    Humanitarian Coordinator

    OBJECTIVE OF THE POSITION

    • The Job Holder is expected to provide high-quality support to different units of the Country Office and to partners according to Oxfam’s standards and contribute to Oxfam’s global and regional learning aspirations through capacity building, coordination, mentoring and monitoring, making sure that Oxfam’s humanitarian response meets humanitarian standards.

    KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

    Humanitarian Strategy and Coordination

    • Lead the design, implementation, and review of Oxfam’s humanitarian strategy in alignment with national, regional, and global frameworks.
    • Coordinate humanitarian preparedness and response in collaboration with Oxfam Country Teams, the Regional Platform, and the Global Humanitarian Team (GHT).
    • Represent Oxfam in key humanitarian coordination forums with the Government, UN agencies, INGOs, and other stakeholders.
    • Strengthen country-level humanitarian capacity through mentorship, planning, and technical support.
    • Contribute to humanitarian policy debates and advocacy initiatives on issues relevant to the Nigeria context.

    Emergency Preparedness and Capacity Strengthening

    • Lead the development and periodic review of Oxfam’s emergency preparedness and contingency plans.
    • Facilitate staff training and simulations to ensure readiness for rapid and effective response.
    • Build and maintain strategic partnerships with government agencies, civil society, and private sector actors to enhance collective preparedness and resilience.
    • Oversee humanitarian risk analysis and monitoring of emerging crises, ensuring timely and evidence-based decision-making.
    • Support the establishment and management of Oxfam’s humanitarian roster and surge mechanisms.

    Humanitarian Response Management

    • Lead and coordinate humanitarian assessments, response design, and implementation in the event of emergencies.
    • Ensure effective coordination with Oxfam affiliates, partners, and humanitarian actors for coherent and complementary response efforts.
    • Support the development of quality funding proposals, concept notes, and donor engagement for humanitarian interventions.
    • Ensure humanitarian responses adhere to Oxfam’s programmatic standards and accountability mechanisms, including gender and protection mainstreaming.
    • Collaborate with advocacy and communications teams to develop evidence-based humanitarian influencing strategies

    Programme Quality and Accountability

    • Ensure all humanitarian programming complies with international standards, including the Core Humanitarian Standard (CHS)SPHERE, and Oxfam’s Gender and Protection Standards.
    • Promote learning and continuous improvement through evaluations, after-action reviews, and documentation of lessons learned.
    • Ensure protection, gender, and inclusion considerations are fully integrated into all humanitarian initiatives.
    • Strengthen accountability to affected populations and ensure community feedback mechanisms are functional and effective

    Leadership, Management, and Technical Support

    • Provide technical guidance to humanitarian teams and partners in Oxfam’s key sectors (WASH, EFSVL, Gender, Protection).
    • Manage and mentor humanitarian staff, ensuring clarity of roles, performance management, and capacity development.
    • Oversee humanitarian budget planning, expenditure tracking, and resource mobilization in coordination with finance teams.
    • Ensure effective communication and information flow between field teams, the regional platform, and Oxfam affiliates.
    • Promote integration of humanitarian, development, and influencing work for a coherent “one programme” approach.

    Financial management:

    • Ensure that budgets are drawn up for all humanitarian projects, and that costs are kept within budgets, implement a monthly program budget monitoring (Budget Vs Actuals), quarterly analysis of trends and timely budget reallocation.
    • Support project leads to developing supply plans and manage procurement in compliance with Oxfam’s and donor requirements.

    Fundraising:

    • Constantly scanning the donor and private sector landscape for opportunities.
    • Prepare capacity statements, concept notes and project proposals ensuring they are aimed at achieving economic justice, resilient income and food security for small holder farmers especially women and youth.
    • Ensure that proposals developed for specific calls are in line with co-financing targets and priorities of the country program.
    • Prepare monthly, quarterly, mid-term and annual reports to be submitted to Oxfam and donors (existing and prospective).

    WHO ARE WE LOOKING FOR?

    Education/Knowledge & Experience:

    Education

    • A master’s degree (or equivalent) in Humanitarian Affairs, Development Studies, International Relations, Social Sciences, or a related field.
    • Additional certification or training in programme management, advocacy and influencing, and humanitarian development is an added advantage.

    Knowledge & Experience:

    • At least five years’ experience of managing humanitarian response work in a range of environments – including field-level management of complex humanitarian response programmes and all phases of the project/programme cycle
    • Commitment to the Humanitarian Imperative with demonstrated abilities in crisis management and the coordination of rapid humanitarian responses
    • Demonstrable experience of policy development in relation to humanitarian response work.
    • Experience of identifying training needs and coordinating training implementation

    Programme Manager, Just Economies

    OBJECTIVE OF THE POSITION

    • The jobholder will work with the Programme team is to establish new partnerships and manage existing ones with relevant ministries and agencies of government, the private sector, regional, continental and international organizations relevant to the program objectives and to Oxfam’s Country Strategy. Also manage new and existing projects under the Just Economies Program pillar and will contribute substantially to developing and designing new initiatives including business development and fundraising activities.

    KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

    Strategic leadership:

    • Develop and implement comprehensive sustainability strategies and action plans to reduce carbon footprint and promote eco-friendly practices.
    • Provide strategic analysis and direction through high quality advice, analysis of food security trends, and synthesis of learning from external sources and our programs to help the organization make strategic programs, policy and campaign choices.
    • Keep up to date with national and regional trends in the area of economic policies, resilient livelihoods, food security and agricultural value chain development to fully understand the context within which Oxfam operates (present and future).
    • Support gathering and sharing of good practice within thematic groups that are integrating disaster risk reduction, social protection/safety nets and sustainable livelihoods approaches to work in areas of chronic poverty and inequality.
    • Actively represent Oxfam in the Cadre Harmonize analysis, Food Security Cluster and Federal Ministry of Agriculture and Federal Ministry of Environment policy engagement at the national level among others.
    • Facilitate capacity strengthening for teams on conflict sensitivity programming.
    • Facilitate learning and contribute to knowledge management across our program, Oxfam International, and with partners and external organizations.

    Programme management and implementation:

    • As a member of the Programme Management Team (PMT), contribute to overall development of longer-term strategy and management of the Oxfam programme in Nigeria
    • Ensure all projects under the program pillar achieve their planned outcomes and provide support towards effective program implementation framework.
    • Anticipate and pro-actively share information within Nigeria country program and project teams and ensure that team members are coordinating effectively over activity planning, implementation, monitoring, evaluation and learning.
    • Ensure adherence to Oxfam quality standards and integration of best practice in economic justice programme in close liaison with Oxfam technical advisers, finance, MEAL and other support staff.
    • Ensure that program management information systems are integrated to relevant Oxfam platforms (database, website etc.), are maintained accurately and up to date.
    • Ensure delivery of all project reports and donor reports to quality standards and within deadlines.
    • Commission and supervise research or analysis to underpin programming and advocacy on every relevant thematic area under economic justice.
    • Share information within region and to other Oxfam colleagues related to projects under the program pillar and contribute to advocacy activities in Nigeria and within the region.
    • Facilitate the implementation of counter-fraud, anti-aid diversion and safeguarding recommendations for operational excellence.
    • Ensure adequate complaint and response mechanism is in place and functioning

    Partnership management and external relationships:

    • Work with the Head of Programs to design Oxfam Nigeria Private Sector Engagement Strategy
    • Scan the private and public sector, CSOs and INGOs for viable partnerships
    • Build and manage relationships and partnerships with trade unions/associations, economic interest platforms, producer organizations, NGOs, research institutions, private sector and other key stakeholders in the real sectors of Nigeria.
    • Provide and facilitate technical support, training and information to partners to enable them to effectively use Oxfam resources and best practices in project implementation
    • Represent Oxfam in coordination meetings related to economic justice at the federal level and some external relationships with donors and other key stakeholders.

    People management:

    • Line manage project leads of projects under the Just Economies Program pillar across different locations in Nigeria.
    • Develop arrangement for capacity and performance management for people working with her/him in line with Oxfam’s values, Oxfam Leadership Tool.
    • Ensure that trainings on Oxfam Code of Conduct for staff and non-Oxfam staff involved in program implementation is implemented on regular basis.

    Financial management:

    • Ensure that budgets are drawn up for all projects, and that costs are kept within budgets, implement a monthly program budget monitoring (Budget Vs Actuals), quarterly analysis of trends and timely budget reallocation.

    • At least five (5) years of experience providing technical advice on economic justice mainstreaming, with a proven track record in promoting economic justice across diverse thematic areas relevant to the Nigerian context. This includes urban and rural livelihoods development, employability and entrepreneurship capacity building, economic policy influencing, market systems strengthening, labour and workers’ rights advocacy, and private sector engagement.
    • Experience working in a conflict or post conflict situation.
    • Strong skills in economic policy, market systems development, entrepreneurship programming, and private sector engagement.
    • Commitment to and knowledge of working with partner-led operational approaches, developing and supporting partner organizations to achieve direct impact and results relating to the programme objectives.
    • High levels of strategic and people management skills, able to support and mentor teams in their professional and personal growth and use a variety of strategies and approaches to motivate teams.
    • Excellent personal communication skills, in written and verbal English, with high impact influencing and persuasive skills an able to represent Oxfam to donors and external institutions.
    • Experience and ability to work well in, manage and lead large project teams and steer them to achieve and deliver results.

    Programme Manager, Gender Justice

    OBJECTIVE OF THE POSITION

    • To provide high-quality support to different units of the Country Office and to partners according to Oxfam’s standards and contribute to Oxfam’s global and regional learning aspirations through capacity building, coordination, mentoring and monitoring, making sure that Oxfam’s Response meets the gender minimum standards as well as promotes women’s voice, participation and leadership.

    KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

    Program Support and Information, Analysis:

    • Lead the implementation of the gender action plan according to OXFAM’s Country Strategy and commitments to gender transformative programming.
    • Review rapid gender analysis and update as required, drawing on external data and OXFAM partner information. Discuss with senior management the need for a more detailed gender analysis and overall gender strategy to guide OXFAM in Nigeria’s work.
    • Carry out gender analysis and power mapping across our programs to explore and address the underlying causes of women’s vulnerability to household abuses due gender stereotypes, social construct, social norms and misperception that limit women’s access
    • Promote the emergence of change agents that are strong gender champions (both male and female)
    • Support the collection and analysis of sex-and age-disaggregated data (SADD) as well as streamlining the needs assessment, collection and analysis and gender audit so that Oxfam’s programs can be more effective in meeting beneficiary needs.
    • Facilitate and support the integration of gender perspectives in programming across sectors and advise the Leadership Team on challenges and solutions.
    • Assist in adapting existing systems to monitor progress in gender mainstreaming by using OXFAM and IASC framework and checklists and adapting them
    • Ensure that issues of GBV, SN and PSHEA are explored in sensitive ways, and that services and follow-up are provided in keeping with OXFAM’s guidelines.
    • Review project plans and budgets (or provide written guidelines for such a review) to ensure that adequate attention is paid (and resources allocated) to the promotion of gender equality.
    • Review project proposals to ensure they are gender sensitive and include budget lines for gender activities.
    • Support the Program Quality and Development Unit in anchoring relevant and measurable gender mainstreaming indicators in Oxfam’s programming and influencing work.
    • Develop proposals on women’s rights to fundraise for programme activities.
    • Prepare periodic progress reports on the women’s rights program

    Partnership and Coordination:

    • Provide expert advice on the implementation of, facilitate and monitor the implementation of Oxfam gender priorities (mainstreaming and standalone projects)
    • Provide support and leadership to ensure women’s rights are at the heart of Oxfam’s humanitarian response strategy, and Oxfam’s long term gender justice strategy is relevant and adapted to a post crisis context
    • Lead external coordination with government, non-government, partner organizations and UN coordination mechanisms on women rights
    • Internal coordination with Program Quality and Development Manager, Sector Specialists and Area Coordinators, strengthening coordination structures to understand the social/gender dynamics and trends in the affected population.
    • Encourage setting up gender and safeguarding focal points in partner organizations, local leaders and organizations/networks known to promote the interests of women.
    • Build strategic alliances with other key actors, including Women’s Rights Organizations, to advocate for gender-sensitive programming.
    • Ensure that OXFAM’s work treats gender as a cross-cutting issue in all its response and recovery activities, in accordance with the emergency response strategy.
    • Promote use of the gender action plan by all OXFAM and keep partner staff members aware of this so this is considered in ongoing response and recovery work.
    • Lead the activities of the International Women’s Day and Sixteen Days of Activism against Gender-Based Violence Campaign

    Communications and Knowledge Management:

    • Initiate and/or support research on emerging issues on women’s rights to guide advocacy and campaigns in both humanitarian and non-humanitarian programs
    • Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming for both OXFAM in Nigeria and the wider OXFAM
    • Provide technical support to identify opportunities for the development of relevant advocacy and communication/information materials to address gender (in)equality issues
    • Participate in planning sessions as needed and provide a gender perspective on planning issues.

    Capacity Building:

    • Facilitate the training of project staff on gender transformative approach to reduce care burden on women, and involve more women in productive activities and improve their political participation right from the community to State and Federal levels
    • Work with OXFAM staff and partners to strengthen capacity to implement gender-responsive programming through training, guidance, one-on-one support, commenting on strategy plans, providing input to program design and proposal writing.
    • Review basic concepts and principles of gender/GBV/PSHEA/SN for all team members; provide specialized sector briefings to each respective specialist/team as appropriate.
    • Provide regular orientation on promoting the OXFAM gender pick and go modules, OXFAM Minimum Standards for Gender in Emergencies, the use of Gender, Gender in WASH, Gender in EFSL and SL, and GBV handbooks and checklists in all OXFAM focus areas.

    • Substantial knowledge of the socio-economic and political context of the region and how it affects women’s rights and gender equality
    • Knowledge of Results-based management (RBM) approach and Performance measurement framework (PMF).
    • Knowledge and / or experience of common Oxfam norms objects, standards and tools
    • Experience using a computerized information management system (Ms Word, Excel etc.)
