    Agriculture Specialist (Deputy Programme Manager)

    Reporting to: Programme Manager

    Proposed start date: February 2025

    Work location: Maiduguri, Borno State

    Key Responsibilities:

    • Lead and/or contribute to feasibility studies, assessments, and evaluations related to agricultural and livestock interventions;
    • Define implementation modalities in consultation with the FSL Technical team, covering areas such as beneficiary identification and registration, distribution, training, awareness, and monitoring for agricultural and livelihood activities;
    • Collaborate with the Programme Manager and sector leads to define the project intervention strategy;
    • Develop costed plans for agricultural activities and ensure their effective implementation in close coordination with the Programme Manager;
    • Supervise and manage staff involved in agricultural and livestock activities, including Agriculture and Veterinary Officers, while supporting recruitment efforts under the SO3 component as needed;
    • Ensure the adoption of innovative and climate-resilient agricultural practices while monitoring adherence to work plans and technical guidelines;
    • Collaborate with the MEAL Manager to establish a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system and beneficiary support mechanisms;
    • Promote gender-sensitive approaches and actively engage women and youth in agricultural training and livelihood support initiatives;
    • Contribute to the preparation of technical and operational documents for knowledge sharing and lesson capitalization;
    • Monitor project progress, identify areas for improvement, and recommend course corrections as necessary;
    • Provide technical and operational support to field teams for agriculture and livestock-related activities;
    • Support the development of activities progress reports for the program team as well as contribute to the development of donor reports;
    • Ensure synergy between the agriculture and livestock sector and other project components to maximize impact;
    • Manage the agricultural activities budget, ensuring compliance with internal policies in close collaboration with the Programme Manager;
    • Collaborate with the Consortium MEAL Manager to define a Monitoring and Evaluation (M&E) plan for agriculture interventions;
    • Monitor performance indicators and address any variances by proposing solutions to the Programme Manager;
    • Ensure timely and quality reporting for all agricultural and livestock activities, feeding into internal and external reports;
    • Support the Program Manager to Plan, Review, update, and manage the budget including FSL related follow-up on activities on a regular basis and share with relevant team Action Against Hunger staff members;
    • Contribute to mapping relevant external stakeholders and building relationships;
    • Develop and maintain relationships with government bodies, civil society, and humanitarian partners working in the target areas;
    • Represent Action Against Hunger at external meetings with government bodies, civil society, and international stakeholders;
    • Actively create opportunities to share key messages and promote climate-resilient agricultural practices;
    • Ensure compliance with RESILAC’s communication and visibility protocols during external representation;
    • Supervise and provide technical guidance to the Agriculture Officer and Veterinary Officer, ensuring they work collaboratively to achieve project goals;
    • Lead the capacity building of project staff, local extension workers, and community leaders, ensuring they are equipped with the knowledge and tools to implement sustainable agricultural practices;
    • Communicate Action Against Hunger performance standards and expectations to team members which includes; 10 minutes monthly conversation, 3 months/end of probation performance appraisal, and annual/ end of contract appraisal;
    • Establish performance objectives, provide feedback, and identify strengths and areas for professional improvement.

    Position Requirements:

    • Bachelor's Degree in Agriculture, Agriculture Technology/Engineering, Agronomy, Veterinary, or related fields;
    • Minimum of 4 years of experience in food security, livelihoods, Agro/livestock-related interventions, and climate adaptation projects;
    • Strong computer literacy, organizational and planning skills, report writing, and budget oversight;
    • Commitment to upholding Action Against Hunger’s values, and excellent interpersonal and communication skills;
    • Experience in the INGO/NGO and humanitarian context;
    • Experience managing a team of staff.

    Monitoring, Evaluation, Accountability & Learning (MEAL) Manager - Consortium

    Reporting to: RESILAC Project Coordinator

    Proposed start date: February 2025

    Work location: Maiduguri, Borno State

    Key responsibilities:

    • Contribute to the development of the consortium's national MEAL strategy in coordination with the consortium members, the National Project Coordinator, and under the technical guidance of the RESILAC Regional Advisor for MEAL;
    • Ensure the development of the program's MEAL framework (Monitoring and Evaluation Plan);
    • To contribute to the development, improvement, and harmonization of MEAL tools to facilitate data collection, the monitoring of activities, the evaluation of results obtained, and the capitalization of the program's achievements and learning;
    • Promote the smooth flow of MEAL information between the consortium partners according to a pre-established communication circuit, and hence the team cohesion of the consortium members;
    • Plan and coordinate MEAL activities throughout the life of the programme and compile the information gathered using the appropriate tools;
    • Organizing and facilitating information and training sessions in MEAL and CHS for the consortium's field teams;
    • Oversee the parties' feedback and complaints mechanisms and produce quarterly consolidated national reports;
    • Take an active part in the learning framework promoting the sharing of experience and practices between RESILAC project MEAL managers (workshops, cross-visits, discussion forums, etc.);
    • Participate in the elaboration of Terms of References for evaluations (Territorial diagnosis, Baseline, Midline, and Endline) and coordinate  all activities  related to multi-scenario planning & analysis and mapping of zone/area of  intervention at the country level;
    • Ensure timely and quality data collection, inclusive of needs assessments, household registration, baseline/end line surveys, PDMs, and any other data collection exercise needed by the programme showing understanding and leadership with different data collection methodologies;
    • Ensure monthly updates of the reporting tools (tracking sheet, Dashboard…) of the RESILAC project;
    • Lead the compiling of quantitative and qualitative indicators’ analysis and reporting, on the basis of the RESILAC project’s reporting schedule;
    • Undertake regular site visits and monitor the design and execution of surveys and other assessments, case studies, and accountability mechanisms to ensure that proper sampling and methodology are used;
    • Establish a process of mapping of territorial area of interventions (on a regular basis, calendar). Report and communicate all information related to context analysis and approaches put in place;
    • Participate in the elaboration of methodologies and tools to facilitate national and operational  Steering  Committee sessions at the country level;
    • Participate in/support technical capitalization activities, initiatives, research, and national or cross-border studies carried out as part of the program's capitalization;
    • Support teams to pilot data collection tools and integrate the findings into the final tools by providing feedback/error reports to the Project Coordinator, RESILAC Nigeria staff, RESILAC Regional MEAL Adviser, and Maiduguri M&E team;
    • Coordinate participatory processes at the country level (involving partners/stakeholders) for the identification of the  topics  for  research-action; research and learning activities at the country level to ensure consistency;
    • Identify potential partners for research (universities and research institutes) in the country and initiate a good relationship and collaboration in the framework of research. Coordinate all activities related to consultation and census of studies (Internet, universities / Institutes) on the context;
    • Identify and document the relevant case studies: video/photos on good practices, lessons learnt in the  area/ region of intervention to be  shared  with  Regional MEAL advisor  on monthly basis;
    • Hold regular consultation meetings with Programme Managers (PMs) and Technical Advisers on the application and monitoring of technical quality indicators for projects;
    • With the support of the National Project Coordinator, ensure the preparation and organization of the quarterly reviews meetings of RESILAC project with the field /operational teams and partners;
    • Organize regular meetings with the field staff/technical team and partners on data collection and information sharing related to indicators of the logical framework.

    Position Requirements:

    • A university degree or equivalent in Economics, International Development, Agriculture, Statistics, Public Health, Project Management,  Demography, Monitoring and evaluation, or related fields;
    • A Minimum of 3 years of Monitoring and Evaluation related work experience  and at least 1 year in managerial positions;
    • Good knowledge of the management of the project cycle;
    • Facilitation of training workshops and work (ex: Planning workshop, workshop on the development of tools, capacity-building workshop, etc.);
    • Professional, motivated, open, creative, mature, responsible, flexible, and culturally sensitive;
    • Strong interpersonal relationship skills and capacity to influence peers;
    • Strong organizational and analytical skills, and ability to work under pressure;
    • Excellent computer skills, particularly with Microsoft Excel, spreadsheets, Sphere standard, SPSS, SPHINX, or other statistical packages;
    • Willing and able to be based and travel regularly within remote areas, where services are limited;
    • Excellent ability to communicate in English (both spoken and written);
    • Previous experience with Action Against Hunger;
    • Excellent ability for organization and planning;
    • Excellent ability to analyze and write synthesis;
    • Experience in community development programming, preferably in food security, economic recovery, and cash transfer;
    • Experience in leading research strategies and plans;
    • Experience with mobile data collection processes and platforms;
    • Experience in statistical analysis;
    • Experience with participatory fieldwork methodologies;
    • Good understanding of the Hausa and/or Kanuri language.
