    Senior Human Resources Officer

    Background

    Reports to: Senior Human Resources Manager 

    Location(s): Abuja

    Job Summary

    Under the direction and technical supervision of the Senior Human Resources Manager, the Senior Human Resources Officer will provide support and guidance to the full life cycle of HR activities and processes such as HRIS, Administrative Services, Contract Management, Records Management, and Separation and other HR related matters across all HALG projects.  

    Essential Duties and Responsibilities

    • Assist the Senior HR Manager in supervising human resources activities including hiring of personnel, getting necessary approvals for engagement of new hires from the Director of Finance and Operations Director and subsequently approved by the Chief of Party and HALG Executive Director.
    • Prepare all required new hire paperwork, including developing employment agreements, and conducting new staff orientations.
    • Ensuring relevant individuals within the team are notified of new employee to set up workspace, email account and appropriate materials/equipment before they resume work.
    • Ensure HALG implements policies and procedures in accordance with local laws.
    • Oversee the maintenance of staff hard copy and or electronic files/records and compile statistical reports, as requested, concerning personnel-related issues according to HALG procedures, donor requirements, and local laws.
    • Manage the payroll system for the HR unit, including informing the Finance unit of any payroll additions and/or changes.
    • Ensure compliance with the labour laws as it relates to the employment.
    • Contribute to the development and monitoring of overall HR strategies, systems, tactics, and procedures across HALG.
    • Provide guidelines and advise staff on the administration of human resources policies and procedures.
    • Establish grievance mediation processes.
    • Assist the Senior HR Manager in the coordination of the  annual performance evaluation process.
    • Track all leave requests received and approved for each staff and ensure timely update of the leave tracker.
    • Handle confidential information with discretion and make reasoned judgments in a timely manner.
    • Provides technical supervision and support to the HR Assistants and Interns.
    • Any other task(s) assigned.

    Qualifications

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Education and/or Experience:

    • A degree in Law, Finance, Business Administration, and/or Human Resources Management. Membership of CIPM or CIPD or any other HR related professional body
    • At least 5 years’ experience in similar position is preferred.
    • Must have in-depth knowledge of USAID or other donors’ rules and regulations as they pertain to technical, financial, and administrative project functions.
    • Strong interpersonal Relations and Communication Skills.
    • Ability to exercise judgment and discretion in sensitive and or confidential personnel and organizational matters.
    • Strong attention to detail.
    • Strong organizational and prioritization skills·
    • Strong computer spreadsheet and word processing skills.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Computer Skills:

    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited resource environments.
