    Health Policy & Advocacy Advisor

    LOCATION: Open to locations whereOxfam has a country officewith preference for the Global South
    CONTRACT TYPE: Fixed term: 18 months, with opportunity for extension if additional fundingis secured.

    DEPARTMENT PURPOSE:Oxfam International’s Advocacy, Campaigns & Engagement Department is focused on achieving systemic change and impact using Oxfam’s presence at every level from local to regional and global, aligned with the vision of the global strategic framework. It seeks to support the influencing of and engagement with audiences around the world –through action and by generating financial support -to fight inequality to end poverty and injustice. 
    TEAM PURPOSE:This post will be line managed by and be part of both the Oxfam International IFI Advocacy teamwhich is based in Washington, DCand Oxfam’s global inequality team. The IFI team focuses on the International Financial Institutions (IFIs), primarily the World Bank and the International Monetary Fund (IMF), advocating for sustainable, inclusive and accountable programming and policies. The team also acts as a service hub for the Oxfam Confederation, supporting couentry offices and partners to engage the IFIs. The team is led by Oxfam International’s Head of Washington DC Office who is Oxfam’s overall leadfor World Bank and IMF advocacy and engagement. Oxfam has a long history of engaging these institutions on a range of development policy issues from inequality to climate change and from transparency to citizen engagemnt. The post will also be an integral part of Oxfam’s global inequality campaign, and will be matrix managed by OI’s health policylead. The inequality campaign leads policy, advocacy and campaigning by Oxfam on inequality and policies to tackle it; this includes policy, advocacy and campaigning on health and other public services. 
    JOB PURPOSE:

    This role will:
    Support the development and implementation ofOxfam’s policy and advocacy strategy with the International Financial Institutions(IFIs), particularly the World Bank Group,on health and public services, includingon health privatisationand onaccess to vaccines;
    Help lead Oxfam’s work to fight against health inequality, including work to promote strong and universal public health services and oppose the privatization and commercialization of health care systems, as well as support on health policy and advocacy to country teams

    • Support the development and implementation of Oxfam’s policy and advocacy strategyon health and public serviceswith the IFIs (particularly the World Bank Group), including on vaccinesMonitor, research,and analyseIFI policies and projects in the health sectorespecially in relation to universal health care, health financing, privatisationand vaccines
    • Engage in regular outreach and advocacywith IFI staff,boardsand other key decision makers
    • Produceexcellent and impactful written materials to support our advocacy agenda on health and on the IFIs (including policy briefs, social media, blogs, talking points, etc)
    • Actively participate in and support Oxfam’s engagement in the World Bank/IMF Spring and Annual meetings, including on health and public services
    • Provide health policy support and coordination for Oxfam’s inequality campaign at global, regional and national level.
    • Engage with the media on issues of health inequalityandprivatisation
    • Support country teams where relevant in health advocacy and campaign work; facilitate country teams and partners to engage with the IFIs and other institutions on health and public services.
    • Engage in and collaborate closely with NGO networks and advocacy alliances relevant to health and public servicesAuthor and/or commission research/publications related to health and public servicesand help generate impactful data and other evidence for communications and influencing Support monitoring and evaluation efforts of Oxfam’s work; contribute to reporting internally and externally
