    Monitoring, Evaluation and Learning Officer

    Generic responsibilities

    • Ensure NRC policies, handbooks, procedures, and SOPs/guidelines are adhered to.
    • Support the timely implementation of Monitoring, Evaluation and Learning activities
    • Ensure compliance with NRC policies, guidelines and standards.
    • Responsible for implementation of operational M&E activities in close collaboration with Core Competency technical officers and officers/assistants.
    • Ensure project documentation of M&E activities of Core Competencies.
    • Contribute to the implementation of M&E systems, including M&E tools.
    • Ensure that NRC’s related activities are implemented within NRC’s SIP (Safe and Inclusive Programming) Guideline and report any breaches/concerns to the line manager and/or focal point for proper action.

    Specific responsibilities 

    • Develop MEL tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting. 
    • Compile and update AO level monthly output tracking sheet (MEL matrices), online GORS reporting, monthly MEL reports and quality benchmark 
    • Support need assessments, baseline and end line surveys, and programme evaluations particularly field data collation using mobile data collection methods training and supervising enumerators, data entry and analysis; 
    • Support the project teams to improve quality of monitoring, evaluation, accurate reporting and learning, including training on MEL tools;
    • Support field Programme staff to implement project level assessments, including PDMs, baseline survey using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.
    • Support MEL and program staff in developing and reviewing the survey questionnaires.
    • Support in analyzing quantitative data and formulating interactive dashboards.
    • Support in designing FGDs and analyzing narrative reports.
    • Support the use of digital-based data collection using mobile phones/tablets, conducting regular monitoring visits from projects’ activities and reporting monitoring findings with relevant staffs.
    • Regularly monitor project activity and report the success, shortcomes and challenges to MEL coordinator. 
    • Any other reasonable tasks as instructed by line manager. 

    Qualifications

    • At least 2 years’ experience in an international NGO preferably in an emergency or post-conflict setting, of which at least 2 years should be with experience in implementation of MEL systems for an international NGO;
    • Bachelor’s degree in social science, business administration, economy, computer science or other related field.
    • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods;
    • Experience of working with multi sectors would be an asset.  
    • Must be prepared to travel to the field offices.
    • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods;
    • High level English language proficiency (speaking, reading, writing)

    • Strong organisational and team working skills;
    • Good cultural awareness and sensitivity;
    • Approachable, trustworthy and confidential;
    • Analytical and computer skills, including MS Office (Word, Excel,Outlook, PowerPoint, Access);
    • Experience in using ArcGis, Stata, Nvivo, CAPI systems (Kobo/ODK/CSpro), data visualisation softwares (e.g. Power BI) is a plus;
    • Knowledge of the NRC’s operations is a plus.
