    Senior Legal & Policy Specialist(Trade & Fisheries Regulations)

    Job Summary:

    The Senior Legal & Policy Specialist will provide strategic guidance on fisheries governance, trade laws, and regulatory frameworks. They will ensure project compliance and provide general oversight functions.

    Program/Practice/Department Overview:

    The AquaTrade project is designed to create jobs within Nigeria's fisheries value chain for women and youths by providing capacity building training and facilitating access to market and finance with the aim of boosting trade in fish and value-added fish products.

    Primary Functions & Responsibilities:

    • Analyze existing fisheries governance, trade laws, and regulatory frameworks in Nigeria, as well as the ECOWAS/AU regions.
    • Identify gaps and inconsistencies in current legal and regulatory frameworks, while monitoring and analyzing policy changes.
    • Ensure project activities comply with all relevant national and international laws and regulations.
    • Provide guidance on sanitary and phytosanitary (SPS) measures, customs regulations, and licensing requirements.
    • Develop policy recommendations to improve the legal and regulatory environment for fisheries trade.
    • Engage with government agencies and stakeholders to advocate for policy reforms.

    Basic Qualifications:

    • Law degree (LLB, JD) or Licence’s degree in Public Policy, International Law, or a related field and 5 years of experience in legal and policy analysis, preferably in the fisheries or agricultural sector. Alternatively a Master’s degree and 3 years or experience
    • Strong understanding of fisheries governance and trade laws.

    Preferred Qualifications:

    • 5 years of experience
    • Experience working with government agencies and regional economic communities.
    • Familiarity with international trade law and WTO agreements.

    Knowledge, Skills and Abilities:

    • Strong legal research and analytical skills.
    • Excellent communication and negotiation skills.
    • Ability to interpret and apply complex legal and policy documents.
