    Base and Facility Officer

    Responsibilities

    • Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions

    MSF Section/Context Accountabilities

    • Supervising the Maintenance Agents under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; and attending logistics meetings and accounting for his activities
    • Lead the execution of maintenance of logistics equipment and infrastructure for hospital facility management, cold chain, energy, IT, radio communications and watsan
    • Monitor and update the digital tools such as ‘Maintenance Calendar’ and ‘Job Request’ and ensure the timely implementation of preventative and curative maintenance
    • Support supervisors and managers with the compilation of orders (Internal Requests) for his sector activity, do the follow-up, and checking their proper reception and state
    • Tracking consumption of supplies, batteries, cooking gas, fuel, etc. used in the hospital compound
    • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded
    • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
    • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
    • Participating in trainings at the request of the line manager

    Requirements
    Education:

    • Essential Secondary Education.

    Experience:

    • Desirable experience with MSF or other NGOs.

    Languages:

    • Local language essential, mission language highly desirable.

    Pharmacy Storekeeper

    Job Description
    Scope of and Responsibilities and Accountabilities:

    • Execute the pharmacy/medical warehouse storing activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.) under the supervision of the Medical Warehouse (for OCG) or Pharmacy Supervisor, and in collaboration with the logistics team.

    Responsibilities

    • Supervising material orders and dispatching to ensure rational use.
    • Receiving orders and deliveries, identifying potential disparities against cargo manifest or others, and reporting them, and stores materials in accordance with the system in force, to ensure continuous availability. It includes:
    • Ensuring good storage conditions of all medical items in the pharmacy in accordance with pharmaceutical standards to ensure continuous availability.
    • Ensuring correct fill in entries on the stock cards and software.
    • Carrying out or participating in regular inventories including EPREP stock.
    • Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
    • Preparing orders of the different consumption units (departments, wards, others), ensuring proper packaging, and dispatching and reporting any anomalies or changes in consumption patterns to the
    • Pharmacy Supervisor. Informing Pharmacy Supervisor as soon as stock reaches alert limit.
    • Controlling warehouse facilities to ensure materials are kept in good keeping conditions, it includes:
      • e.g. Monitoring temperature in the warehouse and ensuring that products requiring cold chain are suitably
      • stored and transports received, stored, and prepared and transported appropriately according to MSF Supply and Cold Chain protocols.
      • Ensuring cleanliness of premises (stock pharmacy) and in close collaboration with the logistics department,maintaining refrigerating equipment.
      • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured.
      • Immediately informing the line manager of any problems arising in the course of the work, particularly with regards to damage, loss, attempted break-ins or theft in the warehouse.
      • Ensuring that items to be quarantined (on-going quality alerts) or to be placed in quarantine zone (batch recalls, expired or damaged items) are removed from the stock and safely locked.
      • Following up stock levels with regards to alarms thresholds, stock out, expiry dates and drugs to expire in the following 6 months.
      • Preparing reports and passing it to the supervisor.

    MSF Section / Context Specific Accountabilities
    Stock Storage:

    • Monitor temperature and ensure suitable storage of all pharmaceutical items, including cold chain management, according to MSF protocols and specification all along the distribution chain: reception, organisation, delivery & (or) donations.
    • Under the supervision of the Pharmacy supervisor, handle controlled & expired drugs.
    • Escalate immediately in case of any cold chain rupture during the distribution chain.

    Stock Management:

    • Participate in physical inventories.
    • Provide information of all stock movements for the week for entry into Isystock
    • Support pharmacy supervisor in the management and supervision of daily workers
    • Archiving of all documents related to stock movements.
    • Follow the schedules for inventory & replacement of expat house medicine cupboard, first aid kits & Emergency box(es)
    • Ensure proper identification and arrangement of the stock.
    • Ensure proper separation and identification of the special stocks (quarantined items, expired items, and on-hold items)
    • Ensure cleanliness of stock and premises

    Stock Movement:

    • Conduct reception, order packaging, relevant documentation.
    • Ensure FEFO for all pharmaceutical items.
    • Complete stock cards of all in / out movements

    Safety and Security:

    • Ensure Pharmacy access is only for authorised personnel.
    • Report any disappearances or other security incidents.

    Nutrition Assistant

    Scope of Responsibilities and Accountabilities
    Prepare meals for MSF staff, according to hygiene standards and security rules, in order to ensure their nutritional needs as follows:

    • Carrying out basic health care (swabbing, feeding, and applying local treatments, etc.) following the rules on hygiene and asepsis.
    • Informing caretakers on the functioning of the centre: lay out, daily activity plan (number and frequency of the meals, medical visit, weight measurement, etc.) and other general information.
    • Distributing meals according to medical prescriptions for each patient, ensuring that no other food is given in place. Reporting on daily basis, the intake of the patients under nutritional treatment.
    • Providing hygienic training and sanitation education to children, mothers and the targeted population and stimulating mothers to breast-feed.
    • Monitoring and reporting weight and other vital indicators, if necessary, (temperature, heart and respiratory rates) of each patient.
    • Applying the correct procedures in the event of a fever or hypothermia and reporting to the nurse pathologic symptoms such as, apathetic, anorexia, not drinking, vomiting, fever, dehydration, diarrhea, etc.
    • Preparing ORS or Resomal when required.
    • Supervising drinking water availability in the ward, and ensuring it is well identified.
    • Supervising the maintenance of clean premises and materials
    • Performing minor maintenance and cleaning of the biomedical equipment following user manual and protocols.
    • Alerting the supervisor in case of malfunctioning of any device.
    • MSF Section/Context Specific Accountabilities:
    • Support in making sure patients supplies are available in different wards,
    • Help as much as possible the new recruited staff assigned in the same room.
    • Orientation of decharged patients to vaccination unit.
    • Support in patient registration and service orientation
    • Responsible for the preparation, distribution and monitoring of feeding of hospitalized patients,
    • Patients surveillance (Vital signs),
    • Bed making,
    • Support in nasogastric feeding process,
    • Cleaning of medical equipment when necessary,
    • Support in promoting patient comfort.

    Minimum Requirements

    • Literacy and sound knowledge on nutrition protocols
    • Experience working in MSF or other NGO’s and in developing countries is desirable
    • Knowledge of English and local language essential
