the budget using the financial tools available.
    • Develop a financial report at the end of the Project/ fiscal year for donor reporting.

    Job Description
    Cash management:

    • Maintain contact with the bank on operational matters
    • Support operation, control, management of bank, and petty cash in accordance with LPF financial policy.
    • Keep other members of staff informed for timely action

    Human Resource Officer

    Duty Description

    • The Human Resources Officer shall provide appropriate administrative and human resources (HR) support for the effective delivery of Admin and HR functions relating to this project.
    • Maintain the HR Data Base, regularly update employee information, maintain an accurate, timely employee filing system, advising Line Managers and staff on all HR matters, performance management, HR administration and employee relations in accordance with LPF administrative standards and with local laws and regulations to all staff and volunteers employed for the implementation of this project.
    • The role shall facilitate the smooth movement of Personnel to and fro Operational office to implementing Field Offices including processing and forwarding completed requests to necessary agencies.

    Responsibilities

    • Be actively involved in recruitment by preparing job descriptions, posting ads and managing the hiring process
    • Create and implement effective onboarding plans, develop training and development programs
    • Assist in performance management processes
    • Support the management staff disciplinary and grievance issues
    • Maintain employee records (attendance, personal data etc.) according to policy and legal requirements
    • Review employment and working conditions to ensure legal compliance
    • Guides and support managers and staffs on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labour Law.

    • Ensures that all staffs in the project are properly briefed and/or inducted.
    • Facilitate performance management, capacity building, disciplinary measures and other HR matters.
    • Conducts interviews and select applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers.
    • Carry out amendments and contract termination formalities for employees at project level, according to labor local laws, preparing all mandatory tax declarations in order to ensure legal compliance.
    • Assists the Operation manager to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
    • Enters data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management. Archive the personnel documentation and keep it in order.
    • Updates national health insurance, employee pension information, and local indigene reports in order to meet legal requirements and duties.
    • Update regularly the project’s organizational chart and Job Descriptions in consultation with relevant staffs (i.e., Head of Department, Response Coordinator, Executive Director, etc.)
    • Follows up on the implementation of the staff’s performance appraisal system (probationary & annual performance reviews).
    • Ensures induction, debriefs and all exit processes are done as per LPF procedures.
    • Ensures the timely production of HR reports from the field including attendance, payroll input, turnover, leave tracker and nominal rolls.
    • Plans and conducts internal HR workshops, induction and trainings for staffs according to organizational needs.
    • Supports in detecting training needs through consolidating staff’s performance result, proper evaluating of people performance and potential identification, and follow up on action plans to improve people capabilities.
    • Prepares the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending LPF’s interests and based on Internal Regulation.
    • Ensures all administrative information available to the staffs (posting, meetings, etc.)
    • In close collaboration with the Operation Manager/ Project Manager, looks for the best options to avoid and/or solve possible labor conflicts.
    • Prepares and share statistical HR reports as requested.
    • Collaborates with Logistics department for movements and/or accommodation of staffs in the project.
    • Works as a bridging gap between LPF and communities.
    • Sustain regular participation and Cooperate with beneficiaries or staff around during their work.

    Licensed Nurse

    Duty Description

    • The nurse will provide nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.
    • She/he will work closely with the medical team to provide holistic services to patients

    Key Responsibilities

    • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment.
    • He/she Works in collaboration with the assistant nurse and is responsible for the supervision of nurse assistants work and patients in his/her unit using the tools at his/her disposal.
    • The nurse should maintain a good handover and documentations of all procedures performed during his shift including registration of new admissions and discharged patients’ files and any other checklist available in his/ her unit.
    • The nurse at all times should be present at duty station except when call for help in another unite and should maintain good collaboration and communication with other team members
    • Knows / carries out the Therapeutic Patient Education (TPE), i.e. maintaining contact with all patients, providing them with information about their health status and answering their medical questions.
    • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
    • Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment.
    • Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
    • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort. For ER and
    • OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary
    • Sending material to be sterilized and recuperates it from sterilization
    • Carrying out admission, surveillance and follow-up of patients (i.e., assessment of the evolution of their state of health and the identification of any emergency situation or deterioration
    • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise.
    • Participating in data collection and keeping doctors/supervisors informed.
    • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorization, etc.)
    • Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
    • Supervising and training nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision, ensuring teamwork and adherence to all appropriate protocols and procedures
    • Respects hygiene rules: hand washing, waste management, compulsory work uniform etc.

    Medical Doctor

    Duty Description

    Nutrition Assistant

    Duty Description

    • The post holder is responsible for the planning and implementation of a comprehensive package of CMAM program in the assigned county in collaboration with the Programme Manager as well as the Hygiene and sanitation staff in the county in providing hygiene promotion training to CNMs, Nutrition Health Workers/Hygiene Promoters who will further provide sessions to community members to improve hygienic behaviour and practices as per sector standard.
    • The position holder will be the Nutrition Programme Focal Point including Cross-Cutting activities (GBV, PSEA), and will also support in coordinating with malnourish diagnosed patient, Cholera and other Nutrition and WASH-related diseases, and keeping track and reporting AWD/Cholera, SAM and MAM cases admitted in OTP, SCs and Health Care Centres.

    Job Description

    • Support nutrition activities at the mobile clinic and Supervise patient’s health education sessions conducted by the CHWs in the MCH and mobile outreach sites.
    • Assist in ensuring OTP/TSF protocols are strictly adhered in treating malnourished cases.
    • With the support of CHWs organize case finding to identify malnourished children at the community level
    • Provide health education and information on prevention and treatment of malnutrition, BF and hygiene and sanitation to the caretakers
    • Support the acute malnutrition management activities including training and supportive supervisory activities to ensure the Outpatient Therapeutic Care Programme (OTP) and Supplementary Feeding Programme (SFP) are operational and offering an integrated package of nutrition services.
    • Support in the planning, quantification and selection of nutrition services sites establishment, and operations,
    • Support and supervise the CMAM teams at the nutrition services sites on weekly basis
    • Ensure all beneficiaries (Children and PLW) in the CMAM programme receive care and treatment in accordance with MoH/GOSS Guidelines, including proper taking of anthropometric measurements and proper referral and receive food/treatment according to the agreed protocol
    • Facilitate and organize referral of sick children to the stabilization centre and ensure effective follow-up of these children.
    • Support in identifying number of community leaders who will work closely with the program at the village
    • Ensure proper management supplies, monitor and report on the stock levels
    • Identify needs, plan and organize training for CNWs and community volunteers on CMAM
    • Participate in the development of training curriculum and tools for nutrition training,
    • Maintain a data base/report of the trained and active health workers, CNWs & community Volunteers in the community
    • Follow and ensure proper registration and admission/discharge of CMAM patients including ongoing monitoring on patients
    • Coordinate regular community screening of children under five, Pregnant and Lactating Women with CNWs and CMAM Nurses, as well as ensure recording and reporting of community mobilization and nutrition mass screening activities
    • Prepare weekly activity reports and contribute to performance reports to the Assistant Nutrition Program Manager
    • Mentor the nutrition workers to ensure that they support and supervise the community Nutrition workers in their areas of coverage as required
    • Document and share success stories, case studies and lessons learnt in a comprehensive and detailed manner to enable track trends on changes on a timely basis
    • Support In carrying out community-based nutritional promotional activities targeting community groups.
    • Support implementation of nutrition promotion activities, School nutrition clubs, community outreach, and facility-based nutrition education focusing on IYCF, growth monitoring, and maternal nutrition, and dissemination of IEC materials.
    • Support the coordination, referral, and linkage of cases across different partners and/or across CMAM components.
    • Maintain the full representation of LPF at different partners and community level.
    • Attend community sensitization, program review and feedback meetings
    • Participate in the development and implementation of program work plan.

    Procurement Assistant

    Duty Description

    • In coordination with the Procurement Officer, plan and implement systems and policies that guide all operations related to procuring supplies and services (in accordance with LPF policy, NHF policy and other donor policies) in support of all LPF offices and projects at state and field offices, both domestic and international sourcing.

    Duties and Responsibilities

    • Participate in the negotiation of contract terms on a range of procurements and monitor delivery of exact specifications.
    • Implement procurement policy and systems for LPF procurement at state and field office level.
    • Undertake tendering, evaluation, placement, and monitoring of a portfolio of state and Field Offices procurement.
    • Support the planning and coordination of central procurement activities of LPF with state and LGAs, including storage and delivery.
    • Assist in the training of staff at the LGA level in procurement rules and processes and record keeping.
    • Monitor procurement processes and compliance with LPF procedures at state and field level.
    • Coordinate formal bids and request for proposal (RFPs).
    • Review and assist in the development of specifications, terms and schedules.
    • Prepare specifications, compare bids received and present recommendations on purchases to management
    • Prepare specifications required for various supplies and make them available to suppliers.
    • Adhere to all LPF required procurement budgets, LPF and donor purchasing guidelines, policies, and controls on procurement.
    • Solicit and negotiate competitive pricing from vendors and make recommendations for issuance of purchase orders.

    Qualifications and Requirements

    • BS/BA Degree in Procurements or Logistics related field with at least 3 years of relevant experience.

    • Advance knowledge of humanitarian Logistics procedures especially in Northeast Nigeria is an advantage.
    • Demonstrated success in multicultural environments is an advantage.

    Information and Communications Assistant

    Job Summary

    • The assistant will be responsible for all Information and Communication Management related to the Programme. Her / His duty will include collating and documenting Human-Interest Stories, Photos, Programme MOVs, and other essential Information and Communication materials.
